>> we're following some developing news in san jose right now. police say a man was stbed at santana row tonight. ficers were called to santana row in stevens creek boulerd just after 7:0 the victim taken to the hospital with life threenin injuries. police say olsen drive will be clod for a significant amount of time. we will stay on top of this story and share any updates on the air and online. >> california's insurance commissioner has called a meeting with state farm over its request for an emergency rate increase. the insurance company wants to raise rates by 22% for homeowners on may 1st, saying the la wildfires created a dire situation. but in a letter released today, commissioner ricardo lara said that the insurer has not met the justifications for relief under state law. he says state farm will have to answer questions about its financial condition in an in-person meeting on february 26th. lara said, quote, all californians know from the past ten years that the risks of wildfire are real and growing. we have experienced firsthand

art for some people in east san jose. the penitencia creek overflowing its banks and flooding 16 units at the betty ann garden apartments on lundy avenue near berryessa road. those who were affected say the apartments management company is paying for cleaning services and hotel rooms for a week. but many say they don't have renter's insurance for their losses.

>> we lost important papers, like everything that we had. we had clothes, shoes, everything got lost. >> clothes, shoes, computer, furniture, bed. my reclining chair. i mean all my other personal stuff. >> the creek is prone to flooding during heavy rain. city officials say they plan to discuss the issue during their annual meeting to better prepare for the next rainy season. the rain may be mostly gone, but a high surf warning is still in place along the coast. authorities are telling people to stay away from beaches and out of the water. the conditions have prompted authorities to close the santa cruz wharf and is ktvu. ann rubin shows us authorities are not taking any chances. >> for some in santa cruz, today's high surf warning was more like a siren song. >> oh yeah, i always get excited on these days. i want to come out like real early. >> but while surfers took to the water, beaches up and down the coast remained empty. closed for

safety, it was part of a new regional response, with predicted waves up to 45ft. high winds and the potential for damage to infrastructure. local officials say something needed to be done. >> to respond proactively ensure that incidents are responded to progressively and that things don't happen out there. and that was our key goal. and that's why we're working through this plan today. >> state beaches. the county and city of santa cruz all worked together on the plan. they say this is simply the new normal. >> trying to catch up with defunct infrastructure from prior storms a year ago to ensuring asset protection for the future. the best approach is this large regional closure. >> included in this closure. the santa cruz wharf it was just december when a portion of the structure collapsed into the ocean. >> i think it's a good precaution because the last time people could have died. >> still, those visiting santa cruz today needed to make alternate plans. some chose to watch the waves instead of visiting the beaches or wharf.

east side of the freeway near the hunte hill rest area. the entire bike route between vallejo and cordelia is closed until that cleanup is completed. part of southbound highway 101 in marin county is back open tonight. skyfox was overhead earlier today as a bulldozer was scooping up the rocks and dirt near sausalito. other crew members were picking up limbs from fallen trees. chp initially responded to a call about mud, trees and rocks that had spilled out onto the freeway late last night. severe weather triggering mudslides and flooding in southern california. first responders in orange county rescued two people from a fast-moving creek. video posted to social media captured the operation in altadena. the burn scar areas from the eaton fire hit hard with debris flow today, trapping cars. evacuation orders are still in effect for much of that area, and runoff in the area of the palisades fire swept a fire department vehicle into the ocean. thankfully, the firefighter in the suv escaped

safely. >> a significant amount of mud and debris flow went down a valley with such force that it blew his vehicle across three different lanes, down about 30ft into the ocean, and tumbled that vehicle over. >> some areas ended up getting more than six inches of rain before the storm passed. at the height of the storm, almost 28,000 people were without electricity. >> crowds of skiers in tahoe eagerly lined up today to spend valentine's day on the slopes. this week's storm brought around 31in of snow to palisades tahoe since wednesday. although the resort anticipates big crowds for the president's day long weekend. two small avalanches, low visibility and high winds kept mountain operations limited. today. >> naaimur mountain is open. people are skiing and having a great time. hopefully by tomorrow we could have all of our lifts and terrain open and 6000 skiable acres of terrain ready to be a playground for everybody. >> caltrans says chain restrictions are still in effect on highway 50, but all

restrictions have been lifted on interstate 80. let's bring in meteorologist mark tamayo for more on current conditions. hey, mark. hi there. greg. yeah, great. >> conditions in the sierra this weekend with no major storms to talk about. so yesterday's deal has moved on out of town. and we have been talking about those big hefty rainfall totals as well. take a look at these storm totals. boulder creek over six inches of rainfall. kentfield over four inches. this is a two day total. redwood city three inches san francisco and oakland, both over two inches of rainfall. here's the plan this weekend. lots of cloud cover. we'll have some frost tomorrow morning, but still mostly cloudy skies. and then on sunday there is a chance of a sprinkle or a few light showers. not a major system and still lots of clouds. paying us a visit in san francisco for the chinese new year parade tomorrow. we are expecting lots of clouds once again, but no threat of rainfall. temperatures will be in the low to mid 50s, around 53 to 55 degrees. here's the satellite and we actually have a nice quiet weather pattern. so after this stormy week it's nice to have a break in the weather. and that will be happening for

openai unanimously rejected a nearly $100 billion takeover bid from elon musk. the board said in a statement openai is not for sale. musk was an early investor in the maker of chatgpt. he filed suit for breach of contract after the company began taking steps to convert some of the enterprise from a nonprofit to a for profit business. a judge expressed skepticism of some of musk's claims in a court hearing last week. >> in washington, a federal judge held a hearing on states efforts to stop elon musk's growing influence over the federal government. 14 states, including california, filed a federal lawsuit saying musk's expansive authority as head of the department of government efficiency violates the constitution. they argue that musk needs to be formally nominated by the president and

confirmed by the senate. the lawsuit looks to invalidate musk's action as head of doge. the judge asked plaintiffs to draft a proposed restraining order by tomorrow night. the san francisco sheriff's office is investigating reports of three men dressed in doge shirts and maga hats, making demands at city hall. they were seen entering various offices and demanding that employees turn over digital information related to alleged wasteful government spending and fraud. the employees refused their requests and called the sheriff's department. deputies responded immediately, but the men left city hall before they arrived. >> the u.s. attorney for the northern district of california has been fired as the trump administration moves to make their own appointments at the doj. ismail ramsey was named to lead the office in 2023 by president biden. the northern district office confirmed in a statement that he left office on wednesday. his second in command, patrick robbins, will serve as acting u.s. attorney until president trump names a new u.s. attorney. observers say

that the new white house administration typically asks for the resignations of u.s. attorneys so they can install their own candidates. a court order has paused the trump administration's plans for mass layoffs and deletion of data from the consumer financial protection bureau. a judge issued the order after the employees union filed a lawsuit to prevent the trump administration from dismantling the agency. today, their lawyers argued that fast action was needed to prevent large scale firings and deletion of its data. the order will stay in place until at least march 3rd, when a u.s. district judge will hear arguments in the case. >> outrage tonight that the trump administration removed references to transgender and queer people from the website of the stonewall national monument. the stonewall inn in new york's greenwich village was the site of a historic protest in 1969, when patrons fought back against police raids. the gay bar. it became a federal monument in 2016. the executive director of san francisco pride told us today on the for the transgender

utilize the facility. >> the prison closed last year after a federal judge in oakland placed a special master over the facility in the wake of a sex abuse scandal. seven prison workers have been convicted and eight is headed to trial. >> for immigrants incarcerated in dublin. they were specifically targeted for abuse. >> kendra drysdale spent two years as an inmate there, and says those awaiting civil immigration proceedings should not be housed in dublin. >> to put people that are not even criminals, by the way, in in to a prison environment is absolutely horrific and a huge violation of human rights. >> there deep structural environmental issues with the facility. >> susan beatty is an attorney representing inmates who reached a settlement with the bureau of prisons over the inmate abuse. she says the prison is filled with asbestos and black mold. >> the prison was closed because the facilities are unsafe, but also because of a long standing culture of abuse, retaliation, medical neglect and ice has a well-documented history of those

presidential nominee has brushed off questions about running. but polling suggests she would have a clear shot at victory if she does. >> the justice department asked a court today to dismiss corruption charges against new york city mayor eric adams, a top official from washington, intervened after prosecutors in manhattan refused earlier demands to drop the case, some even resigning over it. the justice department says the case is interfering with adams ability to govern, and has denied him access to sensitive information necessary to help protect the city. a judge must still approve the request. >> the president of mexico is threatening legal action over president trump renaming the gulf of mexico. president claudia sheinbaum claims president trump has no legal authority to call it the gulf of america. she says american presidents can only make those changes to the continental shelf of the u.s, and says mexico still controls most of the gulf. the lawsuit is being prepared against google and other tech companies showing gulf of america on their apps, saying it creates confusion.

>> united states, they are going to see it as the gulf of america in some places, as the gulf of mexico. >> for us, it will continue to be the gulf of mexico. that doesn't change. >> google says it has a longstanding policy of changing names to reflect official government sources, and that will not change. >> we are learning new information about the deadly plane and helicopter crash in the d.c. area. new details suggest helicopter pilots may have missed a key instruction before last month's deadly collision with an american airlines plane. the ntsb gave an update today on the crash that killed 67 people over the last two weeks. investigators have been analyzing flight data and damage to determine the cause of the collision. they have now listened to the audio from the black boxes, and have heard the final moments from the cockpits of both aircraft. the ntsb says 17 seconds before the collision, the black hawk crew did not hear the control towers instructions to pass behind the plane.

sexually assaulting a teenage girl in a movie theater. police just released this sketch of the suspect. the attack happened a few months back. the girl told police she was at the roxy stadium 14 movie theater when a man sexually assaulted her. she was on her way to the restroom. the teen described the suspect as a short hispanic man with a bowl cut hairstyle. anyone with information is asked to call santa rosa police. an arrest has been made in connection to the shooting death of oakland rapper two brother. 61 year old wayne shaw was killed last month at a marijuana grow house in east oakland. still no word on a motive. jail records show 33 year old mcgee jackson was booked into santa rita jail in connection with the killing. he is expected to be arraigned next wednesday. >> an oakland police watchdog agency is sounding the alarm on the city's extensive budget cuts, arguing they could jeopardize the city's ability to free itself from the court ordered federal oversight. we took a tour of the oakland police commissioner's office of inspector general, which audits and reviews opd policies. but

nearly every cubicle that should be filled with an auditor is empty. inspector general john maloof tells us the office's annual operating budget of $2.4 million is expected to be cut in half to 1.2 million. if that happens, maloof argues, there will simply be no more police oversight in oakland. >> so we're not at a skeleton crew. we're beyond a skeleton crew. we don't have the staff to do the work that the ordinance requires us to do that the law and that the voters require us to do. >> oakland voters approved a measure in 2020 to create the office of inspector general. as maloof points out, any reduced budget action will be in violation of the city charter. the budget deficit is also led to cuts at oakland nonprofits. temporary closures of fire stations and dozens of layoffs. >> we can go back and we can look at a money, $1 million going to a bike lane. you can look at $32 million going to

day in the lower 30s. so still a bit of a chill in the air first thing tomorrow morning. the possibility of some frost, but it should be dry. here's the setup. as you can pick out in the pacific, we have this system going to be watching out for late saturday. the upper level wind pattern here. we've kind of traced it out. that will bring in some clouds. so definitely weekend clouds and that chance of some showers first thing sunday morning. here's what the forecast model thinks. and this is your saturday mostly cloudy skies as we take this into saturday night. this is midnight. maybe some rain approaching, maybe mendocino county here, but definitely some clouds in place. and then this system kind of falls apart, but it could have enough energy to still produce a few scattered showers sunday morning. this is 7:00 and then into the afternoon hours. there's still a chance, but those chances kind of fading away into the afternoon hours. so the best chance of some showers sunday will be between about six and 10:00 for the morning hours. and then on monday, once again, lots of clouds paying us a visit. highs for tomorrow as we start off the weekend. the three day weekend temperatures will be in the 50s
