voters might decide if colorado towns and cities should have the power to ban fracking. in their areas. we are going to break down some of the initiatives that could show up on the ballot in november. >> i apologize for the challenges it this has created for you, with your travel experience. get things fixed quickly. we are checking on what delta airlines customers can expect today. and don't worry, kid, we won't tell anyone you broke the olympic rings. thankfully the games still go on. oops. matt and cheryl join us live from rio in about five minutes. first, a look at breaking news. all taking place very close to 9 news. here at second and logan. and the road is shut down. both northbound and southbound logan, closed off between second and third.

police tape spread across both directions of logan because the crash had occurred at another intersection, and it ended in a driver making that vehicle, basically driving it over to second and logan with only three wheels left on the car. at that point, a tow truck was called to the scene. now, the driver of the original vehicle, when the tow truck driver arrived, the tow truck driver thought the driver might be intoxicated. he ended up calling the police. at that point, the driver of that car, on three wheels, ended up stabbing the stomach. police were called, the whole investigation was taking place and you can see the investigators taking pictures and we're not sure when it will reopen. just one block around in either direction should help you out. broadway and lincoln are open and running smoothly at this point. the rest of the drive, calm and quiet. and live view of the c-dot cams and looking good. southbound 25, very busy at 58th avenue and side street wise, would he have one crash to keep in mind at 10th and federal, and federal slowing

>> amelia, strange way to start the day. that's for sure. good morning, everyone. thanks for joining us. gary and tarhonda with you on this tuesday morning. marty joins us too. more hot weather it sounds like. >> we sure are going to see it. yesterday, hot early. and then pretty good thunderstorms. check this out. this is yesterday in south park. probably over toward the area here. and that is hail. that covered the ground in the thunderstorms yesterday. and i don't think our storms today are going to be quite that intense. and hey, nice pre-dawn glow in the sky here over the front range. and with anticipated in the lower 90s, yet again today. it was 92 yesterday. and i think we will actually do a little bit better than that today. on the hour, about 92, 93 degrees. and just a couple of degrees higher for the high temperature, and as far as thunderstorms, go, we will push those off to very late in the day. and this is our live view, and in idalia in the southern portions of yuma county. thick fog in that part of the state. yuma county conditioning with a dense fog advisory until 9:00

plains. coming up in a few minutes, we will check to see if that will influence the severe weather later in the day. >> we will have to check back with you, marty. 6:03 right now. two kids were home alone. when their home caught fire. now, their mom will spend 10 days in jail because of that. rosy arayes pleaded guilty on two counts of child abuse with serious bodily injury. she left her 3 and 5-year-old kids alone in the denver home in september. there was a fire and firefighters had to rush to burning home. they were taken to the hospital. they recovered. and after her 10 days in jail, reyes will be on probation for four years. police want to know, do you know who this man is? the fbi thinks he robbed a bank in thornton last week. and the images are not great. but agents are hoping someone will recognize him. and surveillance cameras recorded a robbery at the wells fargo on grant street. a week ago. other news now, eight more

approval process. that could make it to the ballot this november. the signatures were turned in on monday. there are 11 total questions right now. for the ballot. including one looking at local fracking, and oil and gas development. and 9 news reporter colleen ferreira joins us with a look at what these proposals would mean. colleen? >> reporter: well gary we know that colorado voters have a lot to say when it comes to this. let's talk about local fracking control. that's initiative number 75. if this passes in november, local cities and counties would be able to ban or delay oil and drilling, producing and processing, and currently, cities and counties are not allowed to pass laws that are more restrictive than state laws. let's also talk about initiative number78. this proposal would change the colorado constitution and require any new oil or gas facilities to be located at least 2500 feet from occupied structures, waterways, and other areas of concern, and currently, the facilities must be at least 500 feet from a lome and 1,000 feet away from

footage over there. the secretary of state's office has until september 7 to verify signatures, and then determine whether these initiatives will qualify for november's ballot. >> all right, we shall see. and here is a look at some of the other things you might have to decide, in november. a universal health care program called colorado care is on the ballot. it is a single payer health care system. and a ban on slavery or in dentured service for inmates. and a change to property taxes for a handful of property. in the next half hour, we will take a closer look at another propose tal to overhaul colorado's controversial primary system. denver public schools, parents portal is giving some parents issues. that portal is used for many things including the all important back to school forms and we are told some parents wanted to log in and the accounts time out for security reasons. other parents are reporting

the vendor to figure out why the web site is not working. you can call the parent portal hot line number on your screen, if you have any issues to report. all right, going to be another big night in rio for team usa tonight. several medals won last night by members of the olympic swim team. and men's synchronized diving. >> from big stars, a lot of action today, and our big stars, cheryl preheim and matt renew are beach and you witnessed a little mishap with the rings last night. >> yes, well, we will have to tell you about that in just a minute. >> yes. >> it was pretty monumental, i think in the history of broadcast news. >> i think so. you know, here we are on copacabana beach. what a spectacular morning. a little overcast. and then the sun just came through the clouds. and it is beautiful. 6million people live in the city of rio de janiero. and a lot of people telling us

>> obviously we know the name so well, it is about a 2.5-mile beach. i will grab the camera here and we will give you a quick little spin-around to see all of the action on copacabana beach. a busy morning. so if you look, right down there, cheryl -- >> yup. >> about right there, it is the beach volleyball venue that you're seeing on tv. and that sport is like football to the americans here. huge sport. in brazil. team usa has a great team. we will tell you more about that venue but the coastline is really spectacular here. you can see that there are condominiums, apartments, and a lot of hotels, right along the coastline here. >> about 63 hotels actually run this coastline. huge tourist spot. and relatively safe, as far as you go, when you hear about the crime in rio. and you can hang out, sit in a chair, enjoy a drink, or right now, you could, here, we will step up here, cheryl and you

right there. and in the background a lot of people taking advantage of some good surf this morning. a lot of surfers in the water here at cope copacabana. and you will see vendors along the beach. a couple up there selling swimsuits and fruit and wares and snacks and all kinds of things along the beach. all along this stretch, volleyball courts and people playing and they know what they're doing. >> i doubt you can see with is a mountain poking up by the building, sugar loaf mountains. >> all of the iconic landmarks close to one place and it is a spectacular and magical area. because in rio at this olympics, there are a number of olympic venues spread out throughout the city and a number of the rings, the iconic olympic rings spread out as well. and some rings here at copacabana and so far all intact. that wasn't the case last night when we were at the main olympic park just about an hour ago.

we were doing a live report and this nice family from argentina went up to take a picture like everyone does and people climb up on the rings and a little section of the yellow ring popped right off. and the kids were like oh, gosh, oh, gosh, did anybody see that? >> you're grounded. [ laughter ] >> you are grounded. >> you are grounded for breaking the rings. >> and the dad just ran up, and fixed it. just like dads do. >> and so we promise we would take you down to the beach. this is really, it says rio, doesn't is, tarhonda? >> and we will take you to th little bit. this is neat. tarhonda, this is neat. this is part of the culture. people spend their mornings at the beach. they go on a run. play a little volleyball. before they head off for their day of work. it sounds pretty nice, doesn't it? >> awesome. >> and i want to show you how prepared cheryl is for the story. look at cheryl, how prepared she is for the story. toes in the sand. sneakers. >> come on. >> come on, matt. and no brazilian speedo for you, either. i'm disappointed, matt.

little bit south of dranko. these guys are pretty modest in size. a nice cluster of storms continues to move through east central wyoming this morning. heading over to i-25 right now. and high humidity over the eastern plains and it play result in a few storms later. we do have that dense fog in yuma county. that is going to be burning off. and look for a couple of isolated storms around here. later in the day. as the storms move to the east. not a tremendous amount of rain expected. but we may actually see one or day. more because of wind this afternoon. and evening than anything else. and you know, in logan county last night, it was one-inch diameter hail. and a pretty big storm there last night. >> yes. >> big time. >> thank you, much. it is 11 after 6:00. it could be another rough day for travelers on delta airlines. after a system-wide computer outage grounded flights across the world on monday. we will talk about how delta is trying to make it up to those stranded passengers.

live from sky 9, we are taking a look at speer -- excuse me, logan and second, between there and third, where a closure is under way after a pretty serious crash took place earlier this morning. essentially a plan involved in a wreck at another scene, drove a car on three wheels, over to second and logan, and called a tow truck, and when the tow truck driver arrived, been drinking. so essentially called the police and the police showed up, and on the way, that driver stabbed himself in the stomach. and now this investigation is ongoing, they have been taking pictures and trying to determine exactly what happened here. here is the ground level view. and crews on the scene have seen a lot and spoke within the police. this closure could be here for a while. second again and logan is completely shut down between there and third. and the local detour, side street wise, one block around and bigger picture wise, we

and both directions great alternates as this continues to progress throughout the morning. and the rest of the drive, here, very quiet across the highways and a little bit of volume to look out for and our side streets, 10th and federal, and sluggish, with a wreck here and both sides northbound and southbound around federal, have seen delays and the rest of the freeways looking nice as you progress around the city. and we just saw cheryl and matt, down south, way down south, of course, at the beach, and temperatures today, will be in the 80s and actual week coming up. in and around rio. and we have low 80s today. and looking at 70s coming up tomorrow with. a few showers here and there. and low to mid-70s through the rest of the week. for us, we have had some thunderstorms, up north and a couple of thunderstorms in southwestern colorado. but in general, it is slightly drier today, monsoon has shifted a little bit to the east. we are also seeing some moisture pulled down into the baja area. because of now tropical

the baja peninsula, so a few storms here and there, we will get isolated storms in the foothills, now our foothills friends have the best chance to get some local rain this afternoon, and we will get a little bit of rain but it is mostly wind, after 5:00 this evening. so not a tremendous amount of rain anticipated after highs in the 90s. that gust of wind, the clouds, and it will be a welcome break from the heat. fog burns off in the east. storms will be best from right here in the front range, stretching down through summit county, area, and then down through crested butte and to the northern san juans and that's where we have the best chance of rain. and as i said earlier, with gusty winds late in the evening and we could see one or two severe storms, mainly because of winds, out on the plains. after a very warm day, it would be nice to have a break from the heat this evening. temperatures in the 90s at low terrain and 70s and 80s in the mountains. 94 today. sunny most of the day. small, small chance, for storms, during the evening, and early, and then we lear it out.

out. with another similar day tomorrow. and slightly better chance for storms thursday evening and then way better chance for rain, friday and saturday. >> marty, thank you much. this is a live look right now, at the delta counter at d.i.a. it looks just like it did yesterday. people are stacked up. a lot of them trying to get somewhere. not really going anywhere. 24 hours ago, this place was also filled with customers waiting to find out if their flights would be canceled or not. this, after a st computer outage. grounded all delta flights. across the world. and well, they are now providing $200 travel vouchers to the customers that didn't get to go anywhere. delta's challenge today will be to find enough seats on planes to accommodate the tens of thousands of passengers who are backed up because their flights were canceled yesterday. so the computer system is apparently working okay again, but because it was off for so long yesterday, they are just backed up, and it could take days. >> trying to get all of people

riding the water slide in kansas city died from a neck injury. >> police say that caleb schwab was on the world's tallest water slide with two other people. he died at the end of the ride in the water pool. police are still looking into exactly what happened. two other women in the ride had injuries on their faces. it is 6:22. today, a federal judge will decide whether ron blagojevich will get out of federal prison in lakewood sooner planned. blagojevich was originally sentenced in 2011 to a 14-year prison time. that is after he tried to cash in on president bam's obama's u.s. senate seat. an appellate court threw out the conviction and that could be grounds for an early release. a south carolina inmate is free after he beat up the accused charleston church shooter. 26-year-old duane stafford was released after an anonymous person posted a $100,000 bond.

charleston police say he punched dillon dillon roof in the jail shower area. stafford was arrested for strong arm charges and first degree assault. jail record does not show who paid his bond but a crowd funding effort was started after the shower attack to fund the jail commissary account. >> you know the expression, eats like a bird. that can be a sl of the animal kingdom, too. >> and a flk family recently -- a north carolina family recently saw that firsthand. the story behind this video, in just a minute. but first, a quick check of weather and traffic. good morning. >> good morning. tarhonda and gary. an update on the situation, ongoing between second and third. across logan. while both directions were previously shut down due to a police investigation, where a plan stabbed himself in the stomach, after being involved in a crash, the investigation now seems to be wrapping up at least slightly.

reopen southbound lanes of logan are still shut down, between second and shird. as far as local detours go, just take one block around east or west and the bigger picture of you shows that broadway and lincoln are great alternates, running to the west and paralleling logan and speer is running smoothly between downtown and cherry creek. more updates on this investigation coming up in a few. we are looking at yesterday afternoon, a lot of hail in the foothills. this is aspen meadows yesterday. thanks to alisa gilmore for that. we will see a fe thunderstorms in the foothills today. also very warm around the area. for the broncos today. quite warm morning for training camp. as they get tuned up for the bears on tuesday night. and of course, it is going to be on channel 20. we have a hot day for the rockies, too. with sunshine today. and the temperatures in the

welcome back. a hungry bear decided that he might just eat like a bird. a family came home to find the bear chowing down on their bird feeder. luckily they started recording, luckily for us. hanging out. sprawled out on the railing. enjoying the snack. they were eventually able to chase him away. hopefully he doesn't come back for seconds. >> they need to put the bird feeder away.

i don't really know, you know. i just did my best. >> a tough night in the pool for colorado's biggest olympic star missy franklin. but even in defeat, she still proved to be an amazing teammate. and first, we will toss to breaking news, across second and logan, where a closure is under way at the southbound lanes of logan between second and third. where police are trying to figure out why a man stabbed himself after driving to this scene, in a car that only has three tires. the investigation continues, it has been going on, since the 4:30 hour this morning. we are looking now at the wrap- up of the investigation, northbound, where traffic is now getting through. but southbound, remains closed. local side streets, one block on either side can get you around in the southbound direction. but broadway is also a great option. and lincoln is a great way to avoid the northbound potential slowdowns, that could be coming in from the curiosity delay.

thunderstorms today, weak and very late in the day. after 5:00. and that is when i see them down here on the deck on i-25 corridor. and we may see them as early as 3:00 in the foothills. a couple of storms, down here at cortez and dranko and fizzling. we have isolated stomps around i-25 in wyoming this morning. so a nice pocket of storms going there. and we will see the best chance are storms, right through the central part of the state today. from the front range, mountains, to the clear creek county to the continental divide. to summit county, severe thunderstorms, later in the day. and yesterday, we had some large hail, up to one diameter. today, i think -- one inch dimer and i think the wind could be the issue for our friends on the plains. and that could be an issue for us tonight. >> marty, thank you. this was the scene across colorado last march. long lines of people tried to take part in the presidential caucuses but changes to the state's primary system could soon be coming.

vote on three months from today. >> reporter: gosh, three months from today, just around the corner. i am talk can about the open primary election and the presidential primary election. two big changes that could change what we went through just this past year. and right now, people who are not registered with the political party, they cannot vote in the state's primary election. and initiative number 98 would change that. allowing these people to vote. and political parties that do not want an open primary would have the option to choose candidates at -- assembly or convention that could be closed to unaffiliated voters. >> and a proposele is on tap to allow voters to decide who the presidential nominee to be. this would allow republicans, democrats and unaffiliated voters to voit in the primary, putting on an election like this that could cost the state $5 million. and this would be in addition to the june primary for federal and state and local elections that we saw last year. and these would be major changes too make it on the

to see if they could bring those two together. so it wouldn't be quite so expensive. thank you much. primaries won't be the only issue that could end up on the november ballot, among the other ballot initiatives that you might be voting on, higher bar to amend the state constitution. and a tobacco tax increase, a minimum wage hike. and legalized assisted suicide. you can see the full list, and get information, on the issues, on www.9news.com. it is now 6:35. the republican presidential vowing to reform tax policy and renegotiate trade deals and put a more toshe on new regulations and -- moratorium on new regulations. he laid out the issues monday in detroit. and he called for a candidate that would extend the old democratic period of old ideas. and clinton responded by arguing that trump's plan would benefit the rich and do little to create jobs or boost the economy. donald trump is losing support

50 republican national security experts say they won't vote for him. they all signed a document saying so. on monday, the washington post printed an op ed piece, from republican senator susan colins. and she wrote that trump lack the temperament, self judgment and self discipline to be president. they want to hold a special meeting to replace trump as the g.o.p. presidential hillary clinton's campaign is accusing the campaign of lying and trump tweeted the iranian scientist quote, saying many people are saying the iranians killed the scientist who helped the u.s. because of hillary clinton's e-mails and he didn't say which people he meant. >> all right. it is 6:36 right now. and team usa, celebrated gold in the swimming pool. at the rio olympics. but for colorado's golden girl, last night, it was a night of

and cheryl, missy franklin just couldn't get it going last night. >> reporter: no, she didn't just really look like herself and we noticed that before the race. and after the race as well. she was nervous. visibly nervous. taking deep breaths. trying to focus and calm herself before she got on the blocks and when she got in the water, the first two laps looked strong staying up there in the pack and the third leg the end she found herself in a position she had never been in before. again, she looked good in that first part of the race. but struggled a little bit later. we talked after the race, she was in tears, she had not made the final. >> it is hard. i don't really know, you know, i just did nye best. i worked as hard as i could. i'm proud of that.

never feels good. but i gave it all that i had. and that's all i can ask for. >> reporter: that is missy. smiling even three her tears. looking for a positive note there. and one thing i think everyone should know, in that moment when she is really devastated you know what she is doing? she is talking about her teammates. she was applauding katie le decky and talking about the incredible olympics that her team plate is having, and that is a -- teammate is having and someone so gracious and that is a lot to be proud of back in colorado. and now missy is hopeful, she has more races, probably 800 free style relay race, and a 200 back stroke, on friday. and gary, i think it says a lot about somebody, it is easy, to be a good sport when it is going your way, and to be gracious in that way, when things are not going your way, it says a lot. >> yes,. >> and a lot of people, sort of

given that she really struggled during the omaha competition, too. >> yes. you know, what, gary, she really talked candidly about that here in rio. this is very different for her. she talked about how in london, she was the one chasing. and now, she is the one being chased. there is a tremendous amount of pressure on her, this time around. she says that has affected her. she is also dealing with a back injury and rehabbing that. so just a lot of different factors at play. >> so we hope the best for too. we know she can still do it. thank you, cheryl. >> so proud of her. thank you, cheryl. talk to you later. it is 6:39 right now. a cyclist who was hit and killed while competing in the ironman race in boulder this weekend swerved into traffic according to police. colorado state patrol said that this morning. 34-year-old michelle walters was hit along highway 36 on sunday. she was side-swiped and fell, and then a truck back tire hit

that boulder race. a babysitter and two hill girls that she was caring for drowned. this happened in pueblo. police officers and witnesses tried cpr. but they couldn't save them. it happened in a swimming pool at a community home in pueblo. there is never a lifeguard on duty, at that pool. >> we have to be cautious. and are they going to be -- are my kids going to be able to swim in there okay? >> the girls were ages three and five. the babysitter was 17 years old. >> the time now is 6:40. buddy check 9 day. the day we remind you to do a breast self exam and tell a buddy to dot same. we are gearing up for the race for the cure in september. one person who will be there, is denver's first lady and says it is important for everyone to be educated. >> cancer does not discriminate. so it doesn't matter if you are

and it doesn't matter if you have a history of it at all. you have to be tested. >> the race for the cure is on september 25, and we had 23,000 people last year. you still got time to register for the 5k, and come out and join us. now, doctors recommend getting a mammogram every year, after you turn 40. and the breast care center is open today, for walk-in appointments for mammograms. and the tests are covered by most insurance at st. joseph hospital in denver, from afternoon. things clearing up on the eastern plains, a little bit ago. we look out to idalia. it was socked in with fog. it isn't anymore. as things begin to clear out there. in southern parts of yuma county. and so we still have the dense fog advisory going, in yuma county, and i think we will see that really start to clear up here, in the next hour or so. and tropical depression javier has made land fall in baja california. down near cabo san lucas. it is weakening.

hail yesterday in the foothills. aspen meadows yesterday. alisa gilmore with it covered many areas in the front range mountains and foothills and down into park county. today, warm morning for you. broncos training camp. going to be pushing 90 degrees by the time lunchtime hits today. pretty good looking day there. and for the rockies today, it is a 1:10 start. the temperatures in the 90s throughout the afternoon. and if they do get the game done before 5:00, i think they will be ready to avoid any kind of hassle with thunderstorms.

southwestern colorado. the bulk of the storms will be moving more to the southeast today. monsoon wind has shifted a little bit. plus tropical depression javier is pulling a lot of moisture into it. and it is kind of limiting what we are going to have. so it is not very active around here now. what we will see is a few thunderstorms in the foothills. stop the clock here. at 1:30, 2:00, and i don't think they will be quite as intense as yesterday but i can't rule out some pea-sized hail. so the best chance for some rain today, will be in the see these guys move off, so the early part of the evening, after a very hot day, we will get some wind and a little bit of light rain in a few locations. and a cooldown for temperatures that are going to be quite toasty. and at the anticipated rain, it will be fairly modest with a better shot of rain in the foothills. low to mid-90s at lower terrain. we had the fog, steadily burning off in, northeastern colorado. and we have a couple of storms rolling up through the central

plains late in the day. when they die, they mit actually kick out some strong winds along i-76. so watch for that during the evening. 90s west. 90s east. 70s and 80s in the mountains. i think it is a little warmer than yesterday. sunshine and 94. and these storms scoot out by sunset. another similar day setting up for tomorrow. with gusty winds in the evening. and a storm. slightly better storm chances on and then temperatures drop. and rain chances go up. >> looks like a nice cool weekend there. we are going to back out to our view here, between second and third, on southbound logan. where police are still investigating to try to figure out why a man stabbed himself in the stomach after driving his car, it only had three tires left on it, to second and logan after being involved in a crash at a different intersection. lots of police activity has been blocking the southbound lanes for the last several hours. this happened in fact early

police used cpr, but couldn't save the girls. the two girls were ages three and five years old. the babysitter was 17. no lifeguard posted at the pool. only warning signs to swim at your own risk. local fracking control could be on your ballot in november. initiative 75 will give cities and counties the ability to delay oil and natural gas exploration. as it stands right now, cities cannot pass anything that is more restrictive than the state's laws. also on the number 78, and it will require that any new oil or gas facility be at least 2500 feet away, from any occupied structure or waterway. and the secretary of state has until september 7 to see if the initiatives have enough signatures to go on this november's ballot. 6:57 right now. colorado's controversial primary system for presidential elections could be seeing some shakeups on the november ballot. if an open primary election's initiative makes it on to the
