the move comes after the washoe county commission filled three vacant seats. that means the nevada legislature has now filled all sixty three seats. governor brian sandoval says he plans to meet with lawmakers in early october to talk about raising hotel taxes for stadium funding. the tax increase would need support from at least two thirds of the lawmakers. the man accused of shooting a starbucks customer sunday was in court this morning. pedro garcia's defense attorney says garcia will plead not guilty. his preliminary hearing is now set third. garcia is accused of killing a 41- year-old man sunday. witnesses say garcia went into the starbucks off rainbow and warm springs after his credit card was declined. police say garcia exchanged words with his vicim before shooting the man. he remains behind bars without bail. you can stay up- to-date... with fox five using your mobile device. just head to fox five vegas dot com... and download our app. it's the best resource... for breaking news... weather... and traffic.

drugs and allegations of extra judicial killings. california governor jerry brown has signed two sex crimes bill stemming from the brock turner case. turner...a former stanford univeristy swimmer was sentenced to six months in jail and three years of probation for raping a 23-year- old unconscious woman in 2015 behind a trash bin. turner's case burst into the spotlight because of the lenient sentence. a bill signed today puts into effect mandatory prison sentences for offe the other bill....permits sexual assault victims to say in court that they were raped... even if the attack doesn't meet the technical definition under california law. turner served just three months and was released in early september. we're used to getting amber alerts on our cell phones...so why not earthquake warnings? california already has hundreds of earthquake sensors-- they provided nine seconds of warning to bay area transit trains when the napa quake hit two years ago. emergency officials are now rolling out new

(nats: earthquake, earthquake. moderate shaking expected in 51 seconds.) you're listening to california's earthquake early warning notification system.... these are going to be for earthquakes of significance that are going to result in shaking... california already has some 570 earthquake sensors.. but when the napa quake struck two years ago...seismologists were unable to get the warning out to the public. the two sensors closest to the epicenter of the earthquake were not fast enough to contribute to the earthquake early warning system. but today...the office of emergency services announced 10 million dollars in new state funding thanks to a bill signed today by governor brown. it will nearly double the number of sensors statewide to 11- hundred...providing fire departments with extra time to react. minutes or even seconds of early notification could help us take some critical immediate actions like getting the doors to the

pulling rigs out. and early warnings can also help mass transit systems like bart..in dealing with 64 trains during the peak commute. about 40 of those 64 trains are going to be traveling about 70 miles per hour. if i have 20 seconds of warning, i can reduce that down to 10 miles per hour. but state officials warned today it will take at least two years to roll out the new system...which will take a massive overhaul of technology. most people assume that they'll get the earthquake early warning on their cell phone. and that's certainly a goal. but the system is currently not capable of delivering fast notifications to millions of people. now fox5 weather 24/7, with chief meterologist ted pretty weekend heat for us at 92 on saturday with 88 on sunday. we'll also see the wind increase on saturday with southwest gusts to 25 mph, then to 35
