this morning -- the eye of a powerful storm moves north. many people in the u-s are now being told -- get ready to leave home. plus -- how to keep prisons from becoming a revolving door. one program is putting inmates on the right path. and a heated 90 minutes. the first and last vice presidential debate forced both candidates to defend their runningmates. i'm jerry gallagher. let's check on your weather now with storm track 7 meteorologist eileen loan. good morning.

"right now we expect to see impacts all the way along florida's east coast, from the keys all the way through jacksonville." roadways - already clogged in south carolina... governor nikki haley -- also issuing a warning amid coastal evacuations. scenario is to be stuck on the coast and have no place to go because you didn't meet the parts of north carolina... ...and all three states plus georgia have declared states of emergency ahead of hurricane matthew... ...which proved deadly on its rampage through the caribbean. with forecasters predicting that matthew will brush up against the east coast areas are preparing...

the southern part of the country and there's also no transportation. rescue crews across the atlantic coast -- hope everyone takes this storm seriously. a water rescue team has been getting ready. dozens of firefighters are being deployed to either north "with wide area flooding the water comes up really quick bauecse your vehicle won't drive even three or four inches of water sometimes so we'll have to go in and help evacuate houses that didn't leave early enough." south carolina's governor says she'll given an evacuation order today -- so one million people would have enough time to leave the coast. funeral services for the man shot and killed by police in charlotte, north

because of the hurricane. services for keith scott were supposed to happen today and tomorrow in south carolina where he was raised. scott was shot and killed by an officer last month. his death sparked protests in charlotte. the investigation into what happened continues. police are now releasing the full dash cam and body camera video of what happened. in at least one video, officers can be heard telling scott to "drop the gun" a number of times. his family says they don't think "it's my belief that if that firearm was within that section of his body, you would have seen it. police say a gun was found and say lab tests show scott's d-n-a and fingerprints were on it. still no answers in dubuque -- a year after a man was murdered. this is video from the police investigation last october. police say jimmy richardson was

"i know a lot of people have to why none of you have said anything." police say they have arrested one suspect on unrelated warrants. they say this is still a very active investigation. investigators now have the data recorders from a train -- and hopth one person died and more than 100 were hurt when the train slammed into a train station in new jersey last week. the engineer says he doesn't remember what happened. investigators say they found his "we will look to see if the cell phone has any information that pertains to the time period during the accident. this day and age with all these types of devices we look to see if those were in place or being used at the time of the accident." the n-t-s-b was asked if it knows

when it crashed. it says it's not ready to say anything about that publicly right now. today, a six-year- old boy will be laid to rest -- after being shot on a playground. the boy was shot in the leg -- and the bullet hit a main artery. his mother wants people who are going to the funeral to dress up as superheroes because her little boy loved them. we want to give you a warning be upsetting. police arrest a caregiver -- saying she was caught on camera abusing a four-year-old who has down syndrome. a nanny cam shows the woman sitting on the child as she changes his diaper. it also shows her dragging him across the floor. the woman is pleading not guilty this morning -- we're seeing the video of a man who stole a shuttle bus at an airport.

-- and got out to give a piece of equipment to another driver. that's when another man -- jumped right into the driver's seat and took off. the man was later arrested. no one was hurt. out of prison and into the barber shop. an illinois man started applying for his cosmetology license behind bars. this is part of a new program in my goal is to eventually go bcak and get my barber's instro he finished his cosmetology classes and received a state license -- behind bars. accusations, interruptions. very common during tuesday's vice presidential debate. at one point the moderator said the people at home couldn't understand what tim kaine or mike pence was saying -- because they were interrupting each other so much. kaine pressured pence to defend

in a few days. right now we have a line of showers dying out as it tracks through the region... we will see more tracking in tonight and tomorrow with a few rounds possible... then that system tracks to the east and will help push matthew out to sea... but it may circle right back to florida.... our rainfall amounts could be anywhere from not much to almost 2" depending on how many storms track through the region. we t sunshine for the afternoon and highs in the 70s. storms track back in tonight with lows in the 50s and we stay mild thursday with highs in the 70s as we see a few rounds of showers and storms tracking through. a few showers may linger into friday before that front finally tracks away from us... we cool into the upper 50s to around 60 for friday and saturday with lows around 40. we warm

game get a lot of attention. and in this case -- the focus is on the players before the game. during the singing of the national anthem, knicks and rockets players stood next to each other in one long line with their arms around each other's shoulders. a sign of solidarity. one of the rockets players said they respect the movement started by 49ers quarterback colin kaepernick --- and also says that's the great thing about america -- the freedom you have to demonstrate however you want. one says it will not tolerate marching band members who kneel in protest during the national anthem. nineteen members of the east carolina band took a knee before the school's football game saturday. some of them played instruments as they did that - others didn't play at all. they were protesting racial inequality and police brutality. some fans booed. the band director called the protests hurtful and disrespectful to our country. it's always better to forgive and

and a thankful roofing company. a contractor hired to replace a church roof in indiana -- took the roof off another church -- a block away -- by mistake. workers realized they were on the wrong roof when a delivery driver with a load of new shingles saw the address of his delivery did not match where the workers were. the pastor says it's a good "the bible says, your sins will don't own 'em up." honest mistake and he'll finish the job. a ten-year-old girl leaps into action, saving her family. michigan police say the girl was riding in the car with her mom and her two younger brothers, when her mother blacked out. the 10-year-old took control of once they were all safe, she called 9-1-1.
