harp --- who lived on university avenue -- tried crossing university just east of the intersection with cedar heights. investigators say she walked across right in front of a car before being hit. police say the car had just passed through the intersection on a green light before it happened. she was rushed to the hospital where -- as ally said we just learned -- she passed away. we spoke with cedar falls police. they say they're not aware of any surveillance video in the area... but say they have a witness who saw everything. we've got you covered.... live in the newsroom....amanda gilbert...kwwl news. police say they're still investigating, but say they do not expect to ticket the driver or file any charges in this case. let's go to storm track seven meteorologist kyle kiel now for your first forecast. it's another cool and

breezy day here across eastern iowa. some of us saw our first flakes of snow last night. luckily no snow in the forecast today, but there are areas of light rain. more on that in a moment. here are the current temperatures right now are only in the 40s, and will not warm up too much as we go throughout the day. the wind is out of the west northwest, generally between 10 and 20 miles per hour, with gusts even higher than that. so it's making it feel a little cooler. here's the storm track 7 live doppler radar, showing we are tracking some areas of light rain and drizzle in parts of northeastern iowa. this is generally very light precipitation, and it isn't expected to last very long. you can see the wet roadways on our storm track 7 live weather network. there's a better chance of rain that could affect trick or treating. details coming up. new at noon... wheaton franciscan healthcare facilities in waterloo, cedar

joining the mercy health network.... covenant medical center in waterloo, sartori memorial hospital in cedar falls and mercy hospital of franciscan sisters in oelwein are the facilities involved in the proposed transfer. final negotiations are expected to take place in the first quarter of 20-16... now a kwwl follow-up today... as we've learned the cause of death for a woman found dead in benton county over the weekend. autopsy results show the woman found dead in a driveway was stabbed multiple times and strangled to death. her death is being ruled a homicide. dubuque police are investigating a shooting which sent a man to the hospital. phillip wilson was shot in the leg yesterday morning -- but police say he's not being cooperative. this all happened at an apartment complex in the 400 block of angella street yesterday morning. (lisa hagen, key apartments property manager) "our tenants need to have a safe and secure place to live. i have children that live here, children at my be our number one priority."

decision 20-16 coverage... the republican presidential hopefuls went head to head -- but seemed to come together on at least one issue.... as they didn't love the questioning during last night's debate... the consensus today seems to be it was a better night for a few candidates who were looking for tracie potts tells us what else we're learning about the g-o-p debate. donald trump's slipping poll numbers opened the door for "he said 'oh i'm never going to attack' but then his poll rubio got into it over rubio's missed senate votes: "you should be showing up to work. i mean literally, the attacking me is going to help you." this morning... rubio refused to resign as bush suggested and steered clear of attacking the governor... "i'm not going to talk bad about governor bush, my campaign is not about him." the most consistent attack... and strongest audience reaction... questioned the moderators: "let's be honest: is this the

"that's not a very nice question." "why not talk about issues people care about?" "we have isis and al qaeda attack us and we're talking fantasy football?" dr. ben carson told us afterward he thought this debate was light on the issues. the audience didn't like some of his questions either: see, they know." here's how chris christie described it this morning... "the questions were biased, but on top of that, they didn't do their job of controlling the debate either and it became somewhat of a free-for-all." cnbc's economy debate covered tax reform.. medicare.. social security and the current fight in washington over spending and raising the debt limit: "this is the unholy alliance people need to know about." besides the media, the republicans most consistent target: hillary clinton. there was also a bit of back and forth last night about flat tax plans -- some of the candidates' plans trying to crunch the numbers on the spot to see if they'll work for taxpayers. plus, cnbc this morning saying that their moderators and

the criticism from the candidates running for president need to be able to answer tough questions... tracie potts, nbc news washington. the republican national committee chairman says he felt the debate had too many "gotcha" questions. today a few of the candidates head to washington to vote on a budget deal... the house passed a deal yesterday which will prevent an unprecedented government default... the bill now heads to the senate -- where kentucky senator rand paul is threatening to fillibuster. the house passing the deal just before paul ryan becomes the next speaker... who surprisingly voted in favor of the deal after speaking out against it... the house voted the wisconsin representative in as its new speaker this morning. ryan was hesitant at first to run for the position, but said he would run with unified support from the house republicans... former speaker john boehner is

a big bump for ethanol today... as states are getting money to install more ethanol gas pumps. the u-s department of agriculture is spending 100-million dollars to install nearly five- thousand new pumps. iowa is getting about five million dollars. but as the country's top corn-producing state, we could see benefits from more states having these pumps which allow for higher blends of ethanol. the topic came up in last night's debate... well, first of all, i was wrong about taking the oil subsidy. i policy is to get rid of all government subsidies new jersey governor chris christie also weighed in -- he says he wants states to work with the private sector to make energy coming up... much of eastern iowa anticipating the outdoor wrestling match at kinnick next month... but the back-up plan won't please many... and later... halloween is nearly upon us... a few last-minute costume safety

next storm system that tracks in on friday night and saturday. speaking of rain. we still could use a little bit. the latest drought monitor was released this morning, showing an abnormally dry to moderate drought for both southeastern and northeastern iowa. however, this does not include the rain we saw on tuesday. so there is a slight improvement, and we will improve even more with our rain chances on friday night and saturday. here's the storm track 7 forecast for today. we'll have highs in the 40s with overcast skies and the chance for a few light showers. it will be breezy with winds out of the west northwest from 10 to 20 miles per hour. tonight, we dip down to the 30s with partly cloudy skies. the wind also calms down quite a bit.

restrictions... and will now allow all couples to have two children. the old policy famously allowed for just one child per family... the announcement comes as the country's central leadership meets to discuss a development plan for the years 20-16 to 20-20 this week.... currently... one in ten chinese citizens is 65 or older... the one-child policy had been eased recently... as china was allowing couples in which the mother or father was an only child to have two children since january of last a u-s military surveillance blimp is on the ground today -- after quite an unusual ride. it broke loose in maryland and floated for hours yesterday. the blimp's tether line knocked down power lines and left thousands of people without power. "so this is a part of a new missiles. fast flying, low flying cruise missiles probably from russian aircraft."

it's still unclear today as to why -- or how -- it broke loose. continuing coverage now --- as the first of three minimum wage increases in johnson county goes into effect sunday. it's the first county to have a higher minimum wage than the state -- going up to 8-20 an for the hike. some say they may need to raise prices, while others are board of supervisor stands by their decision. (cg: terrence neuzil/ johnson county supervisor) "if there's an oportunity and a way well we just took it." cities were able to opt out of tthe ordinance. swisher, shueyville, solon and oxford have already decided to keep their minimum wage at the state's level. a manhunt stretches into its fifth day today... authorities in tennessee are searching for men they say fired one of the men as been on the run since saturday -- when he allegedly shot a tennessee officer -- and then

fired at a kentucky trooper who tried to stop him. "these men are extremely dangerous. they have no intentions except to hurt someone to get away... and they have proved that at least 3 times by shooting at law enforcement officers 3 times. so this is not a joke. this is extremely serious." schools in one county in kentucky have been closed all week during the manhunt. late last night, two people were arrested in connection with the search -- but they're still looking for the main suspect in the case. that man has been convicted of attempted murder. today -- the deputy caught on tape flipping a student out of her desk -- is out of a job. south carolina deputy ben fields was fired after this video came out earlier this week. police say the student was being disruptive when fields was called to get her out the classroom. he was fired for not following the right procedures. meanwhile... an arrested california deputy escapes from custody. he was arrested for allegedly waving a gun at kids while on

he was arrested once again when authorities found guns, drugs, and possible explosive material in his vehicle. but he managed to escape from the squad car... "he does have a law enforcement mindset... so that may give him an advantage. he also has firearms training. we know that. so that may give him somewhat of an advantage." the deputy has been on paid leave from the department since october of last year.. hundreds of people are rescued after a boat overturns. the boat capsized on its way from turkey to greece. migrants and refugees went into the water. at least three people died. oohers clung to life preservers -- as they were rescued. a boy finds a teddy bear on the playground -- and it's stuffed with needles which test positive for meth. it happened in nevada. the seven-year- old was pricked by one of the needles after pulling the bear out of a trash can in the playground area... he was taken to the emergency room as a precaution... alcohol

containers were also found at the scene... changing gears a bit... kansas city continues to be a royal pain for the mets in the world series... last night -- game two of the world series. johnny cueto fired a two- hitter as the royals routed new york seven to one. it's the first world series complete game from an american league pitcher since minnesota's jack morris in 1991. the royals now lead the world series two games to none as the series shifts to new york city.... game three will be played tomorrow night. meanwhile... one royals fan is taking world series fever to a new level. this man got a tattoo of pitcher johnny cueto on sunday... two days after the royals advanced to the world series. he says he was a cueto fan long before he joined the royals. his timing is certainly good: cueto's performance last night was the best for a royals starting pitcher in the postseason in 30 years. as with many high-demand events.... there are many websites offering deals and tickets to next summer's olympics... when two sisters booked a trip of a lifetime to the 2016 games, they were thrilled.

lynda baquero shows us what happened next. patricia moon and her sister deborah bought everything they could find in red, white and blue to show their american pride at the olympics opening ceremony in rio next year. "it's been on my bucket list to go to an olympics and i thought what a better place to go than dollars for four tickets to the ceremony. then arranged for a place to stay pool that we figure well we rental home? was booked, patricia and her sister expressed concerns about their opening ceremony tickets, which they bought on a separate site. "he said if you want your tickets guaranteed today, you have to send us a wire transfer. and that's when i really got scared and all the red flags came up." been sold out for some time. so they canceled their credit card... and then tried to get a refund
