causing problems for firefighters battling a fire at a duplex. it happened this morning in waterloo. crews say the wind and low temps caused problems -- ice built up on the ladders as they were fighting the blaze. no one was hurt - and crews are still investigating the cause. red cross volunteers brought the fire crews warm coffee this morning as well. two reports of sexual assault are reported on the university of iowa campus... the reports came in seperately over the weekend. the first incident allegedly

residence hall... the second happened on sunday at a different dorm. both victims are declining to report the incidents to police. a destructive, invasive species is detected on the university of iowa campus. the iowa d-n-r says the emerald ash borer says the tree-killing animal was found on the university of iowa campus. landscape services people on campus contacted the iowa e-a-b team after several on campus ash trees started to look bad. this is the 30th county in iowa where the e-a-b was detected. the environmental protection agency will meet in waterlo next month to plan clean-up of a former industrial site. the epa plans a "vacuum extraction" to remove hazardous vapors from beneath the former waterloo industries site near u-s highway 218.

14th at the black hawk county y-m-c-a from five to seven that evening. former governor chet culver going toe-to-toe with governor branstad today... culver hosted several town halls to discuss governor branstad's plan to privatize medicaid. the new plan will have iowans on medicaid move to private companies for services, the transition has been delayed until march 1st. kwwl's kristin rogers was at the town hall in coralville this morning, there was another later this afternoon in cedar rapids , she joins us live from the cedar rapids newsroom. about 30 people were at the town hall in coralville, and many of them shared their stories about how they are impacted by medicaid and their concerns about the changes to come.

the microphone to express those concerns, many of the concerns focus on the unknowns of what's going to happen, and what exactly will be covered or not covered by the private managed care organizations. we spoke with former governor chet culver, who organized the town hall. culver maintains this isn't about politics and he doesn't plan to run for office---- instead, he said he's involved as a concerned citizen. (cg: chet culver/ former and the people that stood up today were not standing up and saying i'm a republican or i'm a democrat, they were standing up culver also told me he's worried about how quickly the switch to privitization is happening. i spoke with the public information officer of the iowa department of human services. she said the goal of these private health plans is the make the population healthier. however, many people who spoke up today were worried about the future quality of their care.

kristin rogers...kwwl news. former governor chet culver says a rally is planned at the state capital on february 24th. governor branstad making a stop in waterloo today. he spent time at waterloo west high school touring some of the districts career and technical education programs. the culinary students demonstrated their skills in the kitchen - making branstad dessert. the governor said he was impressed with the program and supports this type of education in iowa's schools. some lawmakers in iowa are working to make it easier for people to get certain forms of medical marijuana. the state's current law on medical marijuana lets patients with severe epilepsy use cannabis oil -- but it's relatively difficult to get for those twho need it. a new bill, supported by republican house lawmakers, would expand the types of medical marijauna patients could use - but it excludes smoking weed. coming up... two trains crash head

injured after two commuter trains crash head-on in germany. it happened this morning, but recovery crews are still searching the trains to make sure no one else is inside. it's not clear how or why the trains were routed onto the same track. rescuers used small boats to ferry injured passengers to waiting ambulances. violent protests break out in hong kong during celebrations for the chinese new year. police had to use pepper spray to try and break up the crowds - as some rioters threw bricks at police and lit fires on the streets. dozens were injured and arrested -- all because a dispute about street food venders escalated into violence. president obama calls for more money for cybersecurity in his final budget of his presidency. the budget arrived on capitol hill this morning - the obama administration's budget would spend four point one trillion dollars -- 19 billion of which would go

people in cedar rapids are learning how to keep the peace in hostile situations. the cedar rapid civil rights commission and the eastern iowa mediation services partnered together to bring these trainings to people in the area. the purpose is to teach people how before they escalate -- and possibly become violent. we started taking more upfront, up close, personal observations, and how can we move this thing forward? attendees learned methods of communication similar to what police officers learn to prevent these difficult situations. a kwwl follow-up. a fundraiser is happening today to help buy an eastern iowa a new service dog. todd bevans had to put his dog arvo down last month... to help bevans get a new dog , the bluebird cafe in north liberty is holding a fundraiser to help buy a new dog. the fundraiser is happening all day - and the restaurant closes at nine. the average cost of a service dog is about 25 thousand dollars.

schools in dubuque next school year. after not having spring break for a few years, the dubuque bring back a week long spring break. this comes after the district sent out email asking parents their input. about a third said they didn't want a spring break. but a slightly higher numbers do support the change. "they're in first and pre-school and i'm home with my kids all the time, so it would be pleasurable for me. cause if anything if we want to take a vacation we can take them with us, so." but some working parents say the changes are an inconvienence. school officals say they changed the schedule because research shows giving students a break improves performance. last year was a record breaker -- 2015 was the year with the most unprovoked shark attacks
