asks why there isn'tor mfoe cus being placed on the shooting death of a teenage girl. good evening everyone, i'm amanda goodman. and i'm ron steele. thanks for joining us. we now know the name of a 13-year- old girl shot and killed in cedar rapids yesterday morning. police believe ireshia parks was shot by accident. take a look at the scene tuesday--lt to the shooting -- happening well outside the flooding evacuation zones. kwwl's kristin rogers--talking with a witness today--kristin? that's right -- i spoke with a man who says he heard the gunshot--and spoke with the suspects-- while his girlfriend tended to parks-- this all happening just before eight yesterday morning-- a tuesday morning unlike any other--

that's when he went outside-- "one of the girls in the back seat opened the door and said my sister has been shot." but earlier in the morning boike and his girlfriend let the girls into their home. "said they were locked out of their house and were cold and they needed to use the bathroom." boike then remembers parks--being polite--and happy. "thanked me and they were laughing, they were giggling you know just being teenage girls." boike's girlfriend allowing the girls to sit in her car to keep warm--never imagining she would tend to parks there later that morning. "i could hear here talking to her you know telling her look at me, you know keeping her attention and she did pray with her." the remains of a vigil--now sit in that spot-- where parks life was taken--so young. flooding 20-16 now -- with improvements in store in cedar rapids. this is a look over the downtown area with the kwwl drone. today -- the city reducing the evacuation zone along the cedar river -- allowing 25-hundred businesses. the water is now receding after a crest that approached 22 feet. officials saying that level should fall to the 18-foot mark by tomorrow night. while cedar rapids breathes a sigh of relief -- state leaders are taking a look at some of the communities hit hardest by the flooding in eastern iowa. the tour including vinton -- where the cedar river crested at nearly 22 feet on monday. flood

businesses. the beloved vinton youth garden -- destroyed in the flooding. the cedar -- also cresting in the community of palo earlier this week. branstad and company making a visit there today. dozens of homes in palo were evacuated over the weekend -- with flooding rising onto roads throughout the city. the group making a final stop in cedar rapids -- where the cedar river finally crested yesterday. the kwwl drone showing standing water and damage in the new-bo area within the czeck village there. in vinton with the governor today, she joins us now in the newsroom with more on his reaction.. governor branstad says he is very impressed on how well organized and prepared the town of vinton was... he says without the community's efforts..things could have been much worse. in vinton, governor branstad is getting a closer look at the hesco barriers- preparation, the tremendous number of volunteers who pitched in helped with sandbagging and putting hescos together..it's pretty phenominal and it's reduced the damage oh 8. take it from peggy

town has re-opened...but some roads still have pooling on them, so keep an eye out for that. we've got you covered, lauren moss kwwl news. as the clean up process begins, the town of vinton needs volunteers. if you are interested in helping, call 2-1-1 farmers in the area seeing quite flooding. all farmers with flooded fields can do now is wait for the water to go down to see if their crops can be salvaged. one farmer in butler county says he still has six inches of "the thing as a farmer, this is the time of year you want to get your crops off but you're holding off because who knows what october will bring. you kind of get used to it, but it's a little tiring." iowa ag secretary bill northey

with low commodity prices, producers need every bushel to make a profit this season. the cedar river will fall below flood stage soon in cedar falls. take a look -- this was just a few days ago. neighborhoods submerged in water-only accessible by boat. the salvation army going out to these neighborhoods today to offer some help. kwwl's elizabeth amanieh went door-to-door with the salvation army. she' i amanda -- that's right -- just a few days ago this water was traveling at twice the speed it is right now. but as you can imagine -- a lot of homes still under water. neighborhoods and playgrounds still submerged in water. some with water just low enough to start the grueling clean-up the salvation army going door to door today to provide cleanup

and supplies. for one neighbor-they couldn't have came at a better time. after dealing with her completely flooded basement-her power was just shut off today. and was named college football player of the year by three organizations in 1958. duncan was inducted into the college football hall of fame and is one of nine former hawkeyes to be a part of the kinnick stadium ring of honor. duncan was the first player picked in the 1959 nfl draft by the green bay packers. he eventually played a couple of year in the canadian football league before retiring in 1961. duncan practiced law in des moines---and was a guest of several times... duncan is survived by his wife, paula, and sons scott and jed. despite historic flooding that has kept students out of school in cedar rapids---there will be a football game this thursday night at kingston stadium in cedar rapids. both waterloo west and cedar rapids jefferson announcing they will play their football game as scheduled tomorrow night. officials are advising to allow extra travel time.
