paperwork backlog and that mail from veterans piled up and was left unattended or even shredded. is there evidence that taxpayers lost money, because of payments that were duplicated. today i spoke with that whistle blower who said there is miss management, for thousands of veterans. this is a veterans affairs regional office in wissohickon that overseas benefits to 825 veterans. it is also a va pension mag. center and an investigation from the office of inspector general, oig, that is being presented to a congressional committee tonight has found a high rate of errors in processing claims. >> my supervisor at one point told me ryan, nobody wanted you, because you are a snitch. >> reporter: ryan was a whistle blower who work at the regional center for almost five years. he says he complained to supervisors two years ago about disarray inside facilitate. said those concerns were brushed aside. again last month he complained to federal investigators. they responded immediately because he is confirmed he is

working for with his investigating on. >> when you are doing wrong, everybody else knows it is wrong but nobody is stepping up because they want to protect their jobs. we need to fess up. >> reporter: he claims quota system to process claims is partially to blame and that staff were cooking the books, manipulating dates to make old claims, appear to be new. what evidence do you have that they were changing the date. >> we have the memos. oig actually walked around and grabbed memos from people's desk. >> reporter: oig investigation confirmed at least 30 incidents of dates being changed at a role that has allowed to be practiced to be suspended from the va. they may have had delayed other payments to veterans but it is unclear how many. >> it is the welfare of the veterans. they need this much care. >> reporter: he also claims that he turned over evidence, duplicate payments that an unknown number of vets, received benefits, twice. >> taxpayers are losing money. >> reporter: now federal investigators also confirmed

kathy orr is here now and kathy, these storms are firing autopsy cross the region. >> absolutely, we're seeing lines of storms, developing. they are training, moving around, the same area over and over again. take a look outdoors, where we do have, some clouds, over center city philadelphia, and no strong storms, just yet but do i expect the t.v. heavy rain to move into the city, i would say within the next half an hour to hour or so. our live neighborhood network takes us to whitefield elementary school in reading berks county where we had a very heavy downpour moving through and temperature right now is a rain cooled, 77 degrees, and wind are out of the north, at about 3 miles an hour and you can see, in the wake have of that the the roads are still wet.

ago lot of people that live in this neighborhood in montgomery county. just to the north and west of upper dublin. we will continue to track this storm. this is moving towards the northeast, at about 25 miles an hour, and, continuing on this track, and, if it continues at this same speed, which we do expect, it will be an upper dublin by 5:25, warminster, bucks county by 5:42. newtown, grant by 6:02 and upper makefield by 6:07. one of the biggest problems with these storms is we have been seeing them, popping up, over the course of the afternoon, and continuing to train another the same area. i mention that had word before. there is the line or access we have been looking for throughout the afternoon. we found it this is a line moving north east at about 25 miles an hour. when we talk about training, storms, we're talking about individual cells, that continue to move over the the same locations, and with this, we're talking about rain rates between about one and 3 inches per hour, and, also the the potential for flash flooding. so, these will be the spots that will be looking at for,

heat and humidity are creating showers and drenching thunderstorms across the delaware valley especially on the pennsylvania side. take a look outside our weather window here at skies cam three on the new jersey side looking across the river at a steamy center city philadelphia. storm scan three we are tracking the the lines of storms that are beginning to develop, they started off, small cells to the north and west of philadelphia and now radar is filling in and warm, humid air mass. we are going to continue to track these storms throughout the evening and then you can see weakened line here that was extending down towards baltimore and washington but this area is of concern. heavy rains from northampton, allentown, lehigh valley, line down through berks county and this is moving north east between 20 and 30 miles an hour and it also has a hail indicator associated with this. this is heavy rain, lightening and hail, and it will continue to move off toward the north

east. at this speed we are expecting it to move, into our suburbs, as well. moving east right now at 29 miles an hour. look at the precipitation rate. 4 inches an hour if it were to stay over the same area. we are talking about 63,000 people affected, by this particular cell. as it continues to track towards the north and the the east it will be impacting many people in easton. 5:58 heavy rain will be there. plumstead by 64:00. clinton by 6:27. raritan new jersey by 6:36. this is a line of training storms throughout the the afternoon this one in allentown and spreading southward through lancaster and york counties, and a third line is developing, through harrisburg, this is moving from hageers town towards the the north east and these two may converge and move through the philadelphia area a little bit later authentic. we will continue to track these developing lines of storms. a flash flood warning is in effect for lehigh valley, northampton county. we saw heavy rain, hail.

washington very strong. when we take a look at the the lightening, about 562 strikes within the past hour or two, another line of storms developing, and continues from allentown, reading, berks county where flooding is occurring through lancaster and extending south. do i think that these two lines will merge and all this will move through the philadelphia area throughout the evening period. new lets take assume in because this is a trouble spot through northampton county, allentown, lehigh county, red, berks county and moving toward the north east and will continue to move between 20 and 30 miles an hour. at that speed it is going to be in bedminster by about 6:08, alexandria 6:22. raretan in new jersey at 6:43 and montgomery by 6:57. very heavy rains associated with these particular storms, still more to go during the late night hours as well. we have a flash flood warning in effect for northern parts of the bucks county through
