is spending life, in prison for murder of new born babies. the mantua home where he ones lived is posing a threat. neighbors fear that the crumbling building could collapse or catch fire. as cbs-3 investigative reporter walt hunter found their complaints to city agencies seem to have gotten little response. four years ago, almost to the day abortion doctor kermit gosnell emerged from his home smiling as investigators gathered evidence that would later helped land killer of have three new born babies behind bars for life, but now, the house he once occupied is crumbling, stripped by vandals and filled with trash, creating a new crisis for neighbors. >> it has been abandoned basically. it is a bad hazard. >> reporter: bricks and walls crumb many in to a filthwere garbage strewn yard. air conditioning, molding, even the stairway banisters and front door have been taken off leaving the property opened to squatters, who neighbors fear could set a fire, taking out a add joining

homes. >> they stole the front door right off of the hinges. >> yeah, they were good. it had to be a truck that came and put it on a car. >> reporter: now city agencies addressed to gosnell including this letter from the water revenue department dated june 27th still sits on the front stoop, city record list gosnell as the owner, cities licenses and inspections web site, declaring building unsafe for uncorrected violations including partially collapsed wall but neighbors say after several calls when l and i inspectors did visit they stretched yellow tape across the front porch, posted a violation notice and then left, the notice posted on the front door is gone because the door has been stole. >> usually, i thought they boarded up houses like that but i guess they don't no more. >> reporter: finally we found this contractor not from the city agency, but, hired by a owner of the home next door, trying to patch up the property. frustrated neighbors say with

gosnell gone it has fallen on them to clean up what is left behind. >> we have taken it upon ourselves because after all we are the ones that will be affected if something happens, you know, dangerous but we have to do what the city wants us to do. >> reporter: when we reached out to l and i officials confirmed violations, saying notices had been sent to gosnell, in prison, and they also promised us within the next week they will clean and seal that property. we will be following up, we will let you know. live from the sat center, i'm walt hunter, cbs-3 "eyewitness news". we are following a developing story, at 6:00 the the coastguard suspend its search for teenager who disappeared while swimming in the ocean off cape may county. "eyewitness news", new jersey reporter, cleve bryan, live in ocean city, cleve, is what happening right now. >> well, search has been suspended by both beach patrol and coast gar. you can see the sign, that says danger, the ocean is closed. the beaches here they are

closed when life guards go off-duty and let me show you why walking down the beach you can see jetty where incident happened. right now that rip current is pulling, once again and they had to tell people to get off of the jetty. it is in the what you see but what is under water that is so dangerous and that has people concern as the search continues, all day, for that missing boy. searching by helicopter, boat and even diving below the waves there were no signs monday of a missing 14 year-old boy caught in the rip current sunday night near ninth street jetty. >> there is a big family on the beach and three kids at the end of the jetty swimming and rip tides pulled them out to the ocean. >> reporter: life guards weren't on duty when incident happened at 6:45 but ocean city beach patrol wrapped response teamworks until 8:00 p.m. their four person team arrived in less than a minute and rescued four people. many caught out to sea in the same rip current as they were trying to save the first victims. >> they responded to the call and they were on the scene, and did an amazing job.

>> reporter: senior lieutenant dennis swann knows all too well the dangers of the ninth street jetty. in 199 9a man and teenage girl drowned in the same spot within two days of each other, swann recovered one of the bodies. >> holes were formed next to the jetty the water pullness to a spot. as people swim in those areas they get drawn in the holes which can go from a place of 2 feet deep and then you might be at four, six or 8 feet deep. >> reporter: family watch the search efforts but didn't want to talk. >> seriously when we heard the news, it is silly but i was crying because it is just going to happen to anybody. >> reporter: beach patrol here wants everybody to know that the beaches are closed after 5:00 o'clock. we say 5:30 on the weekend. they have extended hours but it is only on a couple beaches here. last check in, with the fire department, they are still not releasing the identity of the

missing singer, a 14 year-old boy from philadelphia live from ocean city, cleve bryan, cbs-3 "eyewitness news". >> cleve, thanks much. business and property owners are taking a closer look at their own buildings tonight in the wake of the death of the little girl outside a rita's water ice. she was killed when a security gate felon her. steve paterson is live at west girard avenue to show what people are doing to protect their own customers, steve. >> chris, it is called anything bye a bizarre freak accident to gross negligence. while still early in this investigation police now wondering why 2,000-pound of steel came crashing down off the side of the storefront landing on that three-year old girl, claiming her life, we asked not only police, but the city's licenses and inspections department, about where they are at with the investigation. >> if you have not had problems you are in the looking for problems. >> reporter: storefront owners in the wake of the death investigation said it took the unthinkable for everyone to start looking up.

>> for business owners here on girard avenue this is a wake up call. >> reporter: two days after winter larkin was killed by a fallen security gate at rita's water ice, owners who are are now double-checking their own gate, jewel yacht asskew runs a day care a few doors down. she says while it is important for owners to make checks, contractors are trusted for a safe install. >> when you hire a company you are expecting the job to be done and for it to be safe and completed properly. >> reporter: sources telling "eyewitness news" that the police investigation is focused on how well the gate was installed and anchored into the foundation. monday, police say it is too early for answers. >> it is just part of the investigation. they want to conduct a thorough, complete investigation. >> reporter: inspectors with the licenses and inspections department spent the day canvassing the street to make sure that the problem isn't systemic. >> the owners understand it is their responsibility. >> reporter: l and i says it is businesses responsibility to maintain gates. we asked who is responsible in
