igarette tax would be passed by the house during special session monday thursday afternoon republicans canceled that i'm nowed disappointed and frustrated. >> said big cuts will have to be made by august 15th, as faces $81 million budget deficit. he wouldn't be specific, but has said in the past that over 1,000 employees coul be let go. >> whether or not we open schools remains on the table if we show it in the school year. >> this comes after 300 support staff were laid off thursday, and has nothing to do with the cigarette tax but is indicative of school district already reeling from budget cuts. >> it will not and school district. will not be a functioning school. means we will be literally we're helping children. >> some republican law makers have argued that the philadelphia school district shouldn't receive special treatment, they say other district around the state forced to raise property tax toss make up their deficits, tax that affect far more people than just smokers. and late in the day republican lawmakers did ask governor corbett in a letter to advance money to the school

district. school officials say that means it would get funding it was supposed to receive late another school year a bit earlier. while it might help open schools on time it would do nothing to address the $81 million deficit the earliest legislators could now vote on $2 a pack cigarette tax would be september 15th, 6 days after school was supposed to start. live in the sat center, matt rivers cbs-3, "eyewitness news". >> matt, thank you very much. two men working for penndot have been charged now with stealing millions of taxpayer dollars. the scheme according to authorities, also put the lives of drivers at risk. "eyewitness news" reporter jan carabeo live along city avenue with details of this alleged theft. >> reporter: chris, according to this presentment released today, a penndot contractor and a penndot consulting inspector work together to steel millions of taxpayer dollars that were meant to fund maintenance on state roads and state bridges and according to prosecutors, most aggregious forms of corruption

happened right here, in philadelphia, where this contractor was paid to work he never did. sixty-two year old ton wen penndot contractor, 54 year old robert slay-mans, state inspector arrived to court with no comment thursday morning. wen's attorney proclaimed his innocence. >> stunned by tees accusation. >> has received close to $26 million in contracts from penndot since 2009. the contracts include landscaping, bridge cleaning tunnel maintenance and more. now accused of stealing at least 3.6 million, by allegedly double billing contracts, billing for hours not actually worked, being paid for work not performed and billing for equipment and materials not purchased. >> that money, it is generate large sums of -- >> according to court documents, he owns v tech services and utility line clearance in folcroft, delaware county. prosecutors say for example in philadelphia, he was paid for graffiti removal and street

moving into her new home with her young son. this happened at 729 teal street. neighbors say the victim shot in the neck after some sort of argument. she moved to the liberty park townhomes last week. >> i don't ever see her with no problems or nothing she is just thereby herself with the children, with the little boy he rides his bike up the path. >> reporter: the victim was taken to cooper university hospital. >> shots fired at the arrow street this morning. police say worker, 59 year old man, had just been demoted at work when he shot the company's ceo steven la have i, la have i in critical condition now. officials say that the food service technology supply company had been downsizing. philadelphia police officers have a new three year contract and arbitration panel awarded officers 3% raise in the first year, and three and quarter percent

raises second and third years. that new contract also gets the police commissioner the right to rotate officers out of the narcotics and internal affairs units. that comes on the heals of the federal indictments of six philadelphia narcotics officers. >> i know that because of what happened yesterday, a lot of people are looking at that time as strictly a disciplinary issue not -- this gives opportunity to other officers, to be able to good hard-working officers to experience working in some of these units. the main concern for our officers monday any their pocket coverage, and this does both. >> says new contract will cost the city $70 million over budget. well, a beat on long beach island is open once again tonight. "eyewitness news" at the 25th street beach on the bay in barn gate light. the department of environmental protection had closed that beach on tuesday after its water tested for high left of of bacteria. told the problem has since

been cleaned up. i bet that beach might just be within the eyesight of our kathy orr right now who is at the barnegat lighthouse state park in ocean county, beautiful day down the shore kathy, but tracking some showers in other parts of the area. what's going on? >> yes, few showers out there here and there nothing in the immediate philadelphia area. we're at barn gate light or at the shore takes us here, in the lighthouse better known as old barney, and you can even see we are in the lantern room. now it is a light in the modern day. but we are looking at beautiful day here on long be mostly everywhere, but take a look at storm scan3 as you mentioned we do have few showers scattered through the lehigh valley, one also in berks county, and to the north and the west. there is threat every isolated shower into the evening period. but other than that, it will gorgeous evening. take a look at the numbers. in philadelphia, it is 85, 83 degrees in wilmington, 78 and comfortable in allentown and millville it is 82 degrees. down the shore barnegat, at

like great. >> kathy orr is live in the barnegat lighthouse state park for or at the shore. kate bilo here in our studios. we'll start with kathy. >> reporter: we had a long walk today you guys, up 217 stairs to the top of the barnegat lighthouse, better known, or more affectionately known as old barney. and what a view. we're in the lantern room, which is what we call the tip i top. where you can see the gorgeous view of the bay, long beach island, and of course across the bay, you can even see island beach state park. we'll have more about the lighthouse in just a minute. first let's talk about the forecast. to give you idea where we, are if you haven't been to this part of lbi let's look at storm scan3. we do have a few scattered showers, especially in berks county, and points to the north and west of that. we would run the risk of isolated shower, especially north and west of the sit later this evening. as we zoom in to barnegat light, barnegat itself, it is beautiful. 84 degrees, plenty of sunshine, just gorgeous day to be outside. elsewhere inhiladelphia,

now, here is a look at the shore pa temperature, 83 degrees. then on saturday, look for some rain, some showers not great beach day 78, sunday, mostly cloudy, with few see temperature of 77 degrees. now, back here live, we're at barn gate light lighthouse, it is beautiful, its beacon began shining back in 1959s and it is a spectacular view. here is a look at old barney, from the outside looking up. 172 feet above see level. 217 steps to the top observation deck, and we are up even higher, in a area called the lantern room. back here live, it is not a lantern any more we're back in the 21st century with the light. the purpose still the same. i'm joined by cynthia, park superintendent, anacine thee a what a great job you have. you're the keeper of this historic location. the location that you're in today is very historic, a major change in navigation,

shore today as kathy told us, enjoying beautiful day live o this yeag uff upquick lookwh h can expect. moving forward, first we take a look back, take a look at tempeen below normal just about every day. in fact, on tuesday we didn't break out of the 70s yesterday just 80, today we got little bit closer to normal at 86. tomorrow, back in the low 80s we're below average all week long. temperatures will rise above average by next week, not before we get through another couple of cool days, and some rain in the forecast unfortunately for the weekends. wet pattern. system moving in from the north and west, cool front coming through tomorrow, could spark a stray shower or thunderstorm in the afternoon. but the best chance for rain comes in late tomorrow night into saturday. it is a bit of a squeeze play, warmfront moves in from off shore. and really the moisture has no where to go t creates in corridor of moisture, it will be lifting up from the south. we will be dodging rain, showers all day saturday, another threat for rain specially from the city on south, during the day on sunday. so let's time it out here. see the rain lifting up

tomorrow afternoon, watch for showers, thunderstorms, sprout across the region, then stead jest bands of rain starts to come in saturday morning. there may be some breaks in the action here saturday afternoon, but if you are out and about again dodging showers all day same story sunday. i do have to tell you the computer models we look at are very split as far as the weekend forecast, some say we will get rained on all weekend long, like this model which brings over inch every rain n european model saturday morning then dries us out. if you don't want wet weather go 20.29 inches, which would be a lot better just showers on and off through the weekends. tonight mostly cloudy isolated shower at 68. tomorrow, 83 with clouds and sun. pocono speedway again dodging showers again all day on sunday with threat for heavier weather, watch for the morning rain specially saturday, then showers, showers linger for sunday, but better news with the seven day, i'll have that coming up in just a bit. breaking news right now

moving on now to the platt bridge. the right lane is being compromised at the eastbound site of the platt due to disable vehicle. it does seem to be that they've moved that as close to the shoulder as possible, but that has still left a little bit after mark, so if you are headed from 95, up and over down into south philadelphia, here you will find a little bit of a delay. now, in regard to delay well, you are going to have rush hour delays on 95, the usual spots, specifically through the construction zones traveling on the schuylkill you're averaging 14 miles per hour high volume on both sides. really doesn't matter where you are going right now, you are going to find rush hour traveling on the schuylkill expressway, but great news for folks in delaware. finally southbound side of 495 has been reopened at the christianna bridge. so i will leave you on that good note there. however, headed down to see blake shelton tonight in atlantic city, expect delays headed down the shore. jessica? >> victoria, thanks so much. still to come: stretch your savings on line and also in the store. three's on your side with the best ways and the best times to find those coupons. >> and, new selfie trends.

the observation deck, but that's not the case everywhere. beautiful view right here of the bay, of course, the atlantic, long beach island, as i step just few steps along this great observation deck, sometimes the wind picks up to about 20, even 30 miles an hour, with gusty winds with the strong southeasterly winds, moving our way. but, a gorgeous day just to be outside. let's talk about the weekends, though. because it is not going to stay that way down the shore. those ocean water temperatures in some spots are actually warming up. that's the good news. but we are going to be seeing some rain. now, right now, atlantic city, ocean water temperature 69, cape may 656789 lewes, delaware, 72. that's improvement. a look at the forecast over the course of the weekend for friday looking at temperature of 83 degrees, but afternoon shower possible, so friday, consider that the weekends, that's the best day, because saturday breezy, showers maybe even few thunderstorms temperature of 78 degrees. now the uv index of course is going to vare, high for your friday saturday, sunday, the
