childcare issues, and whole host of other things, but let's go back and talk about where this all started. take a look. >> august 15th, is the date by which we'll make a decision. >> the ends of suspense full summer for philadelphia school children on a promise decisive day that will decide the direction of the entire school year. although we love assurances, having the money in the bank so to speak more useful. >> but that money is not in the bank. the school district of philadelphia facing a $81 million deficit now without that money guaranteed, superintendent william hite says announcements will come today about the possibility of layoffs, expanded class sizes and a delayed start date. >> none of those things are things that i think our children should be expose today. >> district officials hope the money would come from 2-dollar per pack cigarette tax. after initial passage, the final vote stalled out in the state legislature. lawmakers don't come back to session until september 15th,

but school starts on the eighth. house majority leader mike met with the superintendent this week. >> what the superintendent and i discussed is how we're going to get this done, put -- getting a clean bill done, getting it on to the governor's desk, continuing to work together on making sure we help the district but still get great education. >> with no guarantee on this decisive day suspense continues, anything is fair game in a matter of hours. and so what the governor has done in the last few weeks he's advanced some money $265 million, that is actually already budgeted for the district. so that's in essence like taking one pocket of monday and just putting into another pocket t does nothing to deal with the cash flow issues, make or decisions coming down at 10:00 o'clock this morning. we'll be there to bring the latest, the latest from school headquarters, steve patterson

"eyewitness news". philadelphia's taney dragons are ready to kick off the little league world series today. local fans are boarding a bus this morning headed to williamsport, to cheer on our favorite little leaguers. they are the first philly team ever to reach the world series. >> robin williams wife revealed he was in the early stages of parkinson's disease at the time of his death. she said williams also struggling with depression and anxiety. he was found dead on monday after taking hisnside their bay area home. parkinson's disease is a incurable nervous system disorder that involves the loss ofrain cells controlling movement.
