just outlying ought of those charges against kevin roper but it was an opportunity for him for his lawyer to dress those accusations that he had no business behind the wheel saturday morning. if kevin roper was ever looking for 152nd of fame, this wasn't it. roper's accused of being sleep deprived when he crashed a wal-mart tractor trailer in the limo bus in the new jersey turnpike saturday carrying tracie morgan critically injured. one of his fellow comedians james mcnair was kill and several others were injured. roper faced arraignment in criminal court. >> roper is being charged with vehicular homicide for death of mcnair, assault by auto for others who were injured. under new jersey law a driver can be convicted if there is proof he has been without sleep for 24 hours when the accident occurred. roper's attorney says he didn't commit the crimes. authority say roper failed to slow for traffic and tried to swerve at the last minute to avoid a crash.

maryland, baltimore washington area. we are seeing some showers and thunderstorms, popping up, some even severe. there is a tornado watch in effect for d.c., hageers town and extending toward the north and west toward pittsburgh. we will not see anything in the way of severe weather, tonight or tomorrow, but we will be seeing an increase in thunderstorms. right now those easterly wind at ten to 15 miles an hour are knocking down any potential development for showers and storms, that is the good news, temperatures have stayed cool though, ocean water temperature 67, with that on shore flow we have stayed in the 60's throughout the region. sixty-eight in philadelphia. seventy, warmer in dover but cool in the poconos where there is dense fog, temperature is 57 there. now late tonight we will watch a warm front approach from the south bringing a chance of scattered showers and thunderstorms. tomorrow morning at 7:00 a.m. showers develop but we anticipate we will break into some sunshine and that means more numerous showers and

"eyewitness news" reporter walt hunter is live at southwest detectives with more on this investigation, walt. >> reporter: chris, 24 hours after we got the shocking news that a little girl had brought 11 packets of heroin in the west philadelphia elementary school her mother and her mother's male companion remained here in police custody, while they awaited a decision by the philadelphia district attorney on whether or not any criminal charges will be filed against either

of them. can you tell us what happened. >> reporter: more than 24 hours after she left barry elementary school with officers, the mother of a six year-old who brought 11 packets of heroin to her first grade class, remains in police custody. investigators awaiting word from the district attorney's office on whether any criminal charges will be filed against a woman identified by police as three two-year old marie hunter or male companion, christopher troy jenkins white. twenty students, including the girl who brought the heroin packet to class, were taken from the school, in a bus to be examined at children's hospital, all were later released. as parents and students arrived for class, the day after the incident, those parents, were still shaken by the events. >> it is disturbing. i send my kids to school and expect them to be safe and worry about them things. it is in the true.

>> it makes me cautious about bringing my child that is why she will not be going to day care. >> reporter: during search of the little girls home, they found 18 packets of marijuana stuffed in the pocket of the jacket, and police sources say little girl who had no idea what heroin was found the 11 packets in her pants pocket, and began playing with them. when she was spotted by an alert teacher who seized the potentially deadly drugs and alerted police. >> reporter: police sources tell cbs-3 that the little girl and three siblings are being reinterviewed in an attempt to get more information gannon just where the heroin came from and how it got into the little girls pockets, a final decision on whether any criminal charges will be filed against anyone at this point could come as far away as, tomorrow. live from southwest detectives division i'm walt hunter, cbs-3 "eyewitness news".

>> walt, thanks very much. two people are seriously injured in the house fire in north philadelphia today. this happened in the 1700 block of north 21st street it all started just before 7:00. fire fighters pulled a 50 year-old woman from this house, a 35 year-old man also suffered burns over about 45 percent of his body. the fire was put under control, there is no word yet on a cause. well, city council committee approved a plan to assist the cash strapped philadelphia school district in paying its bills. original plan was for city to bureau $20 million for district to pay bills by the even of the current fiscal year june 30th but with the sale of school buildings still unresolve school superintendent doctor william hite now says he needs $27 million. >> we are facing, 800 some layoffs and what we are pleading with council to consider is to increase the the borrowing amount. >> reporter: full city council

will vote on the 27 million-dollar request on june june 19th. >> philadelphia high school students, walk out of class protesting cuts to the budget. they march from school headquarters to the center city, office of tom corbett. they say budget cuts stripped their schools of basic services, and they are asking the governor to increase funning for education. evesham police department wants the public's help in the theft. take a look at these photos, police say they show a man who stole, multiple boxes of the mens hair product rogain from a cvs on route 73 monday night. he then ran away from the scene. anyone with information on that suspect is asked to cat police. lewis katz's son has withdrawn his plan to buy the inquirer, daily news, and

fort worth. its owners were forced to grab and get out, their house is valued at more than $700,000. the arrival of the affordable care act the the health insurance landscape has certainly changed dramatically since class of 2014 were freshman. college grads have a lot to navigate especially if they have not landed a full-time job. three on your side consumer reporter jim donovan sorts through the basics. >> a lot has happened on the health care front since 2010, and when changes under the affordable care act finally opened up last fall it also opened up a lot of new options for this years college grads. most campus insurance plans will run until the end of the summer. after that, graduates should weigh whether to stay on their parent's health insurance plan. under the affordable care act, young people can do so until they are 26 with flexibility in that time frame. >> you might take a job right

out of school, go on your employer's health plan and couple years decide to quit, go back to grad school, go right back on the parent's health plan as long as you are still under 26. >> reporter: moving to the state city or state or losing coverage could be considered life qualifying event under the affordable care act triggering a special enrollment per. the next milestone to consider landing a full-time job. >> you always have the option of buying your own insurance, but it is the rare, employer health plan that isn't going to offer you a better deal. for simple reason if you go through an employer the employer will pay, most of your premiums. >> reporter: now, next open enrollment period for health care marketplace begins on november 15th for coverage beginning january 1st, 2015, plenty of time to consider your options and eligibility but school loans, how they are covered with insurance, all these things hitting new grads at ones. >> to be under 26 again, jim wouldn't it be nice.

we are going to be seeing or not seeing some problems, here visibility down to a half mile in the poconos. elsewhere not a big issue in wilmington we have some areas of fog and you can see the visibility of two and a half miles. you can see impact of that on shore flow, it is only 68 degrees, ocean water temperature 66. that is what we are seeing. it is making it west to lancaster. temperatures, just cool where that easterly wind and clouds will hang on but clouds are a good thing today because they kept the storms away. where we have heat, through the mid-atlantic and to the south that is where we have the storminess and some severe weather to talk about. during the the day tomorrow we will watch a warm front try to move through the region, temperatures will be in the 80's, that warm humid air mass comes back with the southeasterly wind, showers and thunderstorms will fire up. better chaps as this cold front moves through on friday and we have potential for very heavy downpours and localized flooding potential, again and then by the time this front

the schuylkill expressway. you can imagine with the schuylkill looks like heading down toward the stadium so give yourself some more time. overall lets look at these numbers. sixteen is your average on the schuylkill, look at that red indicating the slow down approaching center city philadelphia in the eastbound direction. you will hit that. twenty's what you're dealing with on i-95, traveling southbound more delays approaching academy down to the vine street expressway and volume around the ballpark, 95 northbound also seeing delays from just beyond philadelphia international airport through to broad street. twenty-three is your average on 476, traveling 76, around the area of the blue route, you will get tied up there. take a look at the pennsylvania turnpike delays eastbound approaching mid county tolls all the way down to fort washington. that construction that we have been experiencing, the delay up on 95 northbound will go in place tonight. you'll find a new traffic pattern between girard and allegheny around 8:00 just as you are leaving phillies game we will run into this, excuse me, so definitely plan ahead

probably didn't even win. >> weather-wise we are talking about a glummy day from the city to the shore, persistent east wind has created the clouds and the cool conditions, you can see everyone with their pants on and their jackets, certainly not the type of weather we like as we head toward the the even of the month of june and as we head toward the beginning of summer just next week. our camera shaken, our wind at 15 to 20 miles an hour, we are looking at dry conditions that is good news, because the clouds have kept the storms away. some storms where the sun has broken out to the south baltimore washington under a tornado watch. we have seen lightening with these storms moving north. by the time they make it into places like reading, berks county and lehigh valley they will be showers later on tonight. that is the good news. temperatures have responded in the easterly wind, ocean water temperatures are only in the 60's so that on shore flow our temperatures are in the 60's. reading 66. lancaster 66. philadelphia is 68.

sixty-four in allentown. you can see in the poconos sitting at 67. is there warmth to the south and west. ninety's through the deep south and lifting up through central planes. we will not get there until next week but it will really be feeling like summer across the region. we will watch this low pressure lift to the north over buffalo, new york by tomorrow afternoon. it will be dragging a warm front slowly through region and as it does we will than seeing increase in humidity and heat setting off afternoon showers and thunderstorms. then by friday we are in the warm sector with heat and humidity, cold front moves through with dryer air and somewhat cooler air and clashing of those air masses will create showers, thunderstorms, downpours, even potential for localized flooding as we round out workweek. saturday fair weather, pressure builds in and more northwesterly wind flow and that means dry conditions, and with that, midwest influence, you get that dryer air that leads to deep blue skies over the course of the weekend.
