in the news, update on breaking news from northeast philadelphia. a boyfriend is mistaken for intruder and shot to death by the girl's father. >> the tends moments unfolded overnight in home circle and "eyewitness news" rorter jan carabeo is live there this morning. jan, what can you tell us about the investigation at this point? >> i can tell you 32 year old man is dead this morning, shot and killed after making his way into second story apartment here, killed by 41 year old man, who lives inside. now, this is still a developing story, and there is a big question this morning. was this a big miss understanding? police say, the victim, was towelly, the boyfriend of the homeowner's daughter, and he was possibly mistaken for a home intruder. >> deadly shooting unfolded at the amounts 2700 block of axe factory road, police say, the victim was shot, after he

climbed through a second floor rear bedroom apartment window, shot, they say, by a 41 year old man who lives inside. well, it turns out, as i mentioned, that the 41 year old shares his apartment with his 20 year old daughter, and police say, the victim was her boyfriend, that victim was confronted by the woman's father, in the second floor bedroom, police say possibly struggle, then the victim shot in the head. he was taken to torresdale hospital where he later died. now, police say, the initial report for this incident came in as a home intruder. but they are trying to sort that all out. the 41 year old father called 911. >> his 20 year old daughter was also in another bedroom, at the time of the shooting. so, the 20 year old female who was a resident of the apartment, the 41 year old male, who is the father of the female, were both in separate bedrooms in the apartment, and have both been transported to northeast detectives as

witnesses. >> we're told both father and daughter cooperating with police, no word on any charges this morning, i was just able to speak with the victim's mother, the 32 year old victim's mother who says, they live right down the street, these two new each other, and her son not in anyway breaking into this apartment. this is still developing story, we'll bring you the latest as is soon as we have it, but for now live live in home circle, jan carabeo, cbs-3, "eyewitness news". >> thank you, more breaking news as well if philadelphia's kensington section this morning, where 24 year old woman is fighting for her life after early morning shooting. police say two men, fired at least ten shots at the woman sitting on porch of braddock street, hit multiple times, is currently in critical condition. and, you are looking live here at atlantic city trump plaza casino, which has folds dollars its hands today. gaming ended here just moments ago, at 6:00 this morning.

next to storm scan3, and we will show you what's been taking place here, as well. at the local level, you can see, over the lasts three hour loop, what we are looking at here, things just really starting to ignite. this all comes courtesy of a very speedy frontal boundary, though, so timing little less than ideal about ready to hit the road. enough that i would certainly advise an umbrella, if you are walking out the door, in warminster. burr ready to get smack with a pretty solid batch of some rain. but, it is moving along, really really quickly. so, that's at least something that we have got going for us here. down across the kent and sussex county burdeners delaware, another little pocket of some steadier rain, and that's generally the synopsis here today. it is mainly up until the end of the typical morning rush. so really for the next three hours or so, we will still be dodging some additional raindrops along the way. but then, skies are going to start to clear on out. >> one of those 50-50, half

and half, whatever you want to call it forecast starts off less than ideal. it will pay dividends later on into the afternoon, so much nicer weather coming up. we should end up about 75 later this afternoon i have look shiny pretty things, but not if you are traveling on the rolled, the sheen therefore sure. let's get you outside. sort of piggyback off what katie says about those slick spots on the roadways, because it is slick all over. with the passing rain that's been going through on the schuylkill expressway, 95, the vine st. expressway, slick out there. careful, use extra caution, definitely that would be our best advice. you are traveling on the vine st. expressway, approaching the area of the schuylkill, not seeing too much of a problem. but, things are little bit different if you are traveling on 95, 95, southbound, high volume from the betsy ross bridge down through the vine st. expressway already, and that delay will only grow through the construction zone, and as we continue to move through the rush. as we take a look now at the ben franklin bridge, do have westbound commuters, here, with those headlights, taillights would be the

eastbound side. if you are traveling in the westbound direction, the right lane still blocked because of construction, but no major delays just yet. it will be majorly delayed later on. and note this, traveling amtrak service has been suspended between washington and philadelphia, because they're having overhead wire problems. let's head back to the desk. ukee? >> torrey, thank you. >> suv olney section, rounded corner at sham chose shortly after midnight hitting corner store with a apartment above it. four people were taken to the hospital with minor injuries 15 year old girl found in the woods currently in the hospital this morning, and police are investigating the possibility that she was sexually assaulted. police say she was wearing her school uniform at the time. and had visible bruises, on the back of her legs, and head wounds, the girl currently in stable condition. special victims unit investigating. thirteen year old in stable condition after being shot twice, in the stomach.

it happened last night, near marvine street, and erie avenue in the city's hunting park section. police say a 16 year old believed to be the shooter is in custody. police say that he remain at the scene, they're not sure if the shooting was accidental. no charges have been filed just yet. and, philadelphia police also continuing their search for suspect who shot a man inside juniata bar. this happened about 10:00 last night, at family tavern on the 1100 block of east luzerne street. police say the 28 year old victim shot multiple times in the face and chest, and later died at the hospital. right now detectives re searching inside that bar. >> breaking news, from afghanistan, three nato troops have died, another five hurt in a car bombing in afghanistan. the bomber drove into a convoy, just down the road, from the us embassy, and detonated. at least 13 other people were

injured. the taliban has claimed responsibility. >> us continues to build coalition of nations willing to join the fight against isis in iraq and syria. president obama meets today with retired marine general john allen, retired last year, but being called back into service to lead coalition against millitant group. meeting comes after us launched air strike yesterday southwest of baghdad. meanwhile secretary of state, john kerrey, will be in paris today, attending conference of world leaders, while he will be pressing for global strategy to fight isis. >> happening today, president obama will visit the cdc in atlanta for briefing on the ebola crisis in west africa. us now boosting its involvement in the fight. the obama administration announced it is ending 3,000 military personnel to the region to help. following the briefing the president expected to unveil new us commitments in fighting the spread of this virus.

>> former ravens running back ray rice has until midnight to appeal his nfl suspension just last week rice was kicked off the team, and then suspended indefinately, by the league after new video surfaced. nfl player union argues the league is punishing rice twice for the same offense. he was initially handed two-game suspension. pretty cool stat that i was just informed about. the eagles are the first team in ffl history to fall behind by 14 points in each of their first two games, and open their season two and zero. the birds facing the indianapolis colts in indian in prime time, and colts lead at the half. nick foles hit journey maclin in the game tying fourth quarter touchdown. as we say it ain't over yet. codey's 36 yarder would win it, 30 to 27. >> fans are getting used to it. >> having a heart attack

washington wash in philly this weekend, desean jackson may not be able to suit up against the his old squad. injured his left shoulder sunday, but gruden said if he can tolerate the pain he will be on the field. quarterback rgiii is out definitely out. washington starting quarterback robert griffin dislocated his ankle on sunday, and he's out right now, and it is not clear if he could come back, at all this season. and in the meantime, capable back up, kurt cousins, will start against the eagles. phillies play game in san diego, another 10:10 p.m. start here on the east coast. the phils will be without closer jonathan papelbon, he's been suspended for seven games, and find undisclosed amount for his behavior after losing sunday's game with the marlins. now, last night, in san diego, jerome williams pitched well enough to win allowing only one unearned run in seven plus innings of work. but the phils offense could

>> we've got more on breaking news this morning in the home circle neighborhood. deadly shooting is under investigation this morning. >> good morning, everyone, a boyfriends was mistaken for intruder and shot to death. "eyewitness news" reporter jan carabeo picks up the story now at the scene. jan, good morning. >> reporter: a 32 year old man was shot and killed after making his way through a window to second story apartment here in home circle. police say his girlfriends lives here, but she also lives with her father, and that's who police say pulled the trigger. >> philadelphia police say they were called to the home circle amount here attacks factory road just before midnight for a shooting and an initial report of a home intruder. but was what happened here a big miss understanding? >> they found 32 year old male victim in the bedroom of a second floor apartment. he was suffering from single gunshot wound to the head. >> police say that 32 year old climbed into the second floor apartment, through a rear

bedroom window, confronted by 41 year olds man who lives here. police say there was possibly a struggle, that's when the 32 year old was shot in the head. he was taken to the hospital where he later died. turns out, the victim's 20 year old girlfriends lives in the apartment with her father. police say she was in a different bedroom. after the shooting, her father called 911. so the 20 year old female who was resident of the apartment, the 41 year old male, who is the father of the female, were both in separate bedrooms in the apartment and both transport today northeast detectives as witnesses. >> we ' told both father and daughter are cooperating, no word on any charges. meanwhile, i was just able to speak with the victim's mother. that's the 32 year old victim's mother, she tells me, they live just down the street, and no way was her son an intruder, she says that the two were seeing each other, and would have never done

that, 20 year old daughter any harm. live in home circle, jan carabeo, cbs-3, "eyewitness news". jang -- jan, thank you very much. same sex couple speaking out following brutal attack in center city philadelphia that left one victim with his jaw wired shut. this couple asked not to be identified, says, they were walking near 16th and chancellor streets on thursday night, and that's when a group of about 12 people just randomly confronted them, some in the group were apparently yelling gay slurs. the victim's described their attackers to our todd quinones . >> people you wouldn't expect this from. >> what happened? really cause we're gay? is that real a thing these days still? i guess it is for some people. well, authorities say they've surveillance pictures of the victims alleged attackers. if caught, those suspects could be charged with a hate crime. >> happening today, rally in harrisburg, urge law makers to

was pretty much brought to its knees, one renmant of the scary time still remains. >> four more, joined now by cbs news business analyst jill schlessinger up in new york for us, good morning to you. >> reporter: good morning. >> so soon after the crisis the fed launched aggressive policy. what was it? >> under the chairman, ben bernanke, the central bank took aggressive and quite unusual step of buying moral began-back buying, eventually bought government bonds, too, now when the fed first started this program, six years ago, it was to make sure that the markets just continued to operate normally. over the next six years, central bank argued that the bond buying held boost the economy, and the job market. >> so tell us little bit more about when the program will end, jill? >> reporter: yes, that's what everyone is wondering, now looks like we're encores to actually have an end to that. last year, the central bank sort of said, hey, the economy is doing well enough, we will wind down these monthly bond purchases. we've got two day policy meeting that kicks off today,

concludes tomorrow, we're problem bye going to get the second to last cut. so that means, the program should conclude for good in october. amazing, six years later. >> wow, so, what's next for the fed, jill, what do you think? >> well, now they got to go back to their boring old tool, just adjust short-term interest rates. now, remember, these rates have been at zero for almost six years. and recently, janet yelin has said they'll probably see rates rise sometime in the middle of next year. what's it mean for us? it means savers ers, suffering for all of these years, may finally be rewarded with higher interest rates. meanwhile, if you are a borrower, you have real terrific rock-bottom rates. you should prepare for higher costs, because those rates are going to rise. for more on the financial crisis, anniversary, i didn't know what kind of card to get you for number six, and the feds response to it, you can go to jill on money. com. we laugh now. i know it was scare, but boy good to have that in the

new research out this morning finds knows parents do not know the proper height a child should be without riding without a booster seat. >> safety precaution that could ultimately save their lives. cbs news correspondent jericka duncan has the story. >> booster seats can save a child's life during a crash, but new survey find most parents stopped using the seats too soon. >> nine in ten parents admitted to us that, in fact, they move their child before they were red. >> i group safe kids worlds wide say children should be at least 4 feet 9 inches tall, way between 80 and 100 pounds before they are allowed to ride without a booster seat. a fact about 70% of parents survey, say they didn't know. >> does booster seat, will properly position the lap and shoulder belt so the lap belt lies flat across the thighs, shoulder belt firmly across the how older. >> whether an un size child is
