"we have shotssfired on elm and franklin, we've had multiple reports now" in waterloo... hybrid, homegrown gangs are working to claim ththir street corners. the waterloo gang task force points to this home as a known gang hangout, and my photographer and i certainly didnt feel welcome here.

10:02 pm
you can see some of them here. these guns used to be in the posession of dozens of former criminals, police estimate about 90% of them are from local gang members. "you know i can think of about three or four different families, where every male siblinin, with two or threeyear gaps, are involved in this lifestyle, and they're very violent." violent as they may be...theres one thing police, john, and this man can agree on... 'these kids that think they all that, all this and a bag of chips... if they went to chicago... they wwld be... they would be dead in ten minutes"

"the key to stopping them is so, its so, in your face... people cant even see it . you know. parents.... parents.s.i hold the parents responsible" sometimes... those parents are there. thats why police are trying every outreach program possible, so they cant get to kids, before they run into trouble where there's no coming back. the takeaway of tonights investigation-- yes, there is gang activity in waterloo, and kids are getting involved in gangs but these gangs make up a very small portion of the city's population-- and police can't fight them alone. they're using outreach prrgrams such as the boys and girls club, they're visiting schools. but they need help from each and
