this is mornings on two. the nine. >> today is friday, february 14th, valentine's day. we're looking at san francisco. it's a little bit cloudy, but steve says the weather has for the most part gone away. and we're going to have a nicer weekend. two thirds of americans aren't falling for the valentine's day hype, calling it overrated. that's according to a new survey from tucker research, which also found that 1 in 3 women believe you don't need to spend a dime to make the day special compared to just 1 in 5 men. and when it does come to spending, nearly 60% say they're sticking to last year's budget. meanwhile, most that more than a third of men are hoping the holiday gives their relationship a boost compared to just a quarter of women. and here's an update to our viewer poll. we've been asking how do you feel about valentine's day? 64% say they could go without it. the next one is love it and then mixed feelings. 9% you can still vote. just scan the qr code at the top

rocks that spilled out onto the freeway. luckily, though, no one was hurt. they do say that it certainly has been impacting the commute from marin county into san francisco, as that work is still continuing. san jose firefighters made a water rescue yesterday afternoon in the guadalupe river. the fire department says two adults, two dogs and four puppies were trapped on what became an island in the river. the fire department boats were used to make the rescue near the rotary play garden. one person was examined there at the scene but did not go to the hospital. >> in santa cruz county, strong winds and dangerous high surf are the big concerns after yesterday's heavy rains. the san lorenzo river rose just below the minor flood stage in felton as the rain caused street flooding, as well as a mudslide in the community of soquel. and today, the santa cruz wharf will be closed because of the high surf warning. >> on friday, we're advising people to stay off the beaches, rocks, jetties, cliffs. anything

near the coast at all is not safe. the words life threatening have been used by the national weather service to us. >> even though the major rain is over, we're all advised to stay away from the ocean for the next several days. >> evacuation warnings are in effect in parts of los angeles and orange counties until tomorrow afternoon because of the fear of mudslides. the fire burn areas have received a few inches of rain, and the pacific palisades area in particular has already seen flooding. we saw one car was pushed into the ocean. other cars along pacific coast highway in malibu were submerged in water. flood advisories are in place with more than 140 homes under evacuation orders. the main concern is post-fire debris flow and mudslides. >> just that much worse, right? it's like people haven't been able to really go assess their homes, go see their homes, and more damage is sort of affecting their their homes as it stands right now. >> we want you to be aware of

the concern. if you live in an area that was recently burned, and most people are well aware that when the rain comes, there's potential for mudslides. >> now, the threat of mudslides and flooding is expected to subside by tonight. >> all right. let's talk a little about our local weather here as well. steve paulson is back up with us this morning for a look at that. steve a little better than it was yesterday. >> you know i don't hype it up. you know i tell it like it is. that was a big system. >> that was a big storm. was a big. >> system with wind, rain, you name it. it was all had all the ingredients. we talked about what looked to be the winner would be the santa cruz mountains. the forecast models were saying, you know, i think they're going to get the most. guess what? they were right. sometimes it works out. strong upslope. you know, you get that moisture and you lift it. we said they'd get 4 to 6. well they they were a little above that. a little above that. uvas canyon though for 48 hours, almost nine inches of rain. mount almanor, boulder creek, most were around 5 to 6, but there were a few outliers that just blew right past that. rainfall was what it was all

about. morgan hill had more rain yesterday than they averaged for the entire month. the storm total was five. 61 mount veeder over five casadero kentfield lake del valle. that's a lot of rain for lake del valle. redwood city over three yountville almost three. santa rosa just shy of two and a half. there were many that were quite impressive here. west healdsburg 4.60 danville had good rain. terra linda, good rain, calistoga, oakland, napa, san francisco, even san jose with 1.65. i mean, that's parade material there for san jose gets 1.65. the guadalupe watershed and almaden watershed both had over six. mount madonna five, san leandro reservoir four, and a third mount tamalpais for mount diablo, three and a half and la honda picked up just shy of three and a half. these are storm totals, not february totals, but mount rose and mammoth mountain. over 50 northstar. sugar bowl, palisades. kirkwood 31 to 38. fresh new snow, heavenly 26 and bear valley at 19. wind gusts. mount eminem again the winner.

it looks like 81mph there at 30 200ft. but at 11:40 a.m. yesterday, 81 sfo. 16 minutes later at augusta. 62 sonoma mountain, fairfield, oakland airport and calistoga hills 40 to 49mph. as sal mentioned, we're just about done. and that's true. there's a little bit kind of hanging on most of it south, but a few little guy showers could pop up and, you know, garden variety. not a big deal. but we're on the drier side of all this. everything is starting to clear out. 4050 on the temps will end up probably with 50s on the highs. there is a decent little breeze. still some snow in the mountains, but it looks like that as well as beginning to, you know, take the take the turn and end pretty soon. but winter storm warning continues today. it'll be tough going up there, but if you know what you're doing, you'll be fine. but another 2 to 4 could fall today before things really quiet down. the weekend will be, you know it'll stock level will be high, right? pamela stoke. little straight. >> levels, high. >> levels high. straight from the heart today. much better today. sun, clouds, few showers, 50 on the temps. so we're done

with big rains. there could be a little system. north bay on wednesday, on sunday and maybe another one, but much quieter as we go out towards next week, you guys. >> all right steve, thanks so much. some oakland fire stations that were closed may be reopened and others may be saved from being closed altogether. council member janani ramachandran says she wants to divert $8 million. she said they have gone over the budget and spending and tried to find every last penny possible that could go towards reopening fire stations. >> we cannot risk having any resources missing that would prevent us from protecting our communities in the face of wildfires. >> well, the money would include $2.6 million from an uptick in sales and revenue from the joint powers authority, which manages the oakland coliseum. money would also come from increased park revenues, a bond measure and the city's self liability insurance fund. >> i know that these budget discussions are really tough, and there's only so many ways you can cut this pie up. the

reality is that we need more pie. >> well, last month, the city temporarily closed two fire stations, including station 28, in the shepherd park neighborhood. and just two days later, this happened. firefighters from stations farther away took three times as long to arrive at a house fire near that closed station. in a statement, oakland fire chief damon covington said in part, quote, i'm hopeful that there are viable options being discussed to reopen the closed firehouses and prevent additional closures, end quote. the oakland city council will meet on march 4th to discuss this proposal. >> oakland native damian lillard is back in his hometown to thank community members who helped him as a child, and a recreation center in the heart of east oakland. lillard is partnering with adidas to fund renovations at the facility. it will include resurfacing the gym floor, a new scoreboard, shot clocks, glass backboards, wall padding and banners. >> he played a big role in my life without even knowing that i would be successful. you know, i was never the most popular, the most known. but you know, they

romance, but it can also lead to a broken heart, especially when scammers are involved. i spoke with denise leonhard, general manager of zelle, and she explains how you can spot the warning signs of those too good to be true love stories before they break your heart and your bank account. so, denise, thank you so much for joining us today for this very important topic, because it is affecting a lot of people. maybe not a lot of people even talk about it because they're embarrassed about about getting caught up in these scams. let's get right to

it here. what fraud and scam trends have you seen recently? >> so what we are seeing is that as we spend more and more time online, whether that be on social media sites, it could be on dating apps, it could be on online marketplaces. we're finding that scammers are following people there. so for example, if you think about something like a romance scam, you might meet somebody on a dating app or they might start to reach out to you over text messages and they might start to send you a fake identity or photographs that seem a little bit too good to be true. like that. they've spent a lot of time at the gym. so our advice is that if you haven't met the person in real life, don't send them any money. just take a moment and realize, does this make any sense? would a real person be reaching out to me, professing their true love, and then asking me for money? obviously not. so just be clear. it's not true love. it's actually a scam.

>> denise, i've heard of these scammers actually targeting women of a certain age pretending to be movie stars like brad pitt or liam neeson. can you talk a little bit about those types of romance scams? >> absolutely. so what tends to happen is that the scammers will reach out and start to form a relationship. and they could. this relationship could even be going on for three months, six months, even a year. and they'll really try to prey on folks emotions. and they'll do that again through email, through phone calls, through texts. but if you haven't met the person and you don't know if they're real, you should not be sending them any money. if people are asking for money, it's not love. it's always a scam. >> wow. all right, so what tips can you offer viewers here that are watching this right now about how to really stay safe from these scammers, because they are out there in force. >> they are out there in force. and not only do we see romance scams, but we also see scams during things like natural

disasters where people are positioning themselves as insurance agents or potentially as charities. so zelle really believes that you need to verify the identity of anybody who is requesting money, so that if you think it's an insurance agent or if you think it's a charity, actually go online, go to the website, check it out and make sure the person is really who they say they are. for romance scams, make sure that you've met the person before you send any money. really follow your gut and just pause. take a deep breath and think about it before you send any money. and also, people shouldn't be embarrassed. this is something that's happening across the nation, so they should feel free to be able to share their experience with their friends and families and talk about it. >> yeah, and that's one thing i hope this, you know, conversation gets to break down that barrier, because i know a lot of people are going to say to themselves, they're embarrassed. they don't want to admit that this happened to them. i got to admit, i almost got scammed the other day by a phone call. and you know, i

caught it at the last minute, but. but zelle, i know when i send money through zelle here, it does. you know, if it's i'm sending it to someone new, it does stop me and say, hey, hold on a second. make sure that you're sending this to the person, the correct person, and that you know who you're sending this to. can you talk a little bit about what zelle is doing to prevent and stop these types of scams? >> i'm so glad that you mentioned that. so we have built in like these many speed bumps along the way as you're sending the transaction to people that you don't know, almost to try to make sure that people are taking that pause, taking that deep breath and being like, yes, i am sending this to the right person. i am sending it to somebody that i know and trust. but as a network, we process $1 trillion last year, $1 trillion. so that's a lot of zeros. and we feel a lot of responsibility to provide the safest, most secure network out there. so we see millions of transactions every single second. and we have very sophisticated models in the background with our technology in order to identify frauds and

scams as well. >> all right. denise lehnert, thank you so much for joining us with zelle, general manager at zelle. thank you so much. very important information here because these romance scams, you know, in time for valentine's day, it serves as a reminder for those who are out there. we appreciate your time, denise. so, i mean, i might as well tell my scam story. last year i got a call from they said they were from my bank and that there was something. i tried to place an order online. i got this call from this person right away. then they had me call another person. call me, they said from the bank. and then they had me try to wire money, you know, going through the wire, which i didn't even send a wire before, but tried to send set wire to wire the money as a way to fix the problem. and i'm like, this guy is talking way too fast. right. you know, you just as she said it right there. if you, you know, if you feel something is wrong, something is definitely wrong. >> someone's asking you for money. your spidey sense should go up immediately, right?

>> but they say they're from their bank. they got you convinced. >> well, the other thing, too. we've talked about it. you get a link, right? and it'll say that's what received those facts. what happened to me? i'm like, shoot my fast track. this is what you do. don't click on that link. you go to your fast track account. >> and check it yourself. >> go directly and you don't owe them any money. >> anything that's random like that, just delete it. >> block it. it's getting more and more sophisticated. they can see who you email and it'll say, oh, they come from your bank or someone you've done business with. >> i do stories about this all the time, so i should have known. i mean, i caught it before it happened. >> but. >> but still, i was like, i cannot. >> believe they know how to get to you. >> yeah. all right, let's move on to this now. coming up on mornings on two and nine, nba all-star weekend has arrived in the bay area. is buzzing. from high flying dunks to exclusive fan events. we're taking you inside where there's something for everyone. that event where you are. >> yeah. well, we were at moscone center earlier this morning. we were showing you the nba crossover event. that's the big fan experience. anyone can go there starting at noon today, completely open to the public. $50 gets you through the door for an adult, 25 for kids. and that's where you can play with all the basketballs. all the arcade games get all over the court. it's a real fun time. now we're taking you inside chase center. we are getting the opportunity to see the rising stars practice. this is a number of g league players, rookies, sophomores as well. we've got a number of guys from the golden state warriors who are going to participate in the rising stars game. so right now shooting around, you see just lost. i don't know where he is, but brandon is over there. he's walking onto the court. you see what the hoodie right there at the top of the three pointer. there he is saying hi to trace jackson davis. i was looking for him a minute ago, but they're getting the practice started shortly from now. pat spencer who's on the g league side of the team here, the santa cruz warriors. he'll be participating in the shootaround in this

practice as well. this is a cool thing for us to do because we get to bring you into this. we get to show you a little bit of all these previews of the nba all star weekend. of course, we know the celebrity game going on tomorrow night, the actual all star game itself sunday evening. this is just one of those fun things that we get to do and fun things that we get to show you before the real big festivities all get started. so we know that the rising stars game happening tonight, that kicks off at 6:00. but if you can't make it to chase center, say you can't make it to some of those other events. i really, really highly suggest you check out what's going on at moscone center, because that nba crossover event is really meant to get you so hyped not just for the nba season, but for the wnba upcoming season as well. when we see the debut of the golden state valkyries, we'll give you one more look here as some of these players again, the rising stars, g league guys, rookie sophomores all getting together as nba all star weekend. the official events officially get underway. we'll send it back to you. andre, sal and pam. >> all right, i'll take it from here. thank you so much. from

all-star to valentine's day. yeah. love is in the air. ktvu ali rasmus live in san francisco, where wedding ceremonies are taking place. she joins us live from city hall, where the first of hundreds of couples are getting ready to tie the knot in that beautiful rotunda there at city hall. ali. [music] >> yeah. what a. >> gorgeous place to have your wedding. and to tie the knot. we're inside the san francisco city hall rotunda. now, typically on a regular friday, they usually marry about 25 couples on valentine's day. but because valentine's day is or excuse me, they usually marry 25 couples on a friday. but because this friday, today is valentine's day, they are marrying 250 couples. now i have to point out what's happening here. this isn't a wedding. this is a photo shoot for a private company that came here. because this is such a beautiful setting to have any type of photos, whether it's for your wedding or not. but there are a lot of folks out here in different types of wedding attire. here comes a couple and a beautiful bride. it's really interesting seeing the variety of wedding

fashions we've seen out here, from glamorous white pantsuit one woman was wearing to the traditional billowing dresses. we talked to one couple here who got married, actually by mayor daniel lurie. he did a couple of weddings. he officiated a couple of weddings this morning. we talked to the couple about why they chose this spot on valentine's day to tie the kno here's what they said. >> we just found that out like three days ago. earlier this week, they called us. it was very sweet. they're like, they just called us like, hey, do you want the mayor to marry you? we're like, yes, yeah. >> not this. >> this i do not know. >> all right. that wasn't the right soundbite. they actually told us that they chose san francisco and the city hall rotunda to get married, because this is where they met. this is where they spent the past ten years of their lives. and as you can tell, if maybe you couldn't tell from that interview, but the bride is expecting they are

just, you know, spread that joy in my community, as i have been doing for several years now. >> maya, how long have you been doing this? >> i've been with jump squad five zero since around 2020, when we first started. >> okay. and what is it? what? what has it done for you? >> jumping? it really has like reduced. like all the anger i've had inside and it's helped my body get healthier. >> it takes a lot of coordination. >> yeah, it really does to make sure everybody is on key and jumping. yeah, it really takes a lot. >> do you have a lot. >> of kids come and they're thinking, oh i can't do that. that looks too hard. >> yeah. that's how i first started. like when i first started jumping, i tried to jump and i didn't do it, so i got so frustrated. i stopped for a minute, but then my mom pulled me back and said, you can do it. so after she told me that, i gained the confidence. so i went back in there and jumped and i actually did it.

>> well, it's nice for oakland too, right? do you hear a lot of people kind of, you know, i mean, oakland sometimes gets sort of a bad reputation and this is helping that. >> i like that it helps like bring people together, bring the community together and make us much happier. i love that everyone's so supportive of each other when we're jumping, and that it just brings the community together once again. >> these kids were all very supportive of each other, as she said, encouraging each other to jump in. and even when they make mistakes, try again. that was a maya shout out to her mom for just keeping her going right. you can do it. you know, just encouraging confidence in your kids and amaya, i have some experience in double dutch turning haha. i love jump roping. couldn't resist. amaya wants to be a journalist one day, so she just said afterwards, can i ask you a couple of questions? she's a good storyteller. she's curious. it's great, but. >> i'm out of breath just watching that.

on to the nine. more than 20,000 health care workers could go on strike at university of california campuses. members of the university, professional and technical employees are taking a strike vote. that wraps up tonight. they say the vote follows nearly eight months of bargaining. those who could walk off the job include physicians, assistants, optometrists, mental health clinicians all across the campuses. they say they face a crisis of recruitment and retention amid unfair labor practices. we have reached out to the university of california for comment. we'll let you know when we hear back. >> state lawmakers are now considering a bill that would require california state university to reveal more information about its purchases and investments. it would require csu to publicly disclose any expenditure that exceeds $10,000 starting july of 2027.

the current requirement for disclosure of csu purchases and contracts is $50,000 or more. supporters say this bill will provide more transparency in csu's financial dealings. a state bill would provide free diapers for low income families. the measure would offer diapers at no cost for children enrolled in medi-cal who have a prescription for diapers. other states, including new york, west virginia, and idaho, have similar programs. diapers are one of the most frequently requested non-food items at food banks and charitable organizations. >> february is black history month, a time to honor the history and resilience of the black community. but for some, health disparities remain a pressing challenge. according to the u.s. department of health and human services, black adults are 30% more likely to die from heart disease than their white peers, with high blood pressure being a major culprit. for more insight, let's welcome kaiser permanente internal physician doctor nyla thompson to the nine. welcome. i we were talking off, and i find it fascinating

in a bad way. i don't know what word to use that this is going on because black bodies are not different. this is environmental, isn't it? >> yes. and thank you for having me. and this is a very important conversation to have. i think when we think about the disparities we're seeing in our black and brown communities, in particular in our black communities, we have to understand that there is nothing inherently wrong with the bodies that we're talking about. >> right? so then we have to start figuring out what it is and what it is perhaps access to care. >> sure, there are a lot of things that contribute to this. i don't think it's just one thing. access to health care is one thing. do they have a relationship with their primary care doctor? do they have a primary care doctor at kaiser permanente? this is something very important to me as a primary care physician. i know my patients. they know me, and i understand what they're going through, and i can start to get to the bottom of some of these other things that may be affecting their health and their blood pressure. >> now, some people have said, well, education is the key, but

that doesn't always mean that black people can run away from the problem, because even well-educated people, which there are many in the african-american community, they still run into this problem. and why is that? >> i think historically, we tended to blame these differences on the patients. they're not educated, they're not coming in. but we know education is not always protective, actually, for women, black women, no matter your education level, you're still 3 to 4 times more likely to die in childbirth. so that shows you education is not protective. we have to think of the other things. do they have access to healthy food in their neighborhoods? what's the education system like? how are the children being educated? because we know that education in early life affects your health later. we can think about things like financial stability. there are communities that don't have a bank. how is that helping that family? what's crime like? what's pollution like? so there's many things affecting their health. >> what you just mentioned also contributes to stress, which i've learned from my doctor, is one of the worst things for your body. stress. >> yeah. stress is affecting us.

chronic stress, it's cumulative. meaning the more stress levels on and on. and it affects our blood pressure. it affects how we sleep. it affects our mood. and realize that when you're in a high cost of living area, you're working hard to take care of your family. you're trying to figure out, can i buy food or do i pay for the medicine? all of those things are affecting your blood pressure as well. >> doctor, what is what are you and your team doing to try and get this disparity down? >> i think there are many things we can do. one is make sure that our patients have a physician that they can trust and connect with. so much of this is about trusting the healthcare system. there's lots of reasons that black communities don't trust the healthcare system because of things that have happened. and so that's number one. have a primary care physician that you can build a relationship with. make sure people understand with high blood pressure. you have to get the blood pressure checked. you're not always going to feel something that tells you your blood pressure is high. and so we need to have that relationship of people coming in regularly. and then we need to ask. we need to ask about do you have access to food? is your

housing stable? are you smoking? do you drink alcohol? what other things are stressing you? and then we need to work to connect them to community resources. >> so just like it's a multifaceted problem, it's a multifaceted solution or at least approach. >> absolutely, yes. and the treatment is multifaceted too, right? a lot of people are hesitant to take medicine, which many of us may need, but there are other things that can help, like exercise. but then we have to see is it safe to walk around the neighborhood? there are things like prayer and meditation that can help. even just getting a good night's sleep is really important for controlling your blood pressure. >> so what you're saying is there is hope. >> absolutely there's hope. i know we can make a difference in our specialty blood pressure clinic here at kaiser oakland. we've been able to see amazing improvement in control in the black community by taking the time to meet our patients where they are and learn what they're struggling with, and then work to control their blood pressure. >> doctor, a nice conversation. thank you for joining us. >> thank you for having me. >> all right. coming up on mornings on two, the nine smoky wines might be the next big

to shrink the federal government. >> federal cuts from the trump administration is reducing staff at the sierra avalanche center. this means they cannot put out as many forecasts for skiers and snowboarders, which could make it more dangerous and risky for people headed to the mountains during a heavy snow storm. the center currently works with three forecasters employed by the u.s. forest service. usually, they can post an avalanche forecast every day, but if one of them is laid off, the center can only publish them four days a week. >> some fire stations in oakland could be reopened and others may be saved from being closed. one oakland city council member has introduced a resolution that could reopen two fire stations and prevent the closure of four others. janani ramachandran wants to divert $8 million that could be used to save the fire stations. >> we cannot risk having any resources missing that would prevent us from protecting our communities in the face of wildfires. >> the money would include $2.6 million from an uptick in sales and revenue from the joint
