>> i'm andre senior. thank you for joining us. we start this noon with a live look at san jose, where a gas leak was reported about an hour ago. and you can see from these live pictures from sky fox is still a pretty active scene there. now, this gas leak was reported just before 11 this morning at 1713 schulte drive. it's a residential area between u.s. highway 101 and interstate 680. people who live in that area are being asked to shelter in place, but no evacuation orders have been issued at this particular time here. san jose police tell us a gas main was hit during construction. pga crews responded to the scene right after it happened and they are now on the scene now trying to repair the damage, but no evacuations yet. we'll keep an eye on it for you and let you know throughout our newscast. >> the santa rosa school board is getting ready to meet for a final vote to decide the fate of the district's middle and high schools. this after santa rosa city school trustees failed to reach an agreement on middle and high schools during their meeting wednesday night. the

board finalized closures for elementary schools in the city. board members say they must now make more tough decisions today due to the district's multi-million dollar budget deficit. >> it is heart-wrenching. no one, no educator, no superintendent, no position, board member. signs up to serve to close schools. >> the board has already decided to close santa rosa's brook hill and albert elementary by june of this year. steele lane elementary closes in june of next year. >> in about an hour, union members and students are planning a demonstration on the sonoma state campus to rally against cuts that include eliminating the athletic progra. athletic department within the school. the protests take place an hour before lawmakers meet on campus to discuss university budget crisis. some faculty members, students and community leaders, they have come up with a way, they say, a new plan to save money. they want to elect academic leaders to replace high paying administrative positions. under the plan, these faculty leaders would serve terms of 3 to 5 years at modest salaries. >> the white house is cost cutting. campaign continues. the

u.s. senate pulled an all nighter as republicans laid the groundwork for president trump's legislative agenda. republicans have majorities on capitol hill. democrats are pushing back, though. billionaire elon musk used a prop to show how easy it is to slash federal. [music] spending. >> this is the chainsaw. >> millions of dollars worth of fraud, waste and abuse. >> president trump is at the white house signing more executive orders today. tomorrow, he'll address conservative gatherings at cpac right outside the capitol. >> the federal oversight is coming to california's beleaguered high speed rail project. as ktvu jesse gary reports, it comes after the trump appointed transportation secretary said the project is, quote, severely off track. >> two decades ago, california embarked on an ambitious project to link the fourth and king streets station in san francisco

with southern california. years later, and the only thing moving at the notable corner is caltrain. up and down the peninsula. >> the project is not going to happen. there is no there is no timeline in which you're going to have a high speed rail that goes from la to san francisco. >> hot on the heels of ending the presidio trust. president donald trump wants a compliance review of the high speed rail project, which was supposed to be completed five years ago. >> of course, he's going to deny it because california. but it's just like, you know, i think it's needed. >> the project has already used 16 billion of its original $33 billion budget to build infrastructure from the city to san mateo. the new adjusted budget has ballooned to $106 billion with no clear completion date. >> they may not have properly estimated the cost of the project in general. so you had a complete mistake in there. can californians afford to build this infrastructure project

without federal funds? >> trump says it's the worst managed project he's ever seen and points a finger of blame at california governor gavin newsom, transportation secretary sean duffy and other republicans say it's a waste of taxpayers money. >> the high speed rail authority says there's still a funding gap of $100 billion. they don't know where that money is going to come from. >> supporters of the next generation of public transit say despite its woes, the project should not lose federal funding as part of trump's cost cutting measures. >> that's a cut that is honestly insane. the people who really depend on that. that transportation, of course, and him just cutting unnecessary things is just his dictatorship, in my opinion. >> even with federal financial assistance, the state will still be short about $6.5 billion to complete this project. secretary duffy says he'll look to see if the project should be completed at all. in san francisco, jesse gary, ktvu, fox two news. >> well, federal workers who

support disaster recovery are among those whose jobs are reportedly on the chopping block at the department of housing and urban development. documents obtained by the associated press show the trump administration plans to lay off 4000 workers from hud. that number makes up about half of the department's staff. the reported plan also targets employees who support rental subsidies, discrimination investigations and first time home buyers. a hud spokesperson said the documents, quote, should not be taken as final as staffing is evaluated. >> state regulators approved requests by two major insurance companies to raise rates late next month. mercury general will raise rates for homeowners by an average of 12%. liberty mutual will also start raising home insurance rates by an average of more than 7%, starting in may. mercury general says the rate hike is not related to the recent southern california wildfires, as the request for rate increases were filed back in june with state regulators to help offset the rising cost of home repairs, construction, labor and building materials. >> well, los angeles mayor karen bass ousted the fire chief of

the city. it comes just six weeks after the most destructive wildfire in city history. and amid a public rift over preparedness and finger pointing over who's to blame. and it comes as a new investigation is putting a multi-billion dollar price tag on the cost of damage done by the devastating southern california wildfires. according to an analysis by the los angeles times, real estate losses from the palisades and eaton wildfires could exceed $30 billion. the investigation compared estimated property values from the la county assessor with cal fire's assessment of structures that were damaged or destroyed. more than 4500 homes were lost in each fire. among the lost dwellings were 79 homes valued over $10 million each in the palisades fire zone. >> a manhunt is underway for the person who stabbed a fire captain who helped fight the eaton fire. fire captain rebecca morotai was killed on monday. san diego sheriff's office has announced the prime suspect is 53. year-old. yolanda. morotai. the captain's wife. our sister station in los angeles. reports. morotai was previously charged

the ceo of united health care in new york city is back in court right now. this is luigi mangione's first appearance since his arraignment in december. and what you're looking at right now are live pictures outside the courtroom where a group of dozens, if not maybe a hundred, supporters, are holding up signs in support of mangione. some of the signs say free luigi and luigi before parasites. those are just some of the signs that apparently supporting luigi mangione, who just left the courtroom a short time ago. when he was brought into court. he was wearing slacks, a white shirt, and what appeared to be a bulletproof vest. the attorney, his defense attorney, argued in court just a short time ago, according to our sister station in new york, w fox five, the attorney for luigi mangione says her client is being treated differently, not being allowed access to certain things like a telephone. those are just some of the things that were discussed. we're going to keep digging into this more for you. but he does face a multiple

counts of murder here. mangione, 26 years old, also faces federal charges that could include the death penalty as well. and prosecutors say his state charges are expected to go to trial first. the judge could set a trial date for that today. we'll keep you posted on the story. >> a live look now in the city of oakland, as interim mayor kevin jenkins is getting ready for a ribbon cutting ceremony to celebrate the completion of thomas smith mini park at 65th avenue. it's one of nine parks that received an upgrade as part of a $5 million beautification project. the parks have new fencing, lighting and gates, as well as improved landscaping, new furniture, new barbecue pits. >> wow. and it's a perfect weather day to go out there and enjoy the park as well. the weather is beautiful, no rain in sight. rosemary oroczo here with your friday forecast. >> yeah, a little bit of spring fever coming our way for the weekend. i think the parks are going to be crowded out there. a view here over the bay area where you can see parts of san francisco, mount diablo there in the backdrop. also notice just some high clouds overhead. that's really about it. outside of that, plenty of blue sky and

you have just a light breeze. concord and oakland doing the same anywhere from 5 to 10mph. and again coming in from different directions. a little bit of a westerly breeze in hayward and easterly breeze, sfo, a north breeze coming in to areas like mountain view as well as the inner east bay of livermore. how about the hills? the winds are generally light. we do have a little bit of a breeze. oakland north and south reporting a 2010 to 20mph. and it has a northeast flow to it, which helps to dry things out and helps to warm things up as well. the futurecast on this is showing you into tonight, where we do have partly cloudy skies, and then tomorrow morning waking up with a little bit of fog. it looks like just inside the bay, maybe in the north bay. there into the afternoon, partly cloudy skies, but again by the back end of the weekend early sunday morning. notice the rain line here beginning to creep into areas like ukiah and just on the north edge of sonoma county, so we could see a few sprinkles. doesn't look like a big deal. i think the takeaway for the weekend is going to be

unseasonably mild weather, mid to upper 60s in the forecast for today, 66 in san francisco, 66 in hayward, upper 60 over san jose. five degrees above average. on the peninsula we have 66 in redwood city for the north bay, 67 in napa, and for the east bay, 67 in concord. temperatures will continue to climb again at low 70 expected in the coming days. we'll have a better look at the extended forecast, which includes your weekend coming up. >> thank you rosemary, let's give you a live look now at sfo, as there are several flight delays around the bay area due to bad weather in colorado, snow is falling there in denver. there's also some delays coming out of new york city. there are 52 delays at sfo, 24 across the bay in oakland, 23 flight delays in san jose. now, for people who are traveling internationally, there's a lot of fear spreading on social media surrounding reports that president trump's immigration crackdown goes beyond those who are in the country illegally. some people worry those who are here legally with green cards could be at risk. in one tiktok video, it's seen almost 3 million times already. a woman says her niece,

a nursing student with a green card, was deported upon returning to lax from laos. the woman says customs workers took her niece to a room, where she was told people who leave the u.s. after having a green card for ss cannot get back into this country. they said her green card would be taken away. >> that's unlawful. they can't do that. they can be interrogated alone without the assistance of counsel because of sometimes misinformation or desperation. they unknowingly sign away their rights, and that results in the abandonment of resident status. >> the attorney explains. people with green cards are allowed to travel out of the country for 180 days. when they return, some people are pressured into signing documents to give up their lawful permanent resident status. attorneys say customs workers are only allowed to ask questions about a person's identity, or ask a person to show their permanent residence status. >> well, california may soon strengthen its status as a safe haven for the transgender

community. state senator scott wiener just introduced a new bill to block law enforcement from getting access to transgender patients medical records without a warrant. it would also make sharing that private information a crime. wiener says the bill is a direct response to president trump's moves to limit transgender rights, including a recent executive order that rolls back legal recognition. the bill is backed by groups like planned parenthood and equality california, and now heads to the state legislature. two online platforms popular with children are now being sued on behalf of a 13 year old boy, who says he was taken advantage of by a man posing as a teenager. as ktvu crime reporter henry lee explains, the lawsuit says a predator paid the boy for explicit photos. >> he was targeted by a predator who befriended him, and he thought he was dealing with another teenager. >> attorney ann marie murphy says her client, a 13 year old boy, was groomed by and fell victim to a man posing as a 16 year old on the online game and messaging platforms. roblox and

discord. >> paid our client robux, which is a digital currency, in exchange for video and explicit naked photographs. >> according to murphy, it didn't stop there. >> the predator then tried to pay a larger sum of robux to meet up and have sex. the predator found out the address of the child. >> she says the man threatened the boy after he failed to show up. the boy's parents later found texts between the two and contacted police. murphy has filed a lawsuit against both roblox and discord, alleging misrepresentation and negligence, and saying both companies facilitated child exploitation and abuse. in a statement, roblox said we cannot comment on pending litigation. with that being said, roblox takes the safety of its community very seriously. we are constantly innovating and launching new safety features, including more than 40 safety features and policies in 2024. discord did not immediately respond to a request for

wildfires, park rangers, people that americans want on the job. it is insane the way they're going about this. >> this all comes as congress continues to debate how much funding to allocate for several government programs. lawmakers have three weeks to strike a deal to keep the government funded. in washington, madeleine rivera, fox news. >> new at noon california home sales were lower in january due to high mortgage interest rates. the california association of realtors says the number of homes sold in january was down 10% from december, down nearly 2% from a year ago. sales ticked up slightly, though in the bay area less than half a percent. home prices were also up in our region by more than 2%. this comes as the department of housing and urban development reportedly plans to lay off half its staff, including employees who support first time home buyers. >> elon musk's department of government efficiency has now fired thousands of irs employees. nearly 7000 workers were let go across the country yesterday. the layoffs mostly targeted probationary workers

conference last night at saint mary's college in moraga to address the first month of the trump administration's second term and hear from constituents. ktvu lamonica peters takes us there. >> representative mark desaulnier, who represents california's 10th congressional district, said thursday's town hall meeting was especially necessary so that he could listen and respond to questions about president trump's second term. hundreds of people came out and desaulnier answered pre-submitted questions from the audience. >> what will house democrats do to investigate conflicts of interest with elon musk, doge and his business enterprises? [applause] >> i was on the oversight committee for the first eight years i was in congress. that would be a committee who should be doing these things along with the judiciary committee. we'll be pushing the republicans to have hearings on that. we already are. >> during the meeting, desaulnier talked about some of the accomplishments of the biden

whaler condominiums in kaanapali beach around sunset last night. in a minute here you see the explosion. later. we see people running to help the victims range in age from 17 to 74. three people suffered critical injuries. one had to be flown to an emergency room. there we see debris flying. an initial investigation shows the explosion may have involved liquefied petroleum gas, which is commonly found in barbecues. >> a community in santa cruz concerned about safety at a busy intersection after a pedestrian was hit and killed. it happened overnight where highway one meets river street. police say the victim was pronounced dead at the scene despite life saving measures. members of the community say this happens too often in this area. >> i do know of at least one fatality and an old neighbor who was hit there and was in the hospital from from just cars just kind of blazing through. >> pedestrians need more time to get across that stretch of the road. yeah, it creates a dangerous situation. >> the city of santa cruz says

caltrans had a plan drafted back in april of 2021 to improve the intersection with added lanes and a bike path. city officials say this crash marks the fifth reported pedestrian related collision in the area since 2023. >> friends and family are remembering a south lake tahoe man who died in an avalanche this week in the lake tahoe area. friends found frederick ross's body near luther pass february 17th after he didn't return from backcountry backcountry skiing. thanks to his avalanche beacon, a friend and former colleague described him as academic, technical and social someone with a natural ability to bring people together. >> he was friends with everybody, and when i saw i posted, i created the gofundme and then posted it on linkedin, which is, you know, the platform. the solar industry is very heavily in. i got probably 50 phone calls from people in the us, india, china, morocco.

afternoon. partly cloudy skies, light winds. no advisories on the lake and temperatures are expected to reach into the low 50s, with the near repeat for tomorrow starting out just a few degrees above freezing. and then as we get into the afternoon, a low 50s expected throughout the weekend. temperatures across the bay area right now we have 67 in san francisco. it's a mild one out there, 67 in napa, low 60s walnut creek, as well as in the south bay, 65 over oakland. our afternoon highs for today. low 60s along the coastline, mid to upper 60s for the rest of us 66 expected in oakland, upper 60s in san rafael and 67 for livermore. morgan hill in the south bay, one of the warmer spots today at about 70, as i showed you in the last half hour, temperatures are anywhere from 3 to 6 degrees above what we typically see for this time of year. and we continue to watch those numbers climb into the weekend. some of our warmer spots will be in the upper 60s to low 70s monday tuesday even a tad warmer, in which case we may

be looking at near record temps, maybe even break a few by the end of the forecast there. back to you. >> rosemary. thanks. now to the unrest in the middle east. the israeli military says a forensic analysis identified the remains of two children. hostages released by hamas this week. but another body returned to israel was not the boy's mother. fox correspondent connor hanson has more. >> israeli prime minister benjamin netanyahu is vowing revenge after one of four bodies handed over by hamas on thursday did not match one of the hostages. israeli officials say they positively confirmed the identities of an 84 year old man, as well as two young children, but the remains said to be their mother, were that of an unidentified woman from gaza. >> i will not rest until the savages who executed our hostages are brought to justice. they do not deserve to walk this earth. nothing will stop me. >> hamas released a statement friday pointing to the

possibility of a mix up of bodies, saying the remains were found in an area they claim israel had bombed, with palestinians also present. the militant group says it still plans to follow through with the current terms of the ceasefire deal. another six living hostages are expected to be released on saturday, but the future of the ceasefire is still in doubt. negotiations have still not officially begun on a second phase of the agreement, which would include the release of remaining hostages and see a withdrawal of israeli troops from the gaza strip. >> those two things are on a collision course. they still have thousands of fighters there and they want to finish that job. >> president trump has called for palestinians to eventually be resettled outside gaza, but that idea has been rejected by arab leaders. in new york, connor hansen, ktvu, fox two news. >> feeling zero gravity here on

a high school was unveiled. it was built with the help of the 49ers star christian mccaffrey and the commanders running back austin ekeler. foundations for both players teamed up on the project, and students have already been using the new equipment, but yesterday was the first time that ekeler saw the completed gym. he says the renovations is not just about equipment but also about supporting the neighborhood. >> when there's a place that's in need, as balboa high school was, this is what the austin ekeler foundation does. goes in and actually finds a place and then also helps uplift that bring the community together so that everyone in that community and those players can also, you know, benefit from that. >> last year, the balboa varsity football team won the division seven, a state championship.

>> baseball is back. the giants begin spring training play this weekend. their first exhibition game of the season is against the texas rangers at the spring training home of the rangers in arizona. major league baseball says about three out of every five games will experiment with the automated ball strike system. the challenge system is a compromise between the new technology, where all balls and strikes are automated and the status quo. manager bob melvin is excited for exhibition play, but skeptical about that new tech. >> i'm going to let it play out to start, and then we'll see how it goes. i mean, spring training games, you know, i have no familiarity with it. i look at the walk rates in triple-a and the walk rates at the big leagues. it's a lot different when guys come up and when they go to triple-a, they walk more guys. so i'm sure the system has something to do with that. you know, i haven't been a part of it. i'm going to feel it out first. and if guys are, you know, ridiculous with it, then we'll probably put some parameters on it. but i'm certainly not going to. lamont wade says challenges. i'm not going to have a problem with that.
