two starts now. >> and good evening everyone i'm mike mibach. let's get right to our top story of the night. and that is the weather right now. the rain pulling out of the bay area, but the winds still whipping across many cities. as we give you a live look outside the bay bridge, looking west towards san francisco, you can see the flags there, lower part of your screen still whipping around, already seeing some of the aftermath of today's storm. a viewer from saint helena sharing this video with us. you can see just how much water is flooded over the driveway of the home. water runoff from the vineyards made its way to the low spot on the street. now, the viewer tells us he received 3.5in in just the last 24 hours, and there's some dangerous surf along the coast from now all the way to saturday morning. a high surf warning in effect in santa cruz county, officials activated their emergency operations center and are also closing the santa cruz wharf. with that, let's get right over to our weather and a look at what to expect in the coming days. roberto gonzalez, you've been a very busy one today. >> so today, how about the past couple of days, right. because

we wanted to set you up for this powerful storm. and boy, mike, you got my attention when you started talking about the winds, i wanted to share with all of you some information that we noted earlier today. mineta international airport, with a 32 mile per hour wind gusts and mount almanor in the santa cruz mountains up to 81 mile per hour and wind gusts. and this is why the national weather service has extended the wind warning and the wind advisory until 10:00 tomorrow morning. in addition to that, how about our rainfall numbers up to 5.5in of rain and ben lowman and again, san jose approaching an inch and a half precipitation. that's a lot of rain in a short amount of time. and that's why the flood watch has allowed to extend until saturday evening as well. the ground is exasperated and we still have more rain tonight. overnight through tomorrow morning, this area of low pressure, the atmospheric river

with its subtropical moisture, is now due east, with scattered rain showers pretty much around the eastern portion of our bay area. but look at our live weather camera. this is looking out towards the bay bridge. it's wavering in the wind because we still have wind gusts up to 32mph. in addition to that, we are banking on at least a quarter of an inch of rain more along the coastline. we'll talk about the sunshine when you should expect it. that's still straight ahead, mike. >> all right, roberta, we'll see you soon. thank you. the storm did knock down trees, flooded roadways, and we've also had some small mud and rock slides. ktvu is betty who has been tracking the storm and brings us tonight a closer look at the damage. >> during thursday's storm. this massive tree snapped crashing onto two cars on pacheco boulevard in martinez. the tree stretched across the entire street, severely damaging the back of this gray sedan. >> i heard a crack, and then all of a sudden it sounded like a big car crash. >> all of a sudden i heard. i heard glass and a crash. that

was insane. like, the roots are bad. the whole thing is, it looks like it was just waiting for a time to do it. >> the gardeners said they rushed to help the driver of the gray car, who, remarkably, was not injured. >> i just asked her how she was feeling and she said she was just driving and she was more in shock than anything else. >> when the tree fell down it, the branch went right through the grille of my car. >> the branches also damaged the gardener's car, which was parked outside their home and cracked their windshield. >> it's leaning a little bit. >> for martinez resident john alexander, the damage serves as a reminder of the potential risks from the storm. >> we've got a number of big trees around here, as you can see. so it you know, it had me thinking that maybe it's a good idea to play it safe and get the trees checked out soon. >> and earlier in the day, the rain flooded westbound 580 in castro valley at redwood road. caltrans crews worked in knee deep water to clear several lanes before dawn. parts of 880 at dixon landing road near

fremont were also flooded, causing this driver to lose control of his car. >> it almost knocked me over. i felt like i was going to fly away. >> the wind and rain whipped through the peninsula. pacifica saw big waves and residents were prepared for potential flooding. >> we do have sandbags and all that in our area because it does flood. >> power outages were also reported as a result of the storm. pg and e said it has extra crews and equipment ready to respond. there still is a wind advisory in effect for parts of the bay area through friday, and the coast is looking at a high surf warning through saturday. in walnut creek, betty yu ktvu, fox two news. >> and taking a quick look now at the pg and e power outage map tonight. as you can see, small scattered outages across the region, but nothing too serious. there were some larger outages earlier today in the east bay, but power there has since been restored. and in marin county, the chp is clearing mud and debris from three lanes of south

101, where a rockslide came right down onto the highway. you can see the large amount of debris a dozer had to be brought in to clear the scene. the chp says it will have a hard closure in place for those lanes until 8:00 tomorrow morning, so keep that in mind for the morning commute from marin into san francisco and rohnert park. police and fire say flooding has closed down a stretch of the rohnert park causeway tonight. the westbound direction is closed at rancho verde circle. police say they have set up barricades and people should not try to drive around them or into the flooded street. today's weather also disrupting flights at bay area airports. as we give you a live picture out at san francisco international, the faa says. at one point today, flights were delayed by an average of two hours, according to flightaware, more than 500 departing flights were delayed. more than 50 flights were canceled, that number much smaller at oakland international and san jose mineta. santa cruz also hit with a lot of rain. the big concern now the wind and the surf. authorities lifted evacuation warnings and orders

in santa cruz county as the san lorenzo river reached just below minor flood stage in felton. the rain did trigger street flooding, as well as a mudslide in the community of soquel. and come tomorrow, due to the high surf warning, authorities are closing the santa cruz wharf. >> especially tomorrow. on friday, we're advising people to stay off the beaches, rocks, jetties, cliffs. anything near the coast at all is not safe. the words life threatening have been used by the national weather service. to us. >> the wharf can be a very busy tourist attraction, especially on valentine's day tomorrow. but the county is urging people again to stay away. in monterey county, an evacuation warning was issued affecting areas along the carmel river, right there along santa rita creek and bolsa knolls and salinas, as well as ralph lane in prunedale. sheriff's deputies say these areas are at high risk of flooding, and they are urging people to be ready to leave if the warning is upgraded to an order. and you can monitor the

storm and find all of our weather coverage by downloading the fox local app to your phone and smart tv. you can also download the ktvu weather app for a more detailed look at the forecast for your neighborhood. new at 11 san francisco is unveiling the newly expanded un skate plaza. city leaders will be gathering tomorrow afternoon for a ribbon cutting ceremony at 1230. the expansion project added 2100ft!s of skateable surface to the plaza's northeast corner. it also features skateable geometric art pieces. also new at 11 people who live along harrison street in part of oakland are holding a protest tomorrow asking the city to improve street safety. neighbors in the area on harrison between 27th and interstate 580 say the streets design just makes crossing traffic dangerous. tomorrow morning at the harrison and hamilton intersection, neighbors will demand a lane reduction, a continuous safe bike facility and pedestrian crossing improvements from the

321. there we go. >> a ribbon cutting ceremony with san francisco mayor daniel lurie and nba officials to officially open all star alley downtown tonight. through sunday, nba themed pop up storefronts will be open along powell street between market and union square. all star weekend is bringing back one player who came home to oakland to give to the community that helped shape him. bay area native damian lillard came back to his old stomping grounds in oakland, ktvu. amber lee joins us live tonight here in studio. and amber, you spoke with him about his efforts to support the community he grew up in. >> damian lillard visited his high school and his neighborhood rec center. he says the community supported him early on as a child growing up in oakland. he wants to make a difference by helping to fund renovations to the rec center.

>> this being the rec center that i grew up coming to every day, this is where you know where home is. >> nba star damian lillard held court at the jenkins recreation center in the heart of east oakland during all star week. the basketball player came to his hometown to thank community members who helped him as a child at this facility. >> he played a big role in my life without even knowing that i would be successful. you know, i was never the most popular, the most known. but you know, they still showed me love and supported me. >> growing up, he seemed like he was better than all the other kids. he was that much disciplined. >> now lillard is showing love for his community. he is partnering with adidas to fund renovations to the center. it will include resurfacing the gym floor, a new scoreboard, shot clocks, glass backboards, wall padding and banners. >> and i recognize that that environment is what, you know, can make somebody be successful. you know, that can make somebody. be able to go out into

the world and do good things. >> lillard's desire to create an environment to nurture success resonated with this parent. >> that's what it's all about. and he shows that he stands on that. my son is really into basketball, so i hope that he can hear that from someone that you see is coming from oakland, went to college, went to the nba. >> that father's nine year old son tells me meeting lillard was a happy moment. >> i never seen an nba player in person. really. and i wanted to get a picture and my ball signed. >> i mean, it just molds you to like, you can you can survive anywhere. >> before the rec center, lillard also visited oakland high school, where he is a proud graduate. he provided excitement and inspiration. lillard has a message for young people. >> if you do the right things and you're a good person, you can do you listen. you know you you follow instructions and you and you work hard. it's no guarantee to be, you know, me or

as successful as i am, but it's it guarantees you good things. >> damian lillard says no matter where his nba career takes him, ira jenkins recreation center and oakland will always be home. and a rec center leader describes lillard as someone who stood out even as a child in his character, as well as his athletic ability. live in the studio amber lee, ktvu, fox two news. >> great to see you. and back home here in the bay area. amber. thank you. evacuation orders are in place right now for people living in burn areas hit by last month's wildfires in southern california. and this story does begin tonight's west coast rap in the area of the palisades fire. specifically, rain is leading to a buildup of mud piled up so high it's pouring over k-rails on palisades drive for people with homes still standing after the devastating fires. la city fire asking them to leave, warning of possible flash flooding and mudslides even before the worst of the rain. parts of sunset flooded with mud and rock, making it onto the pacific coast

highway. further east, many people living near the eaton fire burn area have been told to evacuate their homes. police officers went door to door in the community of sierra madre, telling residents to pack up and go because of the threat of mudslides and debris flows. the nearby pasadena creek look more like a river, and neighbors say their homes were saved from last month's fire, but now they're worried about this storm damage. >> after having such a traumatic fire evacuation. we don't need another scare, you know. it's just too close back to back. and it's just it's not worth taking a risk. >> l.a. county public work crews have installed cameras along the foothills near the eaton fire burn scar to monitor the runoff from the storm. firefighters in their engines are also pre-positioned in case of a mudslide. a san diego floral business is getting ready for one of the biggest days of the year, with a very close eye on the weather at native poppy flower shop, workers are

warning is in effect until tomorrow night. there were strong gusty winds, a lot of snow falling really throughout the day, causing some buildup around fences and road signs. drivers say they faced rough conditions during their travels. others say they have faced delays due to unexpected road closures. rerouted off of 80 and had to go the back roads through south tahoe. we usually because we're headed to incline and so it's been just taking it slow. lots of high winds and a lot of rain. >> below 6000. a lot of rain and then 6000, plus a lot of snow blowing. slippery. if you don't have snow tires, chains or studs. four wheel drive. stay off the road and stay home. >> caltrans work to clear the roadways, but had difficulties keeping up with the snowfall at times and along eastbound 80. it was a mix of rain and snow, creating very slushy conditions. very few drivers were seen out there on the roads as weather

like this can lead to road closures. also, major delays that we've been talking about. chain controls have been in effect all night for both 80 and 50. caltrans recommending for people to delay travel if they do have that option. hanging out here with roberta gonzalez. last night you were dialing it up, and today you deliver. i mean, that was spot on. >> the computer models really nailed this powerful. >> and, you know, not just the computer. >> thank you. i might have got a couple of hints from mark tamayo and paulson. >> it's a team effort here. >> bill martin, it really is. years of experience in the bay area really helps you when you know the terrain, the topography. and there it is right there right now. storm tracker we're on the backside of this major system that's been plowing through the bay area. and you can see that hit and miss scattered shower right there, right now in throughout the peninsula, trying to work its way into cupertino and campbell san jose rose garden district. you have some light rain right now. and then also in the eastern portion of our bay area, just leaving livermore, the altamont pass, trying to make tracks towards tracy and

mountain house and look at our future cast. it does illustrate that by sunrise tomorrow morning at 659, we begin to see a little hint of that sun coming up. but we do have some scattered showers still around the santa clara valley. by lunchtime we're drying out, but the winds are still with us. but we do have some great conditions for your valentine's day and evening plans. but watch. saturday morning we wake up with a little hint of some fog. we do have dry skies becoming mostly cloudy during the afternoon hours. and there it is. we have some light rain showers in the north bay by sunday morning, so between now and sunday morning, still a quarter of an inch of rain pretty much around the san mateo coastline. a 10th in santa rosa, about 17/100 of an inch of precipitation in the fremont area. and this is why the national weather service has extended the flood watch until saturday evening. in addition to that, look at the camera wavering. that's a live weather camera looking out towards the bay bridge. winds are currently

up to 20 at sfo, but we have gusts up to 30. we also have some wind gusts around 22mph in novato. high wind warning in effect until 10 a.m. tomorrow. 70 mile per hour wind gusts, primarily around the peninsula's coastside san mateo coast. wind advisory in our inland areas. in addition to that, high surf warning in effect around the pacific coast line all the way to san diego. and now we go to the mountains where that winter storm warnings, in effect, 2 to 5ft of snow down to five and 6000ft tonight, temperatures 40 to 50 degrees. tomorrow's daytime highs up to 59 degrees. that will be our outside number. and, mike, once we get past the rain tomorrow morning. not a raindrop in sight through tuesday, except for the north bay on sunday morning. >> we'll take that. all right, roberta, thank you very much. have a great rest of the night. more than 20,000 health care workers and other types of workers could go on strike at university of california

campuses. members of the university, professional and technical employees are taking a strike vote. that wraps up tomorrow night. they say this vote follows nearly eight months of bargaining. those who could walk off the job include physician assistants, optometrists, mental health clinicians and many more across all campuses. they say they face a crisis of recruitment and retention amid unfair labor practices. we did reach out to the university of california for comment but have not heard back. a state bill would provide free diapers for low income families. the measure by san leandro assembly member liz ortega, would offer diapers at no cost for children enrolled in medi-cal who have a prescription for diapers. other states include new york, west virginia, and idaho. they all have similar programs. ortega said diaper costs have climbed dramatically, and they are one of the most frequently requested non-food items at food banks and charitable organizations. all right, here's a look at the story still trending tonight right there@ktvu.com. one of our top stories, the toxicology

report that's been released on the three young adults who were killed in that crash in piedmont, revealing there was evidence of alcohol and cocaine in their systems. also, a number of earthquakes rattled people in the east bay today, all occurring right there along the hayward fault. and the fabric and crafting store joann fabrics is scheduled to close more than half of its locations across the us, including nearly a dozen locations right here in the bay area. you can find all these stories and a lot more, all of it right there@ktvu.com. all right, a very busy weekend coming up in san francisco as the nba all-star weekend tips off, we take a closer look at some of the i'm not happy with the way that pg&e handled the wildfires. yeah. yeah. i totally, totally understand. we're adding a ton of sensors. as soon as something comes in contact with the power line, it'll turn off so that there's not a risk that it's gonna fall to the ground and start a fire.

coming together to prepare for the festivities. the whole show will be run from inside a trailer full of screens. there it is. and various angles of all the nba action, san francisco mayor daniel lurie said work has been underway for months to get the city ready for not one, but two big events this weekend. >> with hundreds of thousands of visitors coming to our city for the nba all-star game and lunar new year festivities. our priority is clear we make sure everyone, every single person, feels safe and welcomed. >> police chief bill scott said at this time, there are no specific or credible threats to either event, but public safety teams are prepared. one of the biggest events this weekend will be open to fans of all ages. nba crossover has taken over moscone center and ktvu sports reporter bailey o'carroll got an early look. >> the nba crossover officially opens to the public on friday. fans of all ages are sure to be entertained. >> there's something to do for
