you can see emergency responders who are there, and, any kind of fire that may have originated within this truck appears to be out at this time, but again, we do know that this blast did injure four people. >> thinks at third and wyoming in feltonville and as you look at the area surrounding that truck you can see it does look like it was a forceful explosion, of some sort, that is at least what it appears to look like and you can see fire crews there on the scene. it took four people that we have been told were burned and two of them suffering critical burns at this point. so clearly they are getting medical attention, right now, a big scene there, and as they zoom in there you can see a blackout portion of that truck. it doesn't sianni you cannot clearly see what type of food truck it might be but as you said those are all over the city, we will see them on so many corners. it is not uncommon at all to see these throughout the city of philadelphia and area. >> reporter: for the most part they are full kitchens on

wheels you can imagine that the devices, the stoves, ovens, friars that they have inside these trucks could certainly lead to something like this but again, this is an explosion and fire at a food truck in feltonville at third and wyoming, this is certainly affecting traffic around the area you will want to stay away from this scene as they continue to piece together exactly what happened, and we will keep you posted on the status of the four people injured there. well, now to the dangerous heat in our area, and storms that could be heading our way. >> meteorologist kate bilo live on the sky deck with more on these two big weather stories we are tracking right now, kate. >> thanks, a starting off with the bang we have heat, humidity, strong storms every day this week and we've got tropical storm arthur our first named storm of the 204 atlantic hurricane season. arthur will be an impact, not a direct hit but we will have impact especially for coastal area. i want to take you back to the near term and take you out to storm scan three live showing

ago i have pattern, chris and jessica, back to you. developing right now, a disturbing discovery in philadelphia, a woman's body found in the basement freezer. "eyewitness news" was first on the scene, our pat ciarrocchi has the latest from feltonville. >> crime scene investigators loaded a white chest freezer into their truck. it could look like simple evidence but inside, there is the body of an eight three-year old woman. police believe that her body had been in that freezer, since january. >> my daughter, knew over there but she moved. >> reporter: tea ramos said she got a shocking call from her daughter, estrange wife of the man police want to question. a neighbor translated. >> she said that her daughter, cynthia received a even if call from william, saying that he did a big mistake, he did something really bad. the daughter questioned him and said what would you do? my mother fell. she died instantly. i put the her in the freezer in the basement. >> reporter: neighbors knew the woman who lived here for years. they say she was happy that

they had like to picnic with friends and then circumstances changed. >> neighbors they were attached to their house, and hear banging and screaming of the women. >> reporter: the son wouldn't let anyone inside the house. >> wow never let any one park in front have of his house and always had doors and windows you could not see in there. >> reporter: investigators will determine the cause of death, body intact and no odor because it had been in the freezer. body of the victim is now you with the medical examiner and police are still, looking for her son. reporting from feltonville, pat ciarrocchi, cbs-3 "eyewitness news". pat, thanks very much. parents simply cannot believe emergency crews pulled five children from the parked koran one of the hottest days of the year. the those children were left inside an suv in the 3700 block of aramingo avenue in port richmond. the driver according to police went shopping. >> reporter: well, chris, police brought in a woman for questioning a day care provider but we have just learn that daze care provider has now been charge, her name is karen thompson and she's facing charges of recklessly endangering welfare of the child and endangering another person. she was caring for five children today police say a nine year-old, eight, six, one and a six month-old. a shopping center, turn into a police investigation tuesday morning. chopper three over scene as police responded to the 3700 block of aramingo avenue in port richmond. on the ground they were rescuing five children including a baby from this unintended suv, baby's bottle left behind. >> even if you run in for two seconds you should still take them along. >> he culled have have killed those kids. >> reporter: vehicle was left rubbing with the air conditioning on but with man taking care of the kids was gone for at least 30 minutes, eyewitnesses say she was shopping. >> she don't even know, they are sitting in the vehicle trying to get these babies out. >> reporter: marie johnson had just finished up inside the

shop rite when she saw the commotion. she then tried to find a woman caring for children inside of the store. >> i went in, i walk up, i told them there is a police officer, out here inside the lady's car. >> reporter: children were taken to st. christopher's hospital for evaluation, they range in age from six months to nine years old. they will be okay. meanwhile police are questioning a woman they say runs a day care here on sylvester street in north philadelphia. according to state records the daze care has a valid certificate that runs through september and owner karen thompson is allowed to care for six children at a time. neighbors say owner is a good woman who loves children and they believe will have an explanation. >> really nice, that is very unlike her. >> i give her my kids. >> reporter: now those families still trust thompson tonight, as for her day care licenses or certificate what happens to that next that remains unclear. reporting live outside of special victims jane carabao

cbs-3 "eyewitness news". also developing right now at 6:00 police in new castle delaware are searching for a missing mother, and they are treating the case as a possible abduction. witness told an officer, that the woman was taken from the home against her will. the family of three three-year old nefertiti traitor said she would never leave her three children alone. her neighbor said he heard a scream monday morning and described what else he saw. >> i seen him take lady out, put her on the ground and by that time i was coming out downstairs and i looked in the back of the truck in the back seat of her car, pulled off, and then left. >> she wasn't, moving or anything. >> reporter: that neighbor says a man wearing a hooded sweat shirt drove away, in the woman's silver acura that looks like the car you see right here, if you have any information on her whereabouts you are asked to contact the police. now to an "eyewitness news" exclusive, our walt hunter sits down with philadelphia's police commissioner to talk about a dramatic drop in crime so far

this year. walt was granted rare access behind the scene where war on crime begins. >> this is what we call the war room. >> reporter: commissioner charles ramsey welcome me to the department's war room first reporter given access to the special meeting place, where commanders create their anti crime strategies. strategies that are working, every major crime category, down for the first six months of this year, a continuation of the trend that first made headlines one year ago. >> it is encouraging, the numbers are moving in the right direction. >> reporter: from 202 murders in this period in 2007, homicides last year dropped to 116, lowest since 1968. before plunging another 1 percent for first six months of this year. >> encouraged but not satisfied. i will never be satisfied. one is too many. >> reporter: after 789 shootings in the first half of 2007, there were 525 in the same period last year, followed by a 7 percent drop

for the same period this year. >> we got to try to continue to make progress, make our streets safe, and a lot of it starts right the here in the room you are in right now. >> reporter: ramsey told me war room epitomizes pro active policing, studying, anticipating crime hot spots where resources can be focused, robberies down 7 percent, burglaries 11 percent and rape 15 percent. commissioner hoping that these crime drops, will become long term trend. >> every day we have today we have to try to make progress and do to save as many lives as possible. >> reporter: encouraging crime trend, involve police, assault on police dropping, 380 last year, 285 so far this year, and also, police involved, and, 23 to 14. live, i'm walt hunter, cbs-3 "eyewitness news". thanks very much. lets get the the latest on our breaking news today.

>> ten injuries are reported, elizabeth hurries live at the scene, what do you know. it is a block away from the scene. right now just so you now, i'm having difficult hearing you guys but hopefully you can hear me justin. his name is michael blacky, you told me you were just outside at corner of third and wyoming when this happened, what did you see and hear. >> it was kind of a seeing and hearing, multi media event. there was an explosion and flames at the the same time and it just rock me. it has a breeze out here today but i felt a breeze off the explosion, but neighborhood vending truck, parentally just blew up, and as i turn the corner and saw one of the occupants of that vehicle apparently blown from, on fire from the back of the vehicle burning, smoldering. it is not a pretty scene. >> reporter: vending truck is right behind us here. i will step out. we can both step out.

so, you can get a better look at i see fire crews are here at the scene, it looks like investigators are definitely trying to collect evidence and figure out what exactly went wrong here. you were telling me not only did you see it and hear what it did you sound like when you heard the explosion. >> i was walking and i literally missed a step one step to the another. it rock me, shook the ground that hard. i don't know what the intensity of the blast was but their propane tanks and it was a rush, i didn't know what to think. i smelled smoke, saw flames, heard the explosion, but looking at houses to see was there a gas explosion. i didn't know what was happening. >> reporter: wow, thank you so much. thank you so much for your time, once again that was an eyewitness account from michael blacky, he was just a block away from the scene when the vending truck just behind me here, it exploded, you heard the man, he says he believes the propane tank exploded. we heard from police sources, it is probable that it was a propane tank explosion, that is the situation here live at third and wyoming, back to you

humidity, dew points in the mid 70's, it is oppressive heat and heat advisory has been issued as we mentioned a few minutes ago. lets look outside within place over next few days will be the the shore. we will sea sea breeze kick up each afternoon, it is only 76 in rehoboth, people outside on the boardwalk enjoying slightly cooler conditions there then what we are feeling in the city. we will have our first name tropical storm of the 2014 atlantic hurricane season. thinks arthur off the coast of florida right now and getting better organized. you can see the the convection, showers and storms on the eastern flange of the storm but that will eventually impact us through the end of the week whether directly or indirectly. it will stay off shore but will bring problems to our area right now we have storms firing off to the west, they may eventually pop up here but they have heat to work with here as they get in the area tonight. one at the airport. eighty-nine in wilmington. ninety in wilmington. few more clouds moving in, blow off clouds from the storms off to the west. lets look at index value as we

get toward midday, it will feel like over 100 degrees when you factor in the intense tropical humidity and temperatures in the mid 90's. this is why heat advisory has been issued for urban areas with blacktop, concrete, things will heat up fast and retain heat faster, so as always we will tell you this every heat wave drink water, try to stay indoors in the cool spot as much as possible and help anyone who may need help staying cool. lets go through the next few days. we have things to talk about every day here, even this evening we could have a couple thunderstorms fire up. it dies down overnight. tomorrow hot and humid with another round of storms, scattered but locally heavy even a slight risk for severe weather. and thursday morning, and thursday afternoon into thursday night is when heavier rain will impact our area. arthur still to the south. is there enough tropical moisture that will feed in the slow moving cold front that any storms that form along this frontal boundary late thursday will be locally heavy with the risk for heavy rain on the order of one to 2 inches in spots. 9:00 p.m. it continues. right through overnight hours

as arthur starts to move up the coast, we still have heavy showers and storms, arthur will miss us out to sea and during the the day on the fourth of july friday it will lift to the north and east but question is, how quickly, does arthur move. here's latest track from the national hurricane center cat they one hurricane by early thursday morning, and then as we get through the day friday we expect the storm to pass just off shore, indirect impacts for coastal area, will include dangerous rip currents and of course very rough surf. spending your fourth of july holiday down the shore here's what you need to consider. thursday into friday, heavy rain threat for all of us, heavy rain more from the front from arthur but moisture from arthur will be feeding into. that gusty wind starting thursday continuing into friday, high surf and those dangerous rip currents may not want to let younger kids swim in the ocean alone especially thursday, friday, and into saturday, even if the weather clears out. tonight showers inn thunderstorms, warm humid 73 degrees. very hot and humid at 94, but it could feel as hot as 105
