exclusive that cbs's nora o'donnell. and both members are calling for a major review of the program that kept rice out of jail. >> "eyewitness news" reporter jan carabao joins us from the cbs-3 sat center with the preview of the exclusive interview, jan. >> reporter: erika and ukee, there has been criticism aimed at nfl recently. first it had to do with how officials dealt with ray rice's initial punishment but now it has to do with the second video and what nfl officials knew bit. well, happening this morning, nfl commissioner roger goodell will address just that in an interview on cbs this morning. >> reporter: did you know that a second tape existed? >> well, we had not seen any videotape of what occurred in the elevator, we assumed that there was a video, we asked for video but we were never grant that had opportunity. >> reporter: so did anyone in the nfl see this second video tape before monday. >> no. >> reporter: for the the first time nfl commissioner roger

regusters kidnapping trial. her sister testified that she's a peaceful law bying person. regusters is not expected to testify on their own behalf. she's charge with abducting a five-year old girl from the west philadelphia school and sexually assaulting her. jury deliberations could begin later today. also happening to take, this man, bryant bauer, is scheduled for a preliminary hearing. bauer faces murder and related charges in the shooting death of the man he believed was break nothing to his vehicle. police say that they found 30 year-old richard hall suffering from multiple gunshot wound on the 4500 block have of torresdale avenue last month. and james meres is also due in a philadelphia courtroom this morning for a preliminary hearing. he is facing murder charges in the deaths of two northeast philadelphia woman. sixty-seven year-old dolly evans and 59 year-old ruby thomas were found shot to death inside of their home, and they found a 4700 block of

heading to the airport just note this if you are, again, heading in this area north bound on i-95 we are doing okay with no main major delays. traveling on the schuylkill expressway in major delays. east and westbound moving fine this shot not too far from girard avenue, you're moving well. we are not seeing pockets of rush hour delays building just yet so we are still waiting on it. still awaiting for delays to build on 422, pennsylvania turnpike, 202, moving well, speed sensors all over the map are in the 50's. if you are however traveling around the university city area, west philadelphia 34th street at powellton avenue we have an accident here. be mindful of that intersection, new jersey, delaware all still in the green, in major delays for mass transit. and now lets head back to the desk. breaking news in iraq right now, secretary of state john kerry just arrived in baghdad on an unannounced visit to talk about the threat posed biasis. this comes ahead of the scheduled address in which president obama will outline his plan for ultimately destroying isis.

militants in iraq and syria. congressional leaders got a preview of the plan from the president. he will reportedly ask congress for authority to arm moderate syrian opposition forces. the president may also announce among other things a expansion of air strikes against isis targets in syria. however as we have previously reported. he has ruled out ground troops. the president speaks to the nation at 9:00 o'clock, watch it live right here on cbs-3. a boy who needs use of the wheelchair is attacked and robbed and now he is sharing the story of his frightening ordeal with "eyewitness news". it all happened monday afternoon on buchanan circumstance until newark delaware. two-year old le kwan mackey has cerebral palsy. he says he was in the middle of his daily exercise when to kids pushed his wheelchair in the storm great. said those boys had been picking on him for months. >> my whole got stuck and he started punching me. i put my hand up to walk to

the car and then he grabbed my landyard, twisted it and put it back around my neck. he pulled it. >> now those kids made off with the house key he wore around his neck. police say suspects are between 12 and four years old. a teen faces charges this morning after leaving septa police on a wild chase and a lot of the drama was caught on camera. it happened at erie torresdale section. sixteen year-old teen got in the dispute over his fare and then started fighting with the officers. he then got away jumped over the turn style and then took off. he ran on top of one train and then jumped on top of another train that was moving. >> there was several girls on the other side of the platform trying to tell them go off the top of the train, consider your own safety, what are you doing? >> that 16 year-old was eventually arrested and faces,

expect to learn, jane, good morning. >> nfl commissioner roger goodell will touch on a number of topics but mainly this second video that surfaced this week. how much does he know bit, and what did nfl official does to obtain this video and what about ray rice, what does his future look like. all questions to be adressed in this interview because of this tmz video that surfaced this week showing the star running back striking his then fiance janay palmer in an atlantic city elevator. the shocking footage prompted local law make tours call for a review of the pretrial intervention program rice entered after this february incident. rice never went to jail for what he did but instead entered in the first offender program where's dressed anger management and paid a small fine, ultimately though charges will be dropped as long as rice completes the program but this morning the spotlight is on the the nfl, here's a preview of nora o'donnell's interview with commissioner goodell.
