"eyewitness news" begins with some breaking news, a shooting in chester county sends at least one person to the hospital. >> it happened on the 500 block of south first avenue, south coatesville. we're hearing there may be additional victims as well. at this point no confirmation on the extent of injuries. also, no word on suspect or motive. our crew is just pulling up to the scene. so we do expect to get more information shortly. we'll have an update as soon as that information comes into us. it is friday august 15th good morning i'm ukee washington. >> i'm erika von tiehl. other stories we're following today, it is decision day for philadelphia public schools. will they open on time or will the budget crisis force a delay and the loss of jobs? we're live. calm returns to ferguson missouri after armored tanks move out new law enforcement moves in. >> and the kids of summer,

our forecast in time for the weekend. so all of those details and much more for you in the next couple of minutes. back to you. >> the clock is ticking for the philadelphia school district, it is in dire need, it might open schools on time, and keep employees. >> it face as $81 million budget deficit. "eyewitness news" reporter steve patterson is outside district headquarters right now with the very latest, as many teachers fear layoffs imminent, steve, good morning. >> good morning to you erika ukee well, in just a matter of about five and a half hours, we will learn a whole lot more about the philadelphia school district, and the direction of the current school year. will there be some 1300 job layoffs? will class sizes balloon to more than 40, will the start date of this school year be pushed back? if you can believe it, all of that expected to be announced this morning at about 10:00 during a press conference, but let's go back over the current situation. here is the situation. the district is facing a

$81 million budget gap. as you mentioned, without that guaranteed money. outlook, un for the lip is bleak. district officials were hoping the money would come from a $2 per pack cigarette tax since stalled out in the state legislature, by the way isn't back in session until september 15th, to talk about the issue that comes after school starts on september 8th. so earlier governor corbett advanced $265 million of money, but that money was already budgeted to the district, which of course does not solve the deficit issue. so, with all of that hanging in the balance we have been told over and over again that just about every major decision will be announced at some point, during a decisive day. well that day is today. >> earlier this week, we spoke to the superintendent about just how crucial this day truly is. >> i'm an educator. and i'm not a politician. but i am an educator. as an educator, really important for me to ensure that children are in schools

as soon as on the dates that they're scheduled to be in schools. and so everywhere we possibly can, in order to do, that but by the same token we still are facing $81 million revenue shortfall. >> we were told by the way that there was supposed to be school reform commission meeting at 9:00 and then the announcements would roll off after that. that's been cancelled in favor after press conference width superintendent, again, at 10:00 o'clock. we're not sure of the significance of that, but i'm sure we will find out at about ten clock in five hours. the late from school headquarters, steve patterson cbs-3, "eyewitness news" back to you. >> steve, thank you. just past 4:33, back to katie and low 60s right now? >> even cooler depending on location, in fact, this morning, temperatures had bottom out to the 50's in quite a few locations and dropping another agree or two in philadelphia before said and done. right over my little hip here, 61 degrees is the current temperature off of our own

personal observation station that we have here at our station headquarters, beautiful view, though, crystal clear no problems with visibility out there today, folks high pressure building in, nice singing air mass will help scour out any clouds. you know what happens, when the clouds scour out, it means temperatures can drop off readily. we did sort of have the shower that roll on through new jersey, chester county yesterday, still out to sea at this point, you can see it pulling away quickly. meanwhile perhaps you are driving out to williamsport today. they too are going to have some beautiful weather as the little league series continues on here today. 61 degrees the current temperature meanwhile at the airport, as well as here at our station headquarters. look at mount pocono, down right chilly for you guys. 49 degrees currently, 58 in trenton, as the day progresses looking ahead to nice bay day. you can't beat it at philadelphia, at the shore gorgeous conditions, dose of september, yes about i would say month early here on temperatures like this.

bob, over to you. >> that's okay to be early though. good morning 4:35, up bright, early, live look at the talcony palmyra bridge, back in business, had quick opening here in the last five, ten minutes or so, but we are good to go as you roll across the river, betsy ross bridge there in the background. going to south philly, live look where they've been paving on the overnight. construction guys love this casino of weather. right here, the schuylkill expressway, in toward philly, right at vare avenue. so if you are leaving south philly, or coming over the walt whitman into philadelphia, and headed into center city, we have this one lane traffic pattern, these guys probably have another hour or so to go, and they are out here, also, all night long along route 202 northbound side of 202 approaching the schuylkill expressway, with only that left lane open, little bit of dust cloud getting close to the schuylkill, as they chop up concrete. police activity here in coatesville, first avenue blocked at oak street. so we'll use route 82 out of the gate this morning pennsylvania turnpike, they are still working eastbound between ft. washington and willow grove.

someone is killed -- >> back here at home, hundreds gathered in philadelphia's love park last night for a vigil in remembrance of mike brown. participants brought signs and wore red ribbons in a show of solidarity, then at 7:20 the group held candles in the air for one minute to observe a national moment of silence. >> just two have a moment to go to mourn and have a vigil for mike brown for his family and for others that had been lost and slain at the hands of law enforcement. >> peace vigils were held in 86 other cities all across the conori. philadelphia organizers say it is one of many more to come. five more arrests in connection with the casino highs in the a lan particular city investigators say it was an inside job. new jersey police say plumbers and evans entered side door and stole $180,000. plumber was ceasar's employee, however, he was fired a few weeks before the heist.

so far, eight suspect are behind bars. police have recovered most of the money in either cash, property or drugs. all right, it is 4:35. taney dragons are in williamsport for the first world series later today. they are the first team ever from philadelphia to get this far. the team had batting practice yesterday. and while the kids swung their parents look on including the parents of star pitcher mone davis. >> with her playing sports, a lot of driving putting off a lot of everything, work, vacations. >> i want them to show everybody, you know, how great they are and perform well, and have fun and enjoy the experience. >> everyone says of course the first goal is to have fun but these kids, they also want to win, too. the dragons make their little league world series debut playing tennessee today at 3:00 p.m. and if you are trying to find somewhere to watch. hey, you can show your support by cheering on the dragons

man, waking up feeling like september. >> i love it. >> yes indeed. nice. >> i have to say, this is my personal favorite kind of a forecast. i like to call it the weather trifecta. >> let's hear it. >> so bright and sunny light winds, so good hair day and low humidity. >> there go. three for three exactly and just lovely outside. these are the kind of forecasts i always say i love to give specially on a friday, makes the day that much better, that it is the ends of the week, and we have nice weather, boom. all right, let's go out there. let's talk about just how average is this? really not. we are bea a full month ahead of schedule here. so i expect the daytime high in philadelphia anyway to flirt with 80, but probably not quite get there. so shooting for 79 degrees. normally we would be hitting the high of 79 on average between the days september 12th and 15th. so, it is about a three, four day stretch, there are is usual. so this is obviously today little atypical for our region as a whole. storm scan3 still showing the

hey, just turned 4:53, how about that, bob? >> aren't we very punk youth this morning 4:53, i'm here. good morning everybody hello south philadelphia. they're still doing some paving here. they'll be out here for another maybe half hour or so. the westbound schuylkill leaving south philadelphia heading in toward downtown philly there only that one lane is open. route 896, accident out here, chester county, outside of kennett square, 896 at limestone road. also police activity in coatesville, first avenue is closed right at oaks. use route 82 out of the gate this morning otherwise good shape. roads little damp and wet from some of the rain we had last night. south on 95, no delays through the work zone. 202 looking good. look out on the schuylkill eastbound, the power grid is out, right near girard avenue. so you're driving in through the dark here, between girard avenue and center city, if you are coming into downtown, and a bridge opening set for 5:15. the time to beat on that
