new details at noon about a death investigation in waterloo. a case that goes back 16 months. we're learning what witnesses have been telling investigators about a four-year- old girl who died. kristi buss has been charged with child endangerment resulting in death. she died of severe head trauma. the criminal complaint shows the mothers fiance -- chad little had been living with the family at the time. two witnesses tell police little was beating gracie. right now -- little is serving time in jail for theft and burglary. he's being held in fort dodge. buss is in the black hawk county jail on a 75- thousand-dollar bond. today -- in another case -- we're hearing from the mother of

this is the video of malcolm anderson. he was 17 when he was thrown to the ground outside the hospital. it happened after anderson brought someone to the hospital -- a person he found stabbed in a city park. in a settlement the city paid anderson 95- thousand dollars and an extra 5- thousand to keep certain ones have had incidents, it is not a good look or faith in you as a chief when i have a problem. not with the chief personally, but some of his decisions, i had an issue with." kwwl spoke with the police chief -- he says he can't comment on the settlement. however he did say he is excited for what the future of waterloo holds. in eastern iowa -- a motorcyclist is hurt after being hit

raymond in black hawk county. authorities say a car veered into another lane -- hitting the motorcycle. the victim was taken to the hospital with serious injuries. our flooding coverage continues at noon -- with a big announcement about last month's storms in northeast iowa. the white house gives the green light to help eight iowa counties hit hard by storms in late august. that means federal money could be used for emergency work, clean up and to replace or fix it covers allamakee, chickasaw, clayton, fayette, floyd, howard, mitchell and winneshiek counties. this is the 23rd time washington has approved something like this for iowa in the past nine years. it's time to go home. right now-- homeowners and business owners who were evacuated in cedar rapids are starting to move back. still -- the city is asking people who do not own property in the flood zone -- to stay out. restaurants and grocery stores in the flood zone must have the

public. sandbags and hesco barriers did their job in cedar rapids. but the city says it can't always rely on the temporary wall. senator grassley says the army corps of engineers uses a complicated formula to decide which projects get money -- and that's why the been built. right now they make a decision based on what it's going to cost versus the benefit ... we also need to change what factors in, to the cost benefit ratio. the state also has money set aside for flood protection projects in cedar rapids, but it's far from the amount needed to finish the project. the paramount theatre says it's reopening this weekend after weathering the flooding in cedar rapids. the theatre took out the chairs from the main floor last sunday to be safe. the waters of the maquoketa

flooded part of manchester late last week. many businesses took on water, including bushel and a peck. the owners say they had two feet of water in the store. now they're mostly back to business as usual, thanks in large part to their family and their community. "the sad thing, something so ugly, and it is ugly, it really brings the little town together. i bet we had 30-40 people down here, half of them i didn't even know." they're interested in starting a conversation about preventing future flooding in manchester. they say this was the eighth time they've dealt with flooding at their store. despite the water going down -- plans are still being changed. it's been almost a week since the cedar river crested in cedar falls. the cleanup is not over -- so the annual pink ribbon run -- is moving.

police say the man was "acting erratically" and did not follow his pants -- at one point pulling something from his pants and pointing it at officers in a "shooting stance." no charges will be filed against a kansas police officer who shot and killed a man wit autism during a traffic stop. authorities say he acted in self- defense. the say the man tried to wrestle the officer's gun away. the officer will remain on administrative leave until the investigation is completed. an atlanta police officer has resigned after getting into a fist fight with a fellow officer earlier this year. the department says the officcers met at a restaurant -- fought over who could run faster -- and one of

officers ended up punching the other in the face/ the two officers went outside and started to fight until other officers broke it up. a kidnapping like one out of a book or movie. a man pleads guilty to kidnapping his own wife in a story that drew comparisons to the plot of "gone girl" he kidnapped her, then emailed her boyfriend demanding ransom, then eventually released her. it happened in california. at fit hoax. it wasn't until the man was him to the kidnapping. "this is not a man whose fancy law degree or background should give him a pass. this is a man who deserves to do life imprisonment." he could face life in prison... but prosecutors have agreed as part of his guilty plea to recommend a maximum of 40 years. the body of a 13 year old girl
