morning. susan, good morning. >> reporter: well, ukee and erika, ceremonies here start in a couple of hours, when we will start to hear the reading of the thousands of names of the victims, interspersed with six different moments of silence, something we have heard for the past 13 years. here's what is new here the freedom tower, one world trade center near completion, set to open up later this fall and in may museum and plaza surrounding the world trade center site opened to the public. families who lost loved ones on september 11th will gather at the world trade center site to mark the 13th anniversary of the terror attacks. moment of silence will mark exact moments when the plane struck towers as family members will read long list of victim names. >> andrew.

>> reporter: among those on the list john cartier's brother james whose motorcycle is now part of the september 11th memorial museum. >> how fresh are those events in your mind. >> well, 13 years later, it is just seems like yesterday, with each passing day, it is still hurts. >> reporter: brothers were electricians at the world trade center. their sister michelle was also working there. john got to her but james was killed. >> at the same time michelle and i were running for our lives, my brother james was losing his. >> reporter: this is his first anniversary since the opening of the september 11th museum where twin towers once stood. at the pentagon yesterday, leaders from the house and senate awarded congressional gold medals to honor all of the victims of 9/11. one will get to the flight 93 memorial in pennsylvania, another to the 9/11 museum in new york and a third to the pentagon in memorial. ceremonies will be held today at all three places to

remember those who died. and the ceremonies finish up here around 1:00 p.m., the plaza will reopen up at 6:00 p.m. tonight. >> size an, are there worries about a new terror attack? >> reporter: we have been talking to people throughout the week, down here at the world trade center site ape all different countries around the world and u.s., no one is expressing fear that will be another terrorist attack right here and we are told by authorities here in new york city that i there is no specific threat against new york city. security is very tight here, as usual, more than a thousand officers, on deck, including officers, throughout the city, will be all here, bomb sniffing dogs so security is tight as it is on all of these anniversaries. >> that it is. >> thank you. and americans in our area will pause to remember the fallen heroes of

around 202, speed sensors high in the 50's. are 48 on i-95. one mass transit note route 11 trolley they are shuttle busing eastbound as a result of the car blocking the tracks there, ukee. new this morning one person is hospitalized after escaping this smokey fire in west philadelphia it happened 1:30 on north 52nd street near arch. fire broke out on the first floor of the corner grocery store and then spread to some apartments on two floors above it. three other residents were also able to get out safely. the red cross is now assisting those displaced. suspect in custody following a police dispute that ended on a train tracks in lansdowne delaware county. it was around 12:30 when police pull over this vehicle after a short pursuit. driver bailed out and ran away near austin and south union avenue. he was captured a short time later. after all of this no one was hurt. a minivan korean out of control and slams in the utility pole. it happen at river road and

north 26th street in camden. police say minivan rolled over several times, no serious injuries were reported but driver was taken to cooper hospital for evaluation, erika. an independent investigation is now underway to determine whether the nfl received this video of ray rice punching his then fiance in the hotel elevator months ago. league is bringing in a former fbi director to lead probe into how much the league knew and when. investigating reviewing how nfl handle will any and all evidence. also speaking out, the atlantic county prosecutor who has come under fire for not taking rice to trial n an interview with the press of the atlantic city jim maclean says decision was made aftercare full consideration of the law, careful consideration of the facts, hearing the the voice of the victim and considering all of the parameters. it goes on to say that rice would have never gone on to jail as a first time offender charged with assault his harshes penalty would have been two years probation. this investigation into the nfl will be over seen by owners of both new york giants and pitberg steelers. commissioner goodell said he will grant access to all nfl record. reporting live, from the sat center, jane carabao for cbs-3 "eyewitness news". jury deliberations begin in the very child abduction trial of cristina regusters. regusters is charge with kidnapping a five-year old girl from bryant elementary school in west philadelphia in january of 2013. regusters is also accused of

sexually assaulting the girl and was found the the next day on the upper darby play ground. yesterday she declined to testify, in her own defense. a hearing today for marcellus jones, man accused not to on eight murder of a young teen, gunned down for his ipad. twenty-three year-old say bell was murdered six weeks after moving to philadelphia generals known as apartment north is serving life sentence for another murder. also today a priest limb nature i hearing for suspect in the rittenhouse square rape. police say 27 year-old milton garcia attacked a woman near 19th and spruce last june. prosecutors say garcia entered the country illegally and faces deportation from the united states for a second time. right now 6:10 and still ahead, president obama addresses the nation with the plan to stop isis. his strategy to take out the terrorist group is coming up next. also when sandy hit the east coast nearly two years ago the government gave out

exclusive video of the freight train slamming into an suv, check out surveillance video right here, of the incident in west deptford, gloucester county. my goodness. >> watch right there as it happened just afternoon time, at a crossing on crown point road. the train crush the suv and push it 60 yards down the track. it ended up on a road. crews rescued woman inside and rush her to the hospital. >> fire company, they got the door opened and had her in the ambulance in no time. it could have been a whole lot worse. that woman was quite fortunate. >> police say that the warning devices, were fully operational and that the woman was trying to beat the train. woman robbed at gunpoint outside of the check cashing store, and now philadelphia police are searching for the suspect. it happened last night at don's check cashing on east hunting park avenue. police say the the woman was closing the store when thief

looking g we have a lot of clouds in a lot of locations right now because we are starting to see the approach of the latest storm system. namely a cold front that will of its affect on our area day. at the moment when we look at storm scan three we have a few speckles of green not justin kateing the fact that we have more moisture to work but but we did have a round of rain that held through lehigh valley this morning in the poconos region. still damp up that way and as we put things into motion you can see as that moved through it is gone for now. we have got that low in place. we have a lot of clouds to work with. that my friends will help us rather than hurt us. it the is in the as bright but because have the clouds, the severe weather potential starts to dwindle. you will need that solar energy heating of the day to create instability for hail or tornadoes to form. we will not have enough of that. so i wouldn't even say low on hail and tornado, would i say zero chance. win, downpours, lightening bin

this is what i was looking at 42 freeway jam here making your way down toward the walt whitman bridge. we have delays southbound from the northeast down to the vine. expect usual, no delays for mass transit. now let's head back to the desk. happening today the philadelphia city council comes back from summer break and there are two big issues on the a gend, first marijuana. counselors will amend a bill that would be sent to mayor nutteres desk over the summer to decriminalized the possession of small amounts of the drug. at moment will add a hundred dollars fine or nine hours of community services for anyone caught smoking marijuana in public. mayor nutter, has pledged to sign the attended bill. also, the council is tackling issues with the city schools. today they will look at a proposal to abolish the school reform commission and return philadelphia schools to local control. the commission was formed in 2001, designed on give the state more of a say in the cities educational system. but critics say that it has failed to make any improvements within the

depos witt a bank before you can get a card. it is like training wheels for your first credit cards and that credit limit is just, basically equal to what you deposited with the bank. good news is that secured credit cards, basically help you build your credit scores, so i think it is a better alternative to the debit card. >> come on, you are on a roll, i necessity you have more, what else should we do to manage our credit. >> you know what is easier today to manage your plastic, you want to sign up for auto pay, so you never miss a payment or get hit with a finance charge. if your cash flow is eradic and man makes you nervous and don't want to give them a blank check how about establishing monthly amount of cash, maybe 50 bucks, you send it to the credit card company, so you always make the the minimum payment, that way you can avoid some of those fees. other idea, you can set your own due date to alienor payment with your payday. iowa than the to give a shout out to the ftc web site, consumer dot ftc dot gov. they have great information and security tips.
