213. we have check just a few minutes ago the the northbound lanes remain closed at this hour and traffic, traveling southbound, is getting by on the shoulder. we will update conditions in just a few minutes. septa train service has new resume on the market frank for line tonight, a train hit a worker near between the second abe market about an hour and a half ago. septa says that employee was working on power lines and the trolley tunnel project when he was hit. another worker jumped into help out. >> i was, just talking to him and he was like, my head busted opened, my head and arms, you know, and basically he wanted to know what parts of the body were hurt but nothing missing. >> well, the injured worker has been taken to the hospital of the university of pennsylvania, and his condition is stable at this hour. well, now the the emotional message from the family of a man who was killed

in the hit and run. search is on for that driver tonight who hit that man, while he crossed west landis avenue in vineland, last night. "eyewitness news" reporter jane carabao is live with the very latest on the investigation, jane. >> reporter: chris, i'm told this victim leaves behind a large family, a wife, children in his home country of puerto rico. of course, family here in the delaware valley, they want whoever is responsible to talk to police but police need public's help tonight especially since no evidence was found here at this scene. you can see roadway back to normal tonight. all police can say is they are looking for a vehicle with front end damage. the victim's family has this message to that driver. >> whoever killed my brother, he killed a good man. just come out, man. >> reporter: heart broken family of armando lopez find it hard to understand what happened here on the 100 block of west landis avenue in vineland on sunday night. >> he helped a lot of people,

so i don't know, i don't know what happened. >> reporter: police say the 49 year-old was hit crossing the street near dell sees drive. lopez made ate cross nearly all four lanes before he was hit, just feet away from the sidewalk. police say that the driver never stopped and there is no indication that the driver even slowed down. on monday, investigators spent hours looking for surveillance video in the area. >> there are several counties in the area, both are owned by the the municipality and by private businesses and we're in the process of reviewing those videos. >> reporter: police are hoping video can identified the hit and run vehicle especially since eyewitnesses have provided conflicting descriptions. investigators are seeking more help from the public. >> hopefully somebody will come forward with a conscious that basically states that i know what happened. >> reporter: lopez was new to the area police say he was in the native of puerto rico and just days ago he moved from bridgeton to vineland. he was in construction, even own his own business but lopez employee share in the family's

tonight, it looks like tomorrow could be a messy tuesday, and meteorologist kathy orr is live at the the cbs-3 sky deck and what are we in for. >> reporter: we have clouds, next showers and then threat of severe weather. it will come in gradually and heavier rain will come tomorrow night. take a look at the temperatures. despite cloud cover we made it to 81, not the high temperature though. we made it in the mid 80's today. eighty in trenton. eighty in wilmington and reading. seventy-four in the poconos. you can see the clouds and some showers, moving our way, so threat have of rain overnight tonight, and enduring the the day tomorrow. future weather shows it moving up from the west and southwest mainly through southeastern, pennsylvania, and to the north and west of philadelphia for the morning hours. and then during the afternoon, some spotty showers and thunderstorms. once again heavier rain comes in tomorrow night. there will be a threat of severe weather as well and there are some flooding concerns. we will talk more about that, coming up with the seven day forecast, when i join you inside, where it is not so windy later in the broadcast.

population of swans in new jersey is pushing out native migration birds, and impairing indigenous plants and polluting the pond they nest in with their waste. >> essentially they are bullies. they are so bought full. >> reporter: just on give you an idea how many problem escalated audubon society says five to ten years ago there were five to ten swanns. right here in this pond behind me at cape may point state park. but today you can see they are surrounding me and just the the other day one person counted up to 40 swans right here. the solution. >> we need to get rid of them. >> reporter: cruz says only way to control the population is to kill part of it off, other states with soaring swann numbers like maryland created legislation to do so back in 2010. cruz thinks that new jersey should follow suit but those who visit the public ponds across new jersey say is there never too much of something so beautiful. >> they should probably be in more areas.

>> reporter: that the swanns should be able to enjoy south jersey summers as much as anyone else n cape may noel mcclaren for cbs-3 "eyewitness news". well, the clouds are, starting to roll in today our meteorologist have been tracking rain and even the the possibility of some urban flooding. >> yes, our live eyewitness weather team coverage begins with meteorologist justin drabick hoist live a lock the the schuylkill river in philadelphia, just continue. >> reporter: that is right, we are looking pretty nice outside right now. we have a little sunshine but clouds are starting to move in as we are tracking our next storm system approaching delaware valley. all is nice here as we check out the schuylkill river. it is running low under 6 feet right now, 5.9 feet to be exact. so well below flood stage but we will track heavy rain coming in the picture it looks like later tomorrow afternoon, tomorrow night. all of the you should because we haven't had any rain. any heavy thunderstorms could cause small stream or urban flooding.

when was last time we had decent rain? it has been a while. for month of august so far check out this graphic. .3 of an inch, almost halfway through the month. the that is well below average. we should be well over an inch for the month already and last time we had over an inch of rainfall in one storm you have to go back to july 27th. where we had an inch and a quarter. now how much rainfall will it take to start flooding? well, thinks flash flood guidance for six hours. look at these numbers. incredible. it has been so dry it will take over 5 inches of rain and six for many spots across delaware and south jersey to get flooding. further north philadelphia, it is to the northern suburbs, pretty much the same story. flash flood guidance for philadelphia is 3.9 inches. up to 5 inches up to the lehigh valley. it doesn't look like we will see widespread flooding but if you get stuck under one of those severe showers and storms you have to watch out for some street flooding in some spots. but again nice night here in center city. the river should be in good shape but you will need

umbrella for how much rain we are talking about and timing of this storm, we will send it back to the studio for a check of the forecast. >> thanks very much, that picture behind me is so beautiful it doesn't look real. the here's another beautiful picture the boardwalk in atlantic city. the the view right here. you can see dunes, sea gulls flying about. we are looking at a pleasant afternoon and evening, some showers moving in but not until late tonight, and into the day time tomorrow, right new a live neighborhood network takes to us lower merion high school where it is just a pretty day, looking really close to the top of these trees we are seeing a little color moving into those trees. that means fall is no the that farrah away. we have had some cool temperatures, a little bit below average this month but we will heat up again. right now in philadelphia 81. eighty in trenton. seventy-nine in millville. seventy-four in the poconos. our cool spot. eighty in reading. eighty-one in allentown. storm scan three shows clouds moving from the south and west and some showers over d.c.

the main thrust of the showers will come with the warm front during the morning hours of tuesday. and then heavier rain will hold off, until tomorrow night. area have low pressure is the culprit so warm front lifts through tomorrow we will be in and out of showers and a few then are storms. this cool front approaches, heavy rain tuesday night and early wednesday morning and that exits off the the coast and we will see dry conditions for wednesday. improving day. really after that we're in the clear for a number of days. fair weather high pressure anchors itself over region and brings us below average but very pleasant conditions. here's rain amounts. once that rain starts early tomorrow morning through wednesday morning heavier rain appears along i-95 corridor in the north and west between one and 2 inches of rain, inch or less through south jersey and delaware. we will let you know this that changes. severe weather threat from reading through philadelphia, atlantic city and to the south and to the west. biggest potential here would be any then are storms late tomorrow night with potential for damaging wind.

when you put it all together here's what we expect. tuesday night through wednesday one to 2 inches of rain. that is when heaviest rain will fall. poor drainage flooding as justin mentioned is a good possibility and threat of the gusty thunderstorm or isolated or scattered severe storm here and there but you will see some rain showers during the day on tuesday night not just a lot of rain around. tonight mostly cloud soy showers possible late, low of 68. period of rain for your tuesday, thunderstorm possible, high 78 on the forecast and shore cast rain will end wednesday morning giving way to dryer conditions. thursday and friday looking terrific with highs around 80. we will warm it up over weekend and shore temperatures stay warm as well and then by machine we are in the upper 80's again and down the shore temperatures around 83 degrees. so another nice week despite about a day and a half of some dreary weather but i think, if we look at the month as a whole. >> pretty good so far.

>> no complaints. >> kathy, thanks. traffic wise i still have a few complaints if you are heading out and b personally lets give you an update on the incident that is still there thinks route one north and southbound not too far from i-95 commuting around bucks county area we are still dealing earler with three vehicle crash involving an overturned tractor trailer. tractor trailer has been removed from the accident scene but they are still cleaning up. this is southbound side where only the shoulder is getting by buzz northbound we are still dealing with the closure. northbound side of route one is still closed between i-95 and oxford valley. southbound between stony hill road and i-95 but they are allowing that shoulder to get by. in the closedded completely but generally roadway is still closed ape still your best alternate toys take lincoln highway business route one. also westbound on the pennsylvania turnpike and new jersey connection bridge toll plaza or delaware river bridge, two left lanes are getting by and an earlier accident are in the far right lanes, very serious accident
