morning. >> police have been monitoring the scene at liberty park town homes since shortly after 2 a.m. you can see them behind me. tlaevr out here as they search for a shooter. police combed them for clues as they investigate the shooting of a young mother. >> i'm shocked. >> neighbors say 23-year-old victim was shot in the neck inside one of these buildings after some sort of argument. they tell us she had just moved to liberty park town homes last week and just settling in with her young son. >> he rides his bike. >> according to police radio that female victim was transported to cooper university hospital where she is being street treated. we'll bring you update on her condition as soon as we get. it live in camden. noel mc collaren, cbs eyewitness

news. >> one of the women that survived a deadly crash after a carjacking in north philadelphia is speaking to eyewitness news. they will ma brown is out of the hospital and helping three children set up fruit stand last friday when the stolen car jumped the curb. brown didn't know until days later all three passed. >> it was not real. it didn't seem real. because that morning they were with me. >> the two suspects jonathan rosa and cornelius crawford rm charged with murder, kidnapping and sexually assaulting the car yacking woman. >> a rob ray text in southwest philadelphia. investigators arrested this man as andre taylor. he used a rope to strangle a woman wednesday afternoon 45 and large wood. plain clothed officers were in the area. neighbors say the attack will make them more aware. >> 12:40 in the afternoon this is something you expect.

looking good from the camden toll plaza north of 25. working on the ramps 4 freeway. late run and crew they were soused to be out by. give them five or ten minutes before they have the ramp reopened. north on new jersey turnpike, a crew, just north of the delaware memorial bridge toll plaza. they'll be working until 10:00 this morning. otherwise mass transit looking good with no reported delays. back to you. >> bob, thank you. six philadelphia police officers find he themselves on other side of the law this morning. philadelphia police commissioner charles ramsey calls it worst case of ruption he's ever seen. ro are robe, kidnapping and extorsion. they were taken into custody 24 hours ago. few of the six could get life behind bars if convicted. officers are held until next hearing scheduled for next monday all of them mane taken they're innocent.

now these arrests could affect policies within the daement. >> charles ramsey joins us now thank you four joining us. >> you're welcome thank you. >> you called it worst case in corruption you've ever seen what prompted the investigation initially. >> we got complaints in about misconduct on part of some officers that was more than a couple years ago. this dates back before me being here in 2007 where some officers there were allegations made. they were investigated and we didn't have enough to move forward. two years ago complaints continued we brought to corruption task force they began looking into it. it's a long, slow process and we put together a good case. >> what if anything let's talk about here and now to prevent something from being happening. >> there's a couple things take aggressive action whenever you do seasoned it. you're tagging to 7 years to

life that's a long time for anybody to even consider being in jail. so that certainly would be a deterrent. also having ability to move people out of some of these units that have been there for exceptionally long period of time. >> that's a lot of pressure. >> not every officer is there a long time and becomes cument want flexibility of moving and rotating people think people get comfortable sometimes when they're in a position too long. >> you can move somebody in or out if there's any hint of corruption. >> it depends what we talk about here. it has to be proven. you can not just move a person or transfer out of any unit in the philadelphia police department unless you have real justification to do so. we're trying to get that eased into a new. >> reporter:. that's part of arbitration process hopefully will be revolved toon and hopefully give us flexibility. >> when all this went down commissioner i was thinking right away how can tim pact

court cases in the past these people are involved in. >> there no it will have an impact. i removed most of theme from the street or have when you i move them out of the unit and process of reviewing those cases began at that point in time. so if there are additional cases i don't no, i. but that's one of the consequences when you have things like this take place and it hurts everybody because you've got people who are drug dealsers that wind up back open the street simply because these officers violated law in putting together cases. >> what is it about narcotics unit in particular that can lead to this corruption so much moreysly than other sfwlunts most of the people that work in our anarcotics unit are decent and honest and do a tremendous job there. there's a lot of money and you're dealing with inform apt -- it can be a slippery slope if

you don't have a real strong moral compass, if we don't pay real close attention to everything taking place and so it can be difficult assignment. it's not a reflection of everybody in the unit. majority of my people do a very, very good job every day and they're hopest, hardworking cops. >> that said i want to read you facebook missage from a citizen out there. joanne says there's corruption with police but there's a lot of cops who's honor is strong. i pray they're brought to justice and honorable portions of the department will be strengthed in the their jurisdir and better player. >> does this strengthen the department. >> it does no question about that. in fact you would be surprised number of police officers came up to me yesterday saying thank you forgetting rid of these guys. it's embarrassment to everybody. they don't want them around more than i do. actually i was depressed yesterday but that was up lifting when i had police officers say that. >> what do do you from here
