in the north bay. widespread 30 this morning, 37 in santa rosa, 42 in the city of san francisco. for the inner east bay livermore, you are just two degrees above freezing. let's head to the north bay, where we have 34 in petaluma, 34 in fairfax and 35 reported in near novato. afternoon highs for today will be just a tad below average under partly cloudy, dry conditions. scattered showers do enter the picture for the back end of the weekend. a better look at what we can expect coming up in just a little bit. >> thanks, rosemary. well, as we just mentioned, two huge events are taking place in the bay area this weekend. hundreds of thousands of people will gather in san francisco this evening for the chinese new year parade. and it's also nba all-star weekend. ktvu is amber lee gives us a look at some of the big names and big events held last night to kick off the very busy weekend. >> in the heart of union square. the grand opening of shoe palace and its new partnership with warriors star steph curry drew

excited fans trying to get a glimpse of him. the store hosted a private event friday night. we were invited to cover it. >> how are you? i'm feeling fantastic. what's happening? y'all good? >> inside, curry met with schoolchildren, many from a sen elementary in oakland. some students had a chance to speak with him. >> i met you when i was four. >> this 13 year old got curry's autograph. >> i felt like my heart jumped out of my chest. yeah, and then he put his arm around me. so i was like, oh my god. seeing him this close was like a dream come true. >> what do you say to all the kids that look up to you? >> keep working hard. believe in. dream big. that's it. [applause] >> nearby miss chinatown usa contestants were rehearsing for the friday night competition held at the westin saint francis hotel. 500 guests were expected to attend. the winner will be featured in the chinese new year parade that takes place saturday evening. >> she is poised and she is determined to always carry forward her chinese culture. >> at morton's steakhouse, the

general manager tells me the restaurant is booked through sunday. the combination of valentine's day, the nba all star weekend, the parade and the president's day holiday is great for business. >> the energy in the city. the more people we can get in the city, the better. everyone feels great. they're cleaning up the city, which is really a big plus. >> this couple from walnut creek tells me they got a last minute reservation thanks to a cancellation. they're celebrating their first valentine's day as husband and wife. >> it means a lot to us coming out here to the city. san francisco, it's just. it's one of those moments that we love to spend time together. >> they plan to return to the city on saturday for the all star festivities. >> the traffic and then the crowd and lots of stuff were going on in here that we heard of, especially today. it didn't care as at all. we were actually looking forward to it. >> judging by the event. there's no beating star power when it comes to attracting crowds. we'll have to wait and see what this weekend will bring with the

parade, along with concerts and games in san francisco. amber lee, ktvu, fox two news. >> and thousands of fans packing the oakland arena to see some of their favorite hollywood stars out on the basketball court. nba all star weekend tipped off with the celebrity game last night, two teams were led by two of the biggest names in bay area sports history jerry rice on one side and coach barry bonds on the other. one team, bonds, took the win with the emmy award winning actor rome flynn leading the team in a big game. it was 6655. after the game, flynn greeted his coach on his performance. >> not a plus because i felt like we could have won by 20. but you know, we want to do good showmanship, so. >> flynn was also named the game mvp. he had a great all around performance, scored a game high 22 points. and by the way, that game at oakland arena. >> and celebrities are joining

the biggest names in pro basketball for the all star weekend celebration in the bay area. as the big game approaches tomorrow night, excitement is building with a variety of exclusive parties and pop up events throughout the city. last night, thousands of fans filled chase center for the highly anticipated rising stars game. it's the annual showcase of the nba's brightest young talent. among the highlights, a warriors legend took on the role of coach during the game. >> amazingly fun. it's just great that the all star weekend is back here in san francisco. beautiful chase center. we've got events in oakland, so it's just a great celebration, a global celebration of basketball. and then we all old guys can get together and reminisce and see some old friends as well. >> chris mullin's team won the rising stars game so they will advance to sunday's all star game. there are a number of events in the bay area, both today and tomorrow, during this final countdown to the nba all

star game at chase center sunday. >> time now, 707. the san francisco sheriff's office says three men dressed in doge shirts and maga hats went in to city hall demanding information on friday. they were seen entering various offices demanding that employees turn over digital information related to alleged wasteful government spending and fraud. the employees refused the request and called the sheriff's department. deputies responded immediately, but the men left city hall before they arrived. an investigation is underway. >> taking a live look at lake tahoe this president's day weekend. beautiful sunrise there. several new feet of snow fell over the sierra over the past few days. today's weather conditions look to be pretty ideal for skiing or snowboarding. if you're driving up this weekend, though, it's important to stay cautious as the roads will be icy and snowy. in the mammoth mountain ski area, a ski patroller is recovering from serious injuries after two people were caught in

an avalanche. two ski patrol members were preparing the slopes for visitors when the snow gave way. rescue crews were able to quickly pull one staff member out of the snow. the other staffer was taken to a local hospital. the entire mountain and lift operations closed early, but a high avalanche warning expired at 4 a.m. this morning. federal cuts from the trump administration will result in a reduction in staff at the sierra avalanche center. this means they can't provide forecasts for skiers and snowboarders. that could make it more dangerous and risky for people headed to the mountains during heavy snow storms. the center currently works with three forecasters employed by the u.s. forest service. usually, they can post avalanche forecasts every day, but if one of them is laid off, the center can only publish them four days a week. >> and what a mess it was getting up to the sierra this week. highway 80, by the way, is clear, but they're still doing a little work. highway 50 chains

police say a man was stabbed at santana row. last night, officers were called to santana row and stevens creek boulevard just after 7:00. the victim was taken to the hospital with life threatening injuries. police say olsen drive will be closed for a significant amount of time. we will stay on top of this story and share any updates on air and online. overseas. hamas released three more hostages in gaza early today, prolonging its fragile ceasefire with israel. an american israeli citizen and two others were freed after nearly 16 months in captivity. in exchange, israel is expected to release 369 palestinian prisoners later today. along the central coast, santa cruz wharf is back open just in time for

the holiday weekend. a high surf warning was in effect for large breaking waves that went as high as 45ft. the conditions prompted authorities to close the santa cruz wharf. it was just december when a portion of the structure collapsed into the ocean. >> time now is 714. new. this morning, a nonprofit in the east bay filing a lawsuit against town of moraga over their failure to have a wildfire evacuation plan safe. moraga, which stands for safety around fire evacuation, says the town is the bay area's pacific palisades. moraga is a semi-rural community in the hills, situated many miles away from local highways and within or near a very high fire hazard safety zone. residents are now urging local officials to study wildfire evacuation safety and have proper preparations for people to safely get out safe. >> officials in the north bay are considering using emergency

road repair funds after recent rainstorms. the napa county board of supervisors will vote on the nearly $10 million local emergency funding proposal next week. a report in the press democrat says the proposal would fast track road repairs and also seek state and federal reimbursement. sonoma county reported about $1 million less in emergency damage, despite receiving less rain. >> caltrans says a mudslide that followed days of heavy rain has closed. two popular bikeway along interstate 80 in solano county. that slide happened earlier this week on the bikeway, which runs along the east side of the freeway near the hunter hill rest area. caltrans says the entire bike route between vallejo and cordelia that will be shut down until the cleanup project is completed. and a stretch of southbound 101 in marin county is back open this morning following a mudslide there. skyfox was overhead yesterday as a bulldozer was scooping up rocks and dirt. this is right near sausalito. other crew

type of sunshine as high clouds are drifting over the bay area coming off the pacific. there you can see ridge will hold in place for today. tomorrow it breaks down a bit, allowing the possibility of scattered showers to enter the picture. the futurecast model timing it out for you. here's a look at this morning into the afternoon, all the high clouds kind of sitting right over us. and then as we get into tomorrow morning, take a look at what is on the screen here. we've got blues. we have greens indicating light rain. they're favoring the north bay, but we may also see a few sprinkles. your lunch hour looks mostly cloudy with maybe a few showers, and then we're pretty much dry for the rest of the day, so don't cancel your plans for tomorrow. but do be prepared, especially through the morning hours. we could have that light rain and the futurecast model. windy when it comes to accumulation, quarter inch or less expected for us, and the sierra could get just a little bit of snow as well. meanwhile, outside our doors this morning, it's fairly calm.

we have calm conditions dovato, napa, fairfield and concord reporting anywhere from 5 to 10mph. but again, the headline is the temperatures. and if you do have a breeze, be prepared for the wind chill factor, because it could definitely feel 5 to 10 degrees cooler than what the temperature reads here. 34 degrees for the inner east bay of livermore in the north bay, we have 37. in napa, san francisco you're holding on at 42 as well as oakland. if you're going into the city of san francisco for festivities today, temperatures will be in the upper 50s by about noontime, 54 degrees expected, and then topping out at 58 in the two and 3:00 hour on the peninsula for today, 60 degrees in redwood city in the east bay, 59 in concord and in the north bay. napa, you're looking at 58. your extended forecast here, getting into what we can expect to for tomorrow. again, the clouds, the chance of showers, temperatures won't change much. we could have temperatures come up slightly during the overnight hours, with all the cloud cover helping to insulate us and then into the

>> we have two largest, like the holiday in korea. so one is solar and the other one is like chuseok. >> seollal commemorates the first day of the korean lunar calendar. this year, on january 29th, the staff at the korean center in san francisco welcomed all members of the community to learn about the traditions. >> so happy is like we. we are showing our like respect to the elders. that's why it's very important. and then when we are happy, we are not just doing like only our parents. we're going to do like the old elders, like old relatives. >> sabah is a ritual observed on seollal when koreans bow to their elders and wish them good fortune in the new year. elders often respond with a blessing or message of wisdom, and for children offer them money. >> when the new year. today, everything has to be like new. so parents usually make or buy

some nice clothes. everything is like new clothes. they prepare and then the first day of the year we have to wear that new clothes. >> koreans often use the holiday to visit family members. we play traditional games like jjigae or using paper toys to try to flip your opponents. think american pogs. also the folk game yutnori, where players throw wooden sticks to move their tokens on a board. oh, and let's not forget about the food. the main dish eaten during korean new year celebrations is toku, or a rice cake soup. the rice cakes are cut from long ropes of the dough, a symbolic message in itself. >> looks very long. so that means, like we wish, long lives. that's why. >> in so many korean families, like my own and at the korean center, preserving these traditions is not only about enjoying the holiday, but ensuring the customs that shape us continue for generations to come. >> language and culture. everything we just they are

dancers, vibrant drag performances, and a massive grazing table to celebrate both her chinese american heritage and the queer community. >> for me, food is about bringing people to the table, and that's exactly what we're doing here tonight. we are bringing people together through food, performance art and just being really gay about it. >> the san francisco resident curated some of her favorite dishes, including dim sum and nostalgic asian snacks that she used to eat as a kid. >> there's almond cookies and egg rolls, dim sum, you know, barbecue pork buns. we have crispy roast pig. just a big array of things that you'd see at my grandma's house. >> on this night, guests danced their hearts out at the national queer arts center on valencia street, a space dedicated to celebrating diverse cultures and identities.

weekend as it urges people, if you're coming to the city today and tomorrow, take public transit. that's due to the major parade and a national sporting event in the city. of course, nba all-star weekend is upon us. looking live at the city of san francisco, which is nice and dry this morning, chinese new year's parade is tonight. that gets underway at 5:00 market and second street. before the parade is the community street fair in chinatown. a few hours later, the slam dunk in the three point contest take place two miles south at chase center, the home of the warriors. all these events, part of the nba all star weekend in the bay area and as a result, street closures and detours are in effect all around the city today and tonight, especially with that parade. so if you're heading over that way. muni. right. mass transit. >> muni or. >> leave. >> early. extra time early like right now. okay. >> if you're heading to the sierras over the holiday weekend, you should be prepared

for a little bit of snow on that roadway. we just checked the current conditions for the two main highways linking the bay to lake tahoe. highway 50 chains still require twin bridges to meyers into el dorado county and south lake tahoe. they are still cleaning up there. they're currently no chain requirements, though. eastbound interstate 80 heading to the mountains. but there's still a little cleanup underway there as well. tahoe ski resorts are already packed with people spending the holiday weekend on the slopes. >> more people, but there's snow now, so that's cool. >> hoping to get some fresh tracks and get some good power in. >> we come out every presidents day weekend. we have a friend that flies out. it's a tradition. >> well, the snow should be primo. caltrans urging drivers to check the road conditions before heading up to the lake for the big holiday weekend. and it should be pretty good, though. >> yeah, just. >> getting started too. well, now to the south bay where the weekend is getting off to a rocky start for some residents.

as ktvu jesse gary reports, a nearby creek flooded more than a dozen apartment units at the betty ann gardens apartments. >> abatement crews worked most of the day trying to clean up this mess from mother nature. >> when you look at it on tv and see it affect others until it hits your house, you will never understand. >> lisa rhines sifting through what can be salvaged inside her ground floor, one bedroom apartment. hers is one of 16 units that sustained damage when a daylong downpour thursday pushed the nearby upper penitencia creek over its banks and into some homes. >> we had d.o.t. crews that were actually in the area driving, and they spotted it at 830 in the morning. they quickly shut down king road from mayberry to berryessa avenue. >> a quick response and efforts by neighbors to push back the rising tide failed. more than a dozen units flooded. >> we lost important papers,

like everything that we had. we had clothes, shoes, everything got lost. clothes, shoes, computer, furniture. bed. my reclining chair. i mean, all my other personal stuff. >> affected residents say the apartment's management company is paying for cleaning services and hotel rooms for a week. the upper penitencia creek is prone to flooding during unusually heavy periods of rain. city officials say the floods caused is still being investigated, and that this natural disaster will be discussed during an annual preparedness meeting to better prepare for next rainy season. >> we look at all our hot spots. we go through all the maintenance and preparation that we've done. we talk about any concerns. this is definitely going to factor into that meeting next year. >> for the residents of the 16 affected units, this year is the priority. many don't have renter's insurance and will be left to fend for themselves. >> the community we pull together, we help each other, support each other, but we need our city to pull together with

kirkwood mountain resort. they had a driver took a slide for life is one of the roads broke loose. so there is some challenges in the backcountry. but the resorts have been working around the clock to make this the best presidents day weekend we've had in decades. >> well, coop, we know 80 is clear. 50. you still need chains. how about the side roads in and around all of the resorts up there? >> that's a that's a that's a challenge right there. that's a great question. so they're working hard. so that's the city plow offs county plow offs and caltrans. so they're working right now around the clock to get these roads opened up around my zone. we've already seen a plow come through. they gave us one good lap right now. but slow your roll when you're in and around the region you see a caltrans back off them. let them work the road right there. highway 50 is challenging right now. it's cold this morning, so maybe i-80 is open, but it is slick. so we're talking black ice on the road 50. a little bit more work to do and that's more up towards echo summit. but they'll get that done. state route 88 another challenge as well a lot of snow out there. so

there is some public outrage after the trump administration removed references to transgender and queer people from the website of the stonewall national monument. stonewall inn, located in new york's greenwich village, was the site of historic protests back in 1969 when patrons fought back against police raids at a gay bar. it became a federal monument in 2016. will, the executive director of san francisco pride joined our show yesterday? she told us the transgender community appears to be a political scapegoat. >> i think they found that it resonated with their base. i think that the headlines against trans people, they've been building that up over the last 4 or 6 years. and i think when

they got into the election cycle this time, they realized it was a small minority that they could pick on for a lot of political gain. >> she went on to say that the federal moves will not erase strides made by transgender people to be more visible in our communities. >> new details are emerging about the trump administration's plan to consider sending migrants facing deportation to the federal correctional institution in dublin. the former all women's prison closed last year following a sex abuse scandal, as ktvu crime reporter henry lee explains. activists and attorneys say the facility is no place for detainees. >> it definitely looks like it's moving in that direction. all the pieces are falling in place. >> john kostelnik is an official with the union representing prison workers. he says ice officials visited the now closed dublin federal prison on thursday and friday. >> we don't know the questions that are being asked. we don't know the exact specifics, but there's most certainly touring as an assessment to potentially

>> taking a live look at lake tahoe this presidents day weekend definitely will be a top destination. several new feet of snow fell over the sierra over the past few days. today's weather conditions look to be ideal for skiing or snowboarding. if you're driving up this weekend, it's important to stay cautious as the roads will be icy and snowy out there. in the mammoth mountain ski area, a ski patroller is recovering from serious injuries after two people were caught in an avalanche. two ski patrol members were preparing the slopes for visitors when the snow gave way. rescue crews were able to quickly pull one staff member out of the snow. the other staffer was taken to a hospital. the entire mountain and lift operations closed early, but a high avalanche warning expired at 4 a.m. today. federal cuts from the trump administration may result in a reduction in staff at the sierra avalanche center. this means

filing a lawsuit against the town of moraga over their failure to have a wildfire evacuation plan safe. moraga, which stands for safety around fire evacuation, says the town is the bay area's pacific palisades. moraga is a semi-rural community in the hills, situated many miles away from local highways and within or near a very high fire hazard safety zone. residents are urging local officials to study wildfire evacuation safety and have proper preparations for people to safely escape. officials in the north bay are considering using emergency road repair funds after recent rainstorms. the napa county board of supervisors will vote on the nearly $10 million local emergency funding proposal next week. a report in the press democrat says the proposal would

time when a lot of the basketball world didn't like the decision that he had made to come here. but because the fans, the organization and the players rallied around them, him in particular, they became two times nba champions. i mean, i'm sorry, two time champions. and he became two time mvp champion. so this is a place that is very endearing to him and to our family, because during the time when there was a lot of controversy around the decision that he made, the bay area welcomed us, warmly, comforted us through the whole through that whole time. and so, yes, it's just a wonderful place to be. and as i said earlier, i have some dear friends here that i've seen since i've been here over the weekend, and i just miss it because everyone has welcomed us so warmly. so it's been it's endearing to him. and i understand why, because they loved on us. and even now, after he left, we get so many messages and they say we love kevin in

>> time now 825. caltrans says the mudslide that followed days of heavy rain has closed. a popular bikeway along interstate 80 up in solano county. that slide happened earlier this week on the bikeway, which does run along the east side of the freeway near the hunter hill rest area. caltrans says the entire bike route between vallejo and cordelia will be shut down until the cleanup project is completed. and a stretch of southbound 101 in marin county is finally back open this morning, following a pretty good sized mudslide there. skyfox overhead yesterday, as a bulldozer was scooping up rocks and dirt. this is near sausalito. other crews crew members were picking up limbs from fallen trees. chp says a lot of mud, tree and rock spilling out onto the freeway happened late thursday night. well, he is the world's richest person, but lately, he's become the most high profile member of the trump administration other than the president himself. to raise rates by 22% for homeowners on may 1st, saying the la wildfires created a dire situation. but in a letter released on friday, commissioner ricardo lara said that the insurer has not met the justifications for relief under state law. he says state farm will have to answer questions about its financial condition in an in-person meeting on february 26th. >> and lara said, quote, all californians know from the past ten years that the risk of wildfire are real and growing. we have experienced firsthand the ravages of changing climate. our decisions must be guided by transparent data and an honest reckoning with the challenges we all face together. >> and state farm responded, saying it's very disappointed in this decision, adding we have gone to great lengths to clearly answer the questions outlined by the commissioner. while we're positioned to handle all of the claims associated with the most recent wildfires, state farm

must seriously consider its options within the california insurance market going forward. >> this long holiday weekend, getting off to a bit of a rocky start for some people in east san jose. all due to this week's very stormy weather. the penitencia creek overflowed its banks during thursday's downpour. the water flooded 16 units at the betty ann garden apartments on lundy avenue. those that were affected say the apartments management company is paying for cleaning services and hotel rooms for a week, but many say they don't have renter's insurance. for all their losses. >> we lost important papers, like everything that we had. we had clothes, shoes, everything got lost. >> clothes, shoes, computer, furniture, bed. my reclining chair, i mean all my other personal stuff. >> people living in that area say the creek is prone to

restaurants that also use uber eats. uber says it filled the file the complaint after hearing from restaurants who say they felt pressured by doordash. meantime, doordash says the lawsuit has, quote, no merit and the onus is on uber to offer better choices for customers and be more competitive. new government data shows retail sales are taking a bit of a nosedive. the commerce department says retail sales dropped almost a full percentage point in january. that's the biggest drop in about two years. cold weather across the country, along with all the wildfires here in california, limited shopping opportunities. some economists think potential tariffs on imported goods could also affect pullbacks and making retail purchases. >> well, anyone driving up to the sierra on this holiday weekend should be prepared for heavy snow on the roadways. we just checked the current conditions for the two main highways linking the bay area to

the lake tahoe area on highway 50. chains are required from twin bridges to meyers and el dorado county. there are currently no chain requirements on eastbound interstate 80 headed into the mountains. last hour we spoke to lake tahoe expert kevin coop cooper. coop tells us the sierra skiing conditions are now perfect just in time for the holiday weekend. >> just about 48 hours ago, there was not a drop of snow right here across the peak. we were starting to see the rocks upbo us. and gora ridge this morning, 4.5ft is up on top. mammoth, i hear, got up to six feet of snow in this last round of storms. so that's great for the snowpack. and i'll tell you what. for presidents day weekend, it has set us up amazingly well. >> coop tells us the tahoe ski resorts are already packed with skiers and snowboarders from the bay area and beyond. they are spending this long holiday weekend on the slopes. >> yeah, a bit of a slow roll if
