intelligence to zap weeds at the root. a growing number of farmers say they are using artificial intelligence to manage their crops. >> this has been truly, truly an enormous task of finding every last penny possible that could go towards reopening our fire stations. [music] >> oakland is working to keep its fire stations open. the critical push made by members of the city council. a landslide on 101 in marin county. we're going to show you the damage it has caused and the problems to this morning's commute. and the u.s. is negotiating an end to the war between russia and ukraine. but moscow just made the peace talks more difficult. [music] >> from ktvu, fox two news. this is mornings on two. >> good morning. thank you for waking up with us here on mornings on two. i'm pam cook. >> it's a valentine's day for pam cook. >> happy valentine's day to dave clark as well.
7:01 am
>> good morning i'm dave clark friday 14th valentine's day and steve paulson has a valentine's day forecast. >> well thankfully it's today and not yesterday, right? yes we will. it will be better today. there's still a little bit kind of hanging on, but not much, especially east and south. but you know, i think we're almost done with this system here but still down. altamont pass down, santa clara valley, maybe sunol grade, santa clara valley, san jose, a little bit on the peninsula, san mateo coast. a couple little zipping by. wind speeds are coming down. it will still be a breezy, blustery day with north star just checked in. they had 31in of new snow. so until 10:00 tonight. winter storm warning. but i mean, they're also winding down. but they'll still be there will be some big time totals coming in here in the next couple of hours. straight from the heart though. today will be better after some lingering morning rain. look for 50s on the temps. we'll get a break on saturday. could be some light light rain sunday, mainly north. all right, so here it's been about the san mateo bridge. other places. where are we going first? >> well, steve, everything i do,
7:02 am
you know, is for the commuters, right? >> i know that. >> yes, sir. and the san mateo bridge. i'll show it to you in a minute. we have better news there. but i have to go right to 2.38 because. 2.38 has had a crash that, for some reason, has taken a while to clear. sometimes that happens. and 2.38 is completely slow from castro valley getting over to interstate 880. it's one of the trouble spots in the bay area. the stalled truck, they got a tow truck there onto the san mateo bridge, and they moved it. however, or there i should say they're moving it because it's not completely gone. so if you're taking the san mateo bridge, there's still a big backup now from industrial heading over toward there. the dumbarton bridge is a good alternative. let's take a quick look at the bay bridge. that commute looks good. it's only backed up to about the parking lot. 702. let's get back to the headlines. >> all right. thank you sal. take a look. taking a look at the damage caused by the latest storm. we're looking at marin

county, the chp clearing mud and rocks from three lanes of southbound 101 near sausalito. we were there this morning as the bulldozer was scooping up the rocks. crew members picking up pieces of fallen trees. it could certainly impact that morning commute from marin county into san francisco. up in rohnert park, police and fire say flooding has closed a stretch of the rohnert park expressway. very busy road up there. the westbound direction is closed at rancho verde circle. police say they have set up some barricades and people should not. do not drive around them or into the flooded street. >> all right. our time is 703. san jose firefighters made a water rescue yesterday afternoon in the guadalupe river. the fire department says two adults, two dogs and four puppies were trapped on what became an island in the river. fire department boats were used to make that rescue near the rotary play garden. one person was examined there at the scene but did not go to the hospital. up in santa
7:04 am
cruz county, strong winds and dangerous high surf are major concerns after yesterday's heavy rains. the san lorenzo river rose just below minor flood stage in felton as the rain caused street flooding, as well as a mudslide in the community of soquel. and today, the santa cruz wharf is going to be closed because of that high surf warning. >> on friday. we're advising people to stay off the beaches, rocks, jetties, cliffs, anything near the coast at all is not safe. the words life threatening have been used by the national weather service to us. >> now, even though the major rains are over. we're all advised to stay away from the ocean for the next several days. >> evacuation warnings are in effect in parts of los angeles and orange counties until tomorrow afternoon, because of the fear of mudslides. the fire burn areas have received a few inches of rain. the pacific palisades area already seeing flooding. we've heard see reports there of a car being
7:05 am
pushed into the ocean. cars along pacific coast highway in malibu were submerged in water. flood advisories are in place, and more than 140 homes are under evacuation orders for the fear of more mudslides. one of the main concerns is the post-fire debris flow, and mudslides. >> makes it just that much worse, right? it's like people haven't been able to really go assess their homes, go see their homes, and more damage is sort of affecting their their homes as it stands right now. >> we want you to be aware of the concern. if you live in an area that was recently burned, and most people are well aware that when the rain comes, there's potential for mudslides. >> now they are expecting the threat of mudslides and flooding to subside by tonight. well, dozens of bay area firefighters headed south to help those in los angeles county during the wildfires and the popular basketball show inside the nba honored some of the local
7:06 am
firefighters for their heroism. >> about time. let's let's spend some time recognizing some of the men and women who went from northern california to southern california, because we all witnessed the devastation in the los angeles area. >> well, this group. >> the show praised 15 members of the san francisco fire department who fought the southern california wildfires. perhaps the most appreciative host was kenny smith. he owns a home in the fire zone, and shaquille o'neal flatly told the firefighters, you guys are underpaid. >> a lot of love for the firefighters and some oakland fire stations that have been closed may be reopening, and others may be saved from being closed. ktvu andre senior is in the studio now to tell us more about this. andre. >> well, dave, this plan involves millions of dollars and requires a resolution, but it could be the difference in the closures of four additional fire stations on top of the two that
7:07 am
have already closed. council member janani ramachandran says she wants to divert $8 million. she said they have gone over the budget and spending and tried to find every last penny possible that could go towards reopening fire stations. >> we cannot risk having any resources missing that would prevent us from protecting our communities in the face of wildfires. >> the money would include $2.6 million from an uptick in sales and revenue from the joint powers authority, which is a company, the organization that manages the oakland coliseum. money would also come from increased parking revenues. a bond measure and the city's self liability insurance fund. >> i know that these budget discussions are really tough, and there's only so many ways you can cut this pie up. the reality is that we need more pie. >> last month, the city temporarily closed two fire stations, including station 28, in the chabot park neighborhood, and just two days later, firefighters from stations
7:08 am
farther away took three times as long to arrive at a house fire near that closed station. now, in a statement, oakland fire chief damon covington said in part, quote, i'm hopeful that there are viable options being discussed to reopen the closed firehouses and prevent additional closures. now, the oakland city council will meet on march 4th. that is when they will discuss this proposal. we'll see what happens. >> all right. thank you. andre. well, today marks seven years since a former student opened fire on a high school in parkland, florida. 14 students and three educators died in that shooting in 2018. the shooter pled guilty to murder in 2021, and a year later, was sentenced to life in prison without the possibility of parole. now, an artist from napa will create a memorial honoring the 17 victims and their families in that shooting. gordon heuther design will feature a central fountain and seating. there will be 17 limestone markers, each about 12ft high. they will hold each victim's name and other
7:09 am
information about them. it will be built on a preserve that borders parkland and coral springs. >> our time now. 709. we're turning now to the war between russia and ukraine. ukrainian president zelenskyy says a russian drone hit and destroyed a nuclear power plant in chernobyl, which is inside ukraine. the black and white nighttime video shows that giant fireball erupting at the power plant. president zelenskyy says the drone had a high explosive warhead. it crashed into a protective shell of the fourth reactor. as of now, the radiation levels, we're told, are normal. well, the white house is making a major push to end the war between russia and ukraine. president trump has talked to the leaders of both countries today. vice president vance will sit down with ukrainian president zelensky. the trump administration says nato membership for ukraine is off the table. the administration also says both countries have to make
7:10 am
concessions. >> see any way that a country in russia's position could allow them just in their position could allow them to join nato. i don't see that happening. >> now, ukraine for a long time has asked to be a part of nato as a way to protect itself from russia. critics accuse the trump administration of taking the side of russia, but vice president vance has said that u.s. military options are on the table. if russia refuses to agree to a deal. >> san francisco is unveiling the newly expanded un skate plaza today. city leaders will gather this afternoon for a ribbon cutting ceremony at 1230. the expansion project added 2100ft!s of skateable surface to the plaza's northeast corner. it also features skateable geometric art pieces. south bay state senator david cortez wants an audit of the financial operations of the metropolitan transportation commission. the bay area news group reports
7:11 am
cortez is asking fellow lawmakers to audit the commission to determine if the expenditures are warranted. the mtc receives about $700 million in bridge tolls each year, and just initiated a series of more toll hikes. the commission uses that money on various projects, including bridge maintenance. cortez wants to know where all that money goes and if the recent toll increase is really needed. >> time is 711 and they are moving that truck that was on the san mateo bridge off. it was there for. wow. it was there for a long time. it's still kind of slowly rolling on the bridge. it hasn't quite made it all the way over to foster city, but we are seeing improvement. bay bridge is lighter. the combination of things happening here, it's friday and we get lighter conditions. and also, i just think that it's just not affected by the wet weather anymore. things are just a little better out there for the commute today. i'll tell you,
7:12 am
there is one thing though, that is not the greatest and that would be. 238. they've had a little bit of an issue clearing a crash right there at 880. and now we have traffic that is backed up before the castro valley y. otherwise a dublin grade 580 and 680 are looking pretty good. so once this thing clears i suspect we're going to get some clearing and better news there. 712. let's go back to the desk. >> all right. thank you sal. well, it's 712. happening today a victory parade for the philadelphia eagles celebrating winning the super bowl. more than a million people are expected out there for that parade. organizers say they'll be sensory friendly resources along the parade route. with 14 jumbotrons along the route as well, showing some of the super bowl highlights and other parts of the parade. the route will end at the famous museum of art, where the players and the coaches will hold a ceremony on the steps where rocky did his

dance in the movie. all public schools in philly are canceled today, so the kids can be out there to celebrate the eagles victory. >> all right. >> very fun for them. living in fear. we hear from immigration advocates on the concerns about going to school or showing up for work. >> and basketball fans are upset. we'll tell you why there won't be a three-point shooting rematch this year between steph curry and sabrina unesco. >> after a car accident. on two, seven, 16. the nba all-star weekend is underway. events are happening all around the bay area, including some fun, interactive events for fans of all ages. >> and you know who's having fun this morning? james torres. >> yes. >> he's out there. look at that. he's. james, you are representing us, though out there. you've been doing a good
7:17 am
job. >> yeah. >> oh, this is all about fun. that's what nba all star weekend is supposed to be all about. especially the nba crossover experience here at moscone center. let's just give you a lay of the land for a quick moment. here we are at one end of the experience, and this is what the rest of it looks like. so many colors, all very vibrant, all of it catching your attention. anything from just little activities for kids and then a bunch of different opportunities to actually shoot a basketball. there's also a steph curry night night poster, and that's always a cool thing to take a photo with. so we know this year. steph curry and walnut creek's own sabrina ionescu. they're not doing that three point contest this year. we know caitlin clark also denied that invitation. so we decided we're going to do a three point shooting contest ourselves. the three point line, it's about 23ft and nine inches away from the basket. that is a long ways. okay, here are the rules. go. you get five basketballs each. normal basketball counts as one point. then you have the money ball at the end. that counts as two points. maximum point you can
7:18 am
get. what is that? six points. let's see if we can even get one. that's a long ways. oh. >> that's not bad one. that's not bad. >> that's two. >> come on, james, you can do it. >> there it is. >> three. nothing but net four. wow! >> money ball. are okay. that's great. because we were warming up earlier and i didn't hit a single one, so. okay, we got two points here. that means i wouldn't score anywhere near close to the professionals. again, we don't get one this year, unfortunately. but if you come out here to the experience, you can just play around on a full size court like this. that's just part of the fun, just scratching the surface of everything you can do here inside moscone center. again, doors open today at noon for the public. $50 gets you in the door for adults, $25 for the kids. get your tickets online at nba events.com. there's also an nba events app that you can track
7:19 am
all sorts of things that are going on here, including lots of celebrity appearances. all the all stars will be walking around this area all weekend long. if you have the time to check it out, you do not want to miss it. >> you are selling it. i think. >> that's hard. >> yeah. >> that is a that is a long way to the basket. >> really impressive. and it looks like so much fun. i think a lot of people want to head out there. i don't know who i put up against, you know james. but two in a row. that was impressive. nice job. okay. all right. we'll see you for some more fun in just a little bit. james torres out there at moscone center showing us all the events you can take part in. that's a super fun. sal is covering traffic. sal, have you ever made a three pointer? >> yeah, well, i'm a basketball coach, right? and i like james form, if you notice. good form. if you notice he uses the his hands correctly and the ball was spinning. and that gives it a better chance of going in. so he's he's doing. >> a nice little follow through. yeah. >> absolutely. yeah absolutely.

and it's hard. it looks easy. it's not easy. all right. good morning everyone. this is a 238. i have to keep going back to this because it is backed up onto the castro valley. white look at this. it's been there. i mean, what, are they going to clear it now? i know that they're doing a quick they're doing they're working as fast as they can. it's not criticism. it's just kind of bad luck for people who were expecting friday light here on 238 and to 880. i will show you also that the san mateo bridge is still recovering from an earlier stalled big rig. they got it out of the way. things are finally getting a little bit better, and if you are driving on westbound 92 or i'm sorry, westbound 80. bay bridge it's only backed up a little bit here near the toll plaza. that's a five, maybe a ten minute delay at the outside. 720. here's a man who played tennis for many years. >> i used to play basketball back in the day. i had a pretty good shot. you got to keep your

sunshine as well. all right, 731 in the morning and sal is here and he tells you and me that traffic is. >> well, it's slow in marin county. steve, we had that rock slide earlier and they managed to open up more lanes. but now there's a crash in the backup here on southbound 101. let's go right to right to the map. pardon me. southbound 101. slow as you come to southern marin, out of the mill valley area, heading over the hills. so it is backed up now from richardson bay. and it slows all the way over to where the rockslide was. there's still some activity there as well. so there's a crash and that old rockslide. we also have the san mateo bridge is a little bit slow still from an earlier stalled truck. bay bridge is lighter than usual, backed up to the parking lot. 732. let's get back to the headlines. >> okay. sal. thank you. well, the heavy rains and powerful winds caused a lot of damage in all nine bay area counties. the storm knocked down trees, flooded roads, and caused mud
7:33 am
and rockslides in martinez. a huge tree crashed down onto two parked cars on busy pacheco boulevard. a couple was in their home when they heard what they thought was a traffic accident. >> i heard a crack and then all of a sudden it sounded like a big car crash. it looked out and there, there it was. >> all of a sudden i heard. i heard glass and a crash. that was insane. like, the roots are bad. the whole thing is. it looks like it was just waiting for a time to do it. >> the couple rushed outside to help a driver who was in one of those cars, and remarkably, she was not hurt. >> marin county has also been hit with heavy rain and strong winds. one home in marinwood, north of san rafael, was already flooded from an earlier storm last week, when debris from the heavy rain blocked a concrete drain. now, the homeowner says he is doing everything possible to fix the problem to avoid more costly flooding.
7:34 am
>> i hired a team of people here yesterday that basically went into this open space and took out all of the wood and debris, and you can see piles of wood that we've created on areas of, of elevation. >> family members say their insurance company denied their claim to help pay for the damage, they were told. stream flooding is not covered in their policy. >> our time now. 734. pga says its profits last year were just under $2.5 billion. that's an increase of $200 million. pga says its recent safety improvements played a major role in increasing its profits. pga also had several rate hikes last year. the company says no major wildfires in northern and central california were linked to pga equipment in 2024. for the second straight year. >> well, state lawmakers in sacramento will soon take action
7:35 am
in response to this latest year of big profits for pg and e, they will consider a bill that would limit california utility companies to only one rate increase per year. the same measure would cap all power company rate hikes so that they don't outpace inflation. >> their operating cash flow has doubled since 2022, and we need to take a look at that. my primary focus is affordability, right. if you take a look at what we're trying to do, we're trying to give power back to the people. trying to balance the scales of power. >> the bill would also require more oversight to make sure all utility company equipment is safe, especially in areas of high fire danger. the first committee hearing on the proposal is scheduled for next month. >> time is now 735. well, tiktok is now back in both apple and google app stores after it was taken out because of national security concerns. tiktok was removed for download back in january to protest a law that
7:36 am
would ban the app in this country if its chinese parent company, bytedance, didn't find a buyer. now, the u.s. government has argued bytedance has tied to china's communist party threatening the data of american users. president trump extended the deadline set by law by 75 days, allowing it to return to stores as negotiations continue. >> one of my favorite spots in the city is busy this morning, the san francisco flower market buzzing with activity on this valentine's day. >> and ktvu is ali rasmus is there inside the market to show us and tell us how things are going. it looks beautiful out there, ali. >> it is beautiful. it's beautiful and it's very fragrant. i wish i could really communicate to you how nice it smells in here. being surrounded by all these flowers, beautiful bouquets, all types of flowers. not just roses, but there's a lot of different things that are popular this year for valentine's day. and it's busy
7:37 am
here. you can see one of the 22 vendors here has been working all morning long, wrapping up and packing up some of the flowers and roses here at wholesale flowers. this is the first valentine's day that the san francisco flower market is in its new location here in the mission district on 16th street. there's a lot of improvements that they're finally getting to enjoy. they have a 22 foot tall cooler in the back of this warehouse. there you see it over there. it looks like a giant white box, and it's actually a big refrigerator. they also have something they have a loading dock and they have something called true color lighting. you can't really tell from where we're standing, but they have these lights in here that are meant to mimic daylight, not fluorescent lights. and that's so that the florists and the designers can make sure they have their color palette just right. and the flowers colors are just right when they make their arrangements and designs. now they are expecting this valentine's day to be pretty busy. not only is valentine's day on a friday this year, but
7:38 am
it's also ahead of a three day weekend for a lot of folks. and in addition to that, there's a lot of stuff going on in the city that is adding to business here for the vendors here at the flower market. take a listen. >> the city's super busy. we've got chinese new year parade. we've got all the nba all star events going on. i've got florists telling me that they're they're working on that and event people working on any of the parties that are going on. i've got one florist told me, one of the hotels where the vips are staying. they're doing flowers in every room. >> so a lot going on in the city. and so far this morning, most of the people we've seen buying and loading up bouquets of flowers are professional florists. this is a wholesale market, so to shop here, most of the time you need to have a professional business here to do that. but starting at 8:00 this morning, the san francisco flower market opens to the general public. so if you still need to get your bouquet of flowers for that special
7:39 am
