the first place. court records show from 2,007 crawford then 16 went on a 10-day robbery spree before getting arrested. he was sentence to do six to 15 years. in prison he had a slew of misconduct violations before being paroled in april last year. just days after serving a minimum sentence. later crawford was taken no custody after violating parole and in february he was paroled again and put back on the stre street. >> the difficulty here is there's so many more influences at work than simply the protection of society. it all comes down to dollars and cents. >> 2013 statewide parole report found over a two-year period more than didn't thousand philadelphia inmates were released from prison. the city has had an over 60% rearrest rate for nearly a decade. >> breaking news a tense night in philadelphia's spring garden neighborhood. the bomb squad is called in for

a report of a suspected drug l lab. "eyewitness news" was fir on the scene at ninth and spring garden tonight. we go now to "eyewitness news" reporter diana rocco. diana. >> reporter: jessica, we still have pretty active scene out here tonight. police have been out her for several hours. short time ago the narcotics unit was called in. the investigation has been focused around the second floor of this building. they are still trying to determine exactly what it is that they found upstairs. the call came in just before 7:00 o'clock tonight on ninth and spring garden. the bomb squad responded almost immediately because it was initially thought to be a hazmat situation. what they found upstairs i have just learned from police was a pressure cooker and some piping. but it turns out tonight that that substance found in that pressure cooker and with that piping was not illegal. they say they also found some organic substance growing in the second floor of this apartment. it was initially thought to be some kind of pot growing operation or some other drug. but that was found out not to be the case tonight.

police are now saying as far as they can tell, and as unusual as this situation may be, nothing illegal at this point is happening here. they have been talking to the man who lives on the second floor of this apartment, and they say he has been he can treatmently cooperative. now they are sending some of the substance that was found here down to the crime lab so they can determine exactly what it is that they're dealing with. that is the very latest from spring garden tonight. diana rocco cbs-3 "eyewitness news". >> thanks for the update. also breaking at this hour gunfire ring out near the campus of temple university. "eyewitness news" in the 2,000 block of carlisle street late tonight. where 25 year old man was shot in the chest. that man has been taken to temple hospital. niece critical condition. so far police have no suspects. >> get ready for a morning chill. we could be waking up to record low temperatures. meteorologist kathy orr is live outside right now on the cbs-3 sky deck with your first forecast. kathy?

>> right now we have a few clouds out here in center city philadelphia. but many locations are seeing clear skies and get close to many of those records overnight. and for early tomorrow morning. on storm scan3 you can see the clouds still around especially through the philadelphia area. but where it is clear, those temperatures are falling fast. in allentown already 60. the same in reading. the poconos at 54 getting down into the 40s over 98 tonight. philadelphia still holding on to 71. 50s through state college, through scranton and western pennsylvania and those are the cooler temperatures that are moving our way. here are numbers to beat. philadelphia 58. we'll come close but i do not think we'll beat that record. wilmington 55. cape may 54. lower 50s in atlantic city and west chester and allentown the record 50 degrees. coming up we'll take look at how quickly those temperatures will rebound and a weekend spoiler that could provide more clouds than anything else coming up this saturday and sunday.

i'll be back with that seven day forecast later in the broadcast. >> thanks kathy. breaking news now. enormous water main break in southern california led to widespread flooding on the campus. ucla the water shot 30 feet in the air. as much as 10 million gallons according to officials. parts of the campus are underwater tonight. some even had to be rescued from underground parking garages that had flooded. a section of sunset boulevard is also been closed off. reportedly the main that ruptured was installed in 1921. >> here was close call for a family in bristol bucks county. a truck slammed into their mini van on route 413 and flipped over today. chopper three over that scene near i-95 this afternoon. remarkablely a father, mother and their son in that mini van survived the crash with only minor injuries. >> well tonight we are hearing from one of the first responders who raced to this scene. elizabeth hur is live at hospital in northeast philadelphia with that part of the story now. liz? >> reporter: chris, tonight we caught up with the bristol township fire marshal and he told us that in his 30 years he has responded to countless accidents and what he saw today was one of the worse the but with the best out come. a mini van mangled. >> everything was on their side today. >> reporter: crushed. >> everything from the way the truck stopped. >> reporter: and flatten. >> they were lucky. >> reporter: it is easy to see why even the seasoned first responders are amazed no one was seriously hurt. >> the parents who were front seat passengers of the mini van had already got out. it was just the teenaged boy in the middle row of the mini van was entrapped. >> i saw him hug a paramedic that was actually inside the van with him. >> reporter: this is the view from chopper three the 17 year old thanking his rescuers before he and his parents were taken at the hospital. according to police, it was

around 3:00 tuesday afternoon the trash truck and the mini van had just gotten off of i-95. both were turning left on to route 413 when police say the trash truck for some reason lost control, rolled over and landed on top of money knee van. and this utility pole authorities say prevented the two vehicles from falling down an embankment. >> within 30 seconds of arriving and seen, a heavy duty wreck kerr happened to be passing by. i flagged him down. pulled him over. told him what i need of him and he went right to work. we're thankful. you don't usual al see a crash of that magnitude with such minor injuries so to speak. >> reporter: this is true. we are told that family was brought here. was treated for cuts and scrapes but they have since been released. as for the truck driver, police tell us he is cooperating and this investigation is continu continuing. that is the very latest from here live outside aria torresdale, elizabeth hur cbs-3 oh witness news.

>> pretty incredible, liz, thank you very much. well today the national transportation safety board placed the blame on conrail for this november 2012 derailment in paulsboro that led to toxic vinyl chloride leaking into the air. the report today found that a train rolled past red signal indicating that the rails on the swing bridge were not aligned. a conductor not trained in bridge inspection looked beforehand and said that he had found no problem. the ntsb said conrail did not follow its own consultant's advice to close that bridge after 23 prior problems. conrail also issued a statement today saying that they regret the incident. the report criticized local emergency officials for their handling of the toxic gas release. >> the federal government is suing pennsylvania and the pennsylvania state police over physical fitness tests given to applicants for say the trooper pigs. justice depth officials say the use of these tests to screen and select applicants discriminates against women.

according no lawsuit since 2003 more men than women have passed that physical fitness test. state police spokeswoman says the agency had not seen the lawsuit can't not comment on it. a settlement in a class action lawsuit between college players and the ncaa will require testing for possible concussion related brain injuries. the ncaa will shell out $70 million to fund that program. under the settlement, the association will also prevent athletes who have sustained a concussion from returning to a game or practice that day. players are being returned to the game too earl. if you go into the game too early you are at risk for a serious long term brain injury much that's what we're trying to prevent in the september. >> the settlement does not provide financial compensation for injuries but does allow individual players to sue for damages. >> still to come, a shocking discovery and side a u.s. air force cargo plane. we'll tell you why it has pentagon concerned about safety.

discovered back in 2010 in what was once an underground security and parking complex under the world trade center. new report based on the rings in the wood there finds that the vessel was likely built around 1773 or soon thereafter in a shipyard in philadelphia. pretty remarkable find. it appears that the ship was made from the same kind of white oak trees used to build parts of independence hall. >> well philadelphia's 30th street station may soon be getting a when he will new name. a proposal to rename the train station for former congressman bill gray passed the house of representatives in voice vote. if it passes the senate the station would go on to be renamed william h. gray the third 30th vet station. bill gray helped to get millions of federal funds to refurbish that statement in the 1980s. the democrat died one year ago at the age of 71. what do you think of this plan to rename 30th street station? let us know.

61. and pottstown 60 degrees with mainly clear skies. so a cool start to the day wednesday. high pressure build noose the south boy the afternoon. temperatures will be in the 80s so it will be comfortable. by thursday, still warm as high pressure builds offshore. temperatures building again getting back to more seasonable levels. and then all eyes on this front that will be approaching by friday giving us a chance of a shower or a thunderstorm. after that, it gets a little bit questionable for the weekend. you have that a much particularring front coming from the north and the west. and also an area of high pressure that is quite strong out in the atlantic. this high is going to push an existing front that's offshore back toward the cost. so the combination of these two systems will give us more clouds than sun and a chance of a shower here or there over the course of weekend. so that will be our weekend spoiler. we'll let you know if aig changes. in the meantime the shore looks great for wednesday. mostly season knee temperatures will be around 80. that water temperature slowly inching up and then a few more clouds for thursday the hoy
