over at 5 to 15 mph and will keep that warmer air tracking in as a warm front tracks through. this has brought a blanket of clouds, but also a few snow showers that will continue to track through this morning, but should clear out of the area this afternoon. we will end up with around a quarter inch of snow (where it snows), but it will also be the details in a few minutes. we begin this morning with reaction to the state of the union. iowa senator chuck grassley says the way the president down- played the threat of terrorism is quote alarming. the president's final state of the union had a different feel

list of proposals, he touched on four big issues the u-s needs to address over the next decade: the economy, climate change, politics that divide the country -- and he did talk about national security. this is one thing he said. "when you come after americans, we go after you. it may take time, but we have long memories, and our reach has no limits." senator grassley says the president needs to do more to focus on the safety of americans. the official republican response came from south carolina governor nikki haley. she criticized the president's time in office and said it's time for a new direction. she also seemed to take a shot "in many parts of society today, politics, there's a tendency to falsely equate noise with results. some people think that true." governor haley was quickly criticized by some conservatives

including ann coulter. the conserative commentator tweeted -- quote -- trump should deport nikki haley. speaking of the race for president, the current president said he would make his speech shorter last night because... "i know some of you are a little antsy to get back to iowa." he said he would offer any of the candidates tips after the speech if they were interested. one candidate who wasn't in washington last night: donald trump. he campaigned in cedar falls. trump is back on top in iowa -- at least in one new poll. he spoke to a packed house at uni's west gym. i'm self funding my campaign. i'm not having people give me checks for millions. think they're doing that for their health? trump also talked about the big news that broke yesterday: the 10 u-s sailors taken into custody by iran. and a major development this morning about that story. iran says the u-s sailors have been freed. they were on a training mission

having problems and drifted into iranian waters. back in eastern iowa: a man is behind bars this morning accused of robbing a cedar falls bank. jon ellingson was arrested. the robbery happened at first national bank on white tail drive. here is a look at a picture inside the bank. investigators say he was wearing a u-n-i panthers jacket. no one was hurt. an eviction turns into a tragedy. a 12-year-old girl was shot to death by police -- by mistake. it happened in pennsylvania. authorities say an officer was serving an eviction notice at an apartment. they say a man threatened the officer with a rifle. the officer then shot at him -- hitting the man -- but also a 12-year- old girl in the chest. she was standing behind her father. a teenager in ohio is dead after his father shot him by mistake. the man mistook his son for a thief -- breaking into the home. cincinnati police say the boy skipped school -- and snuck back into

through the basement. police say his father got a gun when he heard a noise. "yeah, he was real close to his take care of his boy. he always made sure that he wasn't out clear and stuff. i know his dad is really heartbroken after this and i pray for the family." prosecutors are now reviewing the case. rescue crews are needed when a man becomes trapped in a sewer line. it happened yesterday in oakland. a plumbing contractor was working on a sewer line when the trench collapsed. at last check -- they were still trying to get him out. firefighters hope practice makes perfect for kids during an emergency. cedar rapids firefighters are helping 30 schools this year with 9-1-1 training -- including grant wood elementary. students get one-on-one training to make a 9-1-1 call as they talk to a firefighter acting as a dispatcher on the other line. "they showed us a picture of someone trying to do something

to call about it." students are asked real questions by the dispatcher such as their name and address. about half of the third graders did not know their home address students say the training made them feel more comfortable to make a 9-1-1 call if they ever have to. money for schools is the focus as governor terry branstad begins the new year for lawmakers. the governor gave his condition of the state address yesterday. matt breen was in des moines and gives us a recap. terry branstad, (r) iowa. facing competing school funding plans-- a 2-percent iowa governor terry branstad settled on a modest 2.45-percent increase. "this budget provides schools the stability, predictability and funding they need and deserve," branstad said. "as promised, the governor proposed a 20-year extension of the state's penny sales tax. it would generate $20-billion for schools, and another $4-billion for water quality," said matt

investment in both education funding and water quality and does it without raising taxes," branstad said. still, some in "i'm uncomfortable changing the direction of the tax, and i'm uncomfortable extending it without the voters saying so," said sen. jason schultz, (r) schleswig others, like john wills, who represents the environmentally-sensitive iowa great lakes, want to know more about the plan. the governor also talked about protecting kids from human trafficking, combating domestic violence and finding money for drug and mental health courts. veishea is out at iowa state. but some events could take its place. the university president says the school will have a celebration in february -- selling cherry pies for valentine's day. a celebration of the arts will happen in april. plans for next school year include a community service project, a parade -- also an event welcoming students back to campus. the university ended veishea in 2014 -- saying the celebration put students at risk. a sheriff's office in wisconsin has a program pairing shelter dogs with inmates. it's a new leash on life. lauren winfrey explains how it gives inmates a fresh start. about bella -- a former shelter dog who was the first to find a new

"definitely when they get adopted, that's the best. we just had four puppies like six weeks ago, and that was a lot of fun, four at one time." train and care for former shelter dogs at the dane county jail work-release center. "oh, it's great. you learn a position to know how they're thinking and why they think that." the program started almost a year ago and since then has helped eight dogs get adopted. "the outcome has just been phenomenal of the support that they've had to rescue the dogs and to give them a second chance. " a new leash on life pairs pets in need with people in need. allowing the dogs a better chance to be trained and socialized. "we have hundreds and hundreds of dogs who come through our shelter every year. though need a little bit of extra help." the dogs are provided by the humane society.

badger kennel club visit the jail to help with training. the midwest could soon lose an n-f-l team -- to l-a. reid binion has the latest on the shakeup in america's most popular sport. disappointment in st. louis....
