we continue to follow breaking news, at least one person is in brandywine hospal this morning after a shooting in south coatesville, chester county. the gunfire broke out around 2:00 along first avenue, and there may be more victims. we of course will keep it to up date as we learn more on this breaking news coming into us right now. well, it is decision day for philadelphia public schools. officials say it if he they pate district headquarters right now with the very latest as major announcement is expected later this morning. steve? >> reporter: 1300 employees, facing layoffs, class sizes, that could balloon, to some 40 per class, and a start date which is supposed to be on

september 8th, could get pushed back to who knows when, all of that will be decided, at a meeting this morning, at about 10:00 a.m., but let's take a look at the issues the school district is facing. >> august 15th is the date by which we're going to make a decision. >> it is the ends after suspense full summer for philadelphia's school children, on a promised decisive day, that will decide the direction of the entire school year. >> although we love assurances, having the money in the bank, so to speak, is more useful. >> but that money is not in the bank. the school district of philadelphia facing a 81 million-dollar deficit, now, without that money guaranteed, superintendent william hite says announcements will come today about the possibility of layoffs, expanded class sizes, and a delayed start date. >> none of those things are things that i think our children should be exposed to. >> district officials hope the money would come from 2-dollar per pack cigarette tax.

but after initial passage, the final vote stalled out in the state legislature. lawmakers don't come back to session until september 15th, but school starts on the eighth. house majority leader mike tursai discussed this. >> we'll discuss getting this done, pork aside, getting clean bill done, getting it on to the governor's desk, and continuing to work together on making sure that we help the right district but still get quality education. >> but with no actual funding guarantee on this decisive day, the suspense continues. anything is fair game in a matter of hours. and so governor corbett has done some work on this, he advanced some $265 million, already alloted in the school budget, but that's like getting a check early, that you're supposed to get on friday, instead of some other day it, doesn't do anything to alleviate the cash flow problem that the district has, so coming into today, when all of these decisions are supposed to get done, no

"eyewitness news" reporter steve patterson joins us now, he's outside school district headquarters with details on the big announcement later this morning. steve? >> reporter: well, you know, erika, the superintendent has met with state officials this week, as early as this week, and they've hashed out few things. now, we don't know exactly what those things are. so the point about today is we don't know what is coming t could be layoffs it, could be an increased amount of kids in a classroom. it could be a push back of the original start date. all of that, though, will get decided supposedly at about 10:00 o'clock this morning, i want to tell you about what's been going on this year, though, district officials facing $81 million budget gap. without that guaranteed money, money we've been talking about, the outlook unfortunately is bleak. district off i hoping the

money would come from 2-dollar per cigarette, 2-dollar per box cigarette tax, but that's stalled out. in the state legislature, the state legislature, by the way, not back in session until september 15th. there was effort to get them back earlier. they'll not be back earlier. school starts by the way on september 8th. earlier, the governor tried to do something. he advanced $265 million, but that's money that is already in the budget for the philadelphia school district. so that does not solve deficit problems. now, again, we're hearing there should be a big announcement this morning, the superintendent to decide on issues based on the fact that that money is not guaranteed. we heard originally it would come from a src meeting, the school reform commission, sometime about 9:00. that's been canceled, in lou of that announcement from the superintendent. now, at 10:00 o'clock, this morning, of course, we'll have a crew here to bring you the latest. reporting live from the district headquarters, i'm steve patterson, cbs-3, "eyewitness news". >> and the clock continues to
