steve? >> chris, jest, a i'm in the middle of the rally as we speak, rally started, there is a large community presence here, as well as large police presence, that rally appears to be in a print session right now, and in a few moments, i am told the aunt of those three children is expected to speak and say a few words about the children and about this tragedy. in the meantime, want to take you to another, learning more about what the suspects involved in that fatal accident, we learn more today, and we want to share that with you now. >> three children are dead, their mother clinging to life, a community torn apart. many are now asking how one of the men accused of murder could even be in a position to cause such pain. >> assuming everything that he said he did is true, needs to be in prison. >> career criminal, corneilius crawford, was free, and he has been since february. court documents show in 2007 crawford was convicted of

terrorize ago community, ten day robbery spree, at that landed him in prison. then after slew of misconduct violations, he was parolled. >> he was at a high risk for violent re offending. >> records obtained by cbs-3 say crawford violated his parole before being caught and sent to violation center before being re-parolled just months ago. >> it all comes down to dollars and cents. >> long time criminal attorney, george perry, says the prison system is over crowded, and the hard fact is a parolee cost a fraction of a prisoner. >> they needed the bed in the prison, and they put him back in the community, and, unfortunately there is was an entirely predictable result. >> what i see, i see a system that's broken? community organizer isiah thomas says fixing the problem is on the city not the stay. better re-entry and community programs will help. >> what do we need to do as far as improving our probation system, re-entry programs, so we can better serve the city

still under investigation. we now know what caused the paulsboro train derailment that caused a toxic chemical spill. you may remember this scene, from november of 2012. now, final report on the accident came out today, and "eyewitness news" reporter walt hunter has the details. >> when four cars of this conrail freight crashed off a bridge, one breaking open and spewing 20,000 gallons of vinyl chloride, and its vapor, the stevenson's, who live barely 100 yards away, remember being ordered to get out. >> hurry, up get out, get out, get out. >> almost like a nightmare at times. did you a lot of praying. >> now says conrail largely responsible, train rolling past the regular signals, indicate swing bridge not properly aligned. not trained in bridge inspection, said he found no problem. >> conductor found the locking mechanism was locked. >> ntsb says conrail didn't

follow its own consult and's recommendation to close the bridge after 23 prior problems. and it criticized first responders, claiming they weren't properly trained, organized, or wearing breathing apparatus. >> i was offended by the general tone of how they addressed the response by the first responders. >> representative john says it was conrail who failed to alert first responders to possible hazards. >> the conrail people had no breathing apparatus either. so what message does that sends? remember, they were there first. >> conrail issued a written response reading in part: we regret this incident occurred and its impact on those that it affected. we will evaluate the ntsb findings and will implement all appropriate measures. >> when crews are finish with their work, new bridge will be brought in by barge, and the old bridge will be removed. what can't be removed, however, are the lingering fears of so many neighbors here, that perhaps exposure to chemicals on that morning, might have long-term effects.

in paulsboro, walt hunter, cbs-3 "eyewitness news". well, it certainly feels like fall outside. did we just skip over august and head right to september? meteorologist, kathy or, live out on the cbs-3 skydeck. >> i don't think people would mind that if it would stay like that for awhile. right now cloudy outside but still comfortable. take a look at the statistics for the day. in philadelphia we made it to high of 76. that is normal for september 20th. so yes, that's confirmation, it is truly fall-like. some clouds, crept in after sunshine warmed us up earlier today. and that will clear during the evening, as temperatures fall through the 70s, and into the six's. we are challenging some of those record lows come tomorrow morning. i'll have more on that, also, coming up in the seven day, we will talk about a warmer end to the work week. for now, we send it back to you in the studio. >> all right, kathy, thank you. police have identified the man who died after crashing his

car into the delaware river as 25 year old mark of south philadelphia. the accident happened just after 5:00 yesterday at penn's landing. police say he rearended another vehicle, then took off. he lost control, plowed through a fence, and plunged into the water. an officer and two bystanders jumped in to save him. he was rushed to a nearby hospital where he was pronounced dead. well, it may and game changer in college sports. the ncaa has reached a $70 million settlement with dozen of college athletes, in a class action suit overhead injuries. "eyewitness news" reporter noel mcclaren tells us tonight the mother of penn football player who suffered from brain trauma is pleased with the settlement. >> he was always happen. >> i it's been four years since u pen defensive end owens took his own live, but his mother said she has been forced to live with his painful choice every single day. >> he's casino every like

froze never time now, as college student. he will be that forever for us. >> shortly after his death, a detailed examination of thomas' brain revealed that he suffered the early stages of cte. a condition linked to depression, and i am pulls control. specially among full contact athletes. >> there is no reason that he should have it except that he played sports. >> but there is new hope for families of college players, like thomas', the ncaa agreed settle a class action head injury lawsuit by creating a $70 million fund toward diagnosing athletes with brain trauma's. for families like thomas', the hope is that the $07 million funds will find its way here, to the field, and help diagnosis young athletes before it is too late. as part of the settlement all athletes will take baseline neurological test each school year. coaches and athletes will also take mandated education. >> the idea of having a big business that isn't regulate that isn't held responsible,

is not acceptable. >> each affected college athlete can sue for damages, individually, but thomas' mother says she doesn't have the strength to fight in court. she encourages other college athletes families to get in play. >> says the more lawsuits, the more attention, the issue will get. in allentown, noel mcclaren, cbs-3, "eyewitness news". and, noel tells us the settlement still requires court approval. philadelphia's 30th street station may soon be getting a new name. a proposal to rename the train station for long time former congressman, bill gray, passed the house of representatives in a voice vote. if it passes the senate, the station would be renamed william h gray the 30th, 30th street station. helped direct millions of dollars to refurbish the station in the 80s. gray, a democrat, died a year ago at age 71. wegmans announces plans to open more stores in pennsylvania and new jersey. we'll tell you where coming

from the same kind of light oak trees used to build parts every independence hall. well, a new crayola experience is opening in florida, this new location will be at the florida mall in orlando. it will feature 25 hands-on attractions, aimed at creating funds for kids. crayola base in the easton, and they opened crayola experience there, back in 1996. wegmans food market is also expanding, its planning to add ten new stores including one in concordville, delaware county, on route 202 near route one. the rochester based supermarket chain also plans to open two more stores in northern new jersey, no word on just when they'll open yet. where did summer go? because it certainly feels like fall out there today. >> sure does. >> cool. >> but some say this is a perfect weather for swimming, because the water actually feels warmer. how about that? meteorologist, justin drabek, live for us at the aquatic club in morton, delaware

county to explain why you may be in for a shock when you get out of the water. justin? >> yes, good evening, chris. that's right, one of those days where actually the water probably feels warmer than the air. even with the sunshine, if you got out of the ocean or the water today it, does feel real colds. my volunteers for this little atlantic city experiment we'll do. you guys have been out of the water now, you're dry, how do yo feel? >> comfortable. >> comfortable, not too bad? all right. jump in right now real quick. just get wet. now come right out. >> so what's going to happen? they were nice and dry. now they are going to get out. they have all of this moisture on their skin. but the air mass is so dry, so automatically it is evaporating. so now how do you feel? >> cold. >> it is really cold. >> freezing, colds, i'm sure a lot of people have experienced this before. even hot sunny day when the air is so dry, you get this chilling effect from the water. so let's go to the weather graph took explain what this is. it is called ivan tiff cooling. so you need very low humidity, dry air mass, that's what we have right now.

so what happens in the evaporation process? it actually takes away heat from your body, and makes you feel even colder. and even colder when the wind kicks up little bit. so, what's going to be like tomorrow? kind of the same storiment check out the dew point temperature. it tells us how much moisture is in the atmosphere, very low, currently low 50's, same deal tomorrow. so how does it feel to you? if you are out of the water not swimming at all, feels awesome if you don't like low humidity. again hitting the pool, ocean tomorrow, get ready for some chill. bring it back here live, these guys are shivering. again, if the sun was out, they would probably be feeling any colder. thanks a lot for the atlantic city experiment, probably feel warmer in the water. get back in and enjoy. that's the latest in morton pennsylvania, little science experiment today. impress your friends, and your co-workers, little experiment now, there you know more about thermodynamics. warm up in the forecast? we send it back into the studio with kathy to check on the seven day. >> thanks very much. one of the best experiments i have ever seen.

we appreciate it very much. now, i will show you one place you will jump in, and feel cool when you jump in, and when you get out. the ocean, because ocean water temperatures are only in the 60s. believe it or not. but still, folks are enjoying the beautiful day down the shore. some sunshine out there. but the clouds have rolled in down the shore, as well. storm scan3, looking at some clouds, especially through atlantic county, but you can see little bit of a break throughout central, southern parts of cape may county, central and southern delaware, clouds rolled in, of course, with all of that warmth from earlier today. so, you had the warmer air, working its way in, and then cold air aloft, creating instability, and creating some afternoon clouds. rye now in philadelphia, 74, 72 allentown, 63 in the poconos, and more of that cool air will be moving in later on this evening. uncle see those shore temperatures in the 70s, but the ocean water temperatures only in the 60s. so, a huge change in that water. we are talking about morning

lands temperatures to be near record lows come tomorrow morning. we have clear skies tonight, light winds, it will help drive the temperatures down, close to these numbers, in philadelphia, the record low 58. fifty-five in wilmington, 54 cape may, 53 atlantic city, west chester, pa, 51, and allentown, 50. so clear the skies get, the faster they clear out, the cooler it will get. mostly sunny skies expected for your wednesday. with high of 80. as high pressure slides off the coast, we will get little warmer for thursday, and then watch out for this front, it could bring afternoon shower or thunderstorm on friday. temperatures still comfortable in the 80s, the only fly in the ointment, this weekend, will be this. a stationary front, that may be pushed back to the costes warmfront there is area of high pressure, really gaining some strength. >> so if it pushes it eastwards, weekend more cloudy than clear. but we'll keep an eye on that. noontime cool air over us retreating late weekment some
