>> from the cbs broadcast center in philadelphia, this is cbs-3 "eyewitness news". >> right now at 11:00 dramatic new surveillance video shows the moment a food truck exploded in philadelphia. 12 people were injured. two of them severely. good evening, i'm jessica dean. >> i'm chris may. that blastly?ed philadelphia's feltonville neighborhood right around third and wyoming today. "eyewitness news" reporter elizabeth hur is live near the scene with more on this new video and the victims to night. liz? >> reporter: chris and jessica, hospital officials have just confirmed 42 year old olga, and 17 year old jaelin, are at temple's burn unit in critical condition. according to police, they are mother and daughter. the two were inside the truck at the time when something winterer ribly wrong. by all accounts it was a quick and violent blast caught on tape. >> i heard a boom first, and

then the fire just came out of nowhere. >> reporter: hours later, we caught up with latoya page just released from the hospital. >> i have first degree burns on my whole left side. >> reporter: "eyewitness news" was there when page and 11 others according to police were rushed to the hospital tuesday evening after this food truck exploded at third and why opening. >> i was walking by, and the truck just blew up, and i just saw the fire and the fire just hit me and i started running. >> reporter: startled and stunned, eyewitnesses say the explosion sent parts of the truck and propane tank flying across the street burning a passing car and starting a minor fire. >> that pole over there caught and fire all the way up to the top. >> the whole house shook like an earthquake. >> i was walking and i literally missed a step 1 foot to another. it rocked me. >> it appears preliminarily that the cause of this explosion was a propane tank. >> we're told a empty and daughter were working inside the truck at the time and they were severely burned in this incide incident. still, under investigation.

>> this lunch truck actually has two similar propane tanks in the rear of the truck. one of them still intact. the other one exploded. >> reporter: and while police continue their investigation at this hour, police say four people remain hospitalized. two are in stable condition. two in critical and once again they are 42 year old olga and her 17 year old daughter jaelin. that is the very latest from here live in feltonville. elizabeth hur cbs-3 "eyewitness news". >> liz, thank you we are following two big weather stories tonight. we're about to hit the hottest weather of the summer. we are also tracking some tropical trouble with tropical storm arthur. meteorologist kate bilo is in storm center with the latest and both. kate? >> thank you jessica. yeah, july starting off very busy in the weather department. we've got tropical storm arthur here is the latest satellite loop of arthur. this is all afternoon and you can see the intensification of this storm you can see how it's

starting to wrap around an eye is beginning to develop with arthur and almost stationary at this hour. it will eventually move up the eastern seaboard. the hardest hit area will be portions of the carolinas, coming up in just bit i'll show you the latest new track from the national hurricane center that was just released a couple of minutes ago. let's take look now, though, closer to home on storm scan3. not much going on right now. but as you can see we are tracking that is not the correct graphic there we are tracking some very hot weather coming in as we head through the next couple of days. a heat index of 100 to 105 degrees for the entire area this will be from noon until 8:00 p.m. tomorrow afternoon and if you're in that heat advisory area mainly philadelphia and surrounding suburbs, temperatures will reach the mid 90s, eat index values around 100 degrees perhaps as-as 105 or 10 sick. drink plenty of water if you have to be outside. try to avoid any strenuous outdoor activity and stay out of the sun if at all possible and as we always say check on those

yesterday. they tell "eyewitness news" reporter todd quinones needs to be done to avoid another trage tragedy. >> reporter: 15 year old ruben polanco' draining was preventible through an interpreter his father toll us his son should be the last to die like this. >> he said what we waiting for to just control the problem. for more kids to die. >> his family wants more fencing and more strongly worded signs at the spot where he drowned. the 15 year old was swimming with friends monday evening here in a dangerous spot along the tacony creek on fishers lane just off ramona avenue in juniata park. the boy went underwater and might have gotten trapped by debris or the current and he never resurfaced alive. at least three other teens have drowned here over the past 12 years. >> let ruben be the last one died in there. >> his family believes that if there were more clearly visible more strongly worded signs ruben who did know how to swim might

have thought twice about going so deep into the creek. in fact we only found one sign here telling people not to swim. and that one sign is located some 20 feet up in the air and obstructed boy a lot of tree branches and leaves. and that sign doesn't tell people about the dangers of swimming here. >> now ruben's grief stricken mother and father plan on pursuing city officials advocating for new signage and new additional fencing. >> all the parents don't have to go through the pain i'm going through. >> in juniata park todd quinones cbs-3 "eyewitness news". >> child endangerment charges will be filed against a woman accused of leaving five kids and side of this car while she went shopping in port richmond. police were call to the shop rite on aramingo avenue around 11:00 o'clock this morning. they say the woman responsible for those kids karen thompson is a daycare provider in the northeast. witnesses tell "eyewitness news" those kids range in age from sick months to nine years and

that they were in that car alone for a half hour. >> air-condition was on. she left the car running but the babies were just, you know, in there by there's. >> on or off the don't matter if it's hotting cold, nothing. it doesn't matter. you can leave them for two seconds. >> doctors checked out those children at saint christopher's hospital and they are okay. tonight cbs i-team digs deeper to learn more about thompson's daycare and how these types of daycares are regulated. it's a story our i-team has been on top of for more than year n now. here is investigative reporter charlotte huffman. >> reporter: i-tea i discovered since opening six year ago karen thompson's daycare has been inspected once during which investigators found no no violations. state department of public welfare officials tell cbs-3 they will respect the daycare and while thompson does have a valid license, they're launching an investigation to determine

whether to revoke it. >> the cbs-3 i-team showed you in special report last year the lack of inspections is part of a larger problem. smaller daycares like thompson's are allowed to care for up to six children at a time. there are 800 of them in philadelphia, but our investigation found the state had only inspected 10% of them. because unlike larger daycares, these smaller ones do not have mandatory annual inspections. >> is that good enough for the kids in philadelphia? >> absolutely it's not. in fact, it's a gregious, and concerning for parents. >> reporter: following our investigation, city council woman blondel reynolds brown took action. in january, she introduced a bill that mandates annual inspections for all daycares in philadelphia. >> the fact that we should go the extra mile and mack sure children are protect is the responsible thing for us to do. >> reporter: councilwoman reynolds brown's officer says the bill will be scheduled for a hearing in september and at that

time she expects it to be called up for a vote. for the i-team, charlotte huffman cbs-3 eyewitness news. >> now to an incredible discovery in feltonville. a woman found dead in a basement freezer. now police are looking for that woman's son. the body of an 83 yeared woman was found in the freezer on forth lee street. a woman reportedly received a call from her estranged husband who is the victim's son. during that call, the man allegedly said he'd made a mistake by putting her body in the freezer after she died in fall. neighbors say he behaved strangely. >> he was very weird. he would never let no one park in front of his house, and always had the door closed and the windows you could not see in there and some neighbors always heard her screaming in the hou house. and but nobody ever called the cops or did anything. >> an autopsy is now underway to determine how she died. the last time someone saw her was back in january. 33 year old nefertiti trader

time lapse quickly one of our neighborhood network cameras at the boardwalk plaza in rehoboth beach all day long the boardwalk was packed. even as the lights came on and even through tonight still people out on on the boardwalk late tonight still 76 degrees in rehoboth. here's the latest satellite and radar loop her on tropical storm arthur. storm scan3 showing an eye really clear eye formation developing now as this storm continues to intensify and we can expect it to really move up the eastern seaboard here over the next few days. closer to home nothing going on right now. but there is a very slow moving front back to the west. that's this one you see right here and this is heading our way. just not going to be able to move very quickly once arthur starts moving up the coast and it's going to slug it's way threw our area later this week heaviest coming on thursday. temperatures still in the low 80s at the are a port right now and down toward wilmington as well. look at our future heat index val yous tomorrow afternoon at 4:00 p.m. it will feel like it's well into the triple digits. even here in philadelphia. we could have locally strong

storms pop up late tomorrow afternoon you can see that line developing around 6:00 p.m. thursday, all day showers and storms develop and especially in the afternoon and evening. these will be locally heavy you can see heavy rain there then watch what happens with arthur. coming up the eastern seaboard and notice showers and storms hang on right through at least friday afternoon especially for the coast. and then it starts to move away later friday night hopefully in time for our firework display. winds right now 50 miles an hour and you can see it will be become category one hurricane as it drifts by our area on friday the strongest winds being felt down the shore friday afternoon with gusts over 40 miles per hour. so again watch for that rough surf rip currents heavy rain especially along the coast. and the rip currents and high surf will continue right into the weekend. overnight a few clouds warm and humid. 73 degrees. hot and steamy tomorrow at 94 and your seven day "eyewitness weather" forecast and shore cast, keeps it very unsettled with heavy rain possible thursday. windy friday with arthur just offshore but things improve mid
