epicenter of entrepreneurialism. there's no reason we shouldn't be the silicon valley othe midwest and that's why i hope to bring that compassion and energy and enthusiasm to have that sort of thing take place. >> ron: mayor crews, you have to sit here and listen to that. how do you counter what they're saying about what you accomplished and haven't accomplished? >> mayor crews: i think cedar falls stands on its record. theehings that happeneddre great. it's not just because of the mayor. one of my attributes i think is pulling tole together. as i mentioned the option tax, we've done that six times succesuful. last time, 85% of the people voted to pass a tax on themselves and that's impressive. that's not just happened one time, six times i led that effort6 mr. brown talked about forward thinking. since 2000, we had four groups and we have a group right now, 32 people pulled together from various areas to talk about the future, make plans for the future collectively and then pull together and each of those

their groups and gets buy-in, so we have a plan 2020 and now 2025, so we'll have individuals and organizations bought in and agreed that these are their goals. we are lking ahead and mrbrown talked about google and so on. there's some things our utilities don't havevenough power to run some of those things. the computers take a lot of energy and would take all the electricity of the cedar falls utilities to do one of those prects we didn't and my for because we don't have enough electricity t t handle somef those things. we've done very well when the president of the united states and google comes here and say they're doing great and senator grassley in one two or three-month period, that's a good recoco. ouourecord is ourr record, not just me, but the mayor's job is to pull people together and i think i've demonstrated that with t option taxes and the planning sessions. we've saved money andnd satisfied money for projects, not having to bond or borrow. >> ron: thank you, mayor crews. mr. brown, you said, jon, thank

you for your help and he said this wasn't an anti-crewsws mpaign. thank you for your help, god bless you for what you've done, i just believe it's time to move forward. as mayor, how would you be able to do a better jobob than jon crcrs has done in 30 of the last 44 years? >> brown: sure. i think anytime someone in a position of power ove 30 years, eventually they become immune to the n nds are their stakeholders. it doesn't matter who's leading any sort of organization. it could be a city, a church, a nonprofit or a business. i think raising that bar of communication is key, crucial in relation to how the folks will relate. there's a bully pulpit sort of structure we have in cedar falls, the powew of the cedar falls, but there's the influence the mayor has. so i just think taking my skillss ere will help a a great deal in lowering the frustration level. in halterman mentioned the frustration of the process of university avenue. that could have been mitigated, believe,ith better

communications. and just as i mentioned before, we have had it okay around here. i just believe taking our city further into the 21st century just takes a different type of effort. i think i've also mentioned if not now, when? and if not me, then who else? in relation to taking over what jon has put in flase -- in place, the good, bad and ugly which we all havefter 300 years. i just believe it's time. >> ron: do you feel the same way? what would you bring to the table that neither jim brown or jon crews can bring to the table? >> halterman: let me take a different approach here. let's take a look at university avenue right today, and not the abstract, the reality. you've got a large number of businesses that do not want the roundabouts. they've been here a long time. they don't need to be recruited. they don't need to be developed.

and they feel that their livelihood and businesses are at risk. they haven't been listened to. the majority of the citizens in cedar falls, i believe, do not want the roundabout. these businesses employ many people that live in cedar falls and pay cedar falls taxes, that help,support the city. i think we need to focus on what we have going on right here and not worry about the abstract. these people are part and parcel with ced falls, and we need to do a better job. they desesve it. e businesses deserve our support, and we should not be forcing this upon them. >> ron: mayor crews, you get the last word on this one. luckily for mr. halterman, university avenue is not the only controversy out there. >> mayor crews: there's a comment made@it was shoved down

after one meeting. it's been talked a aut for years. the state had hearings and this has not been a short-term discussion. it has been talk about with businesses and the council did their due diligence. they went to visit cities in iowa, visiteded a city inndiana and talk to the officials and all the data i've seen, state, federal, county, city, everyday piece of data says they're safer and cheaper, but because the lights cost money and you have to add sometimes additional lanes, so it's safer. i would be derrell lick if i did -- derelict if i did something that was left safe than more safety. public safetetis our number one concern. david talk about public safety, but the police have actually asked for the system that we put in place for the public safety officers, so they asked and suggested that to the city and we have a solid police department, a solid fire department, a a i stand them up to anybody in the state of iowa. we talked about university avenue for a long time and some of the petitions submitted for from people outside of cedar falls and some people sign the petition more than once.

there were ateast ten people that sign it more than one time. that kind of bumps the numbers up a bit, so i don't feel they have presented a position and i go door-knocking and very few people -- i think they're used to it and read about it and they'll adjust and it's safer and better for our community. there were 462 accidents in the last few years at those intersections. >> ron: we're continuing our discussion with thee threee candidates for cedar falls mayor here in just a moment.

posted online and >> ron: welcome back to our second segment here of the steele report with the three candidates for cedar falls mayor, jon crews, jim brown, dave halterman. we wanted to continue just briefly on the university avenue issue. you had one thing you wanted to point out? >> halterman: first off, jon has to own the record on uversity avenue. he's been there for 30years. it's been deplorable shape. the citizens are upset, number one. number two, i'm not sure where jim stan on it. initially he wasort of against it and now i understand he's sort of for it. and university avenue is not a one issue. there's many issues to it. sasang the taxpayers' money, cutting down on the construction phase with reconstructing as

turn l les and signall lights, intersections, could be done in approximately one year. jon's approach, you're looking at a multi-year level. you're going to destroy businesses, hurt employees and the people. the majority of the people in cedar falls, whether jon doesn't like hearing it or not, are against it. and if he thought dierently, then we had a simple solution. hold a referendum, let the taxpayers speak. he did not do that. he said it was illegal. it wasn't. i checked with the state reps, so i guess he'll have to answer for that. >> ron: mayor crews,s, i've looked on your website. you do have 30 -- at least 30 reasons to vote for you starting with job growth and financial stability. is the city in the best financial condition that it c be rate now in your opinioio >> mayay crews: we're the only major city with ten years in a row we dropped our tax rate, ten years in a row, so other cities have ge up. 13 gone up in the last ten years, so we saved a million

dollars the last three years.s. we havee million in the bank to pay for the new public safety building without having a bond issue. university avenue is a state road for most all of that 30 years. the ty just got it abo a year and a half ago. ititill take morere than a year to reconstruct. you look at kimball or the university avenue when we did the other part going west, it takes a good two years. you just don't -- i've seen the plans for that. it's not a simple thing. i'm noture how many roads dave has designed. i assume not any. is that a correct statement? have you designed any roads? >> halterman: probably about as many as you. >> mayor crews: our engineers have done that every year for 20 years. they say it's at least a two-year project. i'm quoting them. it is a state road and we stvd it did it for several -tudied it for several years. it's cost effective, safest and moves traffic most efficiently according to our engineers and the consultants and the d.t. engineers when they were designing it.

here is efficient government and establishment of long-term international relationships. do you think the government of cedar falls is run efficiently, jim? >> brown: i think they've taken some decent t eps along those lines. just as jon indicated, we had some good people within the city that also has good financial planning. once again, i will say even with the 2020 plan and moving to the 2025 pl, what are our goals to move forward with those goals? and since those goals are in place, we're not communicated with on w those goals are progressing. are we hitting the mark? are we not hitting the mark? unfortunately, that can get a little bit political if we haven't hit a mark or two, so the citizens i think are frustrated with the fact that it's not in tune with what actuallys happening based on thlse goals and the sults. i will sort of agree with mr. halterman that university avenue is a classic eight-year plan for a 20-year problem, so

you have a bully pulpit a a that mayor. hopefully some influence with state representatives and federal representatives, no matter who owns the property, there has to be a push the to say it's the best shohol ready job we've got and $20 million, we're negotiating from a position of weakness, not strength. i've been very consistent about university avenue. i don't mind roundabouts for getting from point a to point b. i've always had concern with how many they are in the stretch of land. >> ron: you talk about that with our reporter, i remember her mentions that. mr. halterman, you recently said -- you already talked about this, the mayor not listening to the citizens, that was your number one concern, andumber two is being fiscally responsible with tax llars. do you have a specific examplele of the mayor not being responsible with the tax dollars of cedar falls residents? >> halterman: there's multiple areas i could go over with over the last eight years, but let's stay current. today, theity and thehe mayor

and his administration cannot give us a final figure on the cost of their plan for university avenue. it's clear that the revenue stream from the feds to the state to the communities is disappearing. also with the commercial equalization policy out ofd des moines, it's reduced revenue to the cities, whether you a aree or disagree with it. 2.3 million after the backfilling stops in approximately 2017. wasting taxpayers dollars on roundabouts that they can't give us the final decision on cost and they have admitted, if you take out the council add-on, replacing as currently d@signed is the least expensive. >> r r: i forgot to add, i wanted you to give an example other than university avenue roundabouts. >> halterman: i can give you another one. >> ron: mayor crews, why don't you respond to that? do you think you've been

>> mayor crews: as i mentioned we're the only city in the state of iowa that drop our rate the last ten years in a row. we have the lowest number of employees per capapa and lowest number -- our tax rate is relatively low and we saved a nund a year. we put $3 million in the bank the last three years to pay for this new public safety building we're planning to do, so that's fiscally responsible. putting aside money and saving money. as mentioned, the state has cut back and we have to do some things and we have to continue $& to grow our revenue and reduce our costs because the state sometimes is increasing our costs and reducing our revenue. we have a plan in place to try to cut t revenues -- not revenues, increase the revenues and cut the costs and we've done a good job starting out. every city in the state is facing some of those same criteria. we have the record, the numbers are there. the consultant, you can't have a final plan or cost to a project until you actually have a bid, so the bids are going to be

avenue and our consultant said the plan they have is the cheapest. they have agreed on thatnd so design-wise, that's what their proposal is to the council and the council voted 6-1 consistently over the last year and we talked about this for, like, eight years, so it's not a simple quick issue. we've talked about it and investigated it and we're going on what we thinks -- we feel is the recommendation that's cheaper, more efficient, and definitely safer. if we don't do the safest thing, we're derelict in o5r duty people's lives are concerned and 58 is the same type of thing. there were seven deaths out at the intersections the last seven years on highway 58 and we have traffic lights, butellow means exactly opposite to some people. that's the problem. you ask safety people, that's a problem of lights because people do different ings. >> ron: mr. brown, aside from university avenue, could you ve me an exampmp of h h you

responsible as a mayor, more responsible to the people? >> brown: again, as the position of mayor, it's not one that goes and, you know, red-lines parts of budget. there's a process there involved in relation to a lot of experts within our city staff, and theyeye done an admirable job in cutting those expenses. in terms of any more that i see, i don't. there's a learning curve in relation to thoseetails they've to learn as mayor. what i do know -- that i have to leararas mayor.r. whwh i do know and i'm passionate about, jon mentioned the revenue side. i know the revenue side and i know cedar falls has a quality of life to offer for the empty lots of southndustrial park, university avenue, the in-fill areas like hyvee, to help existing companies, to be one the first people they call to help expand within that industri park, our entire city complex. that raises revenue d helps keep our children and grandchildren here in town, which i'm looking forward to in
