here say it takes everything to not join the dozens of stores that have moved or shut their doors for good. tonight - were minutes away from the first meeting that may turn things around for these businesses. clark county is partnering with the city of las vegas - unlv and the national endowment for the art - to plan a redevelopment of maryland parkway. a train may soon run from the airport past campus to downtown - and to welcome more pedestrians - we've hired architects and local artists. "there used to be tons of different shops that we can stop at and just hang out and everybody knew each other it was a really good feel and just the other day i was just driving by and i was like man its just a ghost town here and its so sad and i really hope itll come back." already news of the revitalization has picked up hopes. neighbors and shops who are imagining the new arts district and a new hipster atmosphere. the project is at its very inception now - the

find out about the mistake until sunday night. the sheriff's department says a critical incident review of the release would be conducted so improvements to the system can be made. an arizona man is arrested here in nevada for the deaths of two hawks and an eagle. dana morley mcivor is charged with six counts of unlawful possession of a raptor and raptor parts... and one count of the unlawful kill of an eagle. he admitted he had them for ceremonial purposes. authorities found spent cartridges... and two wings from two separately killed hawks, which were seized by the nevada department of wildlife and elko police. also seized were 124 separate eagle and hawk feathers-- combined with the wings could be worth as much as 10-thousand dollars. eagle feathers are often sold and traded illegally to be used in native american celebrations and for profit in international markets. a permit is required to have them. the u-s military.... preparing to allow women in

weighing in on decision to open all combat units to women. a hearing was held today - about the implementation of the order and its consequences on preparedness. jennifer griffin has more from the pentagon. defense secretary ash carter announced in december the military would let women serve in all combat roles... it was a historic change greeted with skepticism by many lawmakers on capitol hill... the senate now asking hard questions about how the new rules will be implemented -- and whether standards will be lowered for female applicants to elite units. mabus says: "as long as those standards are not arbitrary, they are operationally relevant, they are job-related, then gender ought to be irrelevant." another big question - whether women should have to register for

switched from detroit's water system to the flint river in 20-14 . a plane is able to land... after an onboard explosion mid- flight! it happened while flying between 12 to 14 thousand feet high - over somalia - on a "daallo airlines" flight. passengers say they heard an explosion in the cabin of the plane. two people were injured - but the pilot was able to land the plane safely. an investigation is underway to determine what caused the blast. dramatic video of a small plane - after it crashed in the ocean - near miami. the aircraft went down - off haulover beach. you can see the small plane in the shallow water - not far from shore. two people were onboard and rescued. they are said to be in good condition. it's unclear what caused the plane to go down. someone is missing out on millions of dollars. that could be the case for one lottery participant in california. officials say the owner of a 63- million dollar super lotto plus ticket has until

if no one comes forward - the ticket will become the largest unclaimed jackpot in california history. it was sold in chatsworth - in august of last year. a lump sum payout would be about 40-million dollars before taxes. "every day i have somebody coming in saying oh i wish it was me, oh i think it is me. so i say go home and check your tickets." there were security cameras rolling at the time of the purchase - but officials don't want to release it. they say it's not clear who the winner is since so many people were buying tickets at the same time. and they plan to use it to verify the winner if he or she comes forward. the store owner has received a 315-thousand dollar bonus. if the jackpot goes unclaimed - the money will go to the state education fund. earlier tonight - we told you about mojave max. and - punxsutawney phil is weighing in on the weather as well.
