we start with breaking news tonight as las vegas metro police investigate a shooting. it happened near the corner of valley view and pennwood. police say someone shot a person twice .. once in the chest and once in the leg.. the person who was shot is expected to live. the shooting happened during an argument between two people according to police. no word tonight if police have arrested anyone. more terrorism equals more cops. just one of the reasons sheriff joe lombardo continued his push today for more police on our streets. i'm john huck. i'm christine maddela. it was a big day for the little- known "southern nevada tourism infrastructure committee" .. it's members took major votes on both the proposed stadium and raising taxes for more cops! that's where we begin.. fox5's cyndi lundeberg joins us now live on the strip to explain how much in taxes .. and why a tourism committee was even involved. the proposal known as the "clark county crime prevention

at stopping terrorism in our busiest tourist corridors.. it will now make it way to the clark county comissioners.. and then eventually a public hearing before any final vote. the clark county crime prevention act of 2016... looks to put more officers along the strip.. and downtown along fremont... sisolak- its a different world we live in when it comes to terrorist threats and to making people feel safe according to the proposal .. clark county is growing by three to four thousand people a month along with record number of tourists ... and police staffing hasn't kept up. sisolak- and they want a visual presense on lvbld standing patrolling making tourists feel more comfortable the cost of the new officers would come from a point one percent sales tax increase... law enforcement focus would be the strip from russell to the stratosphere... along fremont from main to north eighth .. and west on flamingo to include the gold coast and rio.. so were going from 153 to 273 present on las vegas blvd its an enormous increase sisolak- the remainder wouod be put in neighborhoods where the sheriff

needed the most sheriff joe lombardo presented the plan... along with maps of the targetted areas thursday. sheriff lombardo - i brought myself to the intent of the overlay to provide police service to resort corridor and addrss threat of terrorism and be able to respond the propsoal also touches on increasing crime in clark county. previously, sheriff lombardo told fox5 more officers... would help combat the recent spike in violent crime. sisolak- it will go a long way i dont think we culd ever have too many police officers sisolak- it will make progress with the staffing issues no it obiously takes a lot more to solve everything boulder city... henderson... north las vegas... mesquite and metro police would all be a part of the plan. for comissioner steve sisolak... it's a no brainer. sisolak- i think youre goin to notice more officers not the one percent in sales tax the clark county crime prevention act now goes to the county commission. they will hold a public hearing and debate the proposal before a final vote.

this is the same meeting where the nfl stadium proposal was voted on today .. and when teh committee asked the sheriff about staffing the games .. he said the money to pay for those officers would not come from his budget .. it would be up to the team to pay the officers. now more on the stadium proposal.. the same committee unanimously approved it. which means we are one big step closer to a professional football team in the valley.... and hopefulle, a big economic bo "besides the raiders and besides unlv all the other events we're going to have, is going to raise room rates, increase visitation its going to be an economic bonanza " the stadium comes with a one point nine billion dollar pricetag. 750 million dollars will come from public fundingand that's financed by a hotel room tax, the adelson family will pay 650 million..which also includes infrastructure costs, and the raiders would contribute 500 million dollars.

stadium supporters, but for the stadium to become reality and the raiders to become the home team, there are still a few obstacles ahead. next up, state lawmakers have to get on board, and the clock is ticking. touchdown, raiders september 15... the committee gave the stadium proposal plan the green light, so now it's headed to the governor's desk in carson city. (peplowski) you still have a tough road, you still have to get to the legislature and get them to agree that public funding is a good idea, particularly in a state where the public is so anti- govt spending so governor sandoval will decide when to call a special session, but that decision is less football, more political... when they get called into special session, for the next 30 days they can't raise any money and 42 of these 63 are up for re-election the legislators can't fundraise before or after the special session, so that's problematic around november eighth- election day. the gov could hold off until just a day or two before the election, or even after, but if he does it after, there's

brand new legislature at that special session voting. and that's also cutting it close because the developers then have to put together a proposal to the oakland raiders before the n-f-l owners vote for a team relocation. that happens in mid- january. 24 of the 32 team owners would have to vote for the oakland raiders to become the las vegas raiders. if we say yes, we're moving forward, the nfl can start working on the vote in january, if we vote for this vote in november, the nfl can say, well, let's wait and see what happens. but i think they'll understand the politics of it wow, what a game there is a possibility the state lawmakers could decide they don't want to be a part of the process, and send the vote back to the committee for a decision. be sure to download our fox5 mobile app... for all of the latest developments on the stadium. a fight at a hotel just off the strip... ends with a dozen people being hit with pepper spray. it happened this morning-- at around nine a-m inside the lobby of the alexis park resort... that's near paradise and harmon. police say four people got into a fight... and one of them pulled out

sandra bland was initially arrested for failing to use her turn signal. three days later-- she was found dead in her cell... her death was ruled a suicide the one-point-nine million dollar settlement includes compensation for bland's death in custody, as well as several changes to jail procedures in waller county, texas. a couple was caught on camera-- throwing a four- year old boy off a bridge... now they are facing criminal charges. : "everyone was shocked by that." : "it's reckless for an adult to do, to throw a child off warranted a criminal charge."
