8:47 am
state system to replace most health insurance in colorado. instead of pagan insurance premium you would pay a 10% income slash payroll tax roughly equal to all of the money that is in the state budget today. if you're an employee, the company will pick up two-thirds of the new tax. if you're self-employed you're picking up that entire 10%. arguing for, we have tr reid, an author with the yes thank you for being here. arguing against is the no campaign. thank you for many here. >> thank you for having us. >> we resubsequently learned that premiums for individual plans on the exchange in colorado are going up 20% on average statewide. closer to 40% in some of the rural parts of our state. i would imagine that each have an argument why that supports your position on colorado care. tr, i'm going to start with you. why should we trust the whole
8:48 am
producing this kind of result? >> it's not a whole government system. it's only the payment under colorado care, everybody goes to the same doctor, lab, hospital, chiropractor they go to now. the difference is we get more ch?5 th?e g out of state insurance companies tell you which doctor you can use. they tell you to use. and next year, they're making those networks even tighter. with colorado care, you can choose anybody. colorado care is expensive. it costs $25 billion. guess insurance. as you just said, it's going up 20% next year. so colorado care does two things. it covers everybody. everybody in our state who is too sick to go to school or work will get health care. and it saves us billions of dollars. >> and cody, to tr's point, doesn't this increase we're seeing on the exchange that we have today show that leaving it the way that it is now in the hands of insurance companies doesn't lead to price stability. >> certainly.
8:49 am
in colorado doesn't work as well as it could or should. amendment 69 is not a referendum on whether we like the current health care system. it is a specific question about whether or not we want to trade in the stable health care system that we have today in favor of a risky, uncertain, untested and unaffordable proposal. which would empower the government to make decisions about our health care benefits, make decisions about what doctors and hospitals are paid for health care services and make decisions abou form of a massive new tax increase to be paid by all coloradans, whether or not they receive their benefits through colorado care. >> liberal groups and democrats are on record against colorado care. why do you suppose that is? and why are they wrong? >> ours is a nonpart nonpartison argument.
8:50 am
provide health care for everyone who needs it. according to the national academy of sciences, 500 of our neighbors in colorado die every year of treatable diseases because they can't see a doctor. we think that's wrong. we could provide health care for everybody and spend less. and this vote is a referendum on the current system. if you vote no, you're voting for the out of state insurance companies and the 20% increase. >> i nonpartisn. but they look at the guts of amendment 69 and don't like how it is structured. >> i don't think they looked at the guts. they decided we have ourish skew they have their issue and they're going to leave it alone. if you vote no on amendment 69, you're not for universal health care. you're voting for the insurance companies. hundreds of thousands of people uninsured and 20% increases. if you vote no, you're letting the insurance companies get
8:51 am
>> let me be real clear. i'm one of the people who embraces the goal of universal health care. i have spent 12 years working on policy change at the state and county level for quality affordable health care. the reality is that the details of amendment 69 leave too many important questions unanswered. and it levees a new tax that all coloradans would pay. the choice is not endorse 69 or the current status build on the system that we have today and make reforms to make that system more efficient. >> the no campaign focuses on the large size of the tax but you're ignoring the fact that people on lower incomes, the tax will be less than what they're paying in premiums right now. why is that? >> it's actually a great point that you raise. the reality is that health care is paid for in a variety of different ways. some employers pay the full
8:52 am
in this case, the employee will be responsible for a portion of it. it's important to note that while most of the focus of the conversation has been about the payroll portion of the tax, the reality is it's a 10% income on non-pay role income. so people like senior citizens and veterans who have health care today and will continue to use medicare or try care or v.a. benefits will be taxed for a health care system that they won't really use. >> we're going that is it for balance of power. you don't have to be done with the debate. we're sticking around and we will talk about more issues with amendment 69. go to 9news.com and look up balance power. were asked by our viewers. t that's it for balance of power. we will see you here on sundays. >> from colorado politics to colorado football. look at the broncos matchups so far and you would think that the game against the buccaneers would be an easy win.

that's why they're considering this a trap game. i'm not sure if it's trap. i think it's more tough. this is going to be a tough game. the buccaneers can score. they have a good quarterback in jameis winston. mike evans will be tough in the no fly zone. he has a touchdown in every game so far this year. i think it will be one of those games where it comes down to the end. i wouldn't be surprised if the broncos are trailing in the 4th quarter and
