conditions out there thanks to light snow during the overnight hours. generally, accumulations have been light but with temperatures below freezing, it's caused a few slick spots on the roadways. storm track seven live doppler radar shows some scattered light snow and flurries tracking through the area. these are moving off to the east, and the area to our west should diminish as we go throughout the morning. storm track seven live weather network cameras are showing partially covered roads so take it easy out there if you are headed out. the snow showers have also reduced visibility at times. overall, the impacts will be minor this morning. here's the current temperatures across eastern iowa. we are all in the upper 20s and

here's the storm track seven forecast for today. we will have a mainly cloudy sky with the scattered flurries. no additional accumulation expected, with high temperatures in the 30s. warmer temperatures are on the way. details in just a few minutes. we begin with decision 2015 we begin with decision 2015 coverage. the future is now for waterloo. the city elects a new mayor -- quentin hart. hart won in a runoff over former mayor tim hurley. hart got 59 percent of the vote. hart is promising to bring a fresh, new outlook to the mayor's office he says his experience should help. he served six years as the vice "the first thing i want to do is important they are to the community, i want to talk to new council members and congratulate them and hear what they want

hart will be the city's first minority mayor. he says diversity is a strength, and he plans to make sure everyone's voice is heard. he'll take office next month. this is video of hurley calling hart to congratulate him. hurley says they have the same views on a lot of things and he believes the city is in good hands. and a great campaign. he's articulate. he stayed with his message and he won. it wasn't a matter of me losing, quentin won and so i think the whole city needs to get behind him." hurley says hart's victory could be a breakthrough for the future of waterloo that wasn't the only runoff election for mayor. in cedar falls, jim brown easily won the election over a write-in and jon crews -- the longtime mayor -- "very exciting; very humbling. not only towards the support

brown will take office next month. this morning, the mayor of one of the largest cities in america is in the hot seat. rahm emanuel fired the police superintendent on tuesday -- and is now facing questions about whether he's a distraction. many people are irate that it took a year for police to release dash cam video showing the shooting death "you don't release material that's essential to an investigation because it would investigation. it is clear, based on this event that between the public's desire to know- principles in conflict." the officer who shot mcdonald has been charged with murder.

now has police investigating. a young woman is accused of trying to take a nine- year-old boy. the child was waiting for the school bus when the woman allegedly told the driver -- the boy needed to go with her. she told police she thought the boy needed help. the boy said he never met the woman before --and the bus driver then called police. the woman is being checked over by mental health professionals. we spoke with the boy's mother. parents if this is what happens. know she didn't follow through with it but that's because no one allowed her to." police say the woman claims she was hallucinating -- saying she was in trouble and needed her help. police are investigating but say no charges are pending. a one-thousand dollar pill. that price -- for one pill -- raised red flags and had iowa senator chuck grassley asking questions. the iowa republican and a democrat from oregon are sharing

investigation into the pricing and marketing of the hepatitis c drug "sovaldi." "the evidence shows that the company persuaded a calculated scheme for pricing and marketing regardless of the human consequences." grassley's office says iowa faces a lot of pressure on their medicaid programs over the cost -- struggling with wanting to give patients access to a landmark treatment -- and questioning how much taxpayers could afford. stop us if you've heard this before. there's another government shutdown looming. congress needs to act fast to avoid it. tracie potts tells us where things stand nine days before the deadline. congress has less than two weeks to extend funding or pass a massive one- point-one trillion dollar spending bill.

"progress is being made, but there's no guarantee that these vexatious, poison pill riders won't close the government." like stripping money from planned parenthood. "there are many individuals that have a real problem, myself included, with large amounts of federal dollars going towards the single largest provider of abortion in the country." "this is a delayed tactic, a political tactic." after last week's clinic shooting in colorado, democrats want the committee investigating planned parenthood disbanded. "my humble suggestion as a congresswoman from colorado is that we all take it down a notch." accepting syrian refugees... and another vote to get rid of obamacare could slow down budget talks. "i think the president should have to take credit for the debacle that this legislation has created." passing a budget is the first big test for new house speaker paul ryan. but there's hope: congress reached a deal on a 5-year transportation bill. it's expected to pass by friday.

department identified him from these surveillance pictures. he's charged with second degree theft. one of the busiest travel weekends is in the books -- and with it -- a traffic stop to remember for an iowa couple. from suspense to all smiles. dan winters shows us what happened. you know that uneasy feeling in the pit of your 'oh man. this is it.' thats how jeff schulte and his girlfriend jenna rietz were feeling on their way to her parents' house this past thanksgiving. 'when he said you were going 46 in a 35, i said jeff, we off. put your keys on the dash for me.' jeff is a bit of a lead foot. he was ticketed for speeding on the way to meet jenna's parents the first time. 'the whole family is sitting right inside. right inside.' but this time... 'and then i thought, well, jeff's different. 'i need you to be honest with me. is there a reason why you would have an arrest warrant out of polk county for theft 5th degree? no.' suddenly, jeff was asked to get out of the car. as he was patted down, the officer asked jenna to identify some

'will you marry me?' ...that the only thing jeff had stolen was her heart. 'we set up a time frame where i had to pass matt for where he was going to be at.' a thief not only takes the family car -- but a birthday gift inside meant for a five-year-old. however -- thanks to police, the birthday boy is all smiles. officers in florida replaced the stolen huffy "green machine" and gave it to little carter for his birthday. they decided to all chip in for the toy after learning the family couldn't afford to replace the 89-dollar "thank you, i can't say thank you enough and i will be sure to pay it forward because that's what they did for me so i'll be sure to pass it along." here's more good news -- police eventually found the family's car. status quo for the hawks in the college football playoff poll. that's a very good thing... but will it stay that way for another week. the big 10 championship game against michigan state on saturday will decide that. for now, iowa remains at number four in the playoff poll. the top four did not change from

national playoff. the 12-and-oh hawkeyes take on the spartans in indianapolis -- in what's being called a de facto two for the price of one in ames. iowa state fans see their fifth- ranked cyclones in action -- and the new football coach. matt campbell was on hand for last night's game against north dakota state. the mens basketball team is ranked fifth -- and looks very good in the early going. first half last night -- the cyclones are out to the early lead. off the bison turnover, the alley-oop to jameel mckay for the jam. the cyclones would roll 84 to 64. the time now is this morning -- questions about flood insurance. what does it cover? what does a typical homeowners police cover?

"so we were over there with the sump pump helping them pump out the water with buckets and protect themselves with one more thing... flood insurance. "we've written in the last two weeks, 15 policies, so that's a lot for us." you see brenda is also an allstate insurance agent. she says people are often confused about water damage and what's covered by a regular homeowners insurance policy. "so a pipe bursts and break in the wall, that kind of water damage to your structure would be covered. but water from outside rising and flooding your start flooding... the only way you can be covered is to buy a separate flood insurance policy. a standard policy runs around 450 dollars a year, depending on where you live. "so fema has different flood maps that determine what flood zone you're in and then that zone determines what your premium is." "now flood insurance is capped
