commuter rail between denver's union station and dia is now back up and running. for 2 1/2 hours the train stopped stranding travelers on the train near pena boulevard. the line had a partial power outage on the westbound track. the agency says there will be delays a little while longer, the bus shuttles are still helping riders between 61st and pena and dia. west nile virus has arrived with a vengeance. boulder county today confmed its first three human cases the season. there have been more than a dozen cases across the state this year and one death. 9news reporter maya rodriguez talked with some doctors who say we'll be seeing more cases in the coming weeks. >> reporter: it's the summer of mosquito borne viruses from west nile to zika, but doctors say coloradans need to be far more concerned about one of the two. >> everybody is worried about zika right now. that's been in the news and for good reason, but here in colorado west nile is the one thing we need to be more concerned about.

county announced its first confirmed cases of west nile, three at once including a 13- year-old boy in longmont. so why the sudden increase in cases? >> we see an uptick every year sometime in august and september. we can never predict exactly which week it's going to happen, but we do know that once we see this uptick we understand up with more cases reported. >> reporter: the state health department confirmed 13 cases of west nile this year including one death last week. in colorado the generally peaks later in the summer, but the disease lasts throughout the fall. >> we now know the mosquitoes are infected and will be infected throughout the season. so we will not be free from west nile virus until the first marched freeze. >> reporter: doctors say most people who -- hard freeze. >> reporter: doctors say most people who get west nile don't experience major symptoms, but about 10% face neurological effects and a small number dies

>> reporter: a gamble for everyone because of this tiny pest, maya rodriguez, 9news. >> doctors say it's important to remember the four ds, drain any standing water, dress in long sleeves and pants when in mosquito prone areas, avoid being out during dusk or dawn when mosquitoes are most active and use mosquito repellant with deet. as of today it's now legal to do some things many coloradans had already been doing. new state laws taking effect include one allowing running unattended as long as you have the remote start system. colorado generally has bills signed by the government take effect in 90 days after the legislature concludes. this year august 10th marks 90 days. other laws include new protections for pregnant woman in the workplace and a law clarifying a prison cell does not count as a home when it comes to using deadly force to protect against an intruder. another man from colorado

forces in the battle against isis. jordan mctaggert was 22 shot last week. it was his second trip. his parents say he went to fight as a humor taryn. a new report from a london- based think tank says hundreds of man are traveling to syria to fight isis without military backing. one in three western fighters are american, mostly men in their 20s. an expert from the university of denver says it is dangerous but not that difficult to >> you can easily track someone down, get ahold of a kurdish support group, find them on the internet and get there. most of them are located in southern turkey. there's a number of easy access routes that one could get to. >> jordan's parents say he made a clear minded well researched decision to go. the justice department and baltimore police agreed to negotiate reforms as a result of a federal investigation

freddie gray. a report of police practices accuses baltimore police of using excessive force stopping and arresting people without much justification routinely discriminating against african americans. the investigation began after the april 2015 death of gray while in custody. gray's neck was broken while he was handcuffed and shackled in the back of a police van. his death ruled a homicide set off protests and riots. >> weather in baltimore or in baltimore or around the country, these efforts won't take place overnight. >> i'm very, very concerned by some of the information contained in in detailed report. i -- in this detailed report. i have no tolerance for a person wearing this uniform if

prejudiced policing. >> federal investigators spent over a year interviewing baltimore residents, police officers, prosecutors, public defenders and elected officials and riding along with officers on duty reviewing documents and complaints. a judge sentenced a serial killer to death for 10 los angeles murders that span decades known as the grim sleeper. lonnie franklin was sentenced today for murdering a teenage girl and nine women in a poor section of the city between 1985 some people said detectives didn't really try that hard to solve the murders because the victims were all black and many were prostitutes who used crack cocaine. a man says hewill run across the country to bring awareness to one of the leading causes of death in the united states. 9news reporter nick mcgill has the story. >> reporter: the sights and sounds of a long and dusty road are familiar experiences for phil king. >> at least 26.2 miles every day.

months now phil has been seeing a lot of these roads as he runs across the country. >> i've covered almost 2,700 miles, been a long way so far. >> reporter: calling it a long way might be the shortest way of explaining phil's journey because he's not running for his enjoyment and his mission is about more than pounding pavement. >> doing this in memory of my mother, representing her doing this. >> reporter: a few years ago phil's mother committed suicide. so now he's partnering with the american foundation for suicide prevention to raise awareness. >> it's a tough thing for me to talk about, but it certainly motivates me. out here working hard every day kind of proves symbolically about life in general when things get hard, it's best to push through it and keep going. >> reporter: by the end of his journey phil plans to have successfully run ocean to

purchased 211 acres south of berthoud for nearly $8.5 million. with that purchase the county claimed valuable water rights. the county plans to use the water for irrigation and nearby communities during drought years. the land may be used by local schools with ag programs and maybe a 4-h club. the county says preservation was the driving force behind the purchase. >> we heard that agricultural values are still very important

in the ridgeway area. all that tropical moisture is providing for cooler air across the western slope. look at this, 98 today in pueblo, 100 lamar and greeley, close to 100 in sterling in afternoon. average is 89 or so. wind are northwest at 10 at dia but calm in the backyard outside the studios with 88 degrees, a lovely evening. we're tracking foothill thunderstorms. those of you headed up to concert, a brief shower early, but by 7:30, 8:00 you should be fine. these storms are tracking southwest to the northeast moving really quick, brief heavy downpour, a little lightning. hail is out east, a nasty cell moving northeast of flagler outside burlington dropping about 1 1/2 inches of rain near stratton. that cell went severe kind of broken into a couple pieces, an active afternoon on eastbound i-

southwest where a flash flood watch remains in effect, so far colorado not included. upper level low in the gulf producing a multi-day flood event, but this starts to move west and improve the scenario while we await the monsoon moisture plume back into colorado. this will resume the northward progression, interact with a front thursday night. that we bring in cooler weather, a better chance of showers and storms, but before that front moves in we have another warm basically dry day weather threat through omaha and minneapolis and a tiny bit of northeastern colorado, but look at the cooler air to the north of us. the heat is pushing south and east as the high pressure ridge starts to break down. storms moving southwest to the northeast tonight, brief shower, a little wind and lightning and we kind of clear out, high cloud deck in play, i- 25 and i-70 good for travel tonight and tomorrow. foothill thunderstorms at noon rolling across denver, isolated
