"eyewitness news" reporter syma chowdhry is live at police headquarters. syma, police are warning joggers to be cautious. >> reporter: that is right, natasha. police are asking joggers in the north east to be extra cautious this morning after the body of a miss would go man was discovered just outside of penny pack park. >> someone very sick and deranged had to do something like that. i just hope they catch him. >> reporter: police urge woman who jog in penny pack park to use extra caution after a woman was found dead tuesday morning. victim has been identified as

46 year-old connie maclean murray. her body was found near a cemetery at holmes and convent avenues. police say around 9:00 monday night she went for a jog. her family called police around midnight when she did not return home. six hours later her body was discovered in the shallow brush behind these benches. >> i'm back here all the time. i know this area real well. it is just real sad that something like this happened here. >> quiet neighborhood. it is loaded with kids. loaded with joggers. >> reporter: sources tell "eyewitness news" there were signs of the struggle, they believe would the man may have been beaten and strangled. murray was a wife and the mother of two daughters. her distraught friend and neighbors are hoping police catch the person spotsible for her death. >> it hits really close to home and we're raising our kids here, so it is a little bit frightening. >> reporter: police are continuing to investigate, they are waiting on a official report from the medical examiner's office to determine the cause of death.

live from police headquarters, syma chowdhry for cbs-3 "eyewitness news". son of the pennsylvania congressman meantime is free, on bail this morning. >> chaka fattah junior faces serious charges in the 23 count federal indictment. those charges include bank, tax, wire fraud, theft and making false statements to obtain and settle loans. prosecutors alleged he fraudulently billed the philadelphia school district. fattah junior had been under federal investigation for two years and he vows to fight the charges. >> i will say that i am innocent and i look forward to my day in court. >> this over reach is an example of is what wrong when people have power and all they care about is an opportunity for advancement and other things and don't care about peoples lives. >> reporter: chaka fattah junior is free, on $50,000 bail, and an arraignment is scheduler ve moved from speculation to specific allegations, this will bring the matter closer to a day in

man was also shot in the arm. we are told they are expect to be okay. >> i'm not sure if this is robbery, we did find a weapon on the scene, however, that weapon appears to be some or the of a blank gun or a starter pistol. >> police do not have a solid description of any suspects right now, if any witnesses have any information they are urged to cat police and come forward. also new, several cats are missing after this fire on north 17th street in north philadelphia one kitten was found injured and is now in the care of the red cross, red paw personnel. three people were forced out of their homes, none were injured, cause of the fire still being looked into. parents and educators continue to pressure pennsylvania law make tours fund philadelphia schools bypassing a cigarette tax. >> dozens rallied outside green field school in center city yesterday. they want leaders in harrisburg to call the house back from vacation to vote on the $2 per pack tax.

developer began prepping several lots at the top of the hill. 5:13. traffic and weather on the three's. good morning, katie. >> we have been talking about extreme weather, back over eastern pacific, we have tropical systems almost making a beeline towards hawaii. we have had excessive rain and drought concerns out west, fire concerns, and here, you know, even though we had some activity we have been dodging these proverbial bullets as ovulate and even today, although this is our most active weather day it is not going to be that, you know, much of a disruption is way to put it here. storm scan three even difficult to even make out this latest cold front that we will be tracking here but you you can follow trail of clouds. you can see movement in the atmosphere moving in from north west to south east, and in addition, of course, we are keeping a close watch on the tropics. bertha is still making its quick retreat off to the north east but it does kick up the

surf and lead to the stronger rip current risk here today. we want a refresher course on what to do if you ever get the stuck in the rip current. remember you want to be looking for in the first place is a channel of choppy water, perhaps maybe a little bit of a different color to the actual water and then there will be a break in the wave pattern. what a kip current does is pull you away and out to sea. it doesn't pull you under but just away. swim parallel to the shore until you feel that slack enough and then swim back to the shoreline and swim near life guards. that is just a given. we're in the higher territory at this point, guys, grass pollen is still an issue so bob, i guess you can get an excuse to not mow the lawn for the next few days. the 9.2 range here friday and saturday. really nice weather coming up here, pollen will have a chance to settle and start to bother you. be ready for that.

just a shocking case of animal cruelty in chester county to tell but. >> it is one local prosecutor saying they never actually have seen before. "eyewitness news" reporter todd quinones has more on the disturbing case and the details, behind what happened, also the quick thinking action that saved, this cat's life. >> reporter: with broken teeth from being beaten or dragged from a car this little kitten was nearly a goner when it was brought to the animal hospital for help. >> for his sake, maybe euthanasia was best decision so he was not suffering or anything. >> reporter: that is when story surrounding the kitten's owner james myers changed

everything. police say 24 year-old was found in his car here in the middle of the isolated street at 4:00 sunday morning in west chester. according to investigators the will to ten week old kitten had rope tight around its neck and hanging underneath myers car but that is not all officer found. >> he had 22 bags of heroin on him, inside the car, we have found hundreds of empty bags of heroin and over 40 hypodermic needles. >> reporter: when they learn there was heroin in the car the staff at hope veterinary clinic in malvern decided to give the kitten a drug often give to heroin addict a overdose. >> the kitten suddenly bounce backup. >> reporter: chester county d.a. tom hogan says myers is a heroin user who also decided to give his kitten heroin. >> i have never seen an animal abuse by giving it heroin. >> reporter: kitten is expect to make a full recovery, no one answered the door at myers home in west chester, when we
