"i won't sit at home and knit. i have been ups and downs. he says under his leadership, he's proud new housing starts have gotten better. clark says when he first ran for mayor, one of the things he addressed with voters...the storm water/sewage issues. and just this year, the city was caught in a bind with the epa. "in this administration we started addressing it, even
