>> storm scan3 tracking hurricane arthur. the storm made landfall in north carolina earlier, now it is headed up the east coast. of course, on your fourth of july holiday. >> here we go. >> partly. >> good morning, happy fourth every july to you. i'm erika von tiehl. >> i'm ukee washington, getting ready for the parkway. putting finishes touches on the stage. will the weather cooperate with the plans? let's finds out. here's katie. >> it depends on what your plans entail. i think the winds will prove difficult for folks trying to get fireworks displays in here, checking departure after all of hurricane as well as cold front that's been very, very significant for us two, days straight of severe storms. does look as though we gratedly get better with time. so we start, sore of front load the forecast, with the bad news, looking ahead to real nice weather news the rest of the weekend. i'll have it all for you coming up. >> katie, thank youment meanwhile vice president biden helping celebrate independence day in front of the landmark

7:00 we're partying on the parkway, all part of welcome america from 20th street to aikins oval, crews have been setting up for blocks and blocks of exciting activities, games, entertainment, music, you name it, all leads up to the fourth of july japan fireworks from 7:00 to 11 on the parkway, also known as the largest free concert in america. and we've got some big names here, everybody from the roots, to nicki minaj, ed sheeran, nicky martinez, and we mention those fireworks, right, what would the fourth be without them? city of philadelphia will ends things, with a bang, all thanks to that amazing fireworks display, over the philadelphia museum of art. but if we come back here live, once again, jam packed schedule here in the city of brotherly love. and we can't think of better flies celebrate america than where freedom got started. live on independence mall, nicole brewer, cbs-3, "eyewitness news". >> and what would we be doing later today, nicole? getting what?

>> getting our freedom on. >> that's it. that's what i thought. >> hashtag freedom on. love it. >> thanks, nick. 5:33, had to sneak that in there. >> katie, how are we looking for the fireworks and barbeques? >> depends what you have going on, whether the wet letter have any kind of impact on you. does look as though later in the day your plans happen, the better off you'll be. we are still dealing with a breeze at that point. we start things off with quick check on storm scan3, here is hurricane arthur, still churning away, very well defined storm system, that actually ended up bringing landfall to portions of north carolina. you can see, it is starting to roll in to sussex county, delaware at this point with some heavier bands of rain. and we've also got cold front here locally. we zero in on it, basically in a squeeze play at this point, a lot of fog settling, in you don't have too much in the way of the wind just yet. but the winds are going to eventually start kicking in for us. we take a look at the sustained wind field here, moving forward in time, you can see that the worse of it, thankfully, out to sea. at the shore that winds will

really get that wave action going. so we are worried about very strong rip current issues, as well as strong surf here today. so please heed what the lifeguards tell to you do if you are brave enough to take a dip here today. not the best beach day we've ever seen truth be told. flashflood watches in fact are still in effect until noon today for all of the counties shade in the green. today is cooler, just because wove cold front crossing, got the rain, got the clouds, high of 82 degrees, rain mainly lingers this morning, and should start to clear out of here later on today. so as i mention the breeze will still stick around. guys, we send it back to you. >> as you made mention hurricane arthur continues to move into coastal north carolina changing holiday plans for a lot of vacationers. arthur strength he had into category two storm with wind of 100 miles an hour before hammering the southern end of the outer banks. the storm turned slightly west increasing the threat to mainland communities of flooding, tornados, and intense winds. >> most people have been concerned have been directly on the coast, now we have

concerns about people inland who may be impacted by potential flooding and rivers going over their banks. >> now, before arthur took aim at north carolina, tourism officials anticipated a quarter million tourists on the outer banks this weekend. erika? >> ukee, our eye is on the jersey shore to see what kind of impact hurricane art will your lead there as thousands sell brat the nation's birthday n ocean city beach patrols have implemented few restrictions to keep swimmers safe. "eyewitness news" reporter jen bernstein, she joins us now on the board walk with the latest information. jen, good morning. >> good morning, erika. not the start to july 4th that you would normally want. it is not going to be a great beach day, at least this morning, look behind me at the boardwalk, how hazy it is, you can partly see even couple of blocks down there, when thee guys were walking all the way over there, they look like ghosts coming through the mist. so little creepy. but this place is going to still light up with people

soon. people will want to come out here go, to the businesses, when it is rain or shine. we turn you over to the beach. hurricane arthur definitely making its mark even all the way up here, the ocean, you can't see it, because it is incredibly hazy, but you can certainly hear t we have rough surround every out there. and there is a rough surf advisory here, in new jersey, and we're also going to be seeing rip tides, because of hurricane arthur, as it churns up the east coast. if you are going in the water today, the beach patrol wants to make sure people have fun. but you are going to have to follow some strict rules. yesterday, the ocean city beach patrol told us we could be looking at 6-foot swells, and plenty of rip currents. lifeguards will be on alert as people want to go in the water today even though it is not expected to be a picture perfect beach day, you will want to stay by a lifeguard. here are some of the restrictions. >> not allowing any type of raft in at all. and then we are trying to keep everyone aways deep water. we have extended hours until 10:00 o'clock in ocean city. always have some people on the

most crowded beaches. >> and you know the only other thing that's a little bit after disappointment for people here is that the fireworks were postponed. they will not be tonight here in ocean city, they'll be saturday night instead. also across the way in atlantic city those fireworks were postponed until sunday. so no fireworks down at the shore, actually here in ocean city the way they light the fireworks off is that they put them on ocean barges, and they are a little worried about the safety of people who have to go out there and make that fire display happen because of the rough surf. so here, in ocean sit, we can almost see little bit of pink in the clouds. the sun wants to show its face a little bit. but as of right now, we can only see haze. can't really see anything actually. erika, ukee? >> thank you, yes, yes, all right. >> not how you want to start your holiday. >> you got it. >> ♪

>> little taste of the performance cents before tonight's capitol fireworks show. start studded event held on the west lawn of the nation's capitol, as they celebrate two birthdays, this year's also the 200 anniversary of the national anthem. the show airs tonight at 8:00 on cbs1234 oh, kermit and the piggy, i'm there. >> us military grounds their entire flight of f35 after runway florida last month in florida according to officials, jet caught fire during take off. no one was hurt. the cause of the fire is unclear. the military previously grounded the same fleet last year after a crack was discovered in a engine component. the democratic national convention committee plans to visit philadelphia next month. ours is among six cities compete to go host the 2016 convention. dnc officials willing doing a site survey august 13th and 14th, and they'll also visit birmingham, cleveland, columbus, new york city and phoenix. final decision is due in early next year. also, this morning, new

details emerge about the emergency closure of the interstate 495 bridge in delaware. an internal investigation by del dot found key warning signs were overlooked for weeks before the bridge actually closed. and an inspector was called out to take closer look at a gap growing between the north and southbound decks. now, he didn't report anything out of the ordinary at first. >> we will be following up with them in the next week to just, you know, better under stands the actions of their employee. it is very clear to me that we did not take appropriate action. >> officials say the bridge repairs will take a few more months. they're confident it will reopen by labor day. >> lawyers for la clippers owner donald sterling wants to turn their lawsuit into federal case. challenging because of racist comments. on monday a probate court will consider whether sterling is mentally incapacitated f so estranged wife shirlie sterling can sell the team to microsoft ceo steve baum

going to end one minor flooding issues. so still flashflood warnings or watches in effect for good chunk of the area. here are the impacts as we track arthur this morning. thunderstorms, some heavier rain, flashflood watches in effect at the shore. it is more about the winds, the rough surf and the dangerous rip currents. so again, we always say respect the lifeguards warnings, and stay safe out there if you do plan to take a dip. guys, back to you. >> katie, thanks so much. some surprising allegations in court against the georgia father charged with killing his two year old son by leaving him in a hot car. investigators say, justin ross harris sexed up to six women on the day his son died. his attorney says that testimony was only meant to publicly shame his client, but prosecutors say harris was unhappy in his marriage. it has also been revealed harris and his wife had two life insurance policies on their son worth $27,000. new york city woman breaks into a car to rescue a dog left unattended on a hot day.

liz bet gibson noticed small poodle wednesday inside park car at this wegmans in rochester. now, a dog owner herself, gibson said she called police, and a supermarket security. with temperatures in the 90s, and the window barely cracked, gibson says it was a matter of life or death. >> that dog was displaying a purple tongue, and staggering in the back seat, and that's when i knew something had to happen. i took off my shoe and i hit the window like twice. >> now, police say the dog had been in the car for less than 30 minutes, while gibson claims it was at least 45 minutes. the dog was returned to its owner and no one faced charges. well, we have told but brazil's construction problems, ahead of the world cup. now we're seeing tragedy that could be related. two people were killed, and 19 others injured, in the collapse of an overpass near the arena that will host tuesday's world cup semifinals match. authorities say there could be more fatalities.

on the health watch today, it is the 75th anniversary of one of the most famous speeches in baseball history, lou gehrig delivered his farewell. he died of als2 years later. >> while the decades have helped doctors become better recognizing the disease, they still have not found a cure. "3 on your side" health reporter stephanie stahl has the story of one woman's battle to change that. >> fifty-eight year old carol decline err has been rowing for ten years. she helped put together the whitemarsh both club in conshohocken, and trying not to let anything stop her from participating in the sport she loves. >> getting out on the boat takes you away from all of the headaches of the day. >> carol is battling als, especially difficult, because it slowly causes the body to become paralyzed. it is what took lou gehrig's life. >> you really smashed if the face with the reality that you have a fatal disease, but you have absolutely no idea when that will happen, how it will

progress, and sadly there is nothing they can do for you. >> carol's voice has changed, her arm weak ends, but she refuses to sit back and let the disease take over her life, instead, she has launched a group to help support her and als research. >> how true simply a way for me to raise over this, to raise funds that will go to the project als, for research? local rowers are holding funds raisers and pledging monday which hopes of helping researchers finds effective treatments. >> there is nothing that i will do differently than lou gehrig did, and 75 year span, for me personally. >> major league baseball and all of the teams including phillies, are commemorating the anniversary of lou gehrig's speech, by trying to raise awareness and money. as a special tribute, first baseman, from across the league, including ryan howard, put together a special video to watch it and learn more, go

participate in this morning's celebration of freedom at independence hall. that starts the philadelphia festivities, this independence day, wraps up with concert on the parkway, featuring the roots, ed sheeran, nicky minaj. >> all hoping fingers crossed the rain goes away by then. watching storms? >> we certainly r quick check here on the localized zoom of storm scan3, here is your frontal boundary. still brinking in some pretty substantial rain, coming down somewhat heavily at times here, through the lehigh valley, but right here, that is the leading edge right now, of arthur. so these two are putting us basically in a squeeze play, as i like to call it, we've got a loft clouds, a loft moisture to work with, anything that falls from the sky likely to be a heavy downpour. now, mainly dealing with rain in the morning. there could still be lingering shower around, into the afternoon, but at the shore, biggest issue, guys, absolutely the dangerous surf and rip current issue. we have high risk of rip currents today. as i keep saying, and keep repeating it, respect the lifeguards. that winds is becoming northwest, so it will be a bit
