we continue to follow breaking news, at least one person is in brandywine hospal this morning after a shooting in south coatesville, chester county. the gunfire broke out around 2:00 along first avenue, and there may be more victims. we of course will keep it to up date as we learn more on this breaking news coming into us right now. well, it is decision day for philadelphia public schools. officials say it if he they pate district headquarters right now with the very latest as major announcement is expected later this morning. steve? >> reporter: 1300 employees, facing layoffs, class sizes, that could balloon, to some 40 per class, and a start date which is supposed to be on

september 8th, could get pushed back to who knows when, all of that will be decided, at a meeting this morning, at about 10:00 a.m., but let's take a look at the issues the school district is facing. >> august 15th is the date by which we're going to make a decision. >> it is the ends after suspense full summer for philadelphia's school children, on a promised decisive day, that will decide the direction of the entire school year. >> although we love assurances, having the money in the bank, so to speak, is more useful. >> but that money is not in the bank. the school district of philadelphia facing a 81 million-dollar deficit, now, without that money guaranteed, superintendent william hite says announcements will come today about the possibility of layoffs, expanded class sizes, and a delayed start date. >> none of those things are things that i think our children should be exposed to. >> district officials hope the money would come from 2-dollar per pack cigarette tax.

but after initial passage, the final vote stalled out in the state legislature. lawmakers don't come back to session until september 15th, but school starts on the eighth. house majority leader mike tursai discussed this. >> we'll discuss getting this done, pork aside, getting clean bill done, getting it on to the governor's desk, and continuing to work together on making sure that we help the right district but still get quality education. >> but with no actual funding guarantee on this decisive day, the suspense continues. anything is fair game in a matter of hours. and so governor corbett has done some work on this, he advanced some $265 million, already alloted in the school budget, but that's like getting a check early, that you're supposed to get on friday, instead of some other day it, doesn't do anything to alleviate the cash flow problem that the district has, so coming into today, when all of these decisions are supposed to get done, no

katie mentioned, roads starting to dry out, from the overnight rain. but, not bad at all. say good morning to conshohocken. live look at the schuylkill expressway, right near the conshohocken interchange. no problems east or westbound this morning. again, we had power problem down near girard avenue. now that the daylight is with us, really non-issue. but the roads are still little damp. watch out. maybe some on and off-ramps are curbside on the 42 freeway, here, the headlights coming in toward philadelphia, headed in toward the walt whitman bridge, but later on around lunch time, oak all going to turn around, because we will be headed to the shore. here is the deal. new traffic pattern, in place for everyone that's going to be headed to the shore over the walt whitman bridge. we will come over the walt whitman, down on to the freeway, between route 130 and 295, there is going to be a three-way split decision, you got to go over. one lane to the left, two up the middle, and one on the right, and they're all separated by concrete barriers. this is new pattern, that went into play late last night, and

to festive. people honked their car hoons, and some chanted. it is a big change after four nights filled with violence, and tear gas. >> say what you got to say. >> earlier in the day, captain ron johnson of the missouri highway patrol, led hundreds in a peaceful march. his department now overseas the protesters, after governor jay nixon stripped local police of their duty. the governor is hoping johnson, a a ferguson native, will help diffuse tensions here. so far, it seems, to be working. the streets are quiet this morning. >> we're a community. we're all a part that far community in it together. >> residents seem to embrace his presence. >> love you all. >> ferguson's peaceful protest just one of more than 09 across the country thursday. people from new york's times square to chicago to san francisco participate in the vigils and mars in what was promoted on social media as national moment of silence to protest michael brown's death.

"eyewitness news" reporter steve patterson joins us now, he's outside school district headquarters with details on the big announcement later this morning. steve? >> reporter: well, you know, erika, the superintendent has met with state officials this week, as early as this week, and they've hashed out few things. now, we don't know exactly what those things are. so the point about today is we don't know what is coming t could be layoffs it, could be an increased amount of kids in a classroom. it could be a push back of the original start date. all of that, though, will get decided supposedly at about 10:00 o'clock this morning, i want to tell you about what's been going on this year, though, district officials facing $81 million budget gap. without that guaranteed money, money we've been talking about, the outlook unfortunately is bleak. district off i hoping the

money would come from 2-dollar per cigarette, 2-dollar per box cigarette tax, but that's stalled out. in the state legislature, the state legislature, by the way, not back in session until september 15th. there was effort to get them back earlier. they'll not be back earlier. school starts by the way on september 8th. earlier, the governor tried to do something. he advanced $265 million, but that's money that is already in the budget for the philadelphia school district. so that does not solve deficit problems. now, again, we're hearing there should be a big announcement this morning, the superintendent to decide on issues based on the fact that that money is not guaranteed. we heard originally it would come from a src meeting, the school reform commission, sometime about 9:00. that's been canceled, in lou of that announcement from the superintendent. now, at 10:00 o'clock, this morning, of course, we'll have a crew here to bring you the latest. reporting live from the district headquarters, i'm steve patterson, cbs-3, "eyewitness news". >> and the clock continues to

after a shooting early today in south coatesville chester county. the shooting happened about 2:00 this morning. also, there will be news conference at 10:00 this morning at the philadelphia school district building. we could learn as city public schools will open on time. superintendent william hite says the budget shortfall could mean delays and layoffs. philadelphia's own pennsylvania state little league champions, the taney dragons, hit the fields in williamsport later today. they take on the team from tennessee game time 3:00. we now know next month's emmy awards include tribute to robin williams. emmy and oscar winner found dead monday after apparent suicide. he was 63. williams wife revealed the actor in the early stages every parkinson's disease but he wasn't ready to share that diagnosis publicly. she says williams was also struggling with depression, and anxiety. fellow actor, michael j. fox reacted to the news on twitter he says quote stunned to learn robin had pd.
