"eyewitness news" reporter jan carabeo joins you now at link high school in feltonville with more. jen, good morning. >> reporter: erika, ukee, good morning, yes, school just about back in session here in the philadelphia school district. and it will be a specially

exciting day here at link. it is cents a new high school, and superintendent william hite will be here to greet students, staff, and other teachers, back to the school year right around 8:30 this morning, but as teachers and students get back to learning, the school district still has to focus on closing a multi-million dollar budget gap. >> philadelphia classrooms are set. the first day of school for students is finally arrived. >> but many teachers, including this group from edison high school, took advantage of every last minute to prepare before the school doors opened. these teachers even walked through their students neighborhoods and took their route to school. >> for our staff, to have better understanding of the travels and the plights that our students experience on a day-to-day basis? another trying year for student and teachers alike. school district of philadelphia is still facing a $81 million budget gap in order to get the doors open on time this year, millions of dollars in temporary cuts had to be made. and until more funds something found, schools will be cleaned

less frequently, building maintenance postponed. >> we'll still advocate for the additional revenue, both with labor partners and with harrisburg. >> the district is banking on the passage of the philadelphia specific 2-dollar per pack cigarette tax to plug the budget gap. superintendent william hite says he's gotten assurance frost leaders in harrisburg, but nothing for certain. >> i'm cautiously optimistic just based on those assurances, and we hope that individuals will move, rely on their word, try to work as hard as they can in order to get this thing done. >> reporter: and it is important to note even if that $81 million in additional funds willing is -- funding fawn, it will bring it to last year's doomsday levels, when there weren't enough nurses cents, counselors, other resources for students. how much, student and staff will return to school excited to get back to the classroom, renewing their focus on learning. live in philadelphia, jan

carabeo, cbs-3 "eyewitness news". >> happening today, pennsylvania senator bob kacie will hold news conference, pushing for more nurses, in philadelphia's schools. the senator calling for passage after plan that could help schools pay for nurses. apply called the nurse act, legislation would create new grant program that schools in philadelphia and across the commonwealth could employ for. 5:03, want to head outside to katie and get our forecast, 68 degrees, how about it? >> not bad. nice and comfortable, despite the fact earlier i mentioned we have a couple of things going on nearby here today. it doesn't necessarily mean that we've got a terrible day. actually, going to be maybe little less than ideal. but still pretty darn nice. let's go ahead, explain things, by first and for most going out to storm scan3, always good place to start, because it can show you basically the flow that's taking place in the atmosphere. now, you got couple every clouds, generally pent up through the southeastern half of the delaware valley, even handful of light showers here and there, meanwhile, further north and west, look how clear

out. disturbance that's developing into full blown area of low pressure, well to the south, and it is helping to funnel in some clouds, helping to bring in some more moisture from the open waters of the atlantic, which therefore, helps bring in some cloud cover, and maybe even little bit after fine drizzle. now the winds speeds not so much an issue. look more at the direction of these arrows, guys, with that more northeasterly breeze across the northwestern suburbs there, you're going to be able to keep that cloud cover or at least keep it away. so nice clear sky to start the day off for you there. but down the shore, for example, in, say, wildwood, cape may area, you have got that very persistent on shore flow. so start the day off and probably keep it around all day, with cloud cover. meanwhile, we take a look at the live neighborhood network, couple of choice locations, blue bell checking in at little bit of chilly 59 degrees this morning, temperatures change right before your very eyes, live observations cents, but what you are seeing is what you are getting here, pretty comfortable overall but feeling like fall. later today, shooting for 79

in philadelphia. just shy of 80 for many of us, but there will be more clouds than anything, and the further northwest you go, the nor sunshine you will be able to find. jess, we send it into you. >> thank you, katie. good morning, everyone, all you had to say is feeling like fall. i'm in a good mood there. 50:00, a we have relatively easy morning so far. we start out on our cameras here on the vine st. expressway, where you can see, actually not even one car on the roadway now. actually to the left-hand side, if there were some taillights coming on, in they would be headed toward the schuylkill moving along great, eastbound pretty much the same story going toward 95. elsewhere on the ben franklin bridge, currently no problems, really if you are headed into jersey or headed into philly westbound, but do take note of this little bit later on today there is will really stack you up. two right lanes still in some construction from the jersey side headed on over westbound into the city. so you will face some of that just little bit later on today. everything else looking great on 95 and the schuylkill, if you are headed southbound about 13 minutes and 15 minutes, on the schuylkill expressway. erika, ukee, back over to you. >> jess, thank you.

new this morning, west philadelphia man is fighting for his life, following an overnight shooting right on his front porch. it happened around 12:30, on the 5600 block of catharine street. police say someone fired at least 11 shots at the 24 year old victim. one of the bullets hit him in the back. a friend tried to take him to the hospital. but instead, crashed into another car, a half block away. >> when police arrived, the shooting vick tell was already involved in a auto accident. police took this 24 year old male to the hospital of the university of pennsylvania where he is presently in critical condition. the woman in the other car was not seriously hurt. meanwhile, police are interviewing witnesses. no arrest haves been made. the search is on this morning, in northeast philadelphia, for a gunman who shot a teenager during attempted robbery at torresdale playground. it happened on the 9500 block of frankford avenue at around 8:00 last night. police say the 18 year old was shot as he tried to wrestle that gun away from the suspect. he is in critical condition

this is one of the stories where half of you see one forecast, half of you see something totally different. and the further southeast you are, the more clouds you are going to find, perhaps, little bit of drizzle here or we've already even seen couple of showers along the way, actually part of larger system. go out, zoom it out one more time for you here. storm system actually just starting to gather some strength. it is going to generally stay to our south. but will help fuel, you know, couple of showers by tomorrow, certainly the clouds that we're going to find out there today. meanwhile, what it does help with is the pollen, pollen continues to drop off the next couple every days, still somewhat at medium to medium high range, ragweed, grasses, chenopod, still the issues, by tomorrow and wednesday the levels get knocked back with the clouds with the rain that's coming on, in help limit the amount of issues allergy sufferers might have to deal with. so i like the way this is worded. more clouds than anything. get some sun, but it will be at little bit of premium, especially go southeast of philadelphia, couple of showers around later tonight. not wash out. i would actually say by tomorrow, umbrella wouldn't be

on the new jersey turnpike southbound past exit four, route 73, just crash right over, there be prepared to squeeze on by to the left-hand side, as the accident is pushed over to the shoulder. >> just despicable act caught on tape in delaware. now two teens face charges in the beating after mentally challenged man. police say they tracked down the 13 and 14 year old boys, after this video of the attack went viral on instagram over the weaken. the beating happened in the woods near ymca in newark, delaware, victims family tells "eyewitness news" he considered these teenagers his friends. >> he's not doing too good. one, essay shamed of it happening. he's embarrased. >> the victim ace sister says he suffers from a developmental disorder called williams syndrome. we also spoke with the teenage here said he saw the beating happened and filed a police report. he did not want to reveal his identity for fear of retaliation. police also say they are still conducting interviews and could make more arrests. here's your headlines now on "eyewitness news", a 24 year old man in stable condition this morning, after

on the health watch this morning, severe respiratory virus has doctors from colorado to georgia on high alert. >> called inter owe virus 68. so far, hundreds of confirmed cases, that have been mostly in missouri with outbreaks suspect in the nine other states. doctors say that virus has affected mostly children, and many wound up in the intensive care unit. one denver family says their 13 year old son turned white and collapsed. to go from a cold, to, you know, being probably minutes away from death, that's kind of scary. >> the cdc says these hospitalizations could be just the tip of the iceberg. doctors say this virus is not new, but it is very uncommon. over the years, small clusters every case haves been reported in pennsylvania, as of right now, there is no vaccine. it looks like there is a new weapon in the fight against the flu, recent study shows the new drug, parramever is safe and effective, single
