and i'm ron steele. thanks for joining us. a local family is spending halloween giving candy to kids with a very special message. someone killed lyric cook and elizabeth collins in 2012. their killer still has not been found. tonight, elizabeths parents passed out candy to kids with a sticker on each piece-- asking for justice for the two girls. kwwls olivia mancino was there with the collins family at the crossroads mall in waterloo she joins us now live elizabeth's mother heather told me tonight elizabeth always used to hand out candy at their fall parties-- it was her favorite thing to do. tonight, passing out candy with a picture of her daughter's face was bittersweet, but something heather said needed to be done. "trick or treat!" "there you go!" in a sea of plastic, and there you go! heather collins, in the true halloween spirit, passes out candy to kids...

"we love to see kids happy" heather collins lost two of her own in 2012-- a daughter, and a niece. elizabeth collins was riding bikes with her cousin lyric that july one afternoon. that was the last time they were seen alive. their killer still hasn't been found. "ohh look at you" elizabeth's mother has placed a sticker on each piece of candy-- about 3000 pieces calling for justice for lyric and elizabeth. "its great to see all these kids, but she's not one of them, so it's kind of hard" elizabeth would have been twelve this halloween. "i had someone say to me today you mean the case hasnt been solved? i said no, it still hasn't been solved" but the collins family won't give up until it is solved... one sticker at a time. the collins family care about every family going through similar

situations.. along with the stickers for lyric and elizabeth, they posted flyers for moe sed-- the 18 year old waterloo boy who went missing a week ago today. and as olivia mentioned moe sed was last seen at his waterloo home a week ago thursday. the waterloo west high school student is a refugee from burma. his family is worried because moe has special needs and is in need of his medicine. this morning his family, teachers, classmates, police, and community members came together to look for him. they were talking to people, businesses, and handing out missing persons flyers. moe's family says he's shy, quiet, and speaks accented english. they say they are grateful for the support. "i put the faith in god's hands and if god touch his heart he'll come home and for now i heard nothing so i don't know." his teachers say it's hard when is and

a local police department is mourning the loss of one of their own tonight. waterloo police officer adam liddle - a three year veteran of the waterloo police department - died suddenly thursday while off-duty. the cause of his death is unclear at this time. he leaves behind a wife and ten-year-old son. the waterloo police department today - - showing their respect with black sashes over ther shields. liddle had been on the force for three years - - and worked police chief dan trelka says it was liddle's passion for the job that is so memorable. chief trelka "i've hired a lot of cops. i never hired a cop that wanted to be a waterloo cop did hire him, his tenacity

waterloo police are working to determine if liddle's death was due to circumstances of stress during his last shift wednesday night. a man shot at by police outside a nightclub is taken into custody on multiple arrest warrants. davenport police arresting jovan webb and charging him with assault on a peace officer while using a dangerous weapon. authorities say webb struck a waterloo police sergeant multiple times with his vehicle outside the new world lounge two in waterloo back in arpil. responding officers fired at the vehicle as webb took off. after a full investigation -- it was determined the officers a semi collides with a horse and buggy -- killing one driver. it happened on ice avenue south of 200th street in davis county. authorities say the buggy was on the shoulder -- when the semi

the semi to collide with it. the driver of the buggy -- 77-year-old norman yutzy -- was killed at the scene. the crash remains under investigation at this time. a bus driver is accused of attacking a 15- year-old boy bus. and cell phone video taken by another student seems to back those accusations. police arresting robert scarbrough after students told a sheriff deputy about the incident. he's now facing charges of assault causing bodily injury and child endangerment. aaron brillbeck has the story tonight. (nats) police say it shows johnston school driver robert scarbrough assaulting a 15-year old special needs child. he then unleashes his rage on other kids.... the video ends with scarbrough apparently taunting the special needs child... county sheriff's deputy parked near-by and reported the incident. "we just got off the bus. maybe like five to six people stayed on the bus. we just all ran out and just yelled to him and he just said the f-word to everybody. just cussed. he didn't care. this was the school bus driver? yeah. he just cussed at us. he didn't care. he was soulless." s/ lieutenant lynn aswegan, johnston police department "he was denying that he assaulted the student. but the video shows otherwise? the video that we have would give an indication that an assault did occur." the 61-year old scarbrough is charged with child endangerment and assault causing injury. his future with the district is also in question.. s/ laura sprague, johnston community schools "was he fired? he's on administrative leave. what does that mean? it means that he is not working as a driver in this say he's on administrative leave." parents here at johnston middle school where the child is a student...were shocked when we showed them this video. s/ tiffany nash, parent

"no one that, no one that works with special needs kids should ever treat a kid like that. kids shouldn't be treated like that regardless." s/ jennifer swindler, parent "it made me sick. because i have nieces and nephews that are jamboa says this will forever change her, too... the victim, she says, is more than a classmate... he's a friend. "he's sweet. but sometimes he so he can't control what he says. and it's not his fault per se to me. it just, it broke me. now i'm afraid to ride a bus. i can't even look at it the same way." the school is now offering counseling for students affected by the incident. they say the driver passed all background checks and training... and no one has complained of him being violent

new at ten--some area kids spent some time going from door to door tonight, trick or treating. but not from house to house--rather, they were at a dubuque nursing home. kwwl's brad hanson there for all of the halloween action. and brad, this a pretty big event for both the residents and the kids. this is a huge deal--and everyone there was so happy tonight. it didn't matter if it was a little nemo getting candy, or a resident giving it, this night was a big treat for everyone involved. helen mcdonough has coming through. strong storms down south leasome buildings. take a look at the town of floresville, texas - just southeast of san antonio. some roofs completely ripped off -- including a school where you can see inside the classrooms. crews are working to clean up debris and restore power in the area. luckily -- no injuries reported at this time. some having to be rescued from the flood waters. you can see the woman here who drove through high water -- and was swept away. some people passing by was able to rescue her and pull her to safety. she says she's lucky they were able to find her. s/ rebecca ochoa, stuck in water "i was coming in, i turned

and i tired to do something that might help and i'm glad these guys found me." some areas of central texas seeing more than four inches of rain in the flooding. a giant inflatable pumpkin gets loose -- bouncing its way through a busy intersection. take a look at the 25-foot -- 350 pound pumpkin here rolling across mltiple lanes of traffic in arizona. it went for about a quarter of a mile -- bouncing through a business parking lot and eventually coming to rest in a park. fortunately -- nobody was hurt -- but it did damage some street lights. coming up next... the uni panther volleyball team opens a double header weekend at the mcleod center against arch rival illinois state.
