but be sure lifeguards are on duty. temperatures in the seven 70s this morning, high temperature around 80 degrees. watching the tropics, storm scan3, developing, tropical depression, across the bahamas. it could impact the fourth of july weekend, we will talk about that coming up in the full forecast. but, right now, it is mild, few clouds around, temperatures in the low 70s, still some upper 60s in the lehigh valley at this hour, six, also in quake end err town, 69 in mt. holly, new jersey and in doylestown. south winds, out around five to 10 miles per hour right now, southerly breeze will bring in the heat and humidity, so, the headlines, hot, humid conditions, we keep an eye on this tropical depression, and of course, to talk about that fourth of july forecast, as there is potential for some wet weather, but today, though, heating up through the afternoon, noontime temperatures of around 84 degrees, will be in the upper 80s of around 3:00, and around the region we go, high of around nine for philadelphia, some relief down at the shore, low 80s, even in the poconos, pretty nice there at 83 degrees.

trying to solve a shooting in west philly. they found a wounded man here on the 800 block of north 46th street. he tells police someone shot him over at 48th and parish. investigators say they found no evidence at that scene. the man is in critical condition, with a gunshot wound to the stomach area. well, developing right now, a new budget battle is unfolding in pennsylvania, hours after the deadline. now the spending plan for the new fiscal year passed the state house, but not the governor's pen. "eyewitness news" reporter jen bernstein, joins us from the philadelphia school administration building, to explain the potential impact in the classroom. jen? >> reporter: good morning, ukee, the fate philadelphia school district, late last night the state legislature did pass $29.1 billion budget bill, but governor corbett wasn't racing to sign it right afterward. in the meantime, the school reform commission did pass a budget earlier in the day, that included a $93 million place holder, they were hoping state legislature would help fill it.

>> large -- >> the budget bill passed by the republican controlled legislature late last night, includes an increase in dollars for school. does not raise taxes, and fills a large budget gap. whether it helps philadelphia school budget crisis, still remains to be seen. democratic representative brendan boil around on the house floor there wasn't enough for the city schools. >> we cannot leave here without having done something to solve this problem. >> the 2-dollar cigarette tax, vital to philadelphia's school funding woes, was put into a separate budget related bill that will be voted on by the senate today. a house vote would then follow. the 2-dollar per pack cigarette tax would bring in about $80 million for the school district. yesterday, the school reform commission, had to approve a budget that's includes a $93 million hole with hopes other revenue sources like the cigarette tax would fill it for next year. >> there aren't any other place toss cut. this is not a problem you can

solve now, we can't ourselves solve this problem. >> governor coat bet again did not sign that bill last night. he said in a statement it was leading pension reform on the table. keep in mind this is a measure that he has made a priority, and he is up for re-election this coming fall. now, corbett said in a statement, i will continue to work with the legislature toward meaningful pension reform. i am withholding signing the budget passed by the general assembly, while i deliberate its impact on the people of pennsylvania. democrats say this move is holding philadelphia's schools hostage. that's the latest outside of the school district headquarters, jen bernstein, cbs-3, "eyewitness news". jen, thank you. here is a look now at some of the things happening today. trial begins for rivera, accused in the stabbing death of six year old boy. prosecutors say, dominick was trying to stop rivera's attack on his sister when riviera stabbed him to death in 2012. >> the son of jailed abortion doctor, kerr met gosnell,

faces a hearing. alexander, who changed his name from gosnell, faces burglary and other charges. and, starting today, it is illegal to smoke e-cigarettes in philadelphia. offices, restaurants, bars and public parks. that is the same ban already in place for tobacco cigarettes. tragedy, at a philadelphia creek, a teenager going for a swim with his friends doesn't make it out alive. it happened in the talcony creek, fisher lane in juniata park. four teens swim interesting early yesterday evening, we're told 15 year old boy went under this bridge, where the water is up to 10 feet deep. emergency responders found and pulled him out hoping to save his life. >> he was completely unconscious. he was put in the back of a rescue squad, medics worked on him, and they worked on him for a long time, but tragically, he was pronounced dead. >> police also tell us the teenager couldn't swim. although there are signs warning people to stay out, the creek remains a popular

place for the youngsters to cool off. in ocean sit the coast guard called off the search for a teenage here disappeared while swimming with friends sunday night. the 14 year old boy got caught in a rip current sunday night near the ninth street jetty. lifeguards were not on duty when he dis a periods. police have not released his name. we are told he is from philadelphia. police are asking for your help track down a man wanted for theft. we have a look at the surveillance videos here, the man caught on camera breaking into the loss apartments on south street. police say he got away with cash and jewelry, stolen from several amounts. investigators, though, don't have much else to go on, so if you recognize the man in this video, you are asked to call police immediately. the new jersey woman wanted in connection to the cruel and brutal beating after mother is now in custody. latia harris turned herself into police last night in salem. investigators sahara ills is the woman you saw therefore a moment in the cell phone video attack ago woman in front of

her two year old son. she is charged with aggravated assault, and making terroristic threats. chopper three, over workers cleaning up fuel spill in gloucester county, new jersey. authorities were called thereafter report after strong odor coming from spring lake and washington township. they eventually found about 1,000 gallons of fuel had leaked right into the water. there is still no word on exactly where all of that oil came from. the new jersey department of environmental protection is investigating. your time 6:08. the white house is calling on congress to make sure women get birth control coverage and healthcare plans after landmark ruling by the supreme court. the high court ruled that certain for-profit companies cannot be forced to provide contraception coverage to employees in their healthcare plans. the case was brought by the owners of hobby lobby and lancaster based connestoga woods specialties. the affordable care act required them to provide coverage for birth control. the plaintiffs argued that would violate their religious

three's on your side this morning with recall from chrysler. the automakers recalling nearly 700,000 mini advance, s i.v.'s, for ignition switch problems. now, it includes some dodge journey suv's, dodge grand caravan's, and chrysler town and country mini advance. they're made from 2007 to 2009. the company says jarring road conditions, like hitting a pothole, may cause a vehicle's key to slip out of position. also, general motors, they're recalling 8 million more of their vehicles, for similar ignition switch issues. that's the latest gm recall involves compacts, mid-size cars for model years 1997 through 2014. the company also announced its compensation plan for the victims of the faulty ignition switches. >> except ear weather swept

good morning, in the news, pennsylvania budget battle goes past the deadline. will not sign the budget for the new fiscal year which starts today. $29 billion spending plan passed the senate late last night, it has no new taxes, but governor corbett wants law makers to work on pension reform. >> budget sets aside to pay the state's share of pension obligations for state and school employees. now, the stale mail in harrisburg could impact the school budget, in philadelphia. last night school reform commission approved two and a half billion dollars spending plan, includes $93 million place holler. now, during yesterday ' debate in harrisburg, state senator vincent hughes pushed big time for more funding, for philadelphia schools.

6:34 on tuesday morning, off to pretty good start. but i think we'll see unusual traffic patterns, both this week and next week, as we have the holiday there, on friday. let's go outside, already a delay here, though, west on the schuylkill, between city line avenue and belmont avenue. that is typical crunch point here, as we go from three lansdowne to two, out at bellmawr. actually out in belmont. then live look here, 422, right near valley forge starting to see some volume poppas you head in toward king of prussia at least the roads are dry. going to be another hot one this morning, ac cranking on the way to work in bellmawr, new jersey, kings highway eastbound lane block, overnight accident with downed pole and wires. and throughout the day, expect delays along conshohocken state road. that stretch will be closed from manayunk to rock hill here in bala cynwyd until 3:00. all traffic using lancaster as the alternate. south on 95 out of the northeast, delays pretty much the betsy ross bridge in through the construction zone. where this week, they're going to be placing some new

polar vortex would freeze up all of my beautiful 2014 economic predictions? the first quarter was pretty rotten. we saw contraction of an annualized pace of 2.9%, you know the first quarter was the worse quarterly shelling since the recession. pretty bad. now, the good news is we're in a pretty good rebound here in the second quarter, specking about three and a half percent growth. economists say growth will basically get to 3 percent annualized by the end of the year, but of course, because of the really bad first quarter, that means the full year is going to be about two and a quarter percent. that matches the very slow pace of the past four years. >> talking stocks for a moment, the stock market had good june. so at this point, people wondering should we buy, should we sell, stay put, what do you think? >> how about neither? >> okay. >> mid-year, yes, the s&p's up 6% this year, perfect time to re balance your account. remember, you want your allocation to remain at your

sign. what do you look for? >> absolutely. let's talk about how important it is first if you don't mind, the cdc reports that between 1979 and 2003, over 8,000 heat related illness also actually, excuse me, 8,000 heat related deaths occurred in in the u.s., which is huge. when we talk about heat related illness, really talking about heat exhaustion, heat stroke. heat stroke is the move severe form. we talk about heat stroke, really talking about few things that tends to happen. the body can't regulate its body temperature. the body temperature can rise, even above 103 degrees. the skin can become very hot, red, dry, even moist, there can be rapid or strong pulls, and one of the hallmark symptoms specially with heat stroke that identifies it, or defines it, is possible change in mental status, that means, a person could be unconscious, could be confused, could be dizzy, that's one of the things that certainly makes an emergency.

>> heat exhaustion, lesser form of heat related illness, but talking about the heat stroke, change in mental stat us, hot skin, that's an emergency, you got to call 911, immediately. but, you also want to get the person into a cool environment. get them into shade, air-conditioning, you can also use cool rags to cool down the skin, very important, but avoid giving the person liquids to drink, because once again, if they're not thinking right, if not penetrating or unconscious, having them drink fluids can be very dangerous actually. >> so avoid the water. i always heard at one point drink even if you are not thirsty. >> let let's be clear. heat stroke is when someone may be out of it, unconscious yours don't want to give somebody water they're unconscious, but his general talking about general prevention tips, stale cooing, one thing we will definitely talk b you should drink water absolutely. be very clear, in heat stroke that could be dangerous because the person may not be thinking. >> if our ' outside, outdoor
