from about railroad avenue down to about the willow pass exit, and then traffic is moving well over the hill into the concord area. no problems on the bay bridge. here's a fresh look at the commute. you can see that traffic is moving well. 701 let's go back to the desk. >> thank you sal. happening today, the santa rosa school board will meet for a final vote to decide the fate of the district's middle and high schools. this after santa rosa city school trustees failed to reach an agreement on middle and high schools during their meeting wednesday night. the board finalized closures for elementary schools in the city. board members say they now have to make more tough decisions today due to the district's multi-million dollar budget deficit. >> it is heart-wrenching. no one, no educator, no superintendent, no position, no board member signs up to serve to close schools. >> the board has already decided to close santa rosa's brook hill and albert elementary by june of

this year. steele lane elementary closes in june of next year. >> our time now 702. the oakland unified school district tapping into some new funding now to keep clean water flowing for its students. the staff and asia curry foundation eat, learn, play, donate donated $650,000 to install more water filtration machines at oakland high schools. now, the school district began installing the machines back in 2018 after tests showed high lead levels in the drinking water in the schools. well, now all 77 schools have more than one machine. the grant will add 60 more. it will also pay for 20,000 reusable water bottles. so the students have something to drink out of. >> it was something that needed to be addressed immediately and totally in line with with our mission. so we were happy to jump in to see what role we could play on behalf of these kids. >> now, along with the new machines and those bottles, the

grant will help with upkeep of the machines. each one is built to last between 10 and 15 years. time now 703. union members and students planning a rally on the campus of sonoma state later today, rallying against cuts to university programs, including eliminating the athletic department. now, the rally comes about an hour before lawmakers meet on the campus, talking about the university's budget crisis. some faculty members, students and community leaders came up with a new plan to save money. they want to elect academic leaders to replace high paying administrative jobs. under the plan, these faculty leaders would serve terms of 3 to 5 years and be paid a modest salary. >> new. this morning, the u.s. senate pulled an all nighter as republicans lay the groundwork for president trump's legislative agenda. democrats are fighting them every step of the way. doug luzader is in washington now with more on the white house's cost cutting. hi,

doug. >> good morning. this was a ten hour session for the senate. lasted through the night. wrapped up early this morning. ultimately, this is just the start of a very long process over at the white house. meantime, the cuts continue. >> this is the chainsaw for bureaucracy. >> the billionaire elon musk wielding a chainsaw, celebrating federal spending cuts at cpac. the conservative gathering underway just outside the nation's capitol. musk saying how easy it is to slash federal spending. >> you just push on things a little bit and you save billions of dollars, like just a little bit, you know, it's wild. >> the clerk will call the roll. >> on capitol hill overnight, a little more mundane, even if the stakes are higher. >> i don't care how long it takes. we're going to deliver. >> and it did take some time, as the senate spent the night arguing over president trump's budget framework. all democrats could do was slow the process down and voice their objections. >> trump and musk are just taking a wrecking ball to the

u.s. government. >> we're finding hundreds of billions of dollars worth of fraud, waste and abuse. >> the president says the cuts may pay dividends, passing some of the savings on to taxpayers. there are some reports of possibly $5,000 checks, but that will depend on congress. and democrats are likely to fight most spending cuts. >> so no, we are not in the business of giving out money. and honestly, i don't know what $5,000 will do for you. >> now, we don't know if those checks are ultimately going to happen. the white house made it clear yesterday that it's something that congress would have to sign off on. back to you guys. >> doug, back to d.c. here. the white house is ordering the pentagon to prepare for sweeping budget cuts. is there any expected pushback from republicans? >> well, i think we have to be careful what we call budget cuts. these are cuts of 8% that are then reinvested in other parts of the pentagon. so my understanding is, is that the pentagon will not really lose

any money as a result of this. >> okay. and again, just to kind of underline the headline here, there appears to be no cooperation between republicans and democrats at this point. >> well, you know, it depends on the front. i mean, as far as the budget cuts are concerned, i mean, that's generally the case that this is something that generally adheres to party lines. >> okay. doug lozada in washington. thank you. >> all right, doug, thank you. time now. 7063 bay area federal government buildings are reportedly on a list of assets that might be sold by the government. according to the chronicle, the nancy pelosi federal building on seventh and mission is on the list of non-core assets, along with the federal office building at 50 un plaza, the leo ryan federal building in san bruno is also reportedly on that list. the general services administration and the department of government efficiency announced a plan to cut the amount of federal office space in half. well, former

house speaker nancy pelosi joined community leaders for a roundtable discussion on how the republican led budget could hurt residents of san francisco. the meeting was held at the sf marin food bank on potrero hill. congresswoman pelosi said the republican proposal to cut medicaid threatens health care for about 100,000 people in san francisco, including 20,000 children. the congresswoman pelosi says this proposal affects a lot more than just low income families. >> medicaid is viewed as a poor children initiative, and it is. and that's enough justification. but it's a middle class benefit as well, because middle class families across america use medicaid funds. a great deal of medicaid funds are used. >> for the congresswoman. pelosi also criticized the proposal to give $4 trillion in tax breaks to big corporations. >> today is the start of president trump's second month of his second term. in his first

month, the president signed 73 executive orders, many of them serving his mission to slash the size of government with elon musk and the department of government efficiency leading the way. so far, courts have mostly allowed them to make cuts to the federal workforce. >> what's capturing the public's attention is doge and what's going on with elon musk, but kind of running downstream, if you will, a little ways. what's going to be a hugely important is immigration. that's a big deal in california. and whether or not you're going to do things relative to fema. that's important for los angeles and for analyzing aid, disaster aid, for the recovery there in the wake of the wildfires. >> professor mckeown notes that many are watching to see if consumer prices will remain high. since lowering costs was one of president trump's key campaign promises. >> our time now 709. happening today, the man accused of shooting and killing the ceo of united health care in new york is back in court. take a look at luigi mangione's first court

appearance since his arraignment in december. he's 26 years old. he pleaded not guilty to several counts of murder. mangione also faces federal charges that could include the death penalty. prosecutors say his state charges are expected to go to trial first. a judge could set a trial date later today. >> california state legal office has rejected a new fuel standard, calling it confusing and unclear. the new standard would have offered incentives for cleaner fuels and has faced opposition because it would raise gas prices. the regulations were an update to our state's low carbon fuel standard, was expected to increase costs on oil refineries in an effort to decrease greenhouse gases by 30% by the year 2030. there is concern the cost of those cleaner fuels would be passed directly on to consumers. the air board has 120 days to review and resubmit the rules. >> time is 710. we do have a very favorable friday going on here. i like what i see out there. you can see the traffic

consolidations. officials say closing several schools would save $12.5 million. the district is facing a $20 million deficit. we'll move now to san francisco, as the police union there is reportedly asking the embattled san mateo county sheriff, christina corpus, not to attend an upcoming event celebrating women in law enforcement. this, according to the chronicle, an independent report accused sheriff corpus of misconduct, including using insensitive language and having an intimate relationship with her chief of staff. and the trump administration is launching an investigation into $4 billion of federal funding for california's high speed rail project. the transportation secretary, sean duffy, said the money could be shifted to other projects. you'll remember voters first approved bonds for the project back in 2008. since then, the estimated cost has ballooned from $33 billion to now $106 billion. >> our time now 715. two online platforms that are very popular with children now facing legal problems in san mateo county.

the lawsuit claims a 13 year old boy was taken advantage of by a man who pretended to be a teenager. ktvu is andre senior in the studio with more on this. andre. >> well, david, the lawsuit says a predator posed as a 16 year old on the online gaming platform roblox and the messaging platform discord. it goes on to say the 28 year-old sebastian romero groomed the teen through the game in discord messages. the lawsuit also says the alleged predator said paid the boy for explicit videos and photos using a digital currency used on roblox. >> the predator then tried to pay a larger sum of robux to meet up and have sex. the predator found out the address of the child. >> the attorney says the man then threatened the boy after he failed to show up. the boy's parents later found text messages between the two and contacted police. the attorney says the man accused of preying on the boy was recently sentenced to 12 years in prison in a sextortion case involving

a. >> you hear about them. unfortunately, all too frequently when it comes to gaming platforms or social media platforms, we try and encourage parents at common sense media to make sure that they are really paying attention to what their kids are doing online. >> in a statement, roblox said roblox takes the safety of its community very seriously, adding the company is constantly launching new safety measures. discord has not responded yet or acknowledged the lawsuit publicly. the lawsuit, also against both roblox and discord, calls for better security on these platforms. this comes as parents continue to push for stricter restrictions on social media apps such as instagram, tiktok and facebook as well. dave. >> all right. andre. thank you. time now. 717. the federal trade commission wants to hear public comment about alleged censorship by tech platforms. now, reuters is reporting that fcc chairman andrew ferguson called for an investigation into whether tech companies stifled right wing speech and whether advertisers work together to pull spending from certain sites like x. the

spring training play this weekend. their first exhibition game of the season is against the texas rangers at the spring training home of the rangers in arizona. major league baseball says about three out of every five games will experiment with the automated ball strike system. the challenge system is a compromise between the new technology, where all balls and strike calls are automated, and the status quo. manager bob melvin is excited for exhibition play. skeptical, though, about that new tech. >> i'm going to let it play out to start, and then we'll see how it goes. i mean, spring training games, you know, i have no familiarity with it. i look at the walk rates in triple-a and the walk rates at the big leagues. it's a lot different

ekeler foundation does. goes in and actually finds a place and then also helps uplift that bring the community together so that everyone in that community and those players can also, you know, benefit from that. >> now last year the balboa varsity football team won the division seven, a state championship. >> canadian prime minister justin trudeau takes to social media to gloat following his country's victory against the u.s. in ice hockey. president trudeau took a jab at president trump, posted on his official exit count. you can't take our country and you can't take our game. of course, for weeks, president trump has threatened canadian tariffs and suggested canada become the 51st state in our country. canada beat the u.s. in boston last night, 3 to 2, in overtime to win the four nations face-off, a mini tournament featuring canada, the u.s, finland and sweden. canada and the u.s. squared off in the finals. the political backdrop added to the drama, making this exhibition tournament feel more like a stanley cup final or olympic gold medal final. a feud has been developing in recent weeks between the neighboring countries. of course, in their last match in montreal, some canadians booed the

want anyone to feel misled by this because there's still some slow traffic. northbound 880 approaching high street. and that's because of a car fire. the fire is already out, but for a while it was definitely too hot there. traffic is going to be better after you pass high street and get up into downtown oakland. 580 is a good alternate bay bridge. now this is looking very good. a minor delay, and then you go on to the bridge with no problems. 731 let's go back to the desk. >> so thank you. happening today, a man arrested for hit and run crash that killed a former uc berkeley professor is set to make his first court appearance. retired sociology professor michael boro was hit while crossing grand avenue near lake merritt in oakland earlier this month. police say 61 year old kermit miller was behind the wheel and say he left the scene. investigators say they were able to link miller to the hit and run after finding the retired professor's hearing aid on the shattered window of his vehicle. >> our time now. 732. well, happening today, federal

oversight is coming to california's controversial high speed rail project. president trump's transportation secretary said that project is severely off track. ktvu jesse gary is in san francisco with more details. good morning. jesse. >> dave, good morning again to you. it seems like we've got a theme this week. yesterday it was the presidio trust. today, high speed rail. president trump saying he wants a compliance review of the project with a very distinct likelihood federal funding will be pulled. >> i think the transportation here is amazing. and i think that to cut that is honestly insane. the people here really depend on that. that transportation, of course. and him just cutting unnecessary things is just his dictatorship in my opinion. >> state voters passed a bond measure in 2008 to link the fourth and king street station in san francisco with southern california. the initial project cost was $33 billion, with a completion date of 2020. 2020

was five years ago, with $16 billion having been spent. the feds kicked in about $2.5 billion, but now the project is projected to cost wait for it $106 billion. president trump says it's the worst managed project he's ever seen. transportation secretary sean duffy says it's a waste of taxpayers money. >> the project's not going to happen. there is no there is no timeline in which you're going to have a high speed rail that goes from la to san francisco. that timeline does not exist, and the estimates are incredibly rough on the dollar front. >> it's like he's of course he's going to deny it because it's california. but it's just like, you know, i think it's needed. i think we need it. you know. >> so even though it's behind schedule and way over budget, you're still say, keep going. >> yeah. >> even with federal financial assistance, the state is still short, about $6.5 billion to complete the project. duffy says

he'll look at if it should be completed at all. we're live in san francisco this morning. jesse gary, ktvu, fox two news. dave, back to you. across the bay. >> all right, jesse, thank you. time now, 7.34. democratic congressman mark desaulnier held a town hall in moraga, talking about the first month of the trump administration and also to listen to his constituents. the town hall was at saint mary's college in moraga. hundreds of people from california's 10th congressional district were there. congressman desaulnier answered questions submitted ahead of time by the audience, but some in the audience did not feel assured. >> over 300,000 missing migrant children. that's concerning. he didn't mention anything about that. he just went on about fighting trump rather than working with them. >> these are not. >> normal times that we are staring down the barrel of our constitution being destroyed. >> so congressman desaulnier also talked about a democratic action plan that includes resolutions to oppose the trump

administration's plan to shut down the department of education, and also president trump's withdrawal from the paris climate agreement. >> there is a lot of fear spreading on social media surrounding reports that president trump's immigration crackdown goes beyond people who are in this country illegally. some people worry people who are here legally with green cards could now be at risk. in one tiktok video with almost 3 million views, a woman says her niece, a nursing student with a green card, was deported upon returning to lax from laos. the woman says customs workers took her niece to a room where she was told people who leave the u.s. after having a green card for less than two years cannot get back into this country. they said her green card would be taken away. >> that's unlawful. they can't do that. they can be interrogated alone without the assistance of counsel because of sometimes misinformation or desperation. they unknowingly sign away their rights, and that results in the abandonment of resident status.

>> the attorney says people with green cards are allowed to travel out of the country for 180 days when they return. some people are being pressured into signing documents to give up their lawful permanent resident status. the attorney says customs workers are only allowed to ask questions about your identity or to show permanent resident status. >> our time now. 736 california could soon strengthen its status as a safe haven for the transgender community. state senator scott wiener just introduced a new bill to block law enforcement from getting access to the medical records of transgender patients without a warrant. it would also make sharing that private information a crime. senator wiener says the bill is a direct response to president trump's moves to limit transgender rights, including a recent executive order that rolls back legal recognition. the bill is backed by groups like planned parenthood and equality california. now it heads to the state legislature.

well, the plans to erect a 45 foot tall nude woman sculpture in union square is now been canceled. the artwork debuted in 2015 at the burning man festival. it weighs more than 16,000 pounds. organizers say the sculpture, called r evolution, had been scheduled to be unveiled two weeks ago. according to the chronicle, engineering problems made placement of that huge steel artwork not feasible. the artist is now looking for a new location in the city to install the sculpture. >> state regulators have now given two major insurers approval to raise rates. mercury general will begin raising rates for homeowners late next month by an average of 12%. liberty mutual will begin raising its home insurance policy rates by an average of more than 7% in may. mercury says the increase is not related to the recent southern california wildfires. the requests were filed with state regulators back in june to help offset the increasing cost

her chief of staff. the man accused of killing, shooting and killing the ceo of united health care in new york city is back in court today. this is luigi mangione's first court appearance since his arraignment. that was back in december. the 26 year old pleaded not guilty to multiple counts of murder. mangione also faces federal charges that could include the death penalty. prosecutors say his state charges are expected to go to trial first. the judge could set a trial for that today. >> the oakland unified school district is tapping into new funds to help make sure students have access to clean drinking water. stefan and aisha curry's foundation has donated $650,000 to install install more water filtration machines at oakland schools. the district began installing them back in 2018 after tests showed high levels of lead in school drinking water. now, all 77 schools have more than one machine. the grant will pay for 60 more. it will also pay for 20,000 reusable water bottles for students. >> something that needed to be addressed immediately and totally in line with with our

kirkwood, bear valley, heavenly. all between 50 and 96in of snow through the first 20 days. the sierra snowpack is doing pretty well here. 94% of normal for the date 119% of normal to the north central is 90. in the southern 74. we need an active march to get to 100% or higher to finish the season, which would make for back to back to back 100% or higher years. that has not happened since the early 80s. the city had rained two days ago. i don't think they're getting any more the rest of february, but they've had 6.68 so far for this month. the average is 4.90, so they did well there. there are a few hints around the second, third, fourth. maybe rain will return. there's some hints of that, but until then i think it's just a lot of high clouds and not much else. and mild temps, 30s, 40s and 50s. a little bit of a north northeast breeze in the hills. it's going to make for a mild day around oakland. berkeley 19 2219 2022. south lake tahoe to 42 in arcata and 55 in san diego. a lot of cloud cover is on the way, but not much else.

of our top stories this morning. senate republicans have taken a big step in advancing president trump's agenda. they passed a $340 billion budget framework early today. it mainly focuses on funding for mass deportations and border security. a series of amendment votes required the chamber to pull an all nighter. all democrats oppose the resolution. they also brought up concerns of other funding. other federal funding cuts. as doge continues to target more departments to online platforms widely used by children are being sued in san mateo county. lawsuit involves a 13 year old boy who says he was taken advantage of by a man pretending to be a teenager. the lawsuit says the man posed as a 16 year old on the online game in messaging platforms roblox and discord to groom the 13 year old. the suit also says he paid the boy for explicit photos and videos. in a statement, roblox said it takes the safety of its community very seriously and said the company is constantly launching new safety features.

discord has yet to respond or acknowledge the suit publicly. >> all right, it's 845 and we're switching gears. west oakland has three rock climbing gyms, and now one rock climbing group based in oakland is working to make the sport more inclusive. in 2021, the black rock collective was formed so black climbers can build community in a historically white dominated sport. we have philip lang and lena brown live in studio with why they're dedicated to making these spaces feel more supportive and welcoming. gentlemen, thank you so much for joining us today. we're just talking about earlier. i know the demographics are pretty jarring here. some people might know it, but there's 77.7 million participants in the american alpine club. 80% are white among non members. the report found that aapi members made up 7%, hispanic members made up 5%, black and native americans 1% each in the rock climbing sport. it's something i never noticed before. tell us a bit about that. >> well, being, you know, being in the sport, being in the bay

area, you can you can walk into the gym and kind of see the disparity. you know, there's a few factors, whether it be, you know, proximity, you know, or whether just representation, seeing people or a thing that gets people in the rock climbing is having a friend or knowing somebody. right? you know, so we're trying to build up the infrastructure and get more of our people out there. >> so, you know, you might not even think about rock climbing, you know, as as we just heard phillip say, because you don't have anyone in it that, you know, so tell us about that, that as being one of the barriers to getting into it. >> rock climbing is very mentorship based. and so it's a lot of learning, i think, from other people and kind of passed down. and so it really, you know, requires, i think in some ways that community and those open doors in order to start building and having more and more people come out. >> so would you would you say you all are introducing a lot of black minority people into into rock climbing? and what are they saying about it when, when they discover this, this sport? >> oh, absolutely. you know, we have folks coming from all skill

levels from, you know, seasoned veterans to people who are just now getting in and they're taking on to it like fish on water. you know, i just got my nephew into it. a couple of my friends are getting into it, and we're building up something that when we go in the gym now, we see our friends, we see people that look like us. and when we see them, we even if we don't know them, we talk to them. how are you doing? you know, make sure that we're, you know, building this community, you know, in oakland specifically, you know, we're reclaiming our grounds, our, you know, our home. >> yeah. so now that this is off the ground and you're getting so many people involved here, what is the reaction that you're getting from, from folks now in terms of, of, of pursuing this as something that they really want to get into full time? >> yeah. so we've received, i think, a lot of feedback of just like i think the courage of taking on something new and finding a safe space and community within which to do that kind of something that maybe was not even in the realm of possibility or something somebody had seen for themselves, but offering them a

new opportunity to try something new is just it's beautiful. >> and when they see that, they oh, wow, this is something brand. i mean, i think to many people it's just a brand new thing. was just never in your sphere of something that you wanted to do. but when that hits them and you see the look on their faces, describe that to me there. >> i mean, there's just a joy, you know, there's like a childlike wonder and just, there's because there's its own technique and there's, you know, all the all the ways to get better and better. and so i think experiencing that and noticing all the different muscle movements, it's such it's such compound movements and climbing. >> let me talk about that to learn more about it because i don't know much about it. so philip, tell me, what is rock climbing for those who don't know about it? >> so rock climbing okay, we do it mainly. we host mainly indoor. so there's different, you know, different types. there's indoor rock climbing, outdoor which you mainly would think of. you know, there's bouldering which requires no ropes. you're climbing walls 15, 20ft high. >> but you don't have any ropes. >> no ropes. there's pads, you know, crash pads, what they call the pads that you bring mobile pads to bring them out. and

there's top roping with ropes. you're climbing 75, 100ft, you know, so there's a couple of different styles. >> all right. so talk to me about the, the not only the styles but the, the safety issue of it. when you, when you think about a sport like this, is it really i mean, obviously it is dangerous, but is it as scary as it might seem, which might have people not even look at this as something that they want to do? >> yeah. i mean, you know, fear is, is one side. and then i think safety is in some ways another. you know, a lot of climbing is about redundancies. and so there are many different ways that we have redundant safety measures in place. so even god forbid, if one thing fails, there's still 2 or 3 other things that will that will catch. >> what is the appeal of this sport in terms of is it strength training muscles different working different muscles in the body? what is that part of it? >> so i can speak specifically to me. it's like a mental puzzle, you know, when it comes to working out, i can't do the,

you know, redundant lifting weights or running track. it's very boring to me. just quite frankly, rock climbing is like a puzzle that you're using your body, you're using your mind to figure it out. and it's, you know, it's kind of addicting. >> do you have to. >> have it can be addicting. >> do you have to have any other previous like, you know, workouts, you know, do you have to be a lifter or something or a runner or anything besides this? or can you get into it cold and. know where. >> you go? yeah. one another beautiful thing is that many bodies can like everyone climbs differently. and so there's, there's many different ways to the top literally. and so you can come in with any experience or no experience at all and find the way that your body likes to climb. >> and tell us about the event that you guys have coming up this saturday. >> absolutely. we're pairing with our brother, organization and nature nine. we're doing an after hours climb at pac pipe that's in west oakland. 2140 mandela parkway, right on west grand in mandela. and we're doing an after hours climb.
