scare in midair. a united airlines jet with more than 100 people on board makes an emergency landing when the evacuation slide inflates during the flight. it's decision day at the supreme court. the justices are set to rule on case that could determine the future of president obama's health care law. the battle for iraq ranges on as iraqi government forces take on sunni insurgents in the north. president obama says some of those militants could be a threat to the united states. >> when they come back, they've got european passports, they don't need a visa to get into the united states. and it's turning out to be the summer f the shark. a great white shark appears at a

popular beach as predators explode. this is the "cbs morning news" for monday, june 30th, 2014. good morning. thank you for joining us. i'm lauren lyster in for anne-marie green. this morning united airlines is trying to figure out why an emergency evacuation slide opened up mid flight. united 415 headed from chicago to orange county. when it opened up the plane made an emergency landing in wichita. 96 passengers and four crew members were on board when the evacuation chute suddenly inflated in the rear of the plane. >> you heard a big bang and a hiss and they just had a panicked look and they quickly took the carts and ran backwards to the front of the plane and we all turned around and the whole back part of the cabin plane where they sat was full of the

chute. >> the passengers were evacuated. no one was injured. now to the weather. heavy rain and possibility tornadoes are in the forecast today for parts of the plains and midwest. over the weekend record amounts of rain caused widespread flooding in memphis. the high water flooded streets and home, but no serious injuries are reported. eric fisher of our boston station wbz is following the storm system. >> well, it's been a business night for storms. we've been tracking them across the plains. today could be another busy day for severe weather. the impetus has been a large storm system swirling across southern canada. radar shows more storms developing as we head through this evening. in particular we'll watch from chicago back toward northern missouri. the main damage will be for damaging wind gusts, large hail and perhaps a couple of isolated tornadoes mixed in. from southern michigan out here.

winds the main threat. we're watching the tropics, a swirl off the southeast coast. this is going to be slow to develop along the next couple of days. however, if you live along the coast, you want to monitor this for the very latest. by midweek this could be tropical storm arthur. right now it looks like a rain threat more than anything else, but we'll keep you updated. i'm eric fisher of wbz for cbs newss. >> the san juan wildfire has traveled. firefighters have stopped it from spreading by setting small fires to burn up any fuel for the wildfire. no buildings have burned and no injuries have been reported. this is the final day of the current supreme court session. the justices are expected to rule on two high-profile cases. one ininvolves the right of public sector unions to collect dues from nonunion members. the other is whether companies can deny certain health care

benefits like contraception on religious grounds. susan mcginnis is in washington. susan, good morning. >> good morning, lauren. it is sure to be an active scene outside the supreme court today with protesters on both sides of the more contentious of these two cases. the justices deciding whether companies should be forced to provide birth control. it's case that challenges part of president obama's health care law, the dmant requiring companies to provide birth control coverage as part of their health care plan. in march protesters came out as the justices heard oral arguments. >> birth control is under attack. what do we do? stand up, fight back. >> reporter: craft story hobby lobby is leading the lawsuit against the government arguing that being forced to pay for contraception violates its

religious beliefs. some in congress agree. >> i think the statute itself as given by the president violated the constitution. i hope they hold up their expression of religious freedoms. >> but other lawmakers support the white house argument, that it must be included and is included in health. >> the owners have a right to their religious believes. >> hobby lobby says it is willing to pay for some types of birth control but the morning after pill and iuds go against its beliefs. >> the courts have never recognized it under federal law or the constitution, lauren. >> thank you, susan. later today president obama is expected to nominate robert mcdonald to lead the veterans affairs administration.

mcdonald is a west point graduate. if selected he would replace eric shinseki. there are reports of patients dying while waiting for appointments and also treatment delays nationwide. today president obama will ask congress for more than $2 billion in emergency funding to deal with the surge of unaccompanied children crossing the border. he also wants increased penalties for people caught smuggling children into the u.s. danielle nottingham reports. >> reporter: more than 52,000 children have poured over the u.s. border from central america in the past nine months. almost twice as many as last year. they're being held in overflow shelters across the border. now the u.s. government is scrambling to come up with housing options before the kids are eventually sent back. >> it's a crisis like nothing i've ever seen before at the border. we have refugee camps now in my and your home state of texas.

it's a very serious concern. i don't think the flow will stop until a message of deterrent is sent back to central america. >> the white house is calling it an urgent situation. it's requesting $2 billion for better housing and screening, fast track authority for faster deportations and penalties for those caught smuggling children and they want to send this message to central american parents. >> do not send your children to the borders. if they make it, they will get sent back. >> onmond homeland security jeh johnson will check on the facilities housing children in texas. danielle nottingham, cbs news. in iraq, the parliament meets tomorrow to begin to try to form a new government. insurgent overran huge portions of the country and parts of syria declared an islamic staft

and this morning it's unclear who owns the city of tikrit. iraqi troops are trying to retake the city from insurgent forces. wendy gillette reports. >> iraqi troops fired on suspected insurgents in tikrit as the military try to take back the former hometown of sa dddam hussein. they captured the city earlier this month. president obama says the militants are not just a threat in middle east. >> we've seen europeans who are sent to help with their cause traveling into syria and now may travel into iraq. then they come back. they've got european passports. they don't need a visa to get into the united states. >> this is quite a dangerous thing that we're seeing unfold here. it's probably not 9/11 but it's

certainly in the same area code. >> reporter: the jihadist group released an auto reporting sayisa saying it's changing its name to islamic state. they sent christians in iraq fleeing this week. now thousands are returning home. >> we have to be courageous, stand up and dpeenld our rights. >> reporter: the residents thought the extremists would overrun their individuals in the city of mosul but for now the fighting has stopped. blade runner oscar pistorius is back in a south african courtroom this morning. if the past month he's been undergoing a psychiatric ee sal yags at a hospital to deermg if he has an anxiety disorder. but the doctors say he is accountable for his actions. coming up on the "morning news," facebook under fire. the social media giant admits to

a sea of rainbow colors on the streets of manhattan yesterday. thousands turned out to celebrate gay pride. the parade marks the 47th anniversary of the stonewall rising. it comes nearly a year after the supreme court struck down a law banning same-sex marriage. on the "cbs moneywatch," crash payouts by general motors and facebook's new manipulation. jill wagner is at the new york stock exchange with that and more, the fumble is handled by kenneth feinberg. the company says there were 54

crashes and more than 13 deshts caused by those faulty switches but lawyers say more than 100 people died and hundreds more were injured. asian markets finished mostly higher. tokyo's nikkei added a half a percent, hong kong's hang seng lost a fraction. independence day is this friday, making it a short week for traders here on wall street. last week the dow dropped 5 points. the nasdaq lost 29, and the s&p fell almost two points. another casino in atlantic city is about to fold. if a buyer can't be found, the show boat plans to close its doors at the end of august the atlantic club went under in january. the autobots took over.

goal by wesley snyder and controversy on stoppage time. a foul is called on mexico and a netherlands score a goal and advance to the quarterfinal. the dutch getting the winner of the costa rica/greece matchup. greece tying the game in extra time and it would be decided in penalty kids. costa rica reese penalty makes a big save and hids teammate scores a game-winner. it's the first time costa rica has made it to the quarterfinals. the miami heat's big three are now free agents at least. on sunday dwyane wade and crash bosh followed lebron james and opted out of the final year of their contracts. the big decision to opt out indicates they may be willing to take reduced salaries allowing heat to sign other players. miami has been to the finals all

here's a look at today's forecast in some cities often the country. toronto mayor rob ford will be back on the job today. he suspect the past seven weeks in rehab after allegations of drinking and drug use. in november ford admitted to using crack cocaine. the politician has less than four months left in office and is running for re-election. meanwhile a great white shark was spotted off cape cod this weekend. it's the first ocean sighting this year and it comes two weeks earlier than last year, but as

our affiliate from boston wbd shows us it ruined the day at the beach. >> meet the whale spotted by a plane on sad morning. when beachgoers spotted the shark, some started packing. the crowds aren't typically deterred by shark sightings though. the beach stays packed all summer long well into the evening hours. saturday researchers told officials about ping but the beach never closed. >> ultimately at the end of the day they're not going to want anybody to get hurt. >> reporter: the smart was spotted a mile off this coast by researchers working on a survey. what they want to find out is how many great white sharks come to visit us each summer. the shark experts seen in this video from last year people are always asking how many are there and when are they around.

here's another look at this morning's top stories. a united airlines jet was forced to make an emergency landing in wichita last night after an evacuation slide deployed in mid flight. the jet was headed from chicago to california. united says the slide opened accidentally. no one was injured. and the supreme court is expected to rule today on a case involved religious rights and health care. hobby lobby, a craft shore chain based in oklahoma is challenging part of the president's health care law. it says being forced to pay for birth control violates its religious beliefs. more than 8 million people signed up under the affordable care act but some are finding their health care act is lost in

translation. >> reporter: at the south los angeles clinic the affordable care act has helped fill the waiting rooms. community relations director mario chavez says it's leading to interpreters across the state. >> we've seen an influx of translator. >> reporter: this doctor has been practicing in california for five years. at times how long would you have to wait for a translator? >> at best, 30 minutes, at worst, two to three hours. >> reporter: dr. choi said too often families rely on family members. >> oftentimes that's a no-no. they summarize. >> reporter: chavez realizes it could get worse.

what's at stake? >> health care, people's livens. people's well being. >> reporter: in california some help may come from a bill now before the legislature that would add 7,000 licensed medical interpre teters. there are currently just 800 currently. dr. choi has heard 11 different languages in her exam room. how difficult is it to give your patient the care they need when you can't understand each other? >> it's almost impossible. >> until the state steps in and provide some type of interpretation, unfortunately it's up to each provider, hospital, clinic, in the me meanti meantime, i guess, to provide the interpreter. coming up after your local news on "cbs this morning," an update on the severe weather in the plains and midwest. we'll be live from the scene. plus, the uproar over the
