months ago and there's late word of a new investigation into the case. also, developing now, the president's plan to stop isis. how he plans to take out the terrorist group. >> and new tonight the big change in policing in new jers jersey. it is sparked by this arrest that was caught on tape. >> but first we're keeping a close eye on some potentially strong storms that are heading our way. good evening, i'm chris may. >> i'm jessica dean. let's get right over to meteorologist kathy orr who is tracking the timing of these storms. kathy. >> chris and jess, you can see it on storm scan3. signature comma shape in the precipitation signifying a very strong area of low pressure and these showers and storms are moving our way. we're talking about heavy rain and potential for really gusty winds. now the timing of this is tomorrow afternoon during the evening rush. not going to see much in the morning just some clouds hanging around right threw the noon hour pretty quiet. but by three, 4:00 o'clock in the afternoon, some showers and storms developing to our west in

the philadelphia area between five and 6:00 and moving offshore by about 8:00 o'clock. the timing of this basically between 4:00 and 8:00 p.m. tomorrow afternoon bad timing for our commuter commuters. some scattered strong storms with gust too winds heavy downpours and frequent lightning. now in the wake of these storms, we're talking about some huge changes coming up we'll talk about one more hot day, a major cool down and some weekend showers. there will be a better day to be outside. more on that coming up with the seven day. >> kathy, thank you. >> there's breaking news right now. the former nbi director robert muller will conduct an independent investigation into what the nfl knew and when about the ray rice domestic abuse ca case. this as we hear from the philadelphia reporter who says the nfl had the video months ago. a law enforcement source tells the associated press copy of the video showing ray rice knocking out his then fiance' inside an atlantic city hotel elevator was sent to the nfl in april.

the source offered ap sports writer rob recorded proof. >> i heard a voicemail from someone, a female, a 122nd voicemail from female from the league office confirming receipt of this video and telling my source that he was right and it's terrible. >> the report challenges the credibility of nfl commissioner roger goodell who in an interview with cbs this morning's nora o'donnell emphatically denied anyone in the league had seen the video. >> we asked for video but we were never granted that opportunity. >> so did anyone in the nfl see the second video tape before monday? >> no. >> no one in the nfl? >> no one in the nfl to my knowledge and i've been asked that same question and the answer to that is no. >> even before this latest revelation, there were growing calls for goodell to resign after he initially suspended rice for just two games. also, under fire atlantic county prosecutor jim mclane.

on wednesday, for the first time, he defended his decision not to take rice to trial. in annd view with the press of atlantic city, mclane said the decision was made after careful consideration of the law. careful consideration of the facts. hearing the voice of the victim and considering all the parameters. he tells the paper despite what he did rice would never have gone to jail. it is the first time offender charged with third degree assault, his harshest penalty would have been two years pre base. >> once again the late word from the nfl tonight the former fbi director robert muller will conduct an independent probe of the legal's handling of this case. we'll have any and all overnight developments on eyewitness news this morning they start at 4:30. >> new tonight, a big police policy change in new jersey from now on police officers and their departments will have an added witness. and one of the men behind the new law knows first hand the difference video evidence can make. for new jersey state assemblyman

paul moriarty a new law requiring police officers to be equipped with cameras will make all the difference for officers and civilians. >> video evidence doesn't lie. it doesn't alter events. it doesn't forget. >> moriarty knows this all too well. in 2012 the democrat was charged with drunk driving in washington township. even though he said he'd had nothing to drink. it was dash cam video from the officer's squad car that eventually helped clear moriarty of all charges. >> i wouldn't be sitting here talking to you if i didn't have that evidence. i want to make sure no one is falsely accused, whether a police officer accused by a citizen or a citizen arrest beside a police officer. >> reporter: the new cameras must be in every squad car purchased from this point on or on the officer's themselves. the goal is for the cameras to offer a look at exactly what happened in situations where the truth may be in question. >> we're still wondering what happened in ferguson it would have been nice to have a police camera in that car so we could know what went on.

>> new night president obama lays out his long awaited military strategy to stop isis. >> as he has in the past, the president vowed to degrade and destroy the terror group. the president said his plan includes targeted air strikes against isis inside syria. he will send 475 additional service members to help train iraqi security forces. but he made clear tonight he will not put american combat troops back on the ground. the goal the president said is to ear oh cad rate the sunny military group that has taken over parts of syria and iraq and responsible for the beheading of two american journalists. >> we will hunt down terrorists who threaten our country ever they are. i will not hesitate to take action. this is a core principle of my presidency. if you threaten america, you will find no safe haven. >> for some tonight the president's plan hits very close

now the train pushed that suv about 60 yards up the track. it ended on a bordering road. crews rescued the woman inn saad the suv and rushed her to the hospital. >> fire company, they popped the door off and they her in the ambulance in no time. could have been whole lot worse. whole lot worse. that woman was quite fortunate. >> investigators say the crossing guards were fully operational at the time of the accident. well a brother and sister are in critical condition tonight after they were hit by a pickup truck. a tenure old girl and her seven year old brother were walking home from school. they were crossing academy road in the crosswalk when police say they were hit boy a driver effect trying to make a left hand turn. both children suffered severe head injuries. eyewitnesses say the impact was substantial and it left -- they left their cars in the road running to help the children. >> i through my car in park and shut it off and it was sitting in the middle of the street. me and him ran to the kids. that was like basically our

first concern. >> investigators say the driver will not be charged. the children are expected to recover. new information tonight in the future of the revel casino and hotel in atlantic city. an offer is on the table. florida country club polo north has offered to buy the revel for $90 million. becoming the lead bitter for the property at the september 24th auction. any other interested buyers must now submit their bids by the 23rd. the revel opened in 2012 and costs more than $2 billion to build. it declared bankruptcy twice and shut down on september 2nd. >> thousands of laid off casino workers in atlantic city packed a job fair at the convention center today. 60 employers with as many as 1500 open positions were on hand to meet with those who are now looking for work. >> 24 hours from right now you'll be watching football here on cbs-3. thursday night football debuting tomorrow night and tonight our man beasley reece is in baltimore giving us a behind the

makefield pennsylvania his son's name dotting the seemingly endless wall of those who lost their lives. >> the service here at the garden of reflection will not only honor the thousands who perished on 9/11 but also the first responders who made the ultimate sacrifice trying to save so many lives. in lower makefield, pennsylvania, natasha brown cbs-3 "eyewitness news". >> new details tonight in the death investigation of legendary comedian joan rivers. the new york daily news reports a doctor performed an unplanned biopsy during an end scope at manhattan -- at a manhattan clinic. reports say rivers vocal cords seized during the biopsy cutting off her airway. she never regained consciousness and died september 4th. >> outbursts frustration during a town hall meeting at the veterans affairs medical center tonight. veterans and their families voiced concerns about treatment at the facility. "eyewitness news" in university city for that meeting that was held in response to an audit

performed back in june. the audit uncovered long delays for veterans trying to get medical appointments at the va medical center. staff admits that records were falsified in order to hide those delays. >> spent billion of dollars to bomb some countries. but we don't have enough money to hire professionals to treat our veterans who are coming home now. >> the va says it has made changes to fix schedule link problems much those changes include expanded clinic hours. philadelphia mayor michael nutter will sign a bill decriminalizing the use and possession of small amounts of marijuana. mayor nutter says he's supporting councilman jim kenny' bill that would spare young people from getting criminal records. under that legislation, someone caught with less than an ounce of marijuana would pay just a $25 fine. if police catch someone smoking marijuana in public the penalty weren't a $100 fine or nine hours of community service.

>> well, a nice day. people out and about night. nice evening, too. but i saw those changes on the way. >> yeah. >> earlier. >> it's up, it's down, it's rain, it's cool, it's all over the place. for tonight we'll see increasingly humid conditions and during the day tomorrow some summertime september storms. we are looking at more heat and humidity in the near future. take look outside. it is a pleasant night. temperatures falling through the 60s. that's a view from our campbell field cam. down the shore, cool, busy along the back bays there. we're looking at showers and thunderstorms for everyone for the most part. they will be scattered but it is going to have some bad timing. on storm scan3 you can see all this moisture moving eastward. the moisture moving through central pennsylvania is going to pretty much erode by the time it continues to move toward us. this is the mainline down through cincinnati and also through indianapolis where they had severe weather early today. take a look at our temperatures around the region.

reading 71. west grove 68 degrees. oaks elementary school 67 and woodbury, new jersey, it is only 66 degrees. but it will get mild during the day tomorrow and it will be muggy tonight. right now at the city 69. allentown 70 degrees. poconos 63. to the west some warmer temperatures with the clouds in advance of those showers. the front approaches during the afternoon and that really pulls up the warmth and the humidity from the south with temperatures well into the 80s. it will be feeling like a july afternoon. now, by the afternoon, between about 4:00 and in the evening till about 8:00 p.m. this front will be moving through with showers and some thunderstorms. behind it dry air with northerly winds. low humidity, deep blue skies and temperatures much cooler in the 70s. once we get in the 70s we'll stay there for while. it will cool down even more saturday with clouds and more rain showers moving our way. now here's a look what we expect for tomorrow afternoon. a high probability of downpours. lightning, some gusty winds. hail and tornadoes not expected

with these particular storms. that's the good news. now it will be turning cooler in the wake of those storms especially once we get into early next week a big dip in the jet stream and that means temperatures in the 70s and we could be stuck there indefinitely until it gets cooler than that. overnight partly cloudy and muggy the low 68. for your thursday, warm and humid with afternoon showers and storms. mainly during the afternoon and early evening rush. so bad timing here. it will slow things down. not everywhere because these storms will be scattered the high temperature 86. on the exclusive "eyewitness weather" seven day forecast and shore cast, friday drying out with high of 78. saturday cool with some showers. sunday 75. still dry monday. some showers are back tuesday. and by wednesday temperatures in the upper 70s. it's more like we saw in the beginning of the summer in june where we had several systems moving through the region every other day. be sure to wake up with "eyewitness news" in the morni
