a lot of explaining is what metro police had to do today-- after its 911 system went down for six hours tuesday. i'm christine maddela. i'm john huck. metro apologizing - after callers were left waiting during emergencies. fox 5's ophelia young is live at metro headquarters - with more on a system that is actually brand new. a 2.3 million dollar system only installed end of last year to replace their old one. only a couple months in - it went down last night. juan juarez/911 caller tom roberts/assistant sheriff, communications bureau director mike barkbeck radio systems metro "601 601 601 602 603 604 and that was just me." on the phone calling 911 over and over - but nobody picked up for about 10 minutes. juan juarez and stood hopelessly watching his house go up in smoke. "i could only hear beeping sounds." "we were trying to do our best to get out and our dogs out of the house." one of the dogs - didnt make it. it happened during

started at 3:30 tuesday afternoon - keeping 311 and 911 callers- was a busy tone or message: "there was a lapse in between the time that we could get the 911 calls switched over to the other jurisdictions." metro estimates between 30 and 50 minutes went by where calls could not be answered at all while they worked to route them to henderson and north las vegas. after that lapse - there were delayed responses. six hours passed before the problem was finally solved. but in that time - metro is not sure how many calls they missed.... but have expressed their apologies since the beginning. "yesterdays unfortunate event is not representative of kind of service that we want to provide and is definitely not what the public deserves." the new system cost 2.3 million dollars - plus another 4 hundred thousand the county commission granted to renovate the dispatch center - and was installed after the old system crashed last june." "what occured last summer was a switch failure.

yesterday was a systems issue." metro is still pinpointing the exact failure of the new system - they have ruled out a computer hack. meanwhile they've increased monitoring and technical staff- and they are building a back up dispatch center that should be ready by march. juan says he apologies - but it the fact that he and nowhere to live. "anxiety anger im the losses im thinking about my little sister i told her about our dog that died." i called juan earlier today to see how he was this point he is more disappointed more than angry - and may consult with an attorney to talk about what sort of compensation he can get. he says the firefighters have not come back to him yet with a cause for the fire. meanwhile here... reporting live ophelia young fox 5 news local las vegas.

is working on a back up 911 but it wont be ready until spring. we'll have more on the possible legal fallout... later in this newscast during with legal analyst bob massi. a man who had just been shot called 9-1-1 overnight ... but died before help arrived. metro police say someone fired at least 12 shots around 2:40 this morning.. it happened on a street near charleston and fremont. police say when the victim called .. he did not tell the dispatcher who shot him. police are not yet releasing the 911 call because it is part of the investigation. according to police, the victim was gathered with others outside on the street. "it looks like they were all standing outside, so i don't know if he knew them, or it could have been a robbery,

in the morning." a neighbor who claims he saw what happened suspects it was over a drug deal. police have no one in custody. a car crash is to blame for leaving about 16-hundred people in the dark. those affected live in the 8-9-1-1-0 zip code centered around charleston near lamb. nv energy is working on restoring power to them after it went out around 2:30 this afternoon. the company expects it to be back up by 6:30. we've all seen a thing or two happen on the road we wish could have been caught on camera. but some drivers aren't wishing... they're acting. fox fives abby theodros tells us more about the trend of recording devices on the road... and why some people think it is a necessary precaution. this video behind me was shot on a go-pro and is the latest example of why dash cameras can come in handy on the road. you can see a man pulling a gun out on a biker during an incident.. which then went on youtube... and to police. motorcycle shops in the valley tell

card" fox5 checked to see if drivers in the valley could get a discount on insurance for using the technology... john carmona, state farm/phoner: at the moment state farm does not offer any incentives or discounts for any one who uses a camera. i checked with a few of my friends lat valley insurance and another at farmers insurance. they dont offer any incentives either. carmona said that could change if dash cameras become more widely used but in the meantime - for those who do use it - the benefits are far reaching. 1:24-1:31 sgt. richard strader, metro: there's always those sections of the story that we dont have, and so if we can pull a video and connect that dot...those are good uses of those cameras and they realy help put people who are victimizing other people away. staff with "ride now" say these cameras are also popular for recreational use. you can get these cameras online for lower than 100 dollars. progressive

aren't offered for dash cameras - they do have an incentive for drivers who install devices in their cars that monitor driving habits. a judge will decide whether or not a 20-year-old man accused of waving an unloaded handgun at drivers and tourists on the las vegas strip is competent to stand trial. the hearing for kahleal black is set for february 19th. his public defender said she's seeking a mental health evaluation because black showed clear signs of mental illness at a court appearance a week ago.. he had to be retrained and hummed loudly throughout the apperance. black is jailed on 2-million dollars bail pending arraignment on multiple felony charges including assault with a deadly weapon, weapon possession and resisting a police officer. fire tears through a henderson apartment building causing more than half a million dollars damage.. and leaving 16 people without a home. henderson firefighters were called to the apartment shortly after 9 last night. it happened at eastminister court .. near

a second story apartment was on fire and spreading. everyone in the building was able to evacuate without injury.. however .. the fire did kill two pet birds. no word yet on what caused the fire. responding to emergencies in henderson is changing as the city is the first in nevada to accept texts to 9-1-1. mayor andy hafen discussed that as part of his state of the city address at green valley ranch today. he says despite the city's booming growth, there have been no new fire stations or police stations built since the early 2000's. "if there is a crime or a fire or a medical emergency, if you live or work in henderson, you know you're going to get some of the best service in the entire country. if that is going to continue, we have to be willing to pay for it. with less than a week before the first-in-the-nation primary in new hampshire .. presidential candidates are swarming the state. texas senator ted cruz is leading the republican charge against donald trump, while hillary clinton is trying to steal voters away from vermont senator bernie sanders. fox news correspondent molly line has the story. cruz says "god bless the great state of new hampshire." fresh off a win in iowa... republican ted cruz is barnstorming new hampshire to try to pull off a similar upset against donald trump. but the new york billionaire is playing offense tweeting... "based on the fraud committed by senator ted cruz during the iowa caucus, either a new election should take place or cruz results nullified." jeb bush is also hoping cruz stumbles. bush says "i applaud ted cruz's victory. he worked really hard. and he deserves credit. but new hampshire has a strange way of resettin' races."
