back to you guys. >> jess, thank you. newark deem i can school year begins today for thousands of philadelphia public school students. it is an exciting day despite a budget crisis that threatened to keep children out of the classroom. "eyewitness news" reporter jan carabeo joins you now at link high school in feltonville with more on the looming budget woes. jan, good morning. >> good morning, erika, yes, here we are, on the first day of school for philadelphia students, an exciting day, and specially exciting day for students and teachers here at link. new school for the school district. superintendent william hite will be on site here later this morning, right around 8:30, to welcome students, teachers, parents back to school again, though, it is tempered a bit, sitement because this school district is going through an ongoing budget crisis. still a lot of excitement. teachers have been preparing for weeks now, preparing their classrooms, getting them in order. some, including teachers from edison high school, even took a walk through their students' neighborhoods to introduce themselves. but, it will be another school year when philadelphia teachers will have to do more

with less. the district is fill facing a $81 million budget deficit. even if that gap is closed, funding would only reach the same level as last year's doomsday budget, leaving schools without full time nurses, and enough counselors, and number of other resources. and there will be more cuts if the deficit isn't addressed by october. now, the district is still banking on the passage that far philadelphia specific $2 per pack cigarette tax to plug this budget gap. superintendent hite says he's gotten assurance frost leaders in harrisburg that it will pass once they get back to work this month. but nothing is for certain. >> i'm cautiously optimistic, just based on those assurances, and we hope that individuals will move toward, rely on their word, try to work as hard as they can, in orders to get this thing done. >> in order to get the school district open today, on time, superintendent hite had to go through with another round of temporary cuts, for example, school buildings will be

hopefully you're excited to get back, new school year, fresh start. let's take a look outside. actually start things off here very quickly with this views, camera view, things look pretty quiet outside at the moment for us as we speak. we are actually starting to see the drop off here, amount of time, until the official begin of fall. "skycam 3", looking live over the benny, always quiet, and not terribly cloudy looking just yet. a loft times you can feel a little reflection of the city lights up into the night sky. however, eventually, we do end up with more clouds. we go ahead, take a look at the countdown graphic, up next, autumnal equinox marks official beginning the fall season, and that happens, can you believe it, in just two weeks. september 22, at 10:29 at night is when we will officially say okay, it is fall. even though meteorological fall has already since gun. meanwhile, storm scan3, here's where these clouds are coming f had a couple of stray showers rolling through kent county last few hours, it is clearer the further north and west you travel, however, so i

think you'll start to seymour sunshine if you are up in a lehigh valley, up in the pocono region, something like that. but notice what happens. we take a look at future winds speeds, don't worry so much about the numbers at least initially, although it will get quite breezy at the shore, rather look at the arrows, they're straight up, coming in from the east, which means we will help bring in those clouds, from all of that moisture being drawn in from the open waters of the atlantic. so sun is at a premium today. but if you want more of it, go ahead, take a hike up the northeast extension, going up to the poconos, 70, sunshine, more clouds than anything, and it will be pretty breezy at the shore. meanwhile, in fill, we split the difference, flirt with 80 degrees, see little sun along the way. jess, over to you. >> thank you, good morning, everyone, all of this fall talk is getting knee good mood. 5:36. we go outside where everything is pretty much moving along nicely, starting to stack up just little bit with everyone back to work, everyone back to school. you can see, on 95, just at cottman, southbound headed toward the city where you can see everybody starting to move little bit slower than we were

earlier today. specially with this right lane or shoulder compromise due to the ongoing construction. otherwise out on the schuylkill expressway, just at girard, see everything moving along nicely there as well. westbound where the headlights are coming in, eastbound, headed up toward center sit he moving along great, there as well. otherwise out in northeast philly, a tractor-trailer accident on the roosevelt boulevard, southbound, just near tyson avenue, it is affecting your mostly going to take the inner drive, excuse me, the inner driver completely closed due to the two lanes out, there so use the outer driver to get on through. but, otherwise, just use some caution when you are driving through there. otherwise, in new jersey, on the new jersey turnpike southbound just past exit four, this has been out here for 45 minutes or so trying to get that cleared up, out of the way, just at exit four past route 73. ukee, erika, back to you. >> jess, thank you. right now 5:37n business news this morning, where to go for all of the pasta you can eat. >> one segment of the population isn't going for credit cards. money watch's jill wagner joins us now up at the stock exchange, hey, jill.

>> reporter: good morning, ukee, erika while many americans have been racking up credit cards debt, one group is saying no thanks. millennials, new survey, from bank grade. com, finds that six in ten millennials don't have a single credit card that is almost double the number of americans over 30, who have credit cards. analysts say millennials are staying away in part because of mounting student loan debt. but analysts say they're actually missing out on an opportunity to develop good credit. well, here on wall street, bull market now crossed the 2,000 day mark on friday, the s&p closed at new record high, the dow added 67 points and the nasdaq climbed 20. the tech world buzzing about apple's big launch party tomorrow. analysts are expecting two versions of the iphone, one with a much larger screen, and also, the company's first entry into wearable technology, with smart watch, they're predicting, will be called, what else, the i watch.

to signing, can actually help scour out clouds. you ends up with more stable after atmosphere. typically that's why you ends up with very pleasant conditions when we have high pressure dominating the scene here at home. meanwhile, with areas of low pressure, it is basically just the opposite here. you have counter clockwise movement. air around the center of circulation, and typically, that ends up meaning that you have got some kind of stormy werth. so wind will be flowing from high pressure toward lower pressure, and consequently you end up with the inward flow of that wind, rising air, which can also eventually end up meaning more clouds and the potential for rain. so, we ourselves actually have area of low pressure nearby right now. we go next to storm scan3, take a look, if you look real closely, you can start to see little bit of the counter clockwise circulation. still area of developing low pressure, but eventually it will start to get little more wound up. when being look at things like hurricanes, for example, you typically tend to find very,

very well defined area of low pressure, because of the way the winds is flowing. that's where that comes from. how does the school day forecast? not ideal. we have to give you c plus for day one here. not terrible day, but not ideal either. more clouds than anything, it is still comfortable, we were really close to b minus here, but we made it c plus just because dow think you will end up with more clouds out there today by 3:00 p.m. in philadelphia. 79 degrees, that's actually our expected high for the day. over the course of the next seven, we cool off bit more tomorrow. dodging some showers along the way, then temperatures are on a nice uphill climb. warmest day of the pack comes thursday, in advance of the next cold front. will be some showers, some storms, to dodge by that point, as well. jess, we send it over to you. >> thank you, katie. good morning, everybody, just 5:46. we go outside to the cameras, right on top of the ben franklin bridge, from the philly side. so this is all of the traffic head in the from new jersey, where you can see starting to slow up little bit. packing in there, we are compromising the two right hand lanes. so everybody's squeezing on by to the left-hand side. due to the ongoing construction project, you can expect that to jam up little

bit later on in your morning commute, as well, if you are headed out the door. otherwise, out on the blue route just at norristown, you can see things starting to pick up here, pretty much the same story as well, so headed southbound toward the schuylkill expressway where you can see the taillights going where most of the volume s otherwise out in northeast philly, a crash here, affecting the inner drive, completely closed, the roosevelt boulevard southbound just near tyson avenue. due to tractor-trailer accident. so be prepared to use the outer drive only. otherwise, out in new jersey, the new jersey turnpike southbound, just near exit three, earlier reporting this was exit four, but they've since updated the system. so route 168 where the accident is being affected. otherwise out in upper providence, collegeville road, block rock road, still accident out there from earlier this morning, mass transit great alternate. septa, new jersey transit and dart all running on time with no reported delays. erika, back to you. >> thank you, problem every parent has. what do you do with the piles of artwork your child bridges home from school? throwing it out can bring tears and guilt, but keeping all of it makes a huge mess.

we turn to organization expert for tips to go through it, and prevent the artwork pile up from happening again. if you have a child you at least have one of these, toppling piles of artwork. >> overwhelming, volume is the biggest issue. >> fear of hurt feelings and good old-fashioned guilt were the culprits keeping those piles in place for mother of three, kate. >> hard process, so i didn't throw away anything at all. >> there is stuff everywhere. >> when every table was covered she called lawyer which simply be organizedment she gave her these three tips. first, be selective about what you keep. >> if artwork comes home, and it is just something that your child scribbled or did some sort of sticker project, that isn't defining of your particular child, i would say get rid of that. that's okay to recycle. >> for things more personal like your child's hand print, self portrait, worth saving. next, find storage system that works for you and involvement

your children. >> they are part of the process. >> that's the hard one. >> trying to help make decisions on what they really loved what they wanted to keep. >> what do you think? is this one that was spent a lot of time on or is this just something drawn on a piece of paper. they use binders with clear sleeves. >> we come home, we get the binders, or the boxings, we put everything in them. >> i like it much better because you can find stuff easier. you can just go into your binds err and then there it is. >> and finally, consider a paper less solution using a free app like my artkive. take a picture of the art and store it in your child's individual folder. >> great way to keep the memories without having to have your house overrun with tons and tons of paper. >> now, a year later, the system still in place, and the guilt is gone. >> i'm so less overwelmed. and knowing that everything has a space, it is just so easy. >> how cool is that? >> and here is one last tip. for something that you like but you just don't really need
