"the problem is some gun sellers have been operating under a different set of rules." the orders include - requiring all gun sellers to do background checks on buyers... promoting new gun safety technology.... stepping up enforcement programs... and expanding access to mental health care. republicans on the campaign trail

president's plan. president obama is once again going to abuse his power. when i'm elected president, on the first day, behind my desk, those orders are gone. critics say the orders go to far... and circumvent congress. a local gun store owner says he likes some of the ideas... but others just hurt good citizens who want to exercise their second amendment rights. fox five's elizabeth watts is live at tropicana near eastern with more of that side of the argument. gun stores like this one already have all kinds of licenses and perform background checks.. but the owner says it will hurt all gun owners and sellers. bob irwin says getting a license is easier said than done.. it's not just a fee and a piece of paper.. but when you get a license to sell guns it triggers all kinds of things you must do.. like county licensing.. state licensing.. liability insurance.. etc... he also says a lot of people go to private sellers for guns to save money on background checks.. he says good people who want to arm themselves

every dollar counts and the fees hurt. "the example would be a 200 dollar gun, a gun that retails for 200 dollars from a private party costs you 200 dollars. if you buy it from me i charge you 25 dollars for the background check plus sales tax which makes it cost 241 dollars from me. irwin says he has no problem with stopping people with a history of domestic violence which is a misdemeanor in many states from getting a gun.. and also checking on mental health too.. but there are hippa laws and he can see that getting tied up in litigation. irwin argues that background checks don't always work.. they look at past behavior but they can't predict the future. he says the best thing the government can do is allow good people to own guns easily.. and lock away criminals and keep them there. reporting live ew ffn llv. the president wants congress to invest money to

mental health care.... he said nearly two in three gun deaths are suicides and wants the government to work to prevent people from hurting themselves. a suspect has been arrested in connection to the first homicide of the year. police say 29- year-old shawn glover shot a man to death on new year's day. he faces charges of murder... assault with a deadly weapon ... and an ex-felon in possession of a firearm. officers responded to smokey fog avenue -- near centennial parkway and walnut. they found the body of 44-year- old patrick fleming with a gunshot wound. police say the two got into some type of fight inside a home before it turned deadly. glover took off before police got there. he was arrested monday afternoon near fiesta rancho hotel and casino. the rainy weather is causing some delays at the airport. fox five's ophelia young is live from mccarran international... where the frustration is

"..it's a probably a 3-4000 dollar a day loss here so add that up and in a month's time you are looking at more than 100,000 dollars, y'know." flooding throughout the midwest claimed more than a dozen lives - and destroyed hundreds of homes> the west coast is preparing for days of heavy rain - high surf - and snow. it's all part of the "el nino" weather pattern in the pacific ocean. william la jeunesse has more on the effects - from malibu, california. an el nino-powered storm system moving through the west coast tuesday... bringing heavy rain...and high surf...from l-a...to san francisco... it is all triggering flooding, as traffic backs up...and concerns... that the rushing water will loosen rocks...and could trigger rock, mud, and land

garcetti says: "we've cleaned out 40,000 storm drains from our public works department, we've gone out there and made sure that we had sand bags for the people of los angeles and our fire department." in the bay area...at high tide tuesday morning...people found themselves stuck...surrounded by water....in this parked car... simmons says: "we confirmed that they were ok, that everything was fine, and we decided to let them stay there until the tide sufficiently receded that they could drive out of there." eventually they were driven away... but other vehicles had to be towed or pushed out of the water. forecasters say there is more of this storm system still to come -- but so far it has dropped less rain than expected. yet they warn rainfall could be strong enough to trigger flash flooding and landslides... garcetti says: "there are extremely high tides and surf so we're encouraging people of course to stay away from our beaches the temptation to surf 15 foot waves i know may be pretty intense for some surfers but we do not think that it is safe."
