old here for all of the festivities. but of course, this is not just the only one. we have people from all across the country and even the world in town for this weekend's nba all-star festivities. this particular game showcases the best of the youngest nba talent. they're also being coached by warriors legends tonight, including chris mullin and tim hardaway. moments ago, i spoke with warriors hype man franco finn about being the official nba all star hype man. he summed up what it means to represent san francisco and the bay area this weekend. take a listen. >> i'm just so happy that san francisco and the bay area showed up. we welcomed the world. we welcomed everyone from around the country to come to this amazing city, great with food, culture, experiences that we can have a big stage and big moment like this. and let me tell you, we're going to show up. it's not going to be the last because they're going to say, san francisco, you were a

increasing in the city to make sure that things go smoothly at all. of the nba all star events and lunar new year festivities, the city's department of emergency management heightened the activation status at the emergency operations center to a level three for this weekend, allowing them to ramp up emergency readiness. the eoc will monitor activities and work with local police and the fire department, as well as the sheriff's office. well, the combination of nba all star events and those lunar new year celebrations expected to keep roads quite congested over the weekend, giving you a live look now at conditions all around chase center. tonight, you may be able to pick out some images of traffic looking pretty good right now on interstate 280. the interstate is about halfway down there on the screen. probably not going to be the case, though, come tomorrow. well, with the busy weekend ahead in the city, you can expect more cars rideshares taxis and bikes. barriers are ready to go up with street closures starting at two tomorrow afternoon for that

parade route winding around union square to chinatown. streets around the moscone center and chase center will also have closures. muni officials say they're offering a deal this weekend to help out with all of the traffic. >> we do not recommend driving in san francisco this weekend if you can avoid it. like we said, muni is free all weekend long. we are running additional service in the subway, and on the surface. >> it's very convenient and i am really glad that the city is really supporting that. >> that free service is good on all routes except the cable cars. for those who do drive, sfmta is offering extended free parking for two hours in chinatown's portmouth square garage, and if you can't make it out for tomorrow's lunar new year parade, we hope you'll join us for our streaming special. it's called lunar new year live celebrating the year of the snake. we'll take you through lunar new year celebrations all across the bay area, and we'll have live reports from the parade. that's tomorrow night at

clearing mud and rocks on southbound highway 101, in marin county. sky fox overhead as a bulldozer was scooping up the rocks and dirt. this was near sausalito. other crew members were picking up limbs from fallen trees. the chp initially responded to a call about mud, trees and rocks that spilled out onto the freeway at about 7:00 this morning. they expect the road will fully reopen by nine tonight. the weekend is getting off to a difficult start for some people in san jose. the penitencia creek overflowing its banks and flooding 16 units at the betty ann apartments there on lundy avenue near berryessa road. affected residents say the apartments management company is paying for cleaning services and hotel rooms for a week, but many say they do not have renter's insurance for their losses. >> we lost important papers, like everything that we had. we had clothes, shoes, everything got lost. >> clothes, shoes, computer, furniture, bed. my reclining

chair, i mean all my other personal stuff. >> that creek is prone to flood during unusually heavy rain. officials say they plan to discuss the issue during their annual meeting to better prepare for the next rainy season. well, the rain has mostly cleared out, but a high surf warning is still in place along the coast. the national weather service is warning beachgoers to stay off the water. stay out of the water. the conditions have prompted authorities to close the santa cruz wharf. a portion of the pier collapsed back in december because of high surf. visitors we talked with said they enjoyed watching the surf, but at a safe distance. >> i could see for an out of towner, though, being a little disappointed on the wharf because if you've got a couple of kids and you want somewhere to eat, i could kind of see that. but we're more surf people anyway, so we want to come see, like these crazy breaks, right? >> fortunately, today the waves put on a great show but appeared to cause no damage to infrastructure. drying out in time for tomorrow's lunar new year parade, let's bring in our

meteorologist, mark tamayo, for a look at the conditions you can expect on that parade route and through the holiday weekend. >> mark. hi there heather. yeah. lucking out this year with no rain threat for tomorrow evening across the bay area. so just some clouds paying us a visit. but the storm clouds that were really around over the past, well, yesterday especially, have moved on out of town and take a look at these numbers. really adding up boulder creek over six inches of rainfall kentfield over four inches, redwood city three inches. san francisco and oakland both over two inches. that's a pretty impressive storm that moved on out of the bay area. here is your weekend forecast and for your saturday. we'll have some areas of frost tomorrow morning and then still mostly cloudy skies into the afternoon hours sunday. there's the chance of a few scattered showers for the morning hours, but still a lot of cloud cover out there and probably still some clouds as we do move into monday as well. so no major storms to talk about this weekend. just that shower chance sunday morning. here's the satellite, where you can see mostly clear skies over a good portion of the region. so all the clouds from yesterday have

moved on out of town. and right now we do have clear to partly cloudy skies across the region. here is our live camera looking out toward the bay bridge. it looks like traffic is really stacked up heading toward the city for tonight, so no raindrops to worry about tonight, but some cold numbers. so definitely want to bundle up right now. it's 49 degrees in santa rosa. concord is 51, san jose right now 50 degrees. and overnight the frost advisory. we're talking so much about freeze warnings and frost advisories for the month of february, and another one issued up in the north bay valleys and the santa clara county hills tomorrow morning. so that means temperatures obviously starting out today, the cold spots in the 30s. so definitely want to bundle up. we have that chilly start out there. but here's the forecast model. as you can see. we'll put it into motion for you. and we will bring in some cloud cover. so we'll have some fog tomorrow morning in addition to the frost and also some high clouds drifting in from the north. so that's the case for your saturday afternoon. you can see a system up here up along the north coast of california, and that could trigger a few showers. that would be sunday

morning. so as early as maybe midnight saturday into a sunday morning, we could have a few scattered showers across the bay area. that shower threat kind of moves on out of town by sunday afternoon, leaving us still with mostly cloudy skies and then into monday. still some clouds moving into the area. so it's not going to be a completely clear blue sky. sunny weekend, lots of clouds paying us a visit at least over the next three days. highs tomorrow will be after that chilly start in the 50s to right around 60 degrees. here's a look ahead. your five day forecast. we do bring in that shower chance, especially for sunday morning. and then on monday partly cloudy skies. it will be dry on tuesday and then a slight chance of a shower into wednesday. so good news. no major storms to talk about in this five day forecast, but we'll keep an eye on that shower chance first thing sunday morning. >> yeah, chance to enjoy some clear skies. thanks so much, mark. appreciate it. well, some people worry that budget cuts will have a ripple effect on police oversight in oakland. coming up, the potential new challenges from cutbacks and many couples planning their big day for valentine's day, we'll

cashback like a pro with chase freedom unlimited. how do you cashback? 730 to oakland. middle schools now have an assigned police officer on campus. oakland police officer garrett wayne is the first school resource officer for delta vista middle school and o'hara park middle school. police say officer wayne will be focused on providing safety and security for students, staff, as well as the campuses, and oakland police watchdog agency is sounding the alarm on the city's extensive budget cuts, arguing that those cuts could jeopardize oakland's ability to free itself from the court ordered federal oversight. we took a tour of the oakland police commissioner's office of inspector general with audits and reviews of opd policies, but nearly every cubicle that should

be filled with an auditor is empty. inspector general von maloof tells us the office's annual operating budget of $2.4 million is expected to be cut in half to about 1.2 million. and if that happens, maloof argues, there will simply be no more police oversight in oakland. >> so we're not at a skeleton crew. we're beyond a skeleton crew. we don't have the staff to do the work that the ordinance requires us to do that the law and that the voters require us to do. >> oakland voters approved a measure in 2020 to create the office of inspector general. as maloof points out, any reduced budget action will be in violation of the city charter. opd did not respond to our request for comment, and the police union declined to comment. a top trump aide is considering running for governor of california next year. if former vice president kamala harris enters the race. richard grenell, who is serving as trump's u.s. envoy for special

missions, teased about a possible run today during a conference in germany. he said harris is terrible and has baggage, and that he would not say no if asked to run. the former vp and democratic presidential nominee has brushed off questions about running, but polling suggests that harris would have a clear shot at victory if she does. the bay area air quality district says it received complaints about odor coming from the martinez refinery before that fire that broke out on february 1st. the air district says it got three complaints about an oil and gas smell. the first came nearly three hours before the fire started. the contra costa county health department says the smoke released above normal levels of cancer causing chemicals as it burned for three days, prompting a shelter in place. the refinery says the fire started when hydrocarbons started to leak and ignited during planned maintenance. the contra costa da's office and the bay area air district said in a joint statement, quote, the air district has been evaluating the

fire's air quality impacts and has issued three notices of violation to mrc for violating air district regulations. these notices of violation were issued for creating a public nuisance, for failing to operate equipment as permitted, and for excessive smoke and soot fallout. the air district's investigations are ongoing and the agency will issue further notices of violation for any additional violations uncovered. npr energy releasing this statement to ktvu, saying, quote, mrc did not receive reports of odors prior to the incident when routine work was being done to prepare for planned maintenance. we have no reason to believe the odor complaints made before the fire occurred were related to the incident. all right, valentine's day at city hall, we go to san francisco, where ven the mayor was

it. and they added a scoreboard. in addition to the new gym, the nba also put together about 700 backpacks filled with school supplies for the kids and for every assist in the all star game coming up on sunday, state farm will be donating $1,900 to the boys and girls clubs in both oakland and san francisco. nearly 2000 bay area kids got hands on coaching today at basketball clinics hosted by the junior nba and junior wnba. elementary and middle schoolers from san francisco and from oakland unified school districts were treated like young stars. this happened at the moscone center in san francisco, so they got to run drills and get personal coaching tips from the pros and the kids. you can see they were all smiles telling us how grateful they are for this unique opportunity. >> it's like an amazing experience. just come out and like, learn new things, meet new players and just learn how they take care of themselves.
